Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. As the result of extensive small laboratory experiments, the metallurgical results of sintering iron ore from the Benson mines at Star Lake, N. Y. were clearly defined. But the practical operation had not been proved; so, the sintering strand, which went into operation at the mines in 1952, was designed to minimize the risk involved. It was built by the Dwight-Lloyd Div. of McDowell Co. Inc.

THIS paper is a brief report of experimental work undertaken to determine whether barium oxide in any quantity increases the desulfurizing action of blast-furnace slags. Industrial furnace operation with slag containing small quantities of barium oxide, referred to later, interested S. A. Sanford of the Commercial Chemical Co., Youngstown, Ohio, to conduct experiments to furnish comparative results on desulfurization with normal slag and slag containing small quantities of barium oxide. The U. S. Bureau of Mines agreed to assist on the problem because of the possible saving in fuel if the desulfurizing action of blast-furnace slag can be substantially increased, also because the experiments would yield new information on sulfur elimination in general, a matter of economic importance in furnace practice. A more complete and fundamental study of desulfurization of iron by slag is in progress.

Mineral exploration activities are benefiting from new interpretive techniques which have become economically practical with computers. Government agencies, educational institutions, and industry have each contributed research and development efforts for improving the mathematical analysis and graphical display of exploration data, resulting in operational aids not foreseeable a decade ago. Progress has been worldwide and is expanding rapidly. Books 1-10 are supplementing the periodic literature, at least one abstracting service is now active, 11 and an association has recently been formed to encourage and publicize advances in this field. 12 With the diversity of applications, only partial coverage of the subject can be made at any single symposium. Four of the six papers in this section report on the current state-of-the-art in selected areas of interest: graphics, time-sharing, mathematics, and economic analysis. The remaining two papers are descriptions of advanced statistical techniques for gaining additional information during exploration, and illustrate methods which will become more commonly applied in the future. "Computer Graphics: A New Tool for Exploration and Mining" describes the use of a computer and accessory equipment as an information retrieval device, graphically merging and displaying pertinent information for visual inspection and interpretation. This is a rapid means of studying information which has been pre-stored in a form accessible to the computer. Time-sharing is a means of achieving a comparable rapid response when calculations are being performed. The paper, "Some Applications of Time-Sharing in Mining Geophysics," describes the experience of one company using a time-sharing facility for geophysical computations. Another paper on this subject, stressing mining applications, has recently been published. 13

Quantification of size, shape and composition has been one of the more difficult areas for those concerned with fine particle processing of coal.' Image analysers fed by optical microscopes and by scanning electron microscopes possessing backscatter detectors and energy dispersive facilities now offer techniques to improve the speed and precision of previous methods. This paper discusses the methodology and procedural difficulties associated with the microanalysis of coal. Photographs show display quality on the image analyser monitor and the equipment mentioned. Data illustrating several of the procedures are included. The major portion of data for design and operation of plant for fine particle processing depends on information regarding size, shape and composition of granular material. The lower limits of particle sizes become more important as lower grade deposits are mined. Because of the trends towards treatment of finer materials, the use of image analysis offers advantages in time, effort and accuracy. As energy becomes more critical, the above applies especially to coal processing. The Zeiss Microvideomat 2, a leading member of the second generation instruments, is now available for image analysis. There is a precision television scanning system with monochrome camera, display, control panel and central processor (see Figure 1).

A linear programming model has been developed to solve a production planning problem for a multi-plant stone operation serving several customers. The factors considered are production capacities, inventory restrictions, demand requirements, and available stone reserves. The objective function to be optimized is the total annual net returns from the quarry operations. For the purposes of model testing, annual stone sales from each plant were divided monthwise, productwise, and assigned to a market. The concept of assigning demands to market sectors and not to any particular plant creates the self-correcting interplay between the plants and the markets. Along with the inventory restrictions, and ending inventory requirements, this interaction enables the model to minimize the external diseconomics. The model was tested against an operating prototype and a number of alternative problems were also considered. Finally, the basic linear programming model has been enlarged by the addition of another dimension and the problem has been derived in a decomposition format.

