The following is a brief description of the cost accounts in effect at the mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OperatiNG. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development" is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow : Breaking Ground.—Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.—Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.—Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

McDermitt mine is located southwest of McDermitt, Nev., ½ mile north of the old Cordero mine. Geologic structure of the district is that of a Miocene age collapse-type caldera in a region of Basin and Range normal faulting. The McDermitt ore body possess a tabular, gently dipping configuration within 150 ft of the surface over an area 2200 x 2500 ft. Indicated ore reserves are 3 million tons at 10 lb Hg per ton. The ore zone averages 20 ft in thickness and consists of cinnabar (HgS) and corderoite (Hg3S2Cl2) deposited parallel to bedding in argillized Miocene age tuffaceous lacustrine sediments. The ore body is localized above a silicious sinter-silicified lake-bed breccia. This "opalite" breccia unit possesses a gently dipping, apronlike configuration, striking northeast, parallel the trend of the Cordero deposit, and thinning to the north and northwest.

APPROXIMATELY 2 1/2 million tons of silica sand and ground silica with a value of $7.25 million is produced annually from the Ottawa, Illinois, district. These silica products come from the well known St. Peter sandstone formation which covers part of the Mississippi Basin extending from St. Paul on the north to the central part of Arkansas on the south and from Muncie, Ind., on the east to Kansas City on the west. Practically the whole state of Illinois is underlain by this formation except where removed by erosion. Sand produced from the St. Peter sandstone in the Ottawa district is noted for its purity, uniformity, and quality. In addition to various screened grades for industry about 10 pct of the total production of the Ottawa district is ground into silica flour for use in glass, abrasives, enamel, porcelain, tile, for foundry and filter sand, and other uses.

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. Sherritt's new, 3000 tpd, copper- zinc Fox mine is situated 30 miles southwest of Lynn Lake. The copper-zinc orebody is part of a large body of massive and semi-massive sulfides consisting chiefly of pyrite; with chalcopyrite, sphalerite (containing 7-9s Fe) and pyrrhotite in varying proportions which occur within a series of volcanic and sedimentary rocks. The average sulfide content is 67%. Higher zinc zones are masses of pyrite grains cemented by sphalerite with lower than average copper content. Zones higher in copper and lower in zinc are slightly more quartzose. Gold and silver are present in small amounts roughly proportional to the copper content. Surface diamond drilling indicated an orebody containing 12,269,000 tons grading 1.74% Cu and 2.35% Zn to the 2000 ft level. Underground drilling established the tonnage at 11,- 300,000 tons containing 1.96% Cu and 2.74% Zn.

A very limited development has been made of the coal-fields of this Territory. This is to be accounted for by the fact that a number of the coal-fields lack railroad transportation, by the distance of other fields from the consumers (due to restricted settlements), and finally by the poorer quality of a number of coals which have been mined as compared to others which can be economically imported into the Territory. The consumption of coal in Utah during 1886, outside of that used by the railway companies, was: Tons. The consumption of these roads for the year is estimated at 100,000 tons, making an aggregate consumption in the Territory of 223,945 tons. H. L. Burghoff.*—Have the authors any information on the effect of grain size in these materials? There is a material difference in the grain sizes shown for the Monel and the Inconel. Is a wide range of grain size normally found for each material, and, if so, what is its effect upon creep strength? 11. L. Eiselstein.—The grain size for Monel shown in the micrograph is the usual size found in that product. The grain size of Inconel is about the same as that, too. However, we have run tests on Inconel at higher temperatures than those reported in this paper, and have found that the coarser grain size has a better creep resistance; and that the grain size that gives the best creep resistance at 1600°F. is about 0.005 in. in diameter. We have no test on Monel with varying grain size. J. J. KANTER.†-It has been known for a long time that Monel metal exhibits ductility anomalies at elevated temperatures. Even in short-time test, it can be demonstrated in the range of 900°F. that there is a distinct falling off of the ability of Mone1 metal to elongate, and in rupture tests this shortcoming is still further accentuated. Knowledge of this rupture anomaly of Monel metal may be one of the reasons for which designer's approach certain high-temperature applications with reservations. The authors of this paper have merely demonstrated that for 900°F. the alloy has an ability to elongate 1.7 per cent over a period of some 2700 hr. Before any conviction can be expected from designers that Monel metal is applicable to stress design in such range of temperature, I think it is desirable to demonstrate the capacity for the material to elongate over a longer period of time than has been done in this presentation.

