GOOD will is becoming recognized more and more as a necessary business asset, and a successful concern must have the good will not only of its customers and the public, but of its employees. Management -enlightened management-recognizes this and will go the limit to get it. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.

A liquid-Freon permeameter suitable for making routine permeability determinations on small plug samples is described. The instrument is characterized by simplicity of design and ease of operation, and can be assembled inexpensively from stock items of laboratory equipment. It combines the unique advantages of both liquid and gas permeam-eters while eliminating many undesirable features of both general classes of instruments. Precision and accuracy of the specific Freon permeability measurements compare favorably with results of conventional liquid and gas permeameters. INTRODUCTION The liquid-Freon permeameter described in this paper was designed and built for special investigations of the properties of petroleum reservoir rocks. However, its unique advantages over conventional gas and liquid permeameters make it eminently suitable for routine use in the core analysis of small plug samples. In general, gas permeameters are very popular because of their simplicity of design and ease of operation. However, apparent gas permeabilities are normally higher than true specific permeabilities unless special corrections for gas-slippage are applied. Since these corrections require two or more measurements at different internal gas pressures, much of the time advantage of the specific gas permeability measurements is lost. Liquid permeability measurements, on the other hand, require no slip correction, but liquid saturation of the sample is time-consuming and difficult to insure. Often, too, the saturating liquid must be extracted or dried from the plug before it can be used for another experiment. The liquid-Freon permeameter described herein retains the inherent accuracy of the liquid permeameter, while affording the speed and ease of operation of the gas permeameter. Freon-12 (dichlorodifluoromethane) is a haloge-nated hydrocarbon, immiscible in the liquid phase with water. It may be considered as an oil phase in laboratory fluid-flow studies. Like butane and propane, it is a gas at normal room temperatures and atmospheric pressure but can be liquefied at moderate pressures. Complete liquid saturation of a plug sample with any of these fluids can be easily achieved by condensing vapors in the sample and operating the permeameter at a pressure above the vapor pressure of the liquid. Freon-12 is superior to butane or propane for permeability measurements only in that it is relatively nontoxic and completely incombustible, and thus presents no fire or explosion hazard. Freon-12 is believed to be completely nonreactive with most petroleum-reservoir rock samples. It volatilizes immediately from a plug on depressurizing to leave a clean, dry sample suitable for subsequent experiments. Thus, the inherent risk of changing physical properties of rock samples by cleaning and drying operations between permeability measurement and subsequent experiments is eliminated. Weertman (Rensselaer Polytechnic Institute and Northwestern University, respectively) —The great increase in creep strength that you found in your indium-glass composites is quite striking. You ruled out a decrease in the dislocation source density as an explanation of the reduced creep rates. Could you tell in greater detail why you feel this is an inadequate explanation of the phenomenon. It appears to us that it is a reasonable one. Consider the spacing between the glass spheres in your composites. It is of the order of 10-3 cm. The spacing between dislocations in a (single-phase) annealed metal with a dislocation density of the order of 106 to 107 cm per cm3 also is of the order of 10-3 cm. Therefore it is not reasonable to expect that the arrangement of the dislocation lines is the same in the composite material as it is in pure indium. If the dislocation arrangements are different the density of the dislocation sources likewise will be different. Another way of saying the same thing is the following. The presence of the glass spheres reduces one of the dimensions of the metal phase to 10-3 cm. Thus the metal phase, in effect, is equivalent to a metal whisker or a thin metal film. These are strong because they have so few dislocation sources within them. T. D. Gulden and J. C. Shyne (authors' reply)—It is to be expected that the arrangement of dislocations in the indium-glass composites would be quite different than that observed in annealed pure metals. The dislocations probably exist primarily as segments connecting the dispersed particles. These segments and discontinuities at the very large area of particle-metal interface could act as dislocation sources. For this reason it was considered unlikely that the very high observed creep strengths were due to a low density of dislocation sources. A more likely explanation is that the distance a dislocation can glide is limited by the interparticle spacing. The particles averaged about twenty in diam and were less than 10 µ apart in the 40 pet composite. It seems reasonable to assume that a dislocation loop in a volume of metal surrounded by these relatively large particles would not bow out around them but would be restricted to the region between particles. A general expression for creep rate is given by the product of the dislocation source density, the average rate at which loops are generated from a source, and the average area swept out by a loop times the Burgers vector magnitude. Assuming that the area swept out is limited by the interparticle spacing and the rate of generation of loops is controlled by the rate of climb of loops over second-phase particles, as suggested by Ansel and Weert-men,9 a calculation of the dislocation source density may be made from the experimentally observed creep rates. The result comes out 10" to 10" per cm3 which seems reasonable in view of the assumptions involved. Thus it is concluded that the anomalously low creep rates that were observed were due not to a low dislocation source density but rather to a limitation on the area swept out by each dislocation loop.