As used in geophysical exploration, the term overvoltage applies to secondary voltages set up by a current into the earth which decay when the current is interrupted. These secondary effects may be measured by pick-up electrodes. The term induced polarization has often been employed to describe this same phenomenon. In its own operations Newmont Exploration Ltd. commonly uses the word pulse. The basis of this method in prospecting is that metallic particles, sulfides in particular, give a high response, whereas barren rock, with certain exceptions, gives a low response. Overvoltage has been tried in searching for many types of mineral occurrence but has been most successful in outlining the widespread disseminated mineralization associated with porphyry coppers. History:' Newmont Mining Corp. has been interested in overvoltage since 1946, when Radio Frequency Laboratories of Boonton, N. J.. drew the company's attention to phenomena observed in the laboratory. At the instigation of A. A. Brant further model studies were undertaken, and the first tests were performed in 1947. Tests at San Manuel, Ariz., in 1948 were very encouraging, clearly demonstrating that the method could be used to distinguish scattered sulfides at depth. H. 0. Seigel followed up the San Manuel work with a study to determine the phenomena involved.'

A SURVEY of the literature on bottom-cast practice gives but scant information as to some of the real facts concerning this most interesting method of steel manufacture, and some of the information available is very misleading.1 An exceptionally good description of this method of pouring or teeming is to be found in an English publication2 on the heterogeneity of steel ingots. Quoting from this paper: (a) With bottom teeming, the metal rises steadily and progressively in the mold with the minimum possible agitation, the main force of the stream coming from the ladle being broken down or retarded by the down gate or runner. Further, the stream of metal from the ladle, under these conditions of casting, is invariably main-tained at a much more continuous rate and is steadier than with top teeming. (b) In view of the facts referred to in (a) it follows that with bottom teeming the metal is not exposed to atmospheric oxidation to anything like the same degree as with top teeming. In this paper it is intended to detail briefly some of the advantages of bottom-cast practice and to discuss the possibilities of iron-oxide control in the basic open-hearth furnace. A description of the type of charge, ingot mold set-up, etc., is found in detail in an earlier paper.3

IN the Northern Rhodesia copper fields the size of the orebodies and the exceptionally consistent values over great distances made it possible to outline the ore with drill holes spaced at 1000-ft. intervals; in some cases, 2000-ft. intervals.. Owing to the fact that the size of the deposits made it very evident that much outside capital would have to be called in to develop them and, owing to the wide spacing of the holes, it was essential that the sampling of drill holes be as accurate as possible, so that outside examining engineers could adopt the results as trustworthy within the limits of accuracy of the drilling method. With this object in view, the field staffs of the Selection Trust group of companies have studied for the past three years, and are still studying, drill sampling in a very thorough manner, and for this reason it is felt that these notes may be of interest to engineers or students who are, or in the future may be, in charge of drilling operations. The orebodies in this field lie in shales and sandstones, more or less indurated, in the lower strata of the Roan series, and the copper mineralization is in the form of sulfides predominantly, with some oxidized copper minerals. Those interested in the geology and history of the area can find full details in a recent paper by Anton Gray and Russell J. Parker.1

Introduction of continuous mining machines in the late 1940s created a new production bottleneck in room-and-pillar sections-the shuttle car. While continuous miners could cut and load coal at a nearly constant rate, the mining sequence was repeatedly interrupted as fully loaded shuttle cars changed places with empty ones. This wait-for-the-shuttle delay period forced the coal industry to reassess the shuttle's batch-type procedure with an eve toward continuous haulage systems that would allow uninterrupted coal flow from face to portal.

YUGOSLAVIA is one of the smaller countries in Europe-about twice the size of Pennsylvania -but one of the richest nations in variety and quantity of minerals on the Continent. The country, just now beginning the pangs of a real industrial birth, has a mining history that goes back as far as the sixth century, B. C. Among others, the Romans exploited Yugoslavia's lead and zinc deposits, and there was intensive mining during the Middle Ages. But until now, the country's industrial development was such that it made no great demand on the mining industry for development or expansion. Conversations with Yugoslavian officials in New York give the impression that they are interested in two things. They need money and they need trained engineers to solve their mining problems. Yugoslavia appears to be attempting to attract both foreign money and foreign technical skill. They want financial aid in the form of loans. The U. S. Government has given aid to Yugoslavia in the shape of armaments, foodstuffs, and equipment. Recently, American banks have advanced funds.

