NEARLY every technical man is called upon at some time in his life to deliver a paper before a technical audience or to write a technical paper for publication. It is not necessary to be an accomplished public speaker to deliver a technical paper successfully; it is only necessary to bear in mind a few obvious points. Poorly presented papers are nearly always the result of a few errors of deportment, but they are vital and at the same time so obvious that they are often overlooked. Experience is a good teacher but a little study and careful preparation will moderate the suffering of both an amateur speaker and his audience. An author's paper suffers, through poor delivery, in direct proportion to the suffering of his audience. The best test of a paper is to have it read aloud to the author. This will bring out faults not apparent when read silently by the author. Some of the things which will probably need correcting are improper phrasing, noneuphonic sequences, and long or involved sentences. Frequently authors write their papers in short crisp sentences for oral presentation, then rewrite them for publication.

MECHANIZATION of operations and the development of much more refined preparation practices have been conspicuous achievements in coal-mine engineering in the last two decades. To both, Paul Weir was an outstanding contributor during his seventeen years' service with the Bell & Zoller Coal & Mining Co. and its aliates, the Centralia Coal Co. and the Crescent Mining Co. From 1920 to the end of 1936, when he resigned to go into consulting work in Chicago, he was successively chief engineer, general superintendent, and vice-president of Bell & Zoller. He changed its Zeigler mines from hand to mechanical loading, and planned and built a central mechanical cleaning plant.

NO other man now on the Institute's Board has a record of long service to his professional society comparable with that of Karl Eilers. He joined in 1888; he was a Councilor as far back as 1909, a Vice-President as early as 1912, and for the last ten years has been continuously a Director and Treasurer. It seems fitting, therefore, that he is the only member of the present Board that is also an Honorary Member of the Institute. Karl Emrich Eilers was born near Marietta, Ohio, Nov. 20,,1865, which makes him 71 years old. Columbia School of Mines gave him his E.M. in 1889, after which

WILLIAM BAYARD HEROY, Director of the Institute since 1935 and Vice-President for the past year, has been active in both geological and engineering circles of the petroleum industry for many years. "Bill," as he is generally called, was born in New York City in 1883, and graduated from the department of geology at Syracuse University in 1909 with a Ph.B. degree. Immediately he joined the U. S. Geological Survey, where he established an enviable record during the next eleven years. While with the Survey he acted variously as chairman, chief, and advisory engineer for a variety of Governmental bodies, many concerned with power.

PROBABLY no man has been of greater service to the Institute and has kept more in the background than Henry Krumb. A Vice-President continuously) for the last eleven years, apparently neither his picture nor a biographical sketch ever have adorned these pages and were he forewarned in the present instance he would order us to "forget it." He is a Columbia School of Mines man, Class of '98. He worked underground at Rossland, B. C. for a time, then for a year and a half a. chief engineer of the famous Camp Bird at Ouray, Colo. For three wars he was examining engineer for the Guggenheims and since 1901 has been an independent consulting engineer with experience throughout the Americas.

ALBERT PORTEVIN, distinguished French physical metallurgist .and savant, has been added to the Institute's list of Honorary Members. Professor Portevin's work in collaboration .with A. M. Garvin represents one of the greatest steps ever made in understanding the heat-treatment of steel and the function of steel-alloying elements. In addition, he has published the results of important work, on the castability of ternary alloys, on the determination of oxygen and-oxides in steel, and on high-temperature oxidationn and scaling of steel. EVERY forward-looking mining company realizes the need for employing graduate mining engineers so that there will be a supply of qualified men from which to draw for company officers, executives, and mine managers. The mining industry is competing today with numerous other fields of engineering for its supply of technical men, many of which are more attractive than mining because of better pay, living conditions, and well- regulated company training programs. The Ontario Mining Association and the mining companies of Ontario are conducting a postgraduate training plan which if adopted in the United States, might well encourage top quality men to study mining.
