On Jan. 1, Harvard opened its reorganized School of Engineering and will continue the work during the summer to enable the entrants to complete a full year's work by the opening of the next academic year in September. Some time ago Harvard University and the Massachusetts Institute of Technology agreed to combine effort in engineering instruction, making use of funds provided under the will of the late Gordon McKay. The agreement was objected to and the Massachusetts Supreme Court held that the arrangement was not in accord with the provisions of the will. The new arrangement has been approved both by the trustees of the McKay estate and by the governing boards of the university. Instruction will be offered in the following subjects; mechanical engineering, civil engineering, sanitary engineering, electrical engineering, mining and metallurgy, and industrial chemistry. Henry Lloyd Smyth has been appointed professor of mining and metallurgy, Albert Sauveur, professor of metallurgy and metallography, and Louis C. Graton, professor of economic geology.

Tile National Research Council announces further appointments to National Research Fellowships in physics and chemistry. The object of the National Research Council in maintaining a system of research fellowships is to promote fundamental research in physics and chemistry primarily in educational institutions in the United States. Fellowships are awarded to persons who have demonstrated a high order of ability in research for the purpose of enabling them to conduct investigations at educational institutions which make adequate provisions for research: in physics and chemistry. The new appointments are as follows: In Chemistry.-Warren C. Vosburgh, of New York City, B. S. Union College, 1914, A. M. Union College, 1916, Ph. D. Columbia University, 1919. The Industrial Board of the Department of Commerce has been formed under the chairmanship of George N. Peek, formerly vice-chairman of the War Industries Board. This Board is to put into practical effect a program for the readjustment of prices for basic materials in such a fashion as to create a firm foundation on which the consumer can base his future purchases, and the producer can form necessary estimates. It has the assistance of the Council of National Defense. One of the first steps off the Board was to call into conference the leaders of industry. At these conferences the general conditions of the country are carefully considered and an effort made to determine and understand the principles that should be applied to permit the successful solution of the problem. It will be the endeavor of the Board to act promptly by consulting and interchanging views with these representatives of industry in the fullest and freest manner possible with a view to aiding and assisting industry in general to resume activities to the fullest practicable extent.

Those coal mining and preparation engineers and operators who read this article will probably be most concerned with those parts which deal with the applied aspects of coal petrology in the fields of mining and technology. Actually the two categories overlap to such a degree that they are essentially one. The article appears to suggest that there are two points of veiw in the field of applied coal petrology. From one viewpoint the interest is in the attributes of the various macerals (Fig. 4)-vitrinite, exinite, and inertinite-in terms of utilization (when the coal is burned, coked, gasified, hydrogenated, etc.). From the other point of view, assuming that the macerals do possess individuality in behavior, interest attaches to the possibility that coal of a particular type (maceral composition) can be prepared by discriminating methods of preparation and blending. Most of the 29 items listed for mining and technology can be assigned to one or the other of these two categories.

JAMES ASHWORTH, Livingstone, Alberta, Can. (written discussion*).-About the year 1878, the writer commenced to experiment on safety lamps, the results of which will be found in the Transactions of the North of England Institute of Mining and Mechanical Engineers 1879-1880, the Transactions of the Manchester Geological and Mining Society, and in the technical press. He has also made a careful investigation of the flame caps produced by chemically prepared methane when mixed with air in accurately measured percentages. Before the conclusion of these experiments he personally fitted the hydrogen gas test to a special pat-tern of the Ashworth-Gray patent safety lamp. Later, as pure hydrogen gas was not always available, the writer constructed a safety lamp that would separately burn oil and alcohol; and still later, a somewhat similar lamp to burn alcohol only for specially testing low percentages of methane. This lamp was known As the Ash-worth alcohol safety lamp.

