Mine ventilation analysis is an engineering discipline that can be considered a branch of the body of science known as network analysis. Likewise, the group of engineering procedures known as the critical- path method (CPM) is considered a branch of network analysis. It is therefore not surprising that mine ventilation network analysis and CPM have many similarities. These similarities are useful in analyzing several types of mine ventilation problems and will be utilized in this paper. The analogy between the free split in a ventilation circuit and the critical path in a scheduling network has been recognized by Owili-Eger (1973). While this was recognized as a property of a general ventilation network, many important applications to controlled- splitting problems also exist. The mathematical procedures necessary to apply CPM and network methods have previously been presented (Wang, 1981; Wang, 1982). This paper will illustrate the implementation of these methods by application to mine ventilation networks.

Measurements of impact hardness of ß-brass are reported for a wide range of temperatures. Abrupt softening is observed when temperatures are raised above 425ºC, accompanied by abrupt widening of deformation bands in the deformed samples. Current theories of these effects, and of the lack of twinning, are discussed. HARDNESS1 and flow stress2 of a sample of ß-brass at room temperature depend upon the temperature from which the sample is quenched. It is believed that the state of order in the superlattice is responsible for this dependence—not the order within individual domains, which reaches near-perfection during the quench from any temperature, but the size of the domains which is presumed to be a minimum in the hardest samples, those quenched from temperatures near the critical disordering temperature of 468°C. Measurements of impact hardness made over a range of temperatures and microstructural studies of samples deformed both rapidly and slowly over a range of temperatures, reported herein, should be of aid in reaching a more complete understanding of the underlying factors controlling the properties of the disordered body-centered-cubic material and the ordered material. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

AT THE New York meeting of the Institute of Metals Division in February, 1927, Jeffries and Tarasov presented a paper on Tungsten and Thoria,1 in which the experimental facts were interpreted in accordance with the prevailing point of view that the thorium is present as the oxide, thoria. In discussing that paper the writer of this article stated that his own investigations, which had been unavailable to Messrs. Jeffries and Tarasov, showed that the so-called "thoriated" tungsten filament failed to disclose any sign of the oxide when subjected to X-ray diffraction analysis, but did give plenty of evidence of the presence of metallic thorium and, in certain cases, of a material believed to be an alloy of tungsten in thorium. Since these results were completely at variance with the results reported in the paper under discussion and with other papers which had preceded it from time to time in the past, it was felt that further discussion should be withheld until the new evidence could be presented adequately. Arrangements were therefore made to present that evidence at this meeting. MATERIAL EXAMINED The material examined was high-emission filament such as is used in radio tubes, supposed to contain about 0.75 per cent. thoria. The actual analysis was not stated. SCOPE OF THE INVESTIGATION The investigation was undertaken because of a feeling that the thorium present in filamentary material of this type exists as metallic thorium or as an alloy of thorium and tungsten and not as the oxide. Attention was therefore directed to determining: 1. The minimum amount of thoria detectible in a mechanical mixture of thoria powder and finely divided tungsten. 2. The amount of thoria detectible in the filament. 3. The condition of any thorium present in other form than as thoria. 4. The amount of thorium dissolved in the tungsten.

Copies of the pamphlet may be obtained at the office of the Institute.] The subject of this sketch was born in Philadelphia, September 17,1819, and graduated in 1838 from the University of Pennsylvania. His purpose of pursuing theological studies being hindered by the condition of his health, he took a subordinate position in the geological survey of Pennsylvania under Henry D. Rogers. His work there began in the sphere of topographical and geological map-making in which he was afterwards so eminent; and a map which he made of one field in 1840, before he was 21 years old, received high praise from Prof. Rogers in his official report of that year.

THE Hog Mountain mine is a pyritic-gold property in the north central part of Tallapoosa County, Alabama, at an elevation of 800 ft. in the southern Appalachian region. It is 13 miles by a good secondary road from Alexander City, a station on the Central of Georgia Railroad. Since its discovery in 1839, the mine has been worked intermittently. The records of past operations are few and are scattered over a long period of time; however, available information indicates a production of approxi-mately 12,000 oz. of gold prior to the present company's activities, which started in 1933. Additional 7844 oz. has been produced under the direc-tion of the present management. The ore from stopes has averaged 0.200 oz. gold per ton; the ore from development, 0.136 oz. gold per ton. Silver, copper, iron and sulphur are also present but to date are of minor importance. The grade of ore in comparatively narrow veins makes necessary extreme vigilance in the methods of mining.

THE definitions of the terms commonly used in connection with metamorphism at elevated temperature near igneous contacts are re-examined. As the study of tactite zones associated with igneous contacts progresses, more and more emphasis is put on the localization of the ore by structural forms. The generally early age of the silicates and late age of the sulphides is well established. Postsilicate structural deformation is likely to localize ore bodies. The silicates are often replaced by the ore minerals. We may not be far from proving that the elements involved in the formation of silicate aureoles are merely normal "volcanic" emanations, that silica, lime, magnesia, and alumina and probably soda and potash are likely to undergo local transfers only. The work of Newhouse suggests the agents of the formation of sulphides in deposits of various classifications are the volcanic emanations.