The presence of gas in coal mines necessitates the use of costly ventilation arrangements and the use of expensive mining methods. On the other hand, the gas itself in many instances is of considerable intrinsic value, and its separate recovery might conceivably be a profitable undertaking. This paper is concerned with a study of the movement of gas in coal strata with the object of determining the laws governing gas movement and thus making at least a preliminary step toward the solution of the more practical problem of its control or recovery. Naturally, so important a subject has received much attention from scientists and engineers. In most cases, however, the studies have been concerned with the origin1$, the amount" the composition3 and the method of retention4 of the gas in coal; or, from the more practical side, have been concerned with the phenonlena and conditions associated with outbursts5 or explosions and their control. Numerous studies also have been made of the permeability of coal to gas" of gas pressures measured in coal seams, etc. The authors are unaware, however, of any attempt to present a consistent or complete picture of the laws governing the movement of gas through the coal. Study in West Virginia A recent study conducted at this University7 gives the first presentation of the distribution of pressures in a small section of a coal seam. Holes were drilled into the coal rib to various depths and at various distances from the coal face. The location selected for study was as remote as possible from disturbing influences of mining operations, faults, "wants," etc. The pipes extending into the coal that were used to determine pressures were grouted into the borehole for the entire depth of the hole, and great precaution was taken to insure accurate pressure readings. THE program for the 126th meeting of the Institute, to be held in San Francisco Sept. 25 to 29, 1922, is being prepared by the General Arrangements Committee of the Local Section and its details are not yet ready for announcement. The program, however, has developed to a sufficient extent to permit members to decide whether they wish to attend or not. Briefly stated, Monday, Sept. 25, will be devoted to technical sessions which will be held at the Engineers Club, and there will be as many sessions as may be required to present the papers available, some of which are listed below. Under the registration fee plan (see July magazine) entertainment expenses during the week in San Fran-cisco will be borne by those in attendance, not by local members alone. Members who expect to attend the San Francisco meeting, but who will not accompany the President's party, will please notify C. H. Fry, Secretary of the San Francisco Section, 625 Market St., San Francisco, Cal., of their intention.

It is well-established that decohesions occurring at the interface of the matrix and rigid inclusions and second-phase particles are prime causes of ductile fracture initiation. It is not clear, however, how these decohesions occur. The idea that the interface bond is broken in tension is not particularly attractive when one considers the strength of such interfaces and the fact that plastic flow is not restricted under conditions of continuing flow required to initiate and propagate ductile fracture. A suggestion as to the mechanism of decohesion arises if one takes the position that, as the dislocation density increases with plastic flow and reaches some critical range of density, the phenomenon of flow can be regarded as fluidlike instead of the crystallographic motion of dislocations. As the spacing between dislocations decreases, the matrix becomes increasingly disordered in terms of loss of periodicity. At some critical degree of reduction of the periodicity, it is suggested that flow can be regarded as hydrodynamic, rather than crystallographic. Such a state has been referred to by rheologists as the "plasticized state", or the "fourth state of matter", between the liquid and solid state. A similar argument pertains qualitatively with the increase in equilibrium vacancy concentration as the temperature approaches the melting point. Taking the viewpoint that at larger strains the flow may become hydrodynamic in nature, a mechanism of decohesion is suggested. A well-known phenomenon in boundary-layer flow is that of "separation" locally of the boundary layer from the substrate.' Under certain conditions, the flow in the immediate neighborhood of the substrate becomes reversed, causing the boundary layer to separate from it. The exact condition for separation is that the velocity gradient normal to the substrate vanishes there, or It is of interest that blunt particles such as spheres and circular cylinders are most likely to give rise to separations because of unfavorable pressure distributions behind them. The source cited gives solutions for positions of separations for various geometries. In principle, such separations can also take place when metal is flowing over a "dead zone" of stagnant metal. This may explain the initiation of fracture at the elastic-plastic boundaries of plastic enclaves under a notch.

Still, the subject of iron ore is associated in peoples' minds mostly with the Lake Superior region and this is as it should be. The Minnesota Section meeting exposed the forces that over a period of two decades, 1950 to 1970, are revolutionizing the industry. The Lake Superior region has been at the center of these changes and has been deeply affected by them. The rise of foreign sources of iron ore that did not require beneficiation and taxation considerations were for a number of years a giant setback for the Lake Superior region and Minnesota in particular. However, the companies in this region have led the drive to improve the quality of ores which are culminating in the tailored pellet. This is a product in which iron content, silica, without significant impurities, is manufactured for optimum blast furnace performance. The oxide pellet does not seem to be the end as partially or prereduced pellets are closer at hand.
