At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RESOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

Based on a simplified model for the motion of particulate materials in horizontal, rotating cylinders, approximate expressions have been derived relating the power consumption of a tumbling mill to its dimensions and speed of rotation and to the amount and nature of the charge. The basic assumptions underlying the model are that there is no slip between the charge and the mill shell, that the free surface of the charge remains essentially planar during rotation, and that there is no transfer of momentum from the material flowing down the free surface back to the mill shell. The relationships formulated from this model have been shown to be in excellent agreement with experimental results taken from the literature. While the requirements of the model are most clearly met at low speeds of rotation, the results appear to be valid even for speeds up to 70-80% of the critical speed. Poorer agreement between theory and experiment is found when the charge consists of relatively large particles (balls) and when the filling of the mill exceeds 50% of the available volume. Qualitative explanations of these deviations have been offered.

Inflow of ground water is an important engineering and safety consideration during construction of large openings underground. The initial step in predicting groundwater inflow involves hydraulic tests in exploratory drill holes. Zones within the area of interest are isolated in the drill hole by inflatable packers and are tested by measuring the water level responses to applied hydraulic stresses. These responses may then be translated into significant hydraulic characteristics of the tested rocks such as transmissivity, hydraulic conductivity, hydraulic potential, and storage coefficient by using a type-curve solution. Once the geometry and necessary hydraulic characteristics have been determined for the rock in the vicinity of the proposed opening, a model can be developed using certain assumptions that will lend itself to treatment with available mathematical methods. The mathematical method applied to the model considers conditions of partial penetration and nonsteady-state, leakyartesian, constant-drawdown discharge of ground water. A type-curve solution results in a curve that gives the variation of discharge (inflow) with time. This technique of predicting ground-water inflow has been used in planning construction of cylindrical chambers for use in underground nuclear experiments by the U.S. Atomic Energy Commission. These chambers have been constructed in low-permeability rocks at depths as much as 6000 ft and under hydraulic heads of thousands of feet.

The purpose of this paper is not to report, to the Institute, the results so far obtained in the survey, by the Bureau of Mines, of the metallurgical requirements for open-hearth refractories, but to present an outline that we hope will serve as a basis for discussion. The systematic survey that the Bureau proposes to make has not been outlined, although considerable preliminary work has been done in the way of interviewing open-hearth superintendents in several of the larger steel plants from the Chicago district eastward. At the several conferences so many of the opinions were diametrically oppoeite, when considering the same point, that it was thought that such an opportunity as the Institute offers in the way of a clearing house for moot metallurgical topics should not be overlooked. For this reason, the paper has been prepared as a basis for a discussion which, it is believed, will be of value in outlining the program of the Bureau. D. A. LYoN, Assistant Director. The importance of securing suitable refractories for metallurgical operations is daily becoming more universally recognized; particularly in the manufacture of open-hearth steel, where the life and earning power of the furnace depends largely on the judgment and care exercised in the selection of the correct quality of refractory for each of the parts. Any innovation that would make available to the steel manufacturers refractories with longer life or better suited to their needs than those now employed, and at a cost that would permit of their use, would be of enormous value to the industry at large. It is quite probable that revolutionary changes would not be necessary. Material now used in some parts of the furnace might, by more suitable preparation, be made of much greater service; in other parts, possibly entirely different material would be necessary in order to effect much improvement. Inasmuch as different parts of the furnace structure perform different functions and are subjected to different service conditions, a refractory suitable for one part will be entirely unsuited for another. For this reason, to make a comprehensive study of the refractory requirements of the processes, we should consider the furnace as built up of a number

This study was undertaken on account of the lack of definite knowledge concerning the influence of bismuth on wire-bar copper, and the small elimination of bismuth from copper-matte during the smelting-operations. The early workers who studied the influence of bismuth on copper confined their investigations to malleability and ductility—two physical properties which are related to the others so intimately that their determination is of primary importance. Karsten and Levo1,² using bending- and mealleability-tests, seem to have been the first to take up the subject, and while their results are incomplete, they agree in the main with the later work of Hampe.3 The bending-tests used by the first investigators consisted in bending the specimen until it failed. The malleability-tests were made by beating the material to a knife-edge with a hammer. Hampe not only determined the percentage of bismuth which would cause red-shortness and cold-shortness of the alloy, together with other influences of bismuth on the malleability and ductility of copper, but also took up the influence of the bismuth protoxide, BiO, on copper, and of bismuth sesquioxide, Bi,O,, on the copper protoxide, CuO. Hampe's conclusioris of the influences of these two latter compounds of bismuth on copper are as follows : "If the protoxide of bismnth be alloyed with metallic copper, it is not changed to metallic bismuth, but remains mechanically distributed throughout the copper.

