It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is' propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. In a letter to Prof. L. P. Breckenridge, chairman, urging the continua-tion of the Fuel Conservation Committee of the Engineering Council, Edwin Ludlow calls attention to the millions of tons of culm in the an-thracite region that can be utilized in properly equipped plants and the electricity generated transmitted to. New York, Philadelphia, and other nearby cities. He says: "Experiments have shown the economic value of No. 4 Buckwheat, which passes through a 1/16-in. mesh and over a 1/32-in. mesh. Culm passing through a 1/32-in- mesh is pulverized until it passes through a 300 mesh and is then burned under boilers. Two plants of this kind are now in successful operation in the anthracite region. Another rather interesting experiment was using 30 per cent. of this pulverized coal with 70 per cent. of oil in the generation of steam in the place of pure oil. This utilization of the fine anthracite, which has always been a waste product and thrown away, is not only fuel conservation in its truest sense but in the case of a bituminous strike, when no strike is contemplated in the anthracite field, will furnish fuel to manufacturing plants that otherwise would be obliged to shut down."

The railroad haulage system was started at Kennecott's Bingham Mine in 1906 and has remained a prime mover of ore and waste for the succeeding sixty years. As the stripping ratios increased contract stripping on the upper levels of the mine was introduced employing truck and shovel methods. The ore production then was 90,000 tpd. Analysis of expanding the ore production to 108,000 tpd revealed that the increased ore production and continually rising stripping ratio would result in waste production requirements that exceeded the capacity of the rail haulage system above 6290 level. The advent of larger haulage trucks (65-100 tons) in the early 1960's made available to the Bing- ham Mine economic and operating factors which showed truck haul- age to be the best replacement for rail haulage on the upper levels of the mine. As part of that analysis it was concluded that company stripping would replace the contractor stripping in the top area of the mine.

SME hopes to publish its first separate volume of Mining Exploration Transactions later this year. The reason for this separate publication was stated in "Rock in the BOX," December 1969 [ ], p. 14, as follows: "Because of the great upsurge in mineral exploration (during) the last few years and the fragmentation and narrow specialization of the earth sciences into a great many fields not directly related to exploration, many explorationists feel that a need for a special journal devoted to mineral exploration now exists." To summarize the history behind this change in publication policy of the Mining and Exploration Division, we go back to 1968 when a small group of M&E Division members advocated the establishment of an entirely separate journal devoted specifically to exploration. S. Parker Gay Jr. was appointed chairman of an ad hoc committee to investigate the feelings of the other Division members toward such a journal. Approximately one thousand questionnaires were sent out and the returns showed an extremely favorable reaction. Gay reported the results of his survey to the M&E Division Executive Committee Meeting in Salt Lake City in September 1969. These results were also published in the December 1969 issue of [ ].

Slag control for any kind of steel, rimming, straight carbon or alloy, should start with the charge and be developed well in advance of the tap because its composition, viscosity and temperature will unquestionably govern the physical and chemical properties of the steel when tapped. In the majority of plants producing alloy steels, primary consideration is given to the chemical specifications; physical characteristics usually occupy secondary place in the melter's mind. Recently, however, buyers have indicated limits of machinability, hardenability, grain size and, of course, always wanted steel free from foreign nonmetallic inclusions. It is these latter specifications that require the attention of the operator to the slag and its control. The slag must act as a vehicle for oxidized elements originating from the metallic portion of the charge; it should hold the oxides of phosphorus, silicon, manganese, iron and chromium that come into contact with it either before or after the refining and finishing stage of the heat. It must be used as a transferring medium of oxygen from the atmosphere or oxide additions to the metal and should permit a free escape of gas generated within the charge. Finally, the slag is the principal controlling factor in regulating the rate of oxidation which in turn eventually determines the quality of the steel as measured for the various characteristics mentioned above. With pig iron of uniform composition, the iron oxide in the slag increases as the limestone is increased but with the same addition of stone in every heat, the iron oxide decreases as the silicon is increased in the charge, and vice versa.

