Ocean engineers and technologists will assemble in Houston, Texas, during May 3-6, 1976, for the Eighth Offshore Technology Conference (OTC) . More than 50,000 members of industry, government, and academia from 94 nations will participate in what is generally acknowledged as the offshore industry's show-of-shows. A well-diversified 280-paper technical program has been divided into 42 general sessions that range from seafloor surveying and offshore mining to navigation systems and environmental issues. In addition, the largest technical- educational exhibition in the conference's eight-year history will augment the OTC '76 program.

The paper discusses an approach to geotechnical monitoring of a geological repository constructed for the purpose of isolation of high-level nuclear waste, and describes the conceptual framework for development of an integrated monitoring scheme that is initiated during the earliest phases of site investigation and continues through facility decommissioning. The approach that is proposed recognizes the need to provide specific data to support the licensing process for the repository while avoiding adverse impact upon the system performance. Further, it recognizes present and inherent limitations in both the instrumentation and techniques that night be used within a monitoring scheme.

This paper describes a numerical method for computing time- dependent displacements and stresses in linear viscoelastic media. For such materials, the correspondence principle can be used to obtain the time-dependent solution directly from the solution to an associated elastic problem in Laplace transform space. The elastic solution, in turn, can easily be obtained by boundary element methods. The work presented in this paper is based on the displacement discontinuity method, adapted for the case in which the region of interest consists of two half-planes bonded together. A practical example of the method is given for a problem involving a panel of rooms and pillars in a thick layer of salt that is overlain by limestone. Viscoelastic behavior of the salt causes time-dependent displacements and stresses in both rock types.

With statistics still incomplete, it appears that the safety record of the mineral industry for 1955 will do well to hold its own in comparison with 1954. On the one hand, metal mining shows an improvement in its record, due in part to intensive campaigns for preventing ground fall accidents. Coal mining, on the other hand, is showing a poorer record in 1955 than for the preceding year. While no major disasters occurred during the year, increased fatalities resulted from ground fall, haulage, and machinery accidents. It seems probable that increased job training may serve to improve the situation. Health: Utilization of diesel equipment continues to increase in noncoal mines, in spite of existing prejudice. In 1955 two types of diesel-driven tractors and one shuttle car were approved by the USBM. Where diesel engines are used controlled ventilation is mandatory in order to keep the CO content under 20 ppm, but such ventilation is not difficult to achieve with normal equipment.

AN indication that Mesabi Range iron use companies may develop their own flotation processes for low grade iron ores is the report that Cleveland Cliffs Iron Co. is adopting a variation of one of the oldest known methods at its new Michigan treatment plant. Basically, the method involves using fatty acids and fuel oil reagents. The idea was developed many years ago and should be free of patent control. With other laboratories working on the same tack, it seems to be a pretty good bet that they will come up with their own processes. Any outside process will have to offer considerable advantage or low royalty rate to get consideration. Much of the appeal of the fatty acid process is the cheapness of the reagent. One source is pulp paper liquor in semi-refined form. With stream pollution legislation acting as a strong pressure, paper companies have been seeking ways to dispose of the material. Wisconsin has even attempted to use it for road binder.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. EXISTING information regarding the structure of a spherulite in nodular cast iron is based on optical studies. According to these data, a nodule consists of an aggregate of graphite crystallites radiating from the center, with the closely packed basal planes at right angles to the radii. The c axes lie along the radii. This view faces some uncertainty in the fact that the c axis does not represent the accepted direction of fastest growth in graphite. To supplement the optical information, X-ray studies have now been made. The principle used was to screen the nodule in greater part from the X-ray beam and expose only a minor cap. As successively larger portions of the nodule were introduced into the X-ray beam, any differences in the X-ray patterns could be observed. Such photographs have been taken with chromium radiation and a Laue camera. The graphite nodule itself, about 0.010 to 0.025 in. in diam, was mounted with vaseline on a micrometer screw for control of the linear motion. The nodule rotated about 45" each time that it was translated linearly. The nodules were obtained from magnesium-treated hypereutectic iron by electrolytic solution of the iron in hydrochloric acid. In Fig. la is shown the pattern of the thinnest cap examined. In Fig. lb is shown the pattern of the same nodule moved 0.003 in. farther into the X-ray beam, and rotated 45" at the same time. Figs, la and lb indicate incomplete circles for graphite (the two outer circles arise from graphite) with the side arcs much weaker than the top and bottom ones. The arcs obtained are themselves not continuous in intensity but vary with maxima of intensity some 15" and 30" apart. The structure of the nodule that would give rise to such a pattern can be explained as follows. Basically the nodule consisted of small crystallites. The discontinuous character of the diffraction rings demonstrates that the nodule was not composed of randomly oriented crystallites. The strong vertical reflections and the weak lateral reflections show that the reflecting planes were roughly normal to the radii. The absence of sharp reflection spots suggests that the nodule did not contain large crystals. The sharpness of the diffraction rings in their radial direction shows that the variations in intensity along the arcs were not the result of line broadening resulting from extremely small crystals. In the diffraction patterns two rings corresponding to graphite were found. The third and inner ring in the figures originated in the vaseline. The graphite rings correspond to the a and ß lines reflected from the basal planes, showing that the radii of the nodules are the [0001] direction normal to the basal planes of graphite. The picture of the structure that is formed is, therefore, one of aggregates of crystallites. Within each aggregate the c axes of the crystallites tend to align themselves in the radial direction of the nodule, although these axes deviate somewhat in direction by a continuous variation of angle. Correspondingly the basal planes of the graphite crystallites are generally normal to the radii. It is a pleasure to acknowledge the assistance of M. C. Bloom and R. P. Dunphy of this laboratory.

