The new entity, Yacimientos Petroliferos Fiscales Bolivianos, created in 1936 for the development and exploitation of all petroliferous zones of Bolivia, including those formerly belonging to the Standard Oil Co., is doing its utmost to bring about rapid development and by this means to create a new source of revenue for the State. With this in view, Y.P.F.B. has opened a new field in the Samaipata region, on the main road between Cochabamba and Santa Cruz. Installation of machinery has begun for the drilling of several wells on the five anticlines that occur in this region. Work has also begun in the Saipuru field, on the Santa Cruz-Charagua highway, which was discovered by the Standard Oil and temporarily abandoned. In this new field, a topping plant will be installed, to supply gasoline and kerosene to Santa Cruz. Explorations are also being made on the neighboring structures of Saipuru. At the end of 1937, the committee that is to study the region of the Chapare in the northeastern part of Cochabamba, was organized. The structures were studied 10 years ago by Kirtley Mather and other geologists. It is hoped that by March 1938 this camp will begin work, as this zone gives promise of being valuable. Development The capacity of the refinery at Camiri has been enlarged in order that it may supply all the needs of that region. In order that the supply of crude may be adequate, several wells that had been almost abandoned by the Standard Oil are being cleaned out. New wells have been located at this camp following the principal anticlinal structure, and during the first half of the year 1938 several wells will be drilled. The same program is being followed in Sanandita but on a greater scale, as the nearness of this district to the Argentine border, which is the best market for the Bolivian petroleum of the south, allows immediate sale of the petroleum. Possibly a new refinery will be installed at this camp, as the one now in existence is only a rudimentary distillery. At the Bermejo camp, which is farther south, intensive work is being done to bring the wells into production. IN discussing the influence of a content of gases on metals and alloys we should probably first consider the physical and chemical conditions under which these gases may be present. By a chemical analysis, such as the total extraction of gases from the liquid metal by melting in a graphite crucible in vacuo, we find only the sum of gaseous chemical elements contained in the metal in any form and no reference is made to the special form under which they have been present previously. CONDITION OF GASES IN METALS In considering. gases in metals we may first turn our attention to gases simply dissolved. Because the solubility of almost, any gas decreases suddenly at the freezing point, most of them are released during solidification, developing rise of ingots and blowholes. If only a little gas is dissolved in the molten metal the size of such blowholes may be miscroscopical, or even submicroscopical, resulting in, a certain reduction of the notched-bar impact test values. Hydrogen is believed to become less soluble as the temperature is lowered and therefore increasing quantities of this gas may be evolved during cooling between the freezing point and room temperature, leading to unsoundness of the ingot at weak spots; i.e., at the grain boundaries. This gas at the grain boundaries probably is present at high pressure and therefore impairs the mechanical properties to a degree similar to that found in the hydrogen embrittlement of copper. Usually we may trace such gases by observing rising ingots, or at least by the formation of a characteristic pattern of small grooves upon etching. Another condition of gases present within metals is that of chemical compounds, the most common being oxides and mostly present as slag inclusions of various kinds. If such oxides are insoluble in the liquid metal and emulsify with it, we find microscopical or submicroscopical slag inclusions distributed homogeneously throughout the metal and spread through the whole mass of the crystals. PENNSYLVANIA will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., .that Cola Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Vir-ginia and southeast Ohio, gives 25,000,000 barrels. GEOLOGY AND STRATIGRAPHY In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-southwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting.

I. N. KNAPP, Ardmore, Pa. (written discussion *).-The writer would first call attention to the fact that the mid-Continent field was credited from 1900 to 1915 with a production of about 641,000,000 bbl. of oil with-out any burdensome water troubles being reported. In fact, the authors say the conditions were not acute until about two years ago when the unusual conditions in the deeper oil fields were first encountered. The writer disclaims any personal knowledge of the district mentioned but, from the experience he has gained in directing drilling in various fields by both the cable-tool and the rotary methods and also in plugging and cementing wells, he fails to see how the analysis of water trouble given in the paper under discussion could be of any practical assistance in solving the problems so vaguely outlined. Possibly it might induce academic discussion, if not limited to practical operating conditions. A recent bulletin of the Bureau of Mines gives definite and practical statements that can be easily understood by one skilled in the art of drilling wells and heading off water troubles. From an operating standpoint subsurface knowledge must be based on logs of completed wells. Absolutely no one can have such knowledge as that indicated in Fig. 1 of the paper in question without drilling wells, and no one can question such facts when disclosed by the drill. Under classification of water the paper states "This water (primary) cannot be exhausted from the sands, but its encroachment can often be checked and so directed that wells need not be abandoned, until most of the available oil is secured." This is a live question to the writer. A couple of years ago he had some wells drilled and found the conditions comparable with sands A and D of Fig. 1 with B and C left out; but nothing in the paper, so far as can be found, indicates how this water encroachment is or can be checked or directed particularly under the High heads named.

Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

In a paper written for the Boston meeting of February, 1888 (Trans., xvi., 693), on "Some Recent Improvements in OpenHearth Steel Practice," the writer described the reducing agent used by the Carbon Iron Company as "a peculiar graphite from Cranston, near Providence, R. I." Upon an application pending at that time, a patent has since been issued as number 259,795, to Mr. Matthew Graff, for the use of solid carbonaceous matter in the form of coke, charcoal, gas carbon, bituminous or anthracite coal, ground to the size of coarse sand and then coated with a mash of lime, magnesia, clay, or other material of a like character, as an agent to reduce metallic oxides. An amount of this prepared carbonaceous matter equal to from 25 to 30 per cent. of the weight of the ore treated is required to perform the complete reduction. The idea is that the carbonaceous matter is protected against rapid combustion by a suitable coating of some inert material, so that, in effect, its action as a reducing agent will be similar to that of the Cranston graphite previously used, allowing the solid carbon to remain without combustion in intimate mixture with the iron oxide at a temperature sufficiently high to reduce the ore and in some cases to melt the matrix in which the iron is held. In the present practice of the Carbon Iron Company, the use of graphite, except for the formation of bottoms of the reverberatory furnaces in which the reduction is performed, has been entirely abandoned, and " retarded coke," as it is called at the works, has taken its place. Five hundred and fifty pounds of Connellsville coke is ground in a pan to 16-mesh fineness, or is taken in the form of ordinary coke-dust, and made into a hollow basin on the mixingfloor ; and seven bucketfuls of a wash composed of equal parts of lime and fire-clay, mixed in water to the consistency of thin cream,

Hugh M. ROBERTS,* Minneapolis, Minn. (written discussion ? ).¬The paper by Messrs. Hall and Row marks a distinct advance in the art of diamond drilling, because it records a systematic-application of a method for directing the path of the diamond bit. Their work is an admirable example of engineering development. They had a definite object to attain; i.e., the drilling of many vertical diamond-drill holes to depths of 2500 or 3000 ft. (762 or 914 m.). They availed them-selves of a method of wedging seldom used, improved the manner of making the wedges, developed a technique of survey, and put the process into practical, continuous operation. So effectively has this been done that they determine the average cost of the work. The publication of the results, in the form of detailed diagrams, makes the application general to whoever has a similar problem. The wedging of diamond-drill holes has been practised in the Lake Superior region for the purpose of making branch holes, particularly where the original hole has penetrated a great thickness of glacial drift. The uneven nature of the iron formations has caused the results to be somewhat uncertain. One operation, in 1907, near the American mine on the Marquette Range, by the firm of Longyear & Hodge, predecessors of the E. J. Longyear Co., resulted in the drilling of a hole 1828 ft. (557 m.) deep, with two branches at depths 100 ft. (30 m.) and 770 ft; (234 m.), respectively. A second hole from the same set-up went to a depth of 2497 ft. (761 in.) with a branch at 185.0 ft. (563 m.). In this instance, the wedges were forged to the desired shapes and angles with respect to each other. A drill hole, sunk in 1915,. in the township of Bates in the. Iron River district of Northern Michigan, which penetrated 385 ft.

DISCOVERY of large iron ore deposits in New Quebec and Labrador is, undoubtedly, one of the outstanding mining events of the twentieth century. To give an idea of size, the present concession is almost equivalent to a strip a mile wide around the earth at the equator. Importance of this iron ore area can best be appreciated by comparison to the famous Mesabi Range. On Mesabi, the area of favorable rock is 110 miles long and from 1 to 5 miles wide, with a, productive zone about 70 miles long. On the con- cessions the area of favorable rock in the Labrador Trough is 225 miles long and from 10 to 60 miles wide. In Quebec-Labrador, exploration already discloses that the productive zone is 90 miles long, with good chances of being extended at both ends. The Mesabi is covered generally by thick over- burden, and the iron ore deposits were found by T- test-pitting and systematic test-drilling. In Labrador and Quebec, most ore has been developed from a few surface deposits, and when it is considered that at least 95 pct of the area is covered by over- burden, and that there remains thousands of square miles of favorable territory still to be explored, it can be seen that the possibilities for developing additional ore are tremendous.

Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach de- posits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits.

Cycling operations have been successfully conducted in the La Gloria Zone for eight years. The cycling of this zone is now virtually completed. It is proposed that this report shall review the cycling operations of this reservoir so that the industry can more accurately evaluate the cycling process as a production method. The La Gloria project is one of the largest cycling operations in the State of Texas. The gas rights in the field are unitized in three operating units. By mutual agreement Magnolia Petroleum is the designated operator of the project for the 12 operators owning the gas rights. The La Gloria Corp, is the owner and operator of the cycling plant. The development and operation of the field are under the direction of an Operators Committee comprised of a representative of each operator. The Operators Committee is assisted by an Engineering and Geological Sub-Committee. The La Gloria gas field is situated approximately three miles north of Fal-furrias, Tex., and lies principally in the extreme south end of Jim Wells County, with its outer limits extending into the north end of Brookes County, Tex. It is a simple elliptically-shaped dome which has a closure of 350 ft. The field encompasses a surface area of 5,500 acres. The gas reserves are found in 20

A Discussion of the paper by H. O. Hofman and M. G. Magnuson, read at the Lake Superior meeting, September, 1904. (British Columbia Meeting, July, 1905.) T. KIRKE ROSE, London, Eng. (communication to the Secretary*`) :-The authors have shown that, under certain conditions, the rate of dissolution of gold by chlorine and bromine is re¬duced by the addition of 10 per cent. of silver to the gold, and that the action is almost stopped when the silver amounts to 30 or 40 per cent. of the alloy. Even if full recognition is given to the practical way in which the work was done, how¬ever, it is to be regretted that Prof. Hofman and Mr. Magnuson did not determine the temperature at which the experiments were carried out. From the details given it may be inferred that the temperature was raised by chemical action by about 20° C. when 21 g. of sulphuric acid were added, and that the mixture was then slowly cooled down during the experiment. When bromine or very weak chlorine solutions were used, there could not have been any perceptible heating action. As the action of both chlorine and bromine is aided by heat, it follows that the stronger solutions of chlorine were given an unfair advantage over the weaker solutions and over bromine. If the temperature had been the same in each case, I do not think that the conclusions given oil p. 432 of the Bi-Monthly Bulletin, March, 1905, 1 would have been found to be justified. (This is speaking generally. In barrel-treatment the conditions are similar to those in the experiments.) The superior speed of bromine as compared with chlorine at equivalent strengths is not yet disproved, and the differences noted between strong and weak solutions of chlorine may have been largely a function of the temperature. MICROCRACKS are often introduced into commercial metals during fabrication processes such as swaging, cold rolling, deep drawing, and welding. These microcracks act as strain concentrators and may be capable of causing premature catastrophic failure of a component or weld. The present investigation was undertaken to determine whether high-temperature annealing treatments may be capable of reducing or negating the detrimental effects of such existing microcracks. Internal microcracks, ranging from 0.1 to 0.85 mm in length and averaging 0.23 mm, were introduced into polycrystalline Fe-3 pct Si tensile specimens (0.155 mm grain size) by the cathodic charging of hydrogen.1'2 The typical appearance of such microcracks and their associated strain patterns (made visible by the technique of dislocation etch pitting3) is shown in Fig. 1. The stress fields of the dislocation loops formed during plastic relaxation stabilize the microcracks so that, when the internal hydrogen pressure is removed: the microcracks stay open, rather than disappear as perfectly elastic cracks would be expected to do.' As shown in Fig. 2, such stopped microcracks cause a 36 pct decrease in the macroscopic cleavage fracture strength at -196°C.

