Colorado School of Mines Scientific Society held its first meeting on Friday evening, Jan. 14.1916. H. C. Parmalee gave an interesting talk on the Loss of Cyanide by Hydrolysis. F. E. BRIBER, Secretary. The School of Mines Society of the University of Minnesota held a meeting on Thursday evening, Jan. 13, 1916, at which Fred A. Jordan gave a talk on Magnetic Concentration of Iron Ores. Mr. Jordan is at present testing the new magnetic concentrator designed at the. School of Mines Experiment Station. This apparatus, if successful, will open up an enormous tonnage of ore on the Cuyuna and Mesabi ranges. ADOLPH DOVRE, President. At the Kidd Creek mine operated by Ecstall Mining, Ltd. near Timmins, Ontario, Honeywell has installed a sophisticated new quick- thinking computer system that keeps tabs on conditions along three separate processing streams at once and relays continuous 60-second data to the mill operator. Believed to be the first of its kind, the system picks up data from two independent x-ray spectrometers simultaneously. A digital computer from Honeywell's Computer Control Division receives and interprets real-time information gathered by online x-ray analyzers, and the system then advises control room operators of the relative amount of each of five elements at five points in each of the three process streams. The system is reported to provide a quantitative analysis of the five elements at a given point in the process within one minute-which is about 120 times as fast as a chemical laboratory assay could be performed. With this instant data at his command, the mill operator can make timely process adjustments to correct any deviation from optimum flotation results, thus salvaging valuable minerals that would inevitably be lost with slower detection methods. The minerals recovered at Kidd creek are copper, lead, iron, silver and zinc.

Shortwall mining represents a compromise between the room-and-pillar and longwall systems. Figure 1 shows that the shortwall layout is very similar to that for longwall panels, the primary difference being that the shortwall is generally 150 to 200 feet wide while longwalls are 350 to 600 feet wide. The development of entries is divorced from the production of the walls with both systems. However, the depth of the web is considerably different in the shortwall system. Because a standard continuous miner is employed, a depth of 10 feet is normally mined on a single pass. This greater web thickness requires the use of a specially constructed support that can support the much longer cantilever bar that must extend over the working area. This is accomplished by not only increasing the length of the bar but also strengthening it structurally; however, the key to success lies in articulating the cantilever from the base and supporting it with a short hydraulic jack leg. This arrangement provides the additional strength required in the support. It should be apparent that a shortwall support is more costly than the type used for longwall.

As a result of the studies on recrystallization and crystal growth made in this laboratory, certain theories have been developed. These are expressed briefly in a paper by Dean and Hudson.1 One of the principal points brought out in that paper is that in the deformation of a crystal, the energy supplied is distributed to the atoms of the lattice, probably by the forced formation of molecules. It is found that a Maxwellian distribution of the energy among these atoms will account for the grain growth at various temperatures. According to such a distribution the number of atoms with energy above a certain critical value, E, necessary for recrystallization at the absolute temperature T is given by n Ne(-E/kT) where N is the total number of atoms. It is apparent that if this line of reasoning is correct, a metal which has been cold-worked and reheated to a temperature below that of complete annealing will have the atoms with the higher energy recrystallized, that is, reduced to normal energy and there will remain only atoms below a certain energy. If this metal is again cold-worked the peak in the number-energy distribution curve will be displaced toward the regions of lower energies, that is, higher temperature of recrystallization. By a repetition of this process the position of this maximum and hence the recrystallization temperature of the metal could be raised considerably. In order to' check this theory, experiments have been made on copper wire. The wire was drawn from 1/4-in. rod to 22 B & S gage and then sample lots were annealed at 400 and 220° C., respectively. The wire annealed at 400° C. gave an elongation of 34 per cent., whereas that annealed at 220° C. gave only 23 per cent. These wires were then drawn by identical practice to 34 B & S gage and the elongation determined after an anneal of 3 mm. in an oil bath held at various temperatures.