The Youghiogheny and Ohio Coal Company expanded computer usage in the areas of engineering and production analyses by establishing a time-share terminal with Ohio University. Through the use of a graduate student on a consulting basis this relationship has enabled the company to gain computer programming capabilities in the scientific languages such as FORTRAN IV. The engineering function has benefitted from programs which dealt with mine power distribution and geostatistical analysis. Additionally, the University has modified a group of simulation programs developed by Virginia Polytechnic Institute so they are interactive enabling data entry from the remote terminal.

METALLIC manganese was first produced in 1773, by Sven Rinmann, a Swedish mineralogist. In 1799 William Reynolds, of Ketley, England, obtained a patent on the use of manganese dioxide in the manufacture of steel, and in 1808 an English patent was granted to John Wilkinson covering the use of manganese ore, or manganiferous ore, as an addition to iron ore in the blast furnace for the production of a superior grade of pig iron. Karsten showed in 1816 that manganese increased the hardness of iron without decreasing its malleability or toughness, while it caused pig iron to be more white in fracture and more fusible. The first practical application of manganese to steel-making, however, is attributed to Josiah Heath who discovered in 1839 (less than 90 years ago) that manganese conferred upon steel the properties of being more easily worked and welded under the hammer. When Bessemer invented the pneumatic process of steel-making which now bears his name he was at first successful because, as it afterward developed, he was using. a Swedish pig iron high in manganese. When his supply of this material ran out, he used a low-manganese pig from English sources and failed signally to produce a steel which could be rolled, while his Swedish licensees were continuing their successful application of his method. And it was not until Robert Mushet, in 1856, suggested the addition of manganese in the form of spiegeleisen to the molten product of the converter that success again came to Bessemer. In 1866, William Siemens patented the use of ferro-manganese as an addition to molten steel to counteract the bad effects of sulfur. It was in 1888, that Robert Hadfield published at some length his account of the effect of manganese as an alloying element in steel and described the unique properties of the now famous Hadfield manganese steel containing about 12 to 14. per cent. manganese and 1.25 per cent. carbon.

IN laboratory work and industrial tests it is important to set forth the results of research, clearly. This is generally achieved by means of some form of diagram or graphical illustration. The most common form for such graphs of flotation research is a simple chart with two curves for percentage and recovery of the concentrate. This may be quite useful, especially for minerals which may be floated: by means of one reagent in variable and another in constant amounts. If both reagents are used in variable quantities the process may be illustrated by means of several diagrams, .keeping one reagent constant in each series of tests. A more useful form of diagram for a. system with two variable - components (reagents) may be established by drawing a chart with the weights of the two reagents as .abscissas and ordinates. Every test is marked down -in the diagram with an indication of the extraction and concentration gained. In this diagram there are drawn lines for equi-extraction and equi-concentration of the mineral that is floated out in the - concentrate. The contour of these lines gives a relatively clear impression of the conditions for flotation by means of .the chemicals used. The best conditions are of course found in diagrams where the 'areas for maximum extraction and high conntration are coincident

"The Southern Cross mining district was discovered during the early rush of gold seekers over Montana following the discovery of gold in 1861. Placers were worked near the Atlantic Cable mine in 1866, and soon attention was turned to quartz lode mining. High grade ores were discovered in the North Atlantic claim, adjoining the present Southern Cross group. The early metallurgical treat¬ment of these ores was by means of arrastres, a crude form of amalgamating mill, illustrated on the page opposite. This old arrastre located by the roadside on Warm Springs creek, was built by Barker Bros. in 1879. Further discoveries overtaxed the capacity of this plant, and in 1875 Thomas' Stuart employed a contractor named Jeptha J. Corner to convert the old Wilson & Fifer sawmill located at the Big Spring into an up-to-date gold quartz mill. 'For this trans¬formation Corner received the sum of $1,400.00. The illustrations give a good idea of the nature of its construction. Practically no iron was used in the mill, excepting for the stamps, dies and cams and cam shafts. Whether or not the saving attained reached the limits of present day perfection is not known. There being no steam boilers available, the early prospectors believed in the principle of conservation of fire wood, water power was therefore used, generated by a ""direct-connected"" over-shot wheel. Water for power purposes was supplied by the nearby spring. History fails to record the tonnage treated in this relic of early Montana milling practice.The ores of the Southern Cross district have not proved readily amenable to mill treatment, but being largely composed of iron oxides, they are most desirable fluxing ores for smelter operations. The B. A. & P. Ry. extends into the district. Electric power is furnished by the Flint Creek 'station, three miles distant."
