Cooperative education for engineers is based on the premise that theory and practice are inseparable in training men for the engineering profession, and the two must be advanced simultaneously in order to train men most successfully and efficiently. The teaching of theory obviously should be done by the college but the practice must be obtained in the field where the application of the theory is made. The ideally trained engineer is one that knows theory, can apply the theory to practice, can direct, and work with, his fellow men. The old four-year plan of training engineers does a fair job of teaching the underlying theory of engineering but neglects entirely the training necessary for application of the theory, except through laboratory experiments, and the training in adjustments necessary to direct and work with men. An engineer, like a lawyer, doctor, dentist or other professionally trained man, cannot practice until he has had practical experiences that give him a knowledge of the other phases of his profession. The doctor serves as an interne, the lawyer reads law in the office of a practicing attorney, and the engineer must enter the profession as a laborer or as an apprentice, unless he has had the advantage of a cooperative education. Cooperative education provides the opportunity for the coordination of practical and theoretical training for the engineering profession throughout the period of training and thus eliminates many that are unfit to enter the profession, giving them an opportunity to seek other fields for which they may be better fitted, and reduces the overhead in industry that results from a large turnover of men not fitted for the profession. The Cooperative Plan Cooperative education in engineering is no longer an experiment. It was inaugurated at the University of Cincinnati in 1904 by Dean Herman Schneider, and has worked successfully ever since. Over twenty schools offer this type of education and many thousands of young men have had the opportunity to receive their technical training under this plan. AT THE beginning of September, the French eased their pressure against Germany and allowed the latter to, be granted an arrangement for its reparation payments in kind according to the Lubersac-Stinnes agreement. The whole arrangement as to the German reparations is, however, but temporary. The Greeks suffered a disastrous defeat at the hands of the Turks in Anatolia, which rapidly resulted in the expulsion of the Greeks from Asia Minor, the Turks occupying Smyrna about Sept. 10. A few days after entering Smyrna the Turks sacked the city and finally set it afire, creating one of the most terrible destructions in history. At the same time their advance on Constantinople, together with their demands on the Allies, brought them directly in, con-flict with the latter and Great. Britain prepared for a new war, with doubt as to the support of France, whose political interests in the Near East are as different as their economic interests with respect to ;Germany. The Turkish situation became thus a threat against the peace of Europe. A revolution in Greece, followed by the abdication of King Constantine and the return of Venizelos to a function in the Government was one of the conse-quences of the defeat in Asia Minor. Civil war continued in Ireland, with more or less -bloodshed. Economically there has been no change for the better in Europe. In Great Britain there, are no signs of an -important trade revival. In Germany and Austria things are worse. French, Italian and Spanish affairs continue in a bad way. In the United States business is represented as "booming," but many people are inquiring where is the boom? About the middle of September Congress passed the tariff and the soldier bonus bills. The President signed the former and vetoed the latter, with a strong message that won praise among people who understand condi-tions. Congress tried to pass the bill over the veto, but failed. The President signed the tariff bill, which became effective Sept. 21. A severe handicap was thus imposed on American economics.

(communication to the Secretary *).-Dr. Burgess would add to the value of this important paper if he would give us the carbon content of the steel made in the several charges, or, if this cannot be done, if he would indicate whether, as might he inferred from his paper, the teeming temperature is approximately constant and independent of the carbon content of the steel, or whether as would be expected, it varies with the content and is materially higher for low- than for high-carbon steel. If he could add to Table 3 the time of the several tests, that would be welcome. His Table 3 leads one to infer that, once the bath is melted somewhat more than flat, the temperature of the roof is nearly constant and is approximately the highest compatible with reasonable longevity. That is to say, the metal is heated by means of a roof and flame at nearly constant temperature. The temperature of the observed upper surface of the slag should reflect that of the roof approximately, and in Table 3 this seems to be true, the temperature of both rising toward the middle of the record, and again falling. The slag as the medium through which the heat passes from roof to metal, should be intermediate in temperature between the two, as it is here. But the temperature of the metal ought to rise continuously, unless when cold additions are charged, and this too seems to be. true, allowing for slight observational errors, the total rise from the first to the last spoon-test being 89°. The temperature drop of from 85° to 135° from the last spoon-test to the teeming is surprisingly great, suggesting that the spoon-tests represent the metal immediately beneath the slag, and therefore appre-

S. F. EMMONS RESEARCH FELLOWSHIP. The movement was started by a number of the friends and admirers of the late S. F. Emmons, Economic Geologist of the United States Geological Survey, to perpetuate his name through a fellowship to be known as the " S. F. Emmons Research Fellowship," and they have succeeded in raising some $13,000 for the purpose of carrying on research work in economic geology. The Committee in charge of this Memorial Fund has succeeded in obtaining the co-operation of Professors Kemp, of Columbia, Irving, of Yale, and Lindgren, of Massachusetts Institute of Technology, in the administration of this fellowship. These three gentlemen are respectively geologists of the institutions mentioned and are exceptionally qualified to determine in what direction the fund can be best administered. It is hoped that additional contributions will be forthcoming from many who have heard of this movement. Subscriptions are invited and may be sent to any one of these gentlemen, or to Benjamin B.