Large quantities of fine anthracite with associated impurities are discharged with the waste water from the coal-cleaning plants in the Pennsylvania anthracite region. Furthermore, for many years this fine material has accumulated and formed silt banks. The difficulty of removing the impurities from the fine material and the lack of adequate markets are responsible for the waste of this material. In view of a larger demand for fine coal, mainly for pulverized fuel, the Lehigh Navigation Coal Co. Inc. decided to investigate the froth flotation process for recovery of fine coal from these waste solids. A test plant was constructed and operated for six months during 1942 in order to determine the practicability of recover ing coal from the waste water of a a plant (breaker) by froth cleaning and to obtain operating data for designing a commercial plant if the results were favorable. Preliminary Investigation Before the pilot plant was constructed information was obtained by field and small-scale laboratory tests to serve as a guide in the design and operation of the pilot plant. Size and ash analyses of a representative sample of the material discharged in the wash water from a cleaning plant are given in Table. The refuse content increases progressively as the size of the particles decreases The larger particles (+35 m.) are low in ash content and could be marketed without cleaning. Since these solids are discharged from the breakers with 90 to 95 per cent water by weight, the first step in the recovery of the coal was that of reducing the quantity of water so that water in excess will not have to be handled. Furthermore, it was found that the removal of most of the minus 200 mesh high-ash material was desirable to permit the most efficient flotation of the cod. Classification tests were run and showed that a hydroseparator overflow rate of 12 ft. per hour* was sufficient to elimi-,late much of the minus 200-mesh material while allowing the coarser material to settle and be thickened,

At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

Discussion of the paper of WALTER 0. SNELLING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704. A. F. LUCAS, Washington, D. C.-Are the results of the experiments in practical operation? WALTER 0. SNELLING.-There have been no large-scale operations up to the present. The necessary conditions of temperature are easily arranged for, but the required condition of pressure, 800 lb., is not so simple a matter. The company has been working on this problem, and at the refinery in Oklahoma work of this kind is now being carried on. The way in which an ordinary still will leak at 50 lb., and more at 100 lb., leaves some doubt in the mind of many as to what can be clone at a continuous working pressure of 800 lb. On the other hand, the fact that they are making ammonia abroad by a method which employs higher pressures and temperatures than anything involved in this method, leads me to believe that the difficulties, which will undoubtedly arise when this is attempted on a commercial scale, can be overcome. A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

Since 1976, Cia Vale do Rio Doce (CVRD) has carried out tests to develop a type of pellet made with an organic binder. Peridur is one binder that showed it could be used in industrial plants. Extensive tests were run in CVRD's pilot plant. The results are presented in this paper. The decision was made to carry out an industrial production of 50 ht (55,000 st) of pellets. The results are shown in this paper. No detrimental effects of the Peridur were observed in either the process or in product quality.

(San Francisco Meeting, September, 1915) THE interest which has been aroused in prospecting for oil in the foot hills of southern Alberta, and in the oil possibilities of the known gas fields situated in the less-disturbed areas, called for a much closer examination of the structure, thickness, and composition of the underlying rocks of the region than had -hitherto been made. The areal geology of the larger part of the great plains was outlined by Dawson, McConnell, and Tyrrell, between 1881 and 1885. The foothill area was not critically examined at that time, owing to the time which would have been required for its proper study and the difficulty that was found in recognizing in the foothills the divisions which had been adopted in the mapping of the formations of the plains. This was clue in great measure to the paucity of exposures in continuous sections of the lower divisions of the Upper Cretaceous. Since the pioneer work on the plains was published, the beds which form continuations south into Montana have been critically examined. The Canadian beds arch over the end of a flat anticline which rises to the south; and two sections in Montana, one on each side of the anticline, help to explain some of the difficulties previously encountered in the mapping of the measures found in the foothills. The index map, Fig. 1, shows the area studied, and its relation to southeastern Alberta, and to Montana.

IT has been ascertained in recent years that certain rocktypes, geological formations and structural conditions may be used as fairly reliable guides, when prospecting in recognized mineral belts or mining districts, with a reasonable certainty of discovering "pay-ore;" and that such is considered as a practically established conclusion may be inferred from a perusal of the recent reports of the U. S. Geological Survey and the literature of the several scientific societies discussing minim, geology, and kindred subjects. Cripple Creek is no exception to this conclusion, and the rock-type or association, rather than the structural condition, is the most infallible guide.† These guides consist of four, possibly five, dike-rocks, three of which are extremely basic, while the fourth is an acid rock of an entirely dissimilar character. The basic rocks are nepheline-basalt, limburgite, feldspar-basalt and tephrite. There are grounds, however, for believing that the two latter are subdivisions of one type, and therefore will be described under one head. The acid rock is quartz-porphyry. Nepheline-basalt is-a rock encountered in but few localities elsewhere on this continent, and occurs in narrow dikes cutting various formations. When typical‡ it is composed of

ADVANTAGES OF LIFE MEMBERSHIP The Institute calls the attention of members to the following advantages of obtaining life membership: 1. One payment avoids the trouble of future payments. 2. The interest on $150 is less than the annual dues. 3. Provision is thus made early in life for the less productive years. 4.