The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

The American Federation of Labor adopted 'the following resolution at its Atlantic City convention: "WHEREAS, scientific research and the technical application of results of research from a fundamental basis upon which the development of our industries, manufacturing, agriculture, mining, and others must rest; and WHEREAS, the productivity of industry is greatly increased by the technical application of the results of scientific research in physics, chemistry, biology; and geology, in engineering and "agriculture, and related sciences; and the health and well-being not only of the workers but, of the whole population as well, are dependent upon advances in medicine and sanitation; so that the value of scientific advancement to the welfare of the nation is many times greater than the cost of the necessary research; and WHEREAS, the increased productivity of industry resulting from scientific research is a most potent factor in the ever-increasing struggle of the workers to raise their, standards of living, and the importance of this factor must steadily increase since there is a limit beyond which the average standard of living of the whole population cannot progress by the usual methods of re-adjustment, which limit can only be raised by research and the utilization of the results of research in industry;. and

If it had not been for the persistent cold wind, the sun blazing out of a cloudless blue sky would have made it one of those warm, idyllic early spring days which attract the socalled "snowbirds" to Northern Mexico for a vacation at this time of year. At a drill site perched on top of a rather exposed mountain we were installing a number of borehole extensometers in diamond drill holes. A Threading Problem For the uninitiated in geotechnical instrumentation, a borehole extensometer is a series of anchors installed at various depths in a borehole, each anchor being independently connected by a tensioned wire to a measuring device set in the collar of the hole. Any movement of the rock at depth is detected by the anchors and transmitted by the wires to the measuring device. Flexible plastic tubing is used as a spacer between the anchors and the measuring wires are run up the inside of the tube. At this particular site we were installing an instrument string nearly 1000 ft in length. Threading wire only 0.041 in. in diam through 1000 ft of plastic pipe is almost as difficult as getting the proverbial camel through the eye of a needle.

That the chemical industries are alive to the situation that they now occupy in the sum of affairs is evident in the preparations being made by many firms for the Second National Exposition of Chemical Industries To be-held at the Grand Central Palace, New York City, during the week of September 25-30, 191 The list of exhibitors indicates that the Exposition is already twice the size of its successful predecessor. The American Chemical Society will hold its annual meeting during the whole week, the American Electrochemical Society has arranged to - hold its meetings on September 28, 29 and 30, and the Technical Association of the American Pulp and Paper Industry is also planning to meet during the week. The Bureau of Commercial Economics at Washington is again co- operating with the Exposition by arranging an elaborate program of motion pictures covering subjects dealing with the industries depending on chemistry. Many of these films will have their first showing at the Exposition. They will take the visitor through industrial plants, shops, manufactories, mines, etc., where visitors are never admitted; they will show operations that in ordinary light would never be seen; they will demonstrate more than any other kind of motion picture the great strides and improvement in the art of photography.

A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

The paper relates to the laboratory and pilot plant studies that have been carried out by Sherritt Gordon Mines Ltd., Metallurgical Research Div., in developing the ammonia pressure leach process for extracting Cu, Ni, Co, and S from high grade Ni concentrate produced from Lynn Lake ores and describes in some detail the chemistry of the process. In the leaching stage air, ammonia, and sulphide minerals react in a sequence of inter-related steps to produce soluble amines of Ni, Cu, and Co in a solution containing sulphate, thiosulphate, polythionate, and sulphamate ions and a controlled amount of free ammonia, the iron and other components of the concentrate remaining as an insoluble residue which is separated from the leach solution by filtration. The pregnant solution produced in leaching is further treated by boiling to precipitate and remove Cu as cuprous sulphide, leaving a copper-free solution with a composition suitable fir subsequent precipitation of Ni and Cu by H,. The progress of individual reactions in leaching and copper removal is discussed. The effect of variables such as temperature, pressure, ammonia concentration, particle size, and agitation is outlined and the technique of thionate control in leach solutions is described. Data is given for the physical and chemical reactions involved in precipitating copper from leach solutions as Cu sulphide by boiling.