It is now generally recognized that the gravitational method of geophysical surveying is a valuable aid in elucidating the geological structure of the subsoil and enables the practical geologist to deduce the presence of useful deposits. The particular suitability of the torsion balance to the location of large and important subterranean structures has given rise to a wide application of this method by many of the important oil companies in their search for future supplies, and so intense have been these efforts that little has been heard of the method in other connections, with the exception of occasional references to its application in the location of hidden deposits of metallic ores, salt and lignite, and a number of accounts of its use in the elucidation of geological structures. Its success in the location of salt domes is well known, and establishes it as one of the most important of the geophysical methods, especially for the indirect location of oil. In the British Isles, however, no large occurrence of oil is likely to be revealed, and here the practical application of the gravitational method has been restricted almost entirely to the search for ores. This type of survey possesses well marked characteristics, and presents a gravitational problem that has necessitated the development of a special and probably unusual plan of campaign, full details of which it is hoped will shortly be published. The problems and difficulties encountered in this work are of necessity fundamentally related to those met with in the search for oil by means of the torsion balance, but they also possess several special and distinctive features which undoubtedly differentiate them from the obstacles confronting the oil prospector, and which call for special consideration and treatment. In certain of the various oil-producing areas of the world, and particularly in the Gulf Coast region, the geology may be regarded as comparatively simple, while the oil is usually associated with a large and well defined structure such as a salt dome or anticline, which is capable of giving gravitational indications sufficiently extensive to be detected by the torsion balance over a fairly wide area of the ground surface. PRIOR to 1938, proration procedure in Kansas required the physical testing of wells in order to set up a basis for allocating production. Subsequently the use of liquid-level data and bottom-hole pressure data was authorized on certain types of wells as a basis for calculating well capacities, thereby permitting wells to be tested at low rates and with small volumes of production. This paper gives some attention to the equipment used for obtaining liquid-level data but in general it is devoted to the theoretical and physical factors involved in well testing by drawdown methods. These tests are divided into two classifications: (1) liquid-level data used directly to calculate capacities, and (2) liquid-level data and liquid-level measuring equipment used in connection with other data to determine bottom-hole pressure. Equations and calculations for both types of tests are shown. Well capacities calculated from fill-up data have not been used generally but offer a simple means of testing some wells. Theoretical factors and calculations for such tests are shown. IN the state of Kansas, proration laws required that the "ability of a well to produce" be given consideration in state allocation orders and for many years this was the only factor used in prorating the allowed oil. The "ability of a well to produce" was the quantity of oil that could be obtained from a well in a prescribed period, usually 24 hr. Early in the history of State-regulated proration, Kansas operators realized that, unless some restriction were placed upon equipment, the competition between producers to obtain large well "potentials" might result in a race to install the largest pumping equipment. Consequently, restrictions were placed upon the size of tubing and length of pump stroke that could be used in pumping wells during potential tests. Later, restrictions were placed also upon the size of tubing and chokes that could be used in flowing walls. Despite the restriction set-up, better pumping equipment was designed and installed, pumps were improved, and various devices were invoked to obtain high rates of production for short periods of time. By 1937 pumping cycles of forty to forty-five 54-in. strokes per minute were not uncommon, and numerous wells had produced at the rate of 3500 bbl. per day for short periods. Such production was far beyond any rate that could be long sustained. Equipment necessary to take "potentials" was several times larger than that needed for normal producing purposes, and repairs and replacements required by the high pumping speeds were excessive. Also, many operators were beginning to suspect that the high rates of production maintained during "potential" tests were conducive to early water encroachment. By 1938 large-scale physical testing of wells in Kansas ended, the use of the bottom-hole pressure gauge had become common, engineers and operators were becoming familiar with the term "productivity index," and bottom-hole pressure was being used as a factor in allocation in many areas. The strike and dip of bedded formations is readily determined by trigonometry if some marker horizon is intercepted by three holes. If no marker can be identified and if orientation of the cores is unknown, as is the usual case in diamond drilling, the determination still can be made readily by the use of a stereonet if the bearing, inclination, and angle the bedding makes with the core axis is known for each of the three holes. Such determination, valid only if the bedding orientation is fairly uniform within the area drilled, is considered simpler, faster, and more effective than any solution previously published. Method: The steps of this procedure are as follows: 1) Mark north and south poles on tracing paper placed over stereonet. 2) Plot the three diamond drillholes by drawing a line from the center of the net in the direction of the bearings of the holes. Then rotate the paper until each line, in turn, lies along the equatorial diameter of the net; the end of each line is determined by the inclination of the hole measured in degrees from the periphery toward the center of the net along the equatorial diameter. Fig. 1 illustrates a vertical hole and a hole inclined at -23° due east.

