The figures on enrollment in the engineering schools of the United States and Canada indicate that the total number of students in these schools for the current year, 1949-50, is about 10% less than it was a year ago. This year, 226,533 undergraduates and graduate students are studying engineering in the United States and Canada as compared with 249,913 students last year. These figures are taken from advance data in the Journal of Engineering Education for February 1950.

MetALLOGRAPHIC investigations of composites of zinc alloys and aluminum have been made to study the effects of various thermal treatments on the zinc-alloy grain size and diffusion of zinc into the core material. The use of various alloys of zinc has necessitated the development of a universal etchant which will allow microscopic examination of the zinc grain size regardless of the composition.

Ten years ago, upon coming home to New York, we had money in the bank, a portfolio of stocks, a rent- controlled apartment overlooking the Hudson and we didn't own an automobile. This was bliss! The just reward of industry and careful management of the fruits of our labor in the mines overseas. Although we kept up a delaying action, the family was pushing hard for a house in the suburbs. We were able to find something wrong with every house that came up but, finally, in a weak moment made the unlikely compromise of putting ten dollars down on a piece of property in Westchester County.

Chairman, MRS. JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

The paper read by Mr. George J. Snelus, in 1894, before the Iron and Steel Institute of Great Britain* so fully and ably described the Walrand-Leghisel process that there remains very little to add beyond recording some changes in practice, made since that date, and observed by the writer last summer, at several continental works, and the further fact that the process has now been for some time in successful operation in this country. Briefiy stated, the Walrand-LegBnisel process is an addition to the Bessemer operation, with the object of obtaining quiet and more fluid steel, and consequently sound castings and ingots. This is achieved by adding ferro-silicon at approximately the time of flame-drop in the ordinary Bessemer operation, and making an after-blow. The fact has long been known, that the temperature at which steel is made and cast bears a very important relation to the molecular condition of the cast ingot. But until quite recently this fact has not received the consideration which its importance seems to justify. That the ingots from a very " hot " blow in the Bessemer converter, for instance, would not roll as well as those made at a lower temperature, was observed very early in the development of the process; but the further investigation of the effects of varying temperature from "hot" to "cold," has not been carried out with that degree of fulness which has been accorded to the effects on the rolling of the chemical elements, and other conditions in the manufacture. In the following pages will be presented the results of an investigation of this subject, undertaken with the view of determining how far the influence of temperature extends, through how great a range its effects can be traced, and what temperature in the making and casting will give the best results in the rolling of the ingots. During the Centennial year some of our leading geologists in the United States and Canada conceived the happy thought of calling an International Congress of Geologists for the purpose of agreeing upon such important though subsidiary matters as the colors by means of which the different geological formations should be expressed ; the terms that should be applied respectively to these formations; and also upon the far more important problem of the limits and values of these different formations. The first session of this Congress was held in Paris in 1878, the second session in Bologna in 1881, and the third session in Berlin in 1884. The third session found the preliminary difficulties so far cleared away that some definite and tangible results could be attained. After a great deal of free discussion had taken place at Paris and Bologna, during which every one's views were listened to with attention; and a great deal more painstaking scientific work had been accomplished by the International Committees, having before them the objects of unifying the nomenclature of the science, and of preparing a scheme of colors between the second and third sessions of the Congress; and after the provisional results had been subjected to a searching criticism by the Congress in Berlin; it was decided to make an attempt to embody these provisional results in some work which should include as many as possible of the difficulties to

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use.