Mass production methods, although increasingly important for economic reasons, create new hazards, remove many hazards, and improve health and safety by reducing exposure and obtaining better supervision. Such methods must be efficient or be discarded. Skilled workmen are required who must be trained to utilize equipment that replaces picks, shovels, and explosives. The effects of working conditions on the health of workmen have long been evaluated in noncoal mines. Studies and action programs relating to environmental health hazards in the mineral industry have placed particular emphasis on dusts. The anthracite industry is conducting an action program on the problem of dust. Segments of the bituminous industry are now conducting similar investigations. An industrial hygiene survey of coal mining in the State of Washington has been conducted and the results published in 1949. (State of Washington, Department of Health, I. H. Bul letin 4.) Chest X rays were obtained from miners in the six major coal-producing counties. State Health Department mobile X-ray equipment was set up at most large mines. Participation was on a voluntary basis, and response was obtained from 70 percent. Important in successful mining safety programs are training programs for supervisors and workmen alike. These programs recognize that the employe is the focal point in injury prevention and are planned and function around him. During the war, industries had to compete with each other for workers and to obtain and hold good workers, working conditions had to be made attractive. The average age of the mine worker increased, and, contrary to what many expected, mining injury rates decreased rather than increased. To attract competent workers, risks to life and limb, as well as laborious tasks, have to be reduced, and an experienced worker is indispensable for safety. Young men are returning to modernized mines. Mass production methods and equipment are more to their liking; jobs are more remunerative, demand action, and require special training and skill that give them the mark of a craftsman. Such workmen can be taught safe methods.

Discussion of the paper of K. HUESSENER, presented at the New York. meeting, February, .1916, and printed in Bulletin No. -110, February, 1916, pp. 443 to 474. KARL NIBECKER, Youngstown, O.-It has been contended that the method of measuring the operation of a blast-furnace boiler plant by means of the amount of steam generated per pound of coke used in the blast furnace is not of any value and even that it is quite misleading. It has been found, in the plant with which I am connected, that, in general, a blast furnace will operate during a month so close to average. conditions that the average monthly measure of the plant efficiency is indicated by the number of pounds of steam made per pound of coke put into the furnace, neglecting the amount of iron made and the amount of gas used for heating the stoves. For some time, it has been our custom to keep a record of this figure and use it as a general indicator of the operating practice. In comparing this figure from two different plants we have found some difficulty, due to differing conditions. It is conceivable but not altogether probable that a slight difference in burden, kind of ore or coke, would account for this difference. The method of using the gas, whether washed or unwashed, and the plant arrangement, may affect this number. For several plants on which we have worked up this number, we have found that most of the ordinary running irregularities are eliminated during a run of a month or more and that the number is, therefore, satisfactory. In connection with a plot of the number of pounds of steam generated per pound of coke, we are also plotting the production of the furnaces and the pounds of coke used per ton of production. With these three curves plotted on the same sheet, we believe that the operating man has sufficient information to judge of the efficiency of his plant' for any month.

THE equilibrium y phase in Cu-Be alloys forms by discontinuous precipitation, the new phase nucleating at the grain boundaries and growing into grains on both sides of the boundary. When the alloy is aged above 500°C, however, growth may take place into only one of the grains.1'2 In A1-Ag alloys it is known that the precipitate has the same orientation as the grain in which no growth takes place.3, 4 This was confirmed in the present investigation on a Cu-Be alloy. A Cu-1.79 wt pct Be alloy was solution-treated at 810°C for 2+ hr, quenched into water at O°C, and aged at 600°C for 1 hr in a salt bath. The specimen was thinned by chemical polishing and electropolishing at room temperature in a solution of H3PO4 saturated with CrOs. The foil produced was examined in a JEM 150 electron microscope operating at 150 kv. Fig. 1 shows precipitates growing on only one side of the grain boundary. Operators concerned with the destruction of their piping by acid mine waters will be interested in the method by which this problem was solved at the Cardiff mine of the Homer group. Rubber lined, or acid resisting metal pipes were found too expensive. Casting concrete lining in pipe would have required a minimum thickness of one inch, thus excessively reducing the pipe's diameter, as well as taking twenty four hours per length of pipe. The Naylor Pipe Co. of Chicago, having experimented with centrifugal lining of pipe with concrete, provided information which eventually solved the problem. An experimental plant was constructed as shown, and the following procedure developed : (1) Kerosene is used to remove the interior oil coating of new pipe. Closed with blank flanges, the pipe is revolved for eight minutes at varying speeds. Stopping and starting the motor achieves a good washing action. The kerosene is then drained off, and similar washing action with caustic soda removes any excess. Swabbing in done with burlap fastened to a 1/2-in. pipe. Discussion of the Paper of Albert R. Ledoux, read at the Atlantic City Meeting, February, 1904. ARTHUR JARMAN, Sydney, New South Wales, Australia' (communication to the Secretary*): Some remarks upon. Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration.
