The principal mines of this region are 7 miles SE. from Gusa, and about 4 miles in a direct line from the seacoast. Gusa is a small town on the north coast of Mindanao, 4 miles east from Cagayan, the capital of the province of Misamis. The mines are reached by steep, narrow trails over ridges varying in altitude from 1100 to 1600 feet above sealevel. The whole region is covered with a thick growth of tall grass, except a few spots on the sides of some of the hills, where there are patches of timber and jungle.

The opening of a new large-scale beneficiation plant is always news, but the start-up of Cleveland-Cliffs Iron Co.'s Eagle Mills near Ishpeming in Michigan's Upper Peninsula early in October is of particular interest because of the completely different type of operation being carried on at this plant. The ore boat which left Marquette, Mich. on the 3rd of October bound for the plant of Wisconsin Steel Division of International Harvester, not only carried the first output of this new mill, but also carried the first agglomerate made from the Upper Peninsula's jasper ore, the first commercial output from an updraft traveling-grate furnace, and the first large-scale commercial application of the balling disk, also called the flying saucer, to the agglomeration of an iron flotation concentrate.

The Secretary of the Treasury, acting through the National War Savings Committee, soliciting the support of patriotic associations in America in the sale of War Savings Stamps, has addressed the following letter to the President of the Institute: It is particularly desirable to have you urge the members of your association to give their assistance wholeheartedly, and to this end we urgently request that you write a letter to each of your members, outlining the aims of this campaign. That you may more easily draft your letter, we mention a few things in which your members could render a special service. Agencies and Sales Stations.-We desire immediately to establish several hundred thousand agencies and sales stations. It is as easy to sell a War Savings Stamp as it is in ordinary postage stamp, and we have launched a great drive to establish sales stations everywhere. The plan is simplicity itself! Your town, city, county or State Director can furnish you with supplies, posters and publicity matter. You can get the stamps from your post office or bank. Such stations should be at every pay window of manufacturing, industrial and mercantile establishments, and at every retail counter in the country. These stamps should be the easiest bought merchandise in the world, and when these agencies are established this end will have been accom-plished. Therefore, please lay extra pressure on the thought of immediately establishing these sales stations.

THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

J. Bruce Clemmer, J. B. Rosenbaum, and C. H. Schack (U.S. Bureau of Mines, Salt Lake City)—We have watched with considerable interest Three Kids development of Manganese Inc. and have been impressed by the ingenuity with which management and staff have solved their many obstinate handling problems. Mr. McCarroll has been lenient in describing the difficulties faced by the company in developing a process for beneficiating Three Kids ore. The operation, equivalent in size to a 20,000-ton sulphide ore plant, is treating a unique ore by a flotation process pioneered by Manganese Inc. Perhaps the magnitude of the conditioning and flotation problems peculiar to Three Kids ore can be better appraised when it is pointed out that two-thirds to three-fourths of the ore is floated in the rougher step and that the four stages of cleaning which follow are equivalent to floating the whole plant feed two to three times. Our experience in both laboratory and pilot plant flotation of Three Kids and other manganese ores leads us to agree with Mr. McCarroll that suitable conditioning is a prime requisite for successful oil-emulsion flotation. The difficulties of proper conditioning were demonstrated in pilot plant processing of Artillery Peak manganese ore at our Boulder City, Nev., experiment station. Over three months of experiments and extensive plant revision were required before satisfactory conditioning was obtained in the 25-ton-per-day plant. Such factors as time, type and intensity of mixing, aeration, surface to volume relationship, and power input are still being studied by the Bureau of Mines in hopes of learning how best to condition manganese pulps for oil-emulsion flotation. Other factors affecting flotation of manganese with oil emulsion also deserve attention. Advancement in the art of burning fuels for steam generation has been so marked and so rapid in the last 10 or 15 years that one may well hesitate to classify as unsuitable for stationary steam boiler firing any material having a fuel value. This statement should not be interpreted to mean that any existing boiler plant can successfully utilize any fuel with which it might be supplied. It does mean, however, that almost without exception it is possible to design and construct stationary boiler plants so that they can be operated with whatever coal is the economic supply therefor. In considering the subject of the use classification of coals, it must be recognized, first, that the suitability or unsuitability of a coal for certain uses or conditions may be largely a matter of opinion and, second, that as advancement in the art of burning fuels continues, fuels that may have been considered unsuitable may later be regarded as entirely suitable. This is well illustrated in the creation of a market for slack bituminous coal and for the finer sizes of anthracite that resulted from the development of mechanical stokers adapted thereto. Coke breeze is another fuel of which large tonnages were formerly wasted, that has now been found suitable for use in properly designed furnaces. Again, results that would have been thought quite impossible a generation ago are being obtained in steam boiler plants today with lignites of high moisture content and with coals of excessive ash content. It must, however, be admitted that oftentimes an existing boiler plant can be successfully operated with only a limited number of the coals that are available as possible supplies. We may briefly consider some of the more important factors that may affect the suitability of coals for such a plant. Insufficient or barely sufficient draft to meet peak steam demands is often a limiting factor, and the permissible frequency of fire-cleaning periods is another. In some cases, the action of the molten coal ash on refractory furnace linings prohibits or makes inadvisable the use of certain coals. INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. Climax Molybdenum's plan for the Henderson 30,000 tpd molybdenite plant didn't just happen. It slowly evolved over a period of 3% years. Many plants cannot afford similar delays, but the Henderson project will take about 10 years to complete from the time the orebody was first discovered until production begins. Pilot plant testing results with both the single stage and two-stage semi-autogenous grinding circuits were highly favorable in terms of operating costs reduction-so much so, that the Amax subsidiary made the decision to go with semi-autogenous grinding for the Henderson mill.