It is well known that many so-called free-milling silver arcs are so classed more from their value necessitating a cheap process than from a real adaptability to raw amalgamation. Such low--grade ores, carrying more or less sulphurets, are more profitably treated by a cheap rapid process than by the more effective but costly process of roasting arid amalgamation. The tailings are sometimes crudely concentrated, or, after lying and becoming partially oxidized, are again worked in pans. Of late years, by the use of improved methods of concentration, many old low-grade tailings-piles have been reworked to a good profit; and in some improved mills arrangements are made to concentrate before or after amalgamation, thus making a single treatment in mill suffice. It is self-evident that on a low-grade ore a small increase in percentage saved is of no commercial advantage if accompanied by a material increase in cost, and therefore a cheap and continuous system of work is the real necessity, if a fair saving be effected. As an illustration of the possibilities of combined concentration and amalgamation on some ores, the following results of a working test at the New York Ore-Milling and Testing Works will be of some interest. George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

THIS issue is about Chuquicamata and the new sulphide plant. Chuquicamata is moving into a new cycle of productivity; she has begun to give up the sulphide copper which lies deep-seated beneath the oxide ore zones in large but yet unknown quantity. After forty years of production, Chuqui may be likened to a strapping youngster, with adolescence and maturity still ahead. Mining operations are being projected-not for decades -but for generations. Although there are still many years of open-pit mining ahead, planning of future underground mining has been started. The bottom of the orebody is still unknown, but enough work has been done to show that Chuqui is one of the largest known copper orebodies in the world. Until recently, only the oxide ores have been mined and these have been treated at the rate of 50,000 to 60,000 tons per day by leaching. Construction of the sulphide plant was timed to coincide with reduction in production of oxide ores. The new sulphide concentrator and smelter, designed in keeping with the magnitude of the orebody, will be brought on the production line at the rate of 30,000 tons per day. The capacity of the plant now planned can be expanded to treat 60,000 tons of sulphide ore. Little wonder that Chuqui is a name legendary in the remotest mining circles. But to those who have known her more intimately, and there is hardly a mining camp without a Chuqui graduate, she means much more. She is an orebody that has made engineers. Reposing at 10,000 ft on the western flank of the Andes in the arid northern reaches of Chile, water is scarce, common fuels absent, and volcanoes and earthquakes add drama and hazard. It is these natural difficulties which have created the fascination and challenge which have caused many engineers to devote their lives to unlocking this treasure house of nature.

The writing of this paper was prompted by the discussion by H. M. Chance of the paper written by Thomas M. Chance,l and by the remarks of the editor in which he stated that while the matter contained in discussion did not refer to the original paper it " was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity." For some years past the principle enunciated in the discussion referred to has been known to the writer and demonstrated by him to be an efficient and economical way of separating water or solution from solids in the cyanidation, lixiviation or acid leaching of ore pulps. In utilizing this principle in commercial practice he has invented a method whereby not only the separation of solution from solids may be effected in any given tank, but also the counter migration of the solids and solution may be effected continuously through a series of tanks in which the hydro-metallurgical treatment of ore pulps is being carried on. In effect this method is analogous to the counter-current system, but is different physically in that it is carried on throughout a series of tanks on practically the same level, continuously and automatically, by hydrostatic pressure and gravity-flow, without the aid of intervening pumps or elevators, at the same time that agitation is being carried on in the same tanks. In the Parral system, agitation is effected in tanks by a number of air lifts of comparatively small diameter through which the pulp is continuously transferred from the bottom of the tank and spouted horizontally on top of the charge. The spouting force of the several streams thus discharged maintains a rotary flow in the pulp charge which extends from top to bottom of the tank. This continuous transfer of pulp and the spiral flow from top to bottom of the tank maintains the pulp constituents in uniform proportions and meets the requirements of efficient treatment in a most economical manner. The quantity of compressed air required is very small, as the pulp is not lifted but simply transferred from the bottom to the top of the tank charge under hydrostatic balance. PROBABLY everyone is well aware that from April 1 to September 11, 1922, anthracite production was completely suspended; during those 163 days not one ton of coal was produced in the anthracite region. The production loss was about 30 million tons, and although production is now at its peak, there is no possible way by. which, within any short space of time, that deficiency can be made up. During that time the miners sacrificed in wages something over 100 million dollars. The anthracite companies paid out in cash, keeping their mines in condition to operate when mining should be resumed, something like 30 million dollars without taking in one cent of revenue. The tonnage of domestic sizes included in that lost output was about 21 million tons. The anthracite operators figured that between September 11, 1922, and March 31, 1923, they would possibly be able to produce about 60 per cent. of the tonnage that was mined the preceding year, that is, from April 1, 1921, to March 31, 1922. The problem then arose as to how that tonnage could be distributed equitably throughout the United States and Canada. We had in our records in Phila-delphia the distribution by communities, about 20,000 of them, to which anthracite had been shipped during the last five years, so that we were well posted as to what each community should be entitled to receive. We allotted to each of those 20,000 communities 60 per cent. of the tonnage that it had received during the preceding coal year, and we have endeavored to see that whatever tonnage we have been able to produce should be equitably distributed on that basis. It was a matter simply of voluntary cooperation by the anthra-cite operators who placed the distribution of their tonnage practically in the hands of the Pennsylvania Fuel Commission; the anthracite companies have almost without exception acceded to every request that we have made of them. When communities were reported entirely out of coal, a telegram or letter to the directors obligated to that community has resulted in some anthracite being shipped there, so that we have thus far kept the distribution on a fairly equitable basis. Prior to the suspension of mining operations, pre-liminary negotiations were carried on for the renewal of the wage scale, the operators thinking that it could be adjusted satisfactorily, and that the same method of procedure would be followed as during the 20 years succeeding the strike of 1902. At every termination of the wage agreement since that date, until last year, an agreement had been reached early in the season that mining operations should be continued, with the under-standing that any new agreement should be retroactive to April 1. At the meeting of the committees of anthra-cite operators and miners, on March 21, 1922, the opera-tors were presented with an ultimatum by the miners to the effect that unless an agreement were reached within ten days, mining operations would cease. That was protested against by the committee of operators as being unfair, not only to the operators and the public but to the men themselves. In spite of this protest the suspension occurred and, as you know, continued until September 11.