In 1932, as in 1931, the East Texas area outside the Gulf Coast exerted ' its influence over the entire petroleum industry. Practically 60 per cent of the oil wells completed in the United States during 1932 were in this area, development being chiefly confined to the East Texas oil field in Upshur, Gregg, Rusk, Smith and Cherokee counties. This East Texas area is geologically an interior salt dome basin, along the western edge of which are located the fault line fields as represented by Mexia and Powell. Production occurs on salt domes in the interior of the basin as represented by Boggy Creek and possibly Van, although no salt has actually been discovered in drilling at Van. Shore line conditions on the east side of this basin along the flanks of the Sabine uplift have been responsible for the East Texas oil field. Many known salt domes in the center of this basin have been tested but as yet have failed to produce oil in commercial quantities. The main producing horizon throughout the area is lowermost upper Cretaceous and is known locally as the Woodbine sand. The East Texas Oil Field Development.—Approximately 6000 producing wells were completed during the year in the East Texas oil field. No accurate estimate of the total initial production of these wells is available because few initial production tests were made as the wells were completed. The writer estimates the average initial production of these completed wells at 2500 bbl. per day while flowing wide open through tubing. Based on this estimate, the total initial production of the wells completed during the year is 15,000,000 barrels. At the close of 1932 there were approximately 9500 completed wells in the East Texas field. Of this number 176 were without pipe line connections. The oil produced from these unconnected wells could be marketed for $0.30 per barrel while the price paid for oil run from the connected wells was $0.75 per barrel.

THE writing of this paper was prompted by the discussion by H. M. Chance, in the April Bulletin, of the paper written by Thomas M. Chance which appeared in the February Bulletin., and by the remarks of the Editor in which lie stated that while the matter contained in discussion did not refer to the original paper it "was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity." For some years past the principle enunciated in the discussion referred to has been known to the writer and demonstrated by him to be an efficient and economical way of separating water or solution from solids in the cyanidation, lixiviation or acid leaching of ore pulps: In utilizing this principle in commercial practice he has invented a method whereby not only the separation of solution from solids may be effected in any given tank, but also the counter migration of the solids and solution may be effected continuously through a series of tanks in which the hydro-metallurgical treatment of ore pulps is being carried on. In effect this method is analogous to the counter-current system, but is different physically in that it is carried on throughout a series of tanks on practically the sane level, continuously and automatically, by hydrostatic pressure and gravity-flow, without the aid of intervening pumps or elevators, at the same time that agitation is being carried on in the same tanks. In the Parral system, agitation is effected in tanks by a number of air lifts of comparatively small diameter through which the pulp is continuously transferred from the bottom of the tank and spouted horizontally on top of the charge. The spouting force of the several streams thus discharged maintains a rotary flow in the pulp charge which extends from top to bottom of the tank. This continuous transfer of pulp and the spiral flow from top to bottom of the tank maintains the pulp constituents in uniform proportions and meets the requirements of efficient treatment in a most economical manner. The method of charging a reverberatory furnace has changed many times since smelting was introduced in this country from the old smelters of Swansea, England. The cause of the latest change at the Garfield plant has been the excessive fineness of the charge due to fine grinding in the concentration of the crude copper ores. The many desirable features of deep-bath smelting as now used at Garfield have been proved. The old method of dropping the charge through holes in the arch (known as center-feed method) causes excessive dusting which makes heavy slag and flue-dust losses, also rapid deterioration of the silica brickwork of the furnace through fusion with the iron oxides from the dust. The purpose of this paper is to describe a gun feeder that was designed to overcome the disadvantages of the older methods of center feeding and still maintain the good features of deep-bath smelting with the hot finer charge. A gun feeder was designed to introduce the finely divided hot calcines under the moving gas stream of the combustion zone and still have them spread in a uniform blanket over the highly heated matte bath. The temperature of the furnace was so great that it was impossible to maintain a stationary feeder, so a movable feeder was designed that could be introduced into the highly heated zone and be withdrawn after the charge had been dropped. It was necessary to protect the nozzle of the gun with a water-cooled coil. Many different types of protected nozzles were tried, such as air jackets, water jackets and heat-resisting steel alloys, but none proved satisfactory. The angle of inclination of the feeder was found to be an important factor in spreading the charge evenly over the surface of the bath. An angle of 34" to 37" was found to be the most advantageous. To allow a continuous flow of ore from the charge car to the point of discharge inside the furnace, the feeder was made with telescopic connections. BECAUSE of the earthquakes that occur at Chuquicamata, the design of the smelter stacks constituted the most difficult structural problem of the entire sulphide ore project. Slight tremors occur almost daily and shocks of moderate magnitude are not uncommon. Naturally, the operation of the smelter depends upon the safety of these stacks, and their resistance to earthquakes was the critical feature of their design. Adequate data of the magnitudes of past shocks at Chuquicamata were not available. However, considering the information that was obtained from experiences in other parts of Chile, a period of one to two seconds was adopted as a basis for the design. To complicate the problem further, the stacks had to provide for operations under a wide variety of conditions ranging from the possibility of running one reverberatory furnace and two converters initially to perhaps five or six furnaces and eight or ten converters simultaneously in the completed plant. No one could tell for certain just what the ultimate capacity might have to be because the plans permitted a large extension beyond the first installation if this became necessary. Studies of the stacks were made for many conditions. At first it was thought that one stack 600 or 650 ft high should be used initially for both the furnaces and converters, with a second similar stack to be built for the future extension. This height would provide adequate draft in the rarified atmosphere at the plant's elevation of 10,000 ft. It would also disperse the gases high in the air. Preliminary studies of this large stack showed that such a structure was possible if made of steel but it would be exceedingly costly. Furthermore, the effects of the tendency for the top to whip under the action of earthquakes might be serious, and the design had to be based upon assumptions which might not be trustworthy. Such a tall stack was finally abandoned in favor of a larger number of smaller ones. Initially, one stack will service the first three or four furnaces. Another will handle the gases from four or five converters. The smelter has been located in such a position that the prevailing winds carry the fumes away from the remainder of the plant. A height of 300 ft for the stacks was finally selected. The top diameter is approximately 24 ft 9 in. clear inside of the lining. The converter stack is located upon a hill alongside the smelter. This provides an effective increase in height because its base is approximately 66 ft above the yard level. The base of the reverberatory stack is at the latter elevation. Stacks made of reinforced concrete or of steel were investigated, and so were many shapes for them. As these studies progressed, the lightness of a steel structure, and the ductility of the metal itself, led to the decision to use steel for the main part of the stacks. The fact that serious damage to one of the stacks would cause the plant to shut down, caused special studies to be made of the stress conditions that might exist around the breeching which had to be nearly 15 ft wide and 40 ft or more high where it joined the stack. This height was necessary in order to provide adequate transition from the horizontal flow of the gases to the vertical direction without undue eddies. This opening constituted a serious source of weakness in the structure. If made with sufficiently strong reinforcement around its edges, there would be a hard spot in the structure that might cause trouble because of shaft vibrations.

INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

There have been many attempts to devise formulas for flowing efficiency and flow friction of oil-gas mixtures in oil-well flow tubes. Actually, however, flowing efficiency is rarely any real concern of the oil producer and flow-friction formulas contain so many unknown variables as to be of little, if any value. The production engineer is generally concerned with producing as much oil as possible with a minimum expense per barrel, and with the lowest possible net gas-oil ratio. These ends frequently are opposed to each other and the gas-oil ratio usually is sacrificed. In competitive operations, such as in town-lot fields, high current production is the sole interest. In conservative operation the greatest possible amount of oil obviously should be produced by natural flow unless the net formation gas-oil ratio can be improved by circulating gas. In practice this condition frequently exists. It would be a great advantage if the flowing condition of a well could be analyzed to determine the best possible producing status. Anticipating the death of a well so that gas-lift could be started immediately after the death, or preferably before, would save both production and expense. Frequently it happens that circulating gas fails to help a flowing well, or will not flow it after it has stopped flowing naturally. A knowledge of the laws governing flow would save considerable expense in testing such cases. A predetermination of probable pressures and amounts of circulating gas needed to flow wells and give best possible producing conditions would help in designing compressor installations. The optimum producing status of an oil well generally may be obtained by the conditions that subject the producing formations to the least possible back-pressure. This pressure is made up of the weight of the fluid column, frictional resistance to flow and the reaction from the acceleration of the fluid mass. A mathematical calculation of these components to arrive at a condition giving a minimum summation is impractical. Formulas would be complex and the results untrustworthy because it is impossible to assign proper values to the many variables involved.

The Velvet uranium mine is located in the Big Indian district of the Colorado Plateau. The uranium ore body lies within the lower Triassic Chinle Formation, and the ore is associated with west-south- westerly trending fluvial sand systems. Exploration and mining are directed by longhole drilling and radiometric sampling. Results of the gamma probing, face scanning, and geologic mapping guide mining decisions and planning. Three people are directly involved with the geologic procedures: two geologists and a mine supervisor. The two geologists map, do rib scans, and direct longhole drilling. The third man involved, the mine supervisor, has last minute directive action based on shot hole probe data.

This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.