The sum of $100 was appropriated to the War Minerals Committee for expenses of letter paper, postage, etc. The report of the Treasurer was accepted and ordered filed. Upon the recommendation of the Committee on Membership, sixty-eight Members, two Associate Members, and ten Junior Members were elected. The Secretary presented a letter from the office of the Chief of Ordnance, U. S. A., offering him a commission in the Ordnance Officers' Reserve Corps, and asking him to submit to the governing body of the Institute a request for release from his contract with the Institute, in order that he may accept the commission in question. The following minute was then passed. "The Executive Committee is of the opinion that the Secretary of the American Institute of Mining Engineers can be of more use to the Nation in his present situation, in view of the fact that there is no possible substitute for him in this position, than he could be if he left to accept a commission as an officer in the Ordnance Department, and this Executive Committee requests that an executive officer of the Institute go to Washington and confer with the Chief of Ordnance, requesting a withdrawal of the offer to the Secretary of the Institute and presenting the names of substitutes therefor." The payment of 'a special clerk for the Committee on Increase of Membership at the rate of $100 a month was ordered continued for a further period of six months.

One of the major problems facing today's mining industry is how to manage people and control costs in the underground mine. It is a problem with a solution. Because of the concerted effort to find and mine minerals near the surface, open-pit mine opportunities for certain minerals are becoming more limited; the mining industry will eventually be forced to produce more and more from underground mines in order to obtain those resources necessary to sustain our civilization. Although much technical progress has been made towards solving problems associated with the underground mine, such as - mine design, ventilation, rock support, equipment, and blasting techniques, little has been written on managing mining personnel. Much of what is being taught and practiced today about human relations, motivation, incentives, etc., applies to the underground miner, but the uniqueness of his group dictates a different treatment from that associated with the typical construction worker or factory employee. The difference lies with the kind of man attracted to underground mining and his working environment. Anyone who has had the responsibility of managing an underground mine would agree it is a unique problem.

The name of this Committee, which was formerly known as the Committee on Increase of Membership, was changed in the revised Constitution adopted last year. At the same time, the form of organization and the functions of the Committee slightly altered. Previously it had concerned itself only with endeavoring to secure applications for membership from those who are, or should be, interested in the field of activities of the Institute and in a position to benefit from membership in it. The Committee was large and widely scattered, with the result that it was impracticable for it to hold meetings and discuss any of the larger problems involved in stimulating growth along sound and healthful lines. At the suggestion of last year's Chairman, the Assistant Secretary of the Institute, an executive committee of the main committee, consisting of two past presidents and three other members, each a prominent figure in one branch of the mineral industry, and with the past Chairman as executive secretary, was created to make a study of the general problems of membership. The first problem it took up was the membership structure of the Institute in its relation to beginners in the industry. After reviewing the organization of the three other national engineering societies and the experience of the Institute during the past ten years with the Junior Associate grade of membership, the Committee recommended to the Board of Directors, on Nov. 21, 1928, that this grade of membership be abolished and the two grades of Student Associate and

The choices of an uranium mill flowsheet are pri- marily determined by economic feasibility with plant location and regulatory bodies playing a lesser but still important role in this determination. The host ore bodies will determine the leach pro- cess to be used for basic uranium extraction. Im- mediately following this decision, the method of leaching has to be determined. These can be: - Atmospheric leaching - Pressure leaching - In-situ leaching - Heap leaching The three previously stated criteria lay important parts in this decision. In the case of atmospheric or pressure leach and once the soluabilized uranium has been liberated from the host gang material, liquid solids separation becomes the major criteria. Three process flowsheets are available; they being: -Countercurrent decantation - Countercurrent or co-current filtration - Resin in pulp Following liquid solids separation, concentration and precipitation become the next variable choice. They being: -Solvent extraction - Fixed bed ion exchange - Fluid bed ion exchange Lastly, washing and drying of the precipitated product to remove impurities can be carried out by either filtration or centrifugation. With the exclusion of milling circuits, grinding circuits, flotation circuits, and calcining processes, we have 240 variations of the flowsheet between leaching and a dry washed precipitate. Of this total, filtration in one form or another and in single or multiple applied forms has application in 144 streams. This paper intends to discuss four (4) facets of the total flowsheet in which filtration is applied, following grinding and prior to calcining. They are: - Leached pulp liquid solid separation - Tailings dewatering - Pregnant solution clarification - Yellow cake washing and dewatering