PROBABLY no greater world traveler has ever been Chairman of one of the Institute's Divisions than Henry Frederick Hebley. To begin with, he was born almost as far away as possible-in Christchurch, New Zealand, Dec. 15, 1893. There he grew up, studying mechanical engineering at the local Seddon Memorial Technical College. Then he went over to Sydney, Australia, for a bit of work before sailing for the U.S.A. in 1915. After a few months as draftsman in a San Francisco office he moved over to Clarkdale, Ariz., in the engineering department of the United Verde copper smelter, which had just gone into operation. But the war was on, and Henry thought he belonged in France with the Canadian Engineers, the United States still remaining aloof from the conflict, and that was the last the copper industry saw of him. After almost two years in France he was wounded, convalesced in England and Canada, and then went back to his native New Zealand to design concrete factory buildings. But soon the United States called again, and this time he landed in Salt Lake City with the Oregon Short Line R.R. Co. Then to Chicago in 1920. where he really got into the coal industry for good, working for the Allen K Garcia Co. on the design and operation of coal mines, beneficiation plants, and combustion equipment; and joining the Institute.

THE relation between man-hours of labor and production may be correlated for any industry, and already it has been widely used in piece-work studies. It is not in general use as yet for recording labor efficiency of an enterprise or an industry. An exception to this is the Cement Institute, which tabulates the man-hours used in each operation and FIG. 1.-LABOR PRODUCTIVITY IN COPPER MINING. thus gets the total man-hours per barrel of cement. The writer knows of one steel company that keeps a complete record of man-hours for every operation from mining the ore to finishing the product. No doubt many others find the information useful, and such a study could be of value to the mineral industries.

In the past few years changes have taken place in shaft sinking. Progress has been made with types of machinery designed, developed, and made available to shaft sinking contractors. This is particularly true of drilling and mucking equipment. Compared with conventional clamshell loading, mucking or loading with a crawler-mounted overshot loader is a new technique for shaft work. There are several methods of clamshell loading. Dravo Construction Co. mounts an air tugger on the clamshell to operate the closing line. The load, or holding line, is attached to the hoist of a crane or whirler at the shaft collar. The clamshell is raised or lowered by the hoist when a signal is given by a bell or light system operated by men at the bottom of the shaft. Two men control the drift of the clamshell with tag lines, pulling it to any position in the shaft for loading, or over the shaft muck bucket for emptying. One man operates the air tugger to open and close the clamshell by means of two lines attached to the operating air valve, just as reins are used to drive a horse. One man operates the signal telling the hoist operator when to raise or lower the clamshell. This method requires two hoisting lines in the shaft-the line from the mine hoist that lifts

A concept gaining attention among rock mechanics researchers in studies of soil-structure inter- action is the use of compressible packing between the structure such as tunnel lining and the soil or rock. Lester H. Gabriel, provided information about work on this concept at the II Symposium on Rapid Excavation, October 16-17, 1969, Sacramento State College, Sacramento, Calif. It is well-known that loads transmit their effects to those locations which deform least. Traditionally, the question to be answered by the structural engineer is how rigid the structure ought to be. The stronger the structure, the more resistant it becomes to deformation. If it is more rigid than the surrounding strata, the structure acts as a pillar, focusing load on itself. However, if the structure is less rigid than the surrounding strata, blocking or packing between the structure and the enclosing material facilitates the formation of soil or rock arch. The object then is to design and build structures such as tunnel linings, which harness the advantages of carefully planned small movements. Tests on plaster cylinders imbedded in granular sand and loaded were compared to those of plaster cylinders protected in sheathing of polyfoam rubber. The compressible sheath permitted support of up to ten times greater loads Gabriel, Lester H., "Principles of Soil-Structure Interaction Applied to Tunnel Linings." Hecla Mining Co. has successfully used shotcrete with substantial cost savings for ground support purpose. To date, the use of shotcrete in Hecla's operations has been limited to openings where long-term high quality support was required, in exceptionally difficult ground, and to a limited degree in stope support. Experience with both the wet and dry process indicated that the latter was better for their applications. The availability of effective accelerators which reduce losses from rebound, give high-early strength and permit placement in wet conditions, led to this conclusion. The gross cost under such conditions as those at Hecla, including rebound losses and overshooting, is estimated by Hecla to be $51 per cu yd.
