INTRODUCTION In 1975 Congress passed the Energy Conservation Act to establish a U. S. Strategic Petroleum Reserve (SPR) with a capacity of 750 million barrels of crude oil. The most economic storage medium was determined to be salt caverns leached in salt domes in Louisiana and Texas. Salt caverns existed at several sites when the reserve was created. These were obtained by the U. S. Department of Energy (DOE) and used to initiate SPR oil storage. In order to meet the storage capacity approved by Congress, new caverns also had to be leached. To support the resulting design effort, finite element computer programs have been used to determine the creep closure and structural stability of salt caverns Using site specific material properties including creep models, elastic moduli and fracture data, the finite element analyses have replaced earlier empirical approaches to cavern design. This report presents results of such finite element analyses to determine the best cavern roof shape and the minimum pillar to diameter ratio, P/D. These numerical predictions indicate that the current cavern design is safe. FOUR factors that largely determine the end product obtained when cement and water are mixed are the chemical composi-tion of the cement, the fineness to which the cement is ground, the amount of mixing water used, and the procedure used in mixing the slurry. In order to study the effect of two of these factors, the other two, the chemical composition and method of mixing, are kept constant, leaving as variables fineness and water-cement ratio. Through years of experimentation and usage it has been well established that the reduction of cement clinker to a very fine state by grinding improves its cementing value, principally because the reaction between cement and water takes place only at the surface of the cement particle, further action being hindered by the accumulation of reaction products that tend to coat the unreacted material. The introduction of the scintillation counter into field use for gamma-ray well logging has provided a new tool with special utility for the deternzination of natural radioactivity of sediments. Previous subsurface gamma-ray measurements have indicated only the total amount of radioactivity of the sediments. With the scintillation counter, the relative amounts of the elements which emit gamma radiation can be determined. Sediments logged included 35 zones in wells located in the Teras Gulf Coast, East Texas, and West Teras. Although the data obtained from measurements made to date are not sufficient to evaluate the possibilities of spectral logging, it appears likely that spectral measurements will yield information of geologic value. INTRODUCTION Although variations in the natural radioactivity of sediments were recognized as early as 1909,1 the appli- cation of such variations to borehole logging was not made until almost 30 years later. A group of Russian workers in the early 1930's were successful in making crude measurements of natural gamma activity in an oil well borehole. The first practical gamma-ray logging system was developed by Howell and Frosch2 in 1939. Induced radioactivity, or neutron, logging appeared soon after the introduction of gamma-ray logging. After early work had demonstrated the potentialities of radioactivity logging, development of sensitive and stable logging equipment for field use followed, so that neutron and natural gamma logs are now run routinely and have proved to be extremely valuable in characterizing subsurface formations. Even though tremendous strides have been made in developing radioactivity logging, it is apparent that the ultimate in the method of logging has not been reached, for, until very recently1 in none of the commercially available logging systems has advantage been taken of the fact that gamma radiation is composed of a spectrum of rays, each ray having a distinct and characteristic energy. An individual gamma ray originates in a single element and has energy determined by the element. The inten- sity of radiation, or number of rays emitted from unit volume in unit time, is determined by the concentration of the element. If it were possible to sort out these gamma rays and assign them to their parent elements, thereby essentially analyzing for the elements, a wealth of new information descriptive of formation material and fluid content would be at hand. For example, if in natural gamma logging, the gammas due to potassium and to the thorium and uranium series were measured individually, data would thus be available on the concentrations of each of the three elements, adding materially to the information content of the log. In contrast, conventional gamma logs measure only a quantity proportional to the combined concentrations of uranium, thorium, and potassium. The naturally radioactive elements occur in sediments in concentrations dependent on source material of the sediment, and through their chemical characteristics, on conditions of deposition,' so that the individual concentrations may be diagnostic for particular formations. These concentrations, particularly if measured in situ, could lead to a powerful tool for correlation and for reflecting environmental conditions under which sedimentation took place. THE modulus of elasticity is defined as the ratio of stress within the proportional limit to corresponding strain. This property, as thus defined, is a constant for each kind of material; and in tension or compression is usually designated by the symbol E. The modulus of elasticity serves as an index of the stiffness of a material or a measure of its ability to resist change of shape under stresses not higher than the proportional limit. In view of the frequency with which the modulus of elasticity is used in engineering calculations, it is surprising to note the uncertainty that exists as to authentic values, and the marked lack of published information relating to the variation of the constant E within individual alloy systems. A value of 10,000,000 lb. per sq. in. has been quoted as representative of aluminum and its alloys. This value has been found to be approximately correct for pure aluminum and aluminum alloys in which the total percentage of the alloying elements is low, but seriously in error in the case of alloys that contain relatively large amounts of the alloying elements.

Estimation of the economic effectiveness of industrial development projects including mining ones is generally made on the basis of the discrete model of the value changes in time, although the character of these changes is similar to the continuous model. In this paper an attempt has been undertaken to investigate the problem of the value equivalence of both models exemplified by a construction of an underground coal mine. An effort has been made to determine the errors which for different estimation criteria appear in result of the application of the discrete model. Theoretical considerations have been supplemented with practical conclusions.