The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Cooke, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor counties is due to the influence of what is known as the Cisco Arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across Archer County. It has been impossible for the authors to isolate the statistics for production for each of the many small pools of this district, as such statistics are not kept by the operators except for the district as a whole, therefore Tables 1 and 2 are comparatively short. SINCE the r ? a transformation rates of many carbon-free ferrous alloys and low-carbon alloy steels are relatively fast, conventional equipment is not suitable for the dilatometric determination of continuous cooling transformation diagrams. On the other hand, a method based on metallographic analysis of quenched specimens would not be practicable because the various products of shear-dominated transformation are essentially indistinguishable in low-carbon iron-base alloys. Both problems may be avoided by a thermal analysis method employing gas quenching of small specimens austenitized in vacuo. The laboratory equipment employed in the present study consisted of a Tektronix Type 564 Storage Screen Oscilloscope and a Kinney high-vacuum evaporator, modified as shown in Fig. 1, to permit heating a small specimen and cooling it slowly by programmed cooling or rapidly (up to about 8000°F per sec) by a controlled quench with helium gas. The oscilloscope records the electromotive force of a 40-gage (0.003-in.-diam) Chromel-Alumel thermocouple in the specimen during cooling. The temperature at which the cooling curve begins to show the influence of the heat produced by the phase change in the specimen was arbitrarily taken as the transformation-start temperature.*

FOR many years the copper-bearing steels have been of considerable interest to the metallurgist because of their corrosion-resistant properties. More recently the discovery of their definite age-hardening characteristics has focused attention on them again. In a recent paper, Smith and Palmer(1)? have given an admirable description of the behavior of a considerable number of steels of this type and a study of their results suggests two questions, of a more or less fundamental sort. In the first place, it has been plainly shown that the hardening effect of added copper does not increase up to the maximum solubility of copper in iron as given by earlier investigators, but reaches its greatest value considerably below this point. This fact suggests that either the solubil-ity is not, so great as previous investigators have stated, or that the age-hardening mechanism is not the simple precipitation phenomenon that has been postulated. In the second place, the nature of the aging mechanism in this partic-ular system should be determined. Recent developments in the study of age-hardening processes have shown that the increase of hardness is often, but not always, accompanied by precipitation and the action of a particular system is not predictable on the basis of its components or type of phase diagram. It would be of considerable interest to study the aging of the iron-rich iron-copper alloys in detail. One would like to know whether the aging mechanism is different at high and low aging tempera-tures, and whether the extreme sluggishness of the system may perhaps represent some new type of aging process.

Salt bodies in the form of rolls, horses (sometimes called horsebacks), folds, wants and pinches1 have been encountered while driving entries and mining out rooms during the development of the potash mines in New Mexico. Superficially these sporadic salt occurrences appear to be much alike, but closer examination reveals individual characteristics, and after four years of observation it seems possible to divide them into three general groups that may tentatively be called "depositional," "erosional," and "structural." The data collected are not yet sufficient to permit forecasts of their probable location, so that the annoyance of having to mine salt instead of potash could be avoided or lessened. However, the information so far available appears to throw some light on the occurrence of the sylvite2 bed now being mined, and it is as a progress report that the writer presents the results of his observations. The mines of the United States Potash Co. and the Potash Company of America are about 20 miles northeast of Carlsbad, in Eddy County, N. M. They are on the southwestern flank of the Permian salt basin, which underlies western Texas, Oklahoma and Kansas, south-central Nebraska, southeastern Colorado and eastern New Mexico. The cuttings from many oil wells and the cores from the potash tests drilled in this basin indicate that this salt series approached its greatest thickness (about 4000 ft.) in the southeastern part of New Mexico and the adjoining portions of Texas, and that the most advanced stages of