INTRODUCTION The primary purpose of comminution circuits in the mineral industry is to reduce an ore to a particle size that will permit separation of the valuable minerals from its gangue constituents. Wide variations in the mineral content and physical characteristics can and do occur throughout a given mineral deposit From the standpoint of their effects on the comminution characteristics of an orebody, these variations may not be identified by the normal sampling and analysis procedures utilized to delimit an orebody and to characterize its grade distribution. The proper design of a comminution circuit for a mineral deposit is very important to the success of that enterprise. It is also an expensive unit process both from the standpoint of capital and operating costs. It is, therefore, essential that any sampling program be designed to identify the variations that may occur that will affect this circuit. Because of the variety of comminution systems that are available, it is also essential that the sampling and subsequent evaluation program be sufficiently comprehensive to identify potentially inappropriate systems or flowsheets. It would be impossible to describe in a single chapter the techniques and approaches that should be utilized for sampling every type of orebody. Each orebody is unique and requires a sampling and testing program designed to its specific requirements for exploration, characterization and circuit design. The following is a general discussion of the guidelines to be used and considerations to be made in establishing such a program. SAMPLE SELECTION When sampling an ore deposit for the purposes of equipment and flowsheet selection for comminution, it is important that the sample composites for grind testing be chosen on the basis of how they will affect the comminution circuit rather than just how they might affect the subsequent metallurgical operations. For example, grindability, classification and liberation size characteristics are more important to the comminution circuit than ore grade. Mineral deposits may contain a multiplicity of ore types that can vary extensively in the dissemination of minerals and optimum liberation size requirements; and may also vary as much as 100% in ore hardness. The accumulation of samples for grind characterization should be done in such a way as to allow the identification of this variation. A proper mineralogical evaluation of the samples obtained to characterize an ore deposit can be a great aid in identifying the individual ore types within the deposit

THE importance of ground water control in glacial drift overlying mines is widely recognized. Adequate handling of the problem results in consider- able saving in overall pumping costs, as the cost of pumping the larger quantity of water under low heads from surface wells is more than offset by the decrease in the quantity of water to be pumped from the mine under high heads. Eliminating or partly reducing seepage of water through the ledge reduces moisture content of the ore, a factor especially important in iron ore mines, where a reduction of 1 pct in moisture effects a very material saving. An important though indeterminate saving is also brought about by the elimination of water in the working places underground. The Homer and Wauseca mines of Hanna Coal & Iron Co. at Iron River, Mich., cover 480 acres. When these mines were started it was possible to operate on only one 40-acre tract, as the depth of water over the remainder of the property was too great to permit operation. Although the average depth of the ground water over the area being mined at that time was less than 50 ft it was necessary to pump 1200 gpm from the mine, the greater part from a depth of 750 ft. The slate footwall and graywacke hanging wall are almost impervious, and it was apparent that seepage into the mine was mainly through the iron formation in which the orebodies were located. Analysis of the water in the iron formation showed it to be of the same character as that in the glacial drift, while the water in both walls was heavily mineralized, also indicating that the water passed much more freely through the iron formation.

The years immediately ahead-1961, 1962, 1963- will be critical years from every standpoint for the young engineer. In the next few years, he must learn to grow professionally. Most often, the rate and extent of this growth will be governed by his own initiative and perseverance. Habits and attitudes acquired during these early professional years relate very closely to, and even foreshadow, future accomplishments. The future goal of the young engineer is a moving target. It will change with professional growth, family requirements, changes in predominant interest, general economic and business conditions and geographic location. However ambitious and stead-fast in his goal he may be, the young engineer should not hesitate to adjust or change-for he really does not know initially what he is best fitted for and will not know until he has tried a number of things patiently and persistently.