Pennsylvania has been a leader in the pageant of industrial America because of her natural mineral re- sources, geographical location, and the ingenuity and industry of her citizens. Brick and other clay products were manufactured in Philadelphia in William Penn's time. Ores of iron, zinc, lead, and copper were mined and smelted in eastern Pennsylvania long before the Revolution. Coal was mined on a commercial basis in the anthracite region as early as 1820 and in the bituminous fields in 1830. The first canals and railroads were constructed to transport minerals and mineral products. Oil was struck at Titusville in 1859. A significant event occurred in 1855-the establishment of the Farmers' High School-Pennsylvania's first attempt to provide higher education for its youth. The Farmers' High School included instruction in geology, mineralogy, and assaying. In 1859 the laws of Pennsylvania transferred to the School the state geological and mineralogical collections formerly located in Harrisburg. Well-informed people are familiar with the effects of the Land-Grant Act of 1862. With inspiring words it established state institutions of higher learning where "the leading object shall be, without excluding other scientific and classical studies . . . to teach such branches of learning as are related to agriculture and the mechanic arts . . . in order to promote the liberal and practical education of the industrial classes in the sev-

A recent visit with the engineering students of the Western University of Pennsylvania to the Keeling coal-mine on the south side of Pittsburgh furnished interesting matter to communicate, as may be the case, however, with regard to the striking features of any of our well-arranged larger collieries; for every mine surely appears unique as a whole, though description fails to give that impression, except in particulars.

INTRODUCTION TO COMPOSITING Individual drill hole samples may vary greatly in size, length, and weight. The sample interval may represent any convenient unit of hole length, and is usually related to the type of drill being used to obtain the sample. Depending upon the type of mineral deposit, it is desirable to group the individual sample values into composite weighted values representative of some particular zone or volume of the ore body. For example, values of several sequential samples of diamond drill core 3 m (10 ft) in length may be grouped together to represent a 12-m (40-ft) sample value over one bench height. On the other hand, several individual sample values taken across the thickness of a stratiform deposit or a vein zone may be weighted together to represent the value of the total thickness at the point of intersection. The choice of composite intervals is usually dictated by the type of mineral deposit and the mining method selected to produce the mineral. The techniques of weighting values from various lengths of samples into a composite value has already been discussed briefly in Chapter 3. Further examples of determining weighted composite values will be given in the following discussion on compositing for various types of mineral deposits. SAMPLE VALUE COMPOSITES AND TYPES OF MINERAL DEPOSITS There are many kinds of mineral deposits, each of which will require special treatment of sample data to obtain the best composite intervals for evaluating the deposit. Cobalt recovery from arsenical concentrates by pressure leaching and reduction involves special methods and operating problems. Principal steps in the process are auto-oxidation acid leaching under pressure, filtration of the tailings, purification of the solution, hydrogen reduction of the ammoniacal solution, and electrical furnacing for sulfur removal and granulating the metal. Extracting cobalt metal from arsenical ores has presented a major metallurgical problem for many years. In acquiring the Blackbird mine near Salmon City, Idaho in 1943 Calera Mining Co. accepted the challenge to solve this problem.

For $100 a month plus expenses, Thomas A. Edison in 1879 hired a colorful adventurer named Frank McLaughlin to go west as a prospector. A few months later, McLaughlin triumphantly returned to the inventor's laboratory in Menlo Park, N. J. "On his shirt bosom and fingers sparkled glittering stones," recalled one of Edison's associates. These were only the tangible parts of his new trappings. In addition, McLaughlin "now wore the title of major which he acquired somewhere west of Omaha."

Powers (Mellon Institute of lndustrial Research, University of Pittsburgh, Pittsburgh)—Several of the processing methods at the Josephtown smelter might well be considered by plants producing iron blast furnace sinter. In making blast furnace sinter the objectives are much the same as at Josephtown: To produce a strong yet porous agglomerate which has a size consist in a preferred range. The emphasis however is on production rate rather than on the size or other quality characteristics of the sinter. Therefore the technique is entirely different. Blast furnace sinter plants attempt to make their product in one pass with a minimum recirculating load and without sizing treatment after the sinter leaves the machines. Many plants are beginning to feel that more attention paid to quality characteristics would make the product a more desirable blast furnace material. The pelletizing of very fine material before placing it on the bed is not deliberately done at iron sinter plants, although the installed equipment sometimes gives a simila; action. Such pelletizing seems to be a promising way of accommodating the down-draft sintering Drocess to very fine materials. he recirculating load at Josephtown is extremely high. Two plants' producing blast furnace sinter from raw material of comparable size have a recirculating load of about 100 pct of production. At Josephtown it is notable that the size and the rate of feeding of return fines are under control. This is not the case in most blast furnace sinter plants. The sinter slicer appears to be a worthwhile aid in effecting such control. It is similar in action to rakes and plows used at a number of plants, but it has the advantage that the sinter dislodged is positively removed and not left to the inefficient action of a stationary grizzly screen. Blast furnace size specifications for sinter are not at present so rigid as the Josephtown specifications. If the sizing of blast furnace sinter does become important, then the Josephtown crushing practice, in which a large recirculating load is maintained on the crusher in order that minimum fines be produced, may be of interest. H. K. Najarian (authors' reply)—We note that Mr. Powers appreciates some points that we tried to emphasize in our paper as being of importance in making zinc sinter of good quality and which may well be applied to iron blast furnace sinter. Fig. 2 shows the pelletized nature of the feed going on to a Dwight-Lloyd type sintering machine in our plant. Practically, the entire feed consists of more ,or less rounded particles which permit more uniform air passage through the charge, while the larger particles in the charge roll on to the surface of the grate, which helps to keep the grate openings from being clogged by excessive fines. An agglomerated charge of this character may preferably be made by rolling action while being mixed in a rotating drum and wetted by water sprays to bind the fine particles together and give the charge the desired moisture content. From our observations of several iron ore and blast furnace flue dust sintering operations, we believe that if the fines from the sinter discharged from the machines were to be recirculated and agqlomerated with the new feed, not only sinter of better quality but larger capacity from the machines may be realized.

What are the projected electrical power needs of the nation and of the Northwest during the next 15-20 years? No one who has researched the subject has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. However, a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown.