Peru has produced petroleum since the early seventies, the first work being in the Zorritos field, in the Province of Tumbes, adjoining Ecuador. In the early nineties, the Negritos field, in the Department of Piura, came into prominence, and by 1905 had attained an annual production of 335,160 bbl. The early development of the field was under the general direction of the London & Pacific Petroleum Co., but it is now handled by the International Petroleum Co. In 1900 and 1901, the Lobitos field became the scene of marked activity. In 1905, its total production amounted to 75,000 bbl.; it has continued to increase as has Negritos. From 1897 to 1902, there was prospecting in the region of La Brieta (or Fernandez), on the Mancora River, about 25 to 30 km. from the coast. Small production of a heavy oil was obtained from three different sands. So far as the author knows, no work has been done in that locality since 1902. There are thus four distinct fields in the north endof the Peruvian coastal plain. The, remaining productive locality of Peru is the Pirin or Pusi field, at the northwest end of Lake Titicaca, Department of Puno, in southern Peru. The first prospecting near Pusi was done by Brown Brothers, of Los Angeles, Calif., who obtained modest production about 1906; according to reports, activities ceased about 1914 or 1915. The maximum annual production was obtained about 1908, estimated at 76,000 barrels. Peru possesses two distinct geographic provinces in which we may look for the development of a larger oil industry; namely, the coastal plain province, and the inter-Andean plains.

The ultimate goal in rock mechanics is to make quantitative predictions of the response of rock to changes. Measured and calculated values of changes in displacements or temperatures in the rock for six different field experiments are compared using linear regression. When values of the mean compressive stresses are large compared with the values of the deviatorial stresses, linear elasticity, using values for Young's modulus from laboratory tests, provides a good predictive model. However, if the values of the mean compressive stresses are small compared with those of the deviatorial stresses the behavior and response of the rock, though systematic, is not linear. Linear heat conduction provides good predictions of changes in rock temperatures but thermal displacements are not predicted well by linear thermoelasticity.

The influence of dissolved oxygen and the Pt - Pt-O reaction on the measurement of redox potentials in solutions containing ferrous-ferric couple was examined. Current-potential curves were used to illustrate the shift in measured potentials toward the oxygen potential in oxygenated and deoxygenated systems at low concentrations of ferrous and ferric ions. The ranges of concentrations of the ferrous-ferric couple, in which the interference from oxygen and the platinum-oxygen reactions becomes significant, are illustrated through the mixed potential mechanism.

With some uncertainty as to the type, rate and scope of adoption of air pollution control regulations, and with limited information on the availability of low-sulfur fuels, it is possible at best to make only a rough assessment of the impact of such regulations on coal. It is apparent from the following discussion that regulations of the type already effective or being considered, if adopted and enforced on a widespread basis over a short-term period and if substitute fuels were available, both quantitatively and economically, could result in a loss of more than one-half of coal's markets. Depending on the areal sequence of adoption of such regulations, some areas would be able to obtain limited amounts of low-sulfur coals. Others would not. Because of the usually greater distances from the large industrial coal consuming areas to new sources of coal supply, and because of the higher mine prices for low-sulfur coals, the delivered prices of such coals as might be available would be much higher than those for high-sulfur coals. A large and sudden demand for low-sulfur coals would exert further upward pressure on prices.

The objective of this paper is to present a practical method for calculating minimum safety factors of rock slopes with a horizontal layer of weak material. It is demonstrated that the most critical failure surface, in this case, is a bilinear surface composed of a horizontal failure surface inside the weak layer and an inclined surface inside the rock. The model presented in this paper shows that with a good approximation, the change in slope for the bilinear failure surface may occur directly below the slope crest. This assumption simplifies the calculation of safety factors considerably, because the most critical failure surface is located directly, and the trial computations for a number of failure surfaces are not necessary. Special parameters involved in slope stability analyses of highwalls in open-pit mines are discussed and, by an example calculation, the applicability of this method is demonstrated.