Editors of engineering periodicals usually read the advertising pages. It may be hard' for some men, let alone engineers, to understand what value there is in reading "dry advertisements." Yet it is a fact that valuable suggestions have been obtained from these so-called "dry advertisements" which have been the means of securing greater efficiency in the performance of some undertaking and consequent saving of time and money. It seems to be an editorial practice to look to the advertisements for suggestions for the reading pages. It is a fact that some of the most appreciated descriptive articles were suggested by advertisements. Every undertaking is limited to that point where tools and machinery for its successful performance and completion may be purchased or manufactured. No work can he planned without having in mind such limitation, and the technical journals may be relied upon to furnish descriptions, both editorially and through the advertising pages, of methods and plant used in successfully performing various tasks. This being so, why should not the reader or subscriber to a magazine or periodical avail himself of such a fountain of knowledge? Such perusal proves of value to the up-to-date engineer or man occupying a -position. of responsibility where initiative is essential. Authorities agree that advertisements are on a par with technical articles for their educational value, and this Is as it should be. Also, most subscribers to a publication realize that a, successful advertising medium means a continuance of advertising patronage, which in turn enables the publisher to turn out a better and larger volume of reading matter.

In 1855, Franz Uchatius patented, in England, his process of manufacturing cast steel. The first experiments, on a practical scale, were made at the Ebbw Vale Iron Works, Monmouthshire. The charge consisted of a mixture of cast iron with about 20 per cent. of a pure iron ore, and with or without other ingredients. In order to obtain the cast iron in a subdivided condition, Uchatius granulated molten pig-metal by running it into water, which during the operation was kept well agitated, and found that "the finer the iron is granulated, the softer will be the resulting steel." The writer is not aware that granulated iron has been used practically, otherwise than in the above-named process; and until 1866 no other process of subdividing iron than by granulation was known. In April, 1866, an English patent was obtained by the writer for subdividing blast-furnace and other slags and metals in a molten condition, by passing the same through one or more pairs of rolls. In reference to iron the idea was, in following up the direction pointed out by the Uchatius process, to obtain better results in the puddling process by means of a thorough amalgamation (not simply a mixture) of the iron with the oxides and other ingredients in the charge itself. Experiments were made. A quantity of iron direct from the blastfurnace was subdivided (or laminated) by passing it through a pair of plain rolls. The rolls were hollow, and water was made to pass through them to keep them sufficiently cool. Without giving differential speed to the rolls, sheets were obtained about one-sixteenth inches thick, and from about one hundred square inches surface, downwards. THE recently announced run of three years, nine months and eleven days made by a. crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a. world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemen's regenerative crucible- melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter : Design, nature of refractories and conditions of operation; (including the nature of steel melted) and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to lie operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure rep eated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of beat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable-and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting tune than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted.

Joseph G. Butler, Jr., who represented this Institute on the American Industrial Commission to France, has presented a report to the Chairman of the Commission regarding the steel industry of France in war time. In this report Mr. Butler calls attention to the fact that only a few steel works were visited and that he thinks it probable that there are many plants in France more up-to-date than these. He noticed especially in the plants visited a dearth of labor-saving devices and not very great attention to the safety of the employees. He also noticed that the whole of the iron and steel interests in France are being used at the present time by the Government for war purposes, and he was told on good authority that the production has doubled since May, 1915. When the war is over, it is thought that France can send large quantities of iron ore from Algeria to the United States and take in return American coal to France, an interchange which would doubtless be of mutual advantage. In Mr. Butler's opinion the shortage of coal in France may be overcome to some extent by the use of water-power and by electrical processes for steel manufacture, and lie believes when the war ends France will be able to compete with other countries in exports of general iron and steel products, this trade being facilitated by the port improvements at Bordeaux and Marseilles. The French labor situation is much better than that in the United States from the standpoint of labor unions, but the wages are less and many women are now being employed to do men's work. This has a tendency to keep wages low, but is probably a war expedient only. The cooperation among manufacturers in France is at a high level and both local and national organizations exist for the discussion and voicing of trade problems. The national body which is a combination of the individual organizations is the Comite des Forges de France and it is an interesting fact that many of the members of this body are office holders under the Government, or heads of Government Committees which are organized to look after the very business in, which the individuals are engaged.