THE economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel Oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "Fuel Oil." FUEL OIL AS ONE OF SEVERAL FUELS For a number of years, the petroleum industry has believed that the petroleum reserves were very limited and that petroleum products would begin to become scarce within a few years. The work that Dr. Cain is doing on gases in steel should have a highly important bearing on investigational work in connection with steel-making practice. We found, for example, in our work in connection with the use of manganese in open-hearth practice that we needed expressions for the manganese efficiency and the "condition" of the steel. To get these figures we assumed that we would need to know the amount of FeO at different stages of the heat and the amounts of the gases present. This required simultaneous analyses of our samples for FeO and the gases and Dr. Cain seems to be the only investigator who has considered the analytical work from this point of view. That he has done so is very encouraging and it is to be hoped that his work will solve the mys-teries now surrounding this neglected phase of steel metallurgy. Those interested in the Ledebur method for use in connection with the efficiency of manganese as a "deoxidizing " agent will he disappointed to learn that more recent work at the Bureau indicates that Ledebur determinations are not reliable. The principal source of error seems to be due to the partial reduction of the ferrous oxide by the carbon present in the steel. However, it seems like an unnecessary criticism of the Ledebur method to state (p. 1319) that it proved of little value because it showed little differences in oxygen for a series of steels treated with ,various reagents and showing variations in physical properties and free-

THE copper mines of the Keweenaw Peninsula in northern Michigan have long been of interest in connection with deep earth-temperature measurements. The extraordinary low geothermal gradient of 1° F. in 223.7 ft. announced by Agassiz1 as a result of measurements dating from 1886, although later" stated as in error, served to focus attention on this region as one offering, because of the great depth of the mines, unusual opportunity along this line. Lane,3 Van Orstrand4 and others have made valuable contributions to this study. Fresh opportunities afforded by the constant deepening of the mines, improvements in the accuracy and reliability of temperature-measuring instruments together with increasing knowledge of the heat conductivities and specific heats of the rocks, led the Michigan College of Mining and Technology in cooperation with some of the mining companies to renew work on this problem. It is planned eventually to complete a survey which will make use of the favorable opportunities for deep rock-tempera-ture measurements presented in these mines. This survey should include the determination of a depth-temperature gradient in both conglomerate and amygdaloid mines, and also the variations in temperature at the same depth in different geological formations. The first problem has a direct bearing on the question of providing equipment for necessary ventilation with increased depth. The second may show that a relation exists between the natural rock temperature and the mineral content of the formation.