CHARLES H. FULTON (author's reply to discussion*).-Mr. E. E. Thum is kind enough to point out an apparent discrepancy between the conclusions drawn from experiments and the results of those experiments. It is stated on page 1383 that carbon dioxide in excess of 1 per cent. is not found in the gases above the carbon reduction temperature (of zinc oxide). This statement refers to such temperatures as occur in ordinary zinc distillation and is not meant to include temperatures above 1350° C., and it should have been so stated in the original paper. When the temperature of the distilling chamber reached 1400° and above, it was noted that the amount of carbon dioxide in the gases increased. THINKING that it may prove of interest to the Institute, I have prepared a short account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line, The flattest slope is maintained for 20 feet above the crucible, and is about 1 s inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. Production The production of crude oil in Imperial gallons has been: Burma India 1934 254,760,070 67,265,210 1935 251,338,974 . 71,323,362 1936 265,656,393 69,241,504 1937 (eat.) 270,000,000 70,000,000 The Chindwin Fields.—The small field at Indaw continues to produce steadily about 3,000,000 gal. a year, but no really deep test has yet been successfully carried out and resources are thus not yet fully known. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

The problems associated with the processing of the Tilden ore are very much representative of the problems encountered in plants processing fine grained magnetic and nonmagnetic iron ores. I would like to comment on some of the problems mentioned in Dr. Nummela'spaper and add to his list of research opportunities in the processing of iron ores. Grinding, the most important step in the processing of fine grained iron ores, is synonymous with liberation. One grinds to separate discrete grains of minerals from the gangue. By convention- al grinding in tumbling mills, mostly random size reduction is achieved with relatively little preferential liberation of minerals. Not only are discrete particles broken that should not be broken, but damage is done to the mineral surfaces. The combination of over- grinding and surface damage shows up in lower recovery figures and higher grinding costs. What is obviously needed is a better comminution process that is more discriminating and that would permit liberating mineral particles at the coarsest possible size with a minimum production of fines. Laboratory attempts at such preferential grinding have been quite successful, but technological difficulties have unfortunately prevented its use. Impact grinding is a good example of a new comminution process that has not been accepted because of equipment problems. Either these problems have to be solved or new comminution systems have to be developed to reduce grinding costs and improve liberation. In his paper Dr. Nummela mentions the change in the primary mill throughput that occurs during the winter months. Seasonal changes in the operation of the grinding circuit and other unit operations have been observed in many plants, and many explanations for this phenomenon have been advanced. CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies. Three possible sites were selected for construction of a paper mill. The problem was that the industry daily required approximately 15 million gallons of water of the best quality available; however, if water of the best quality were not available in the desired amount, water of a poorer quality could be used up to half the required amount, about 7 million gallons. In the preliminary survey approximately 1500 to 2000 square miles were covered for each site. Collected data consisted of several hundred electric logs of oil and gas wells; reports by the U. S. Geological Survey on ground-water resources of localities in and near the area; unpublished records of several hundred water wells including chemical analyses of the water produced and drillers' logs of the wells; records of periodic water-level measurements made in observation wells by the USGS; topographic maps drawn up by USGS and by army engineers; and highway and county road maps. A preliminary report based on study and evaluation of these data was presented to the client, recommending the site with the most favorable and economical ground-water conditions. The study indicated that water of the quality and quantity desired could be developed. In this particular area there were indications that the aquifer could be separated into two zones con- taining water of different chemical character. This chemical character varied somewhat with area, but principally with depth, a factor which later proved an economic advantage in design of the well field. After studying the preliminary report, the client weighed other economic factors as well as ground-water advantages and selected a plant site. Authority was given to proceed with detailed study of the chosen area. Evaluation of preliminary data concerning the area indicated that it should be supplemented with additional information derived from actual exploratory drilling and testing. A flexible plan of exploratory drilling was devised so that data obtained as each test hole was drilled could be correlated with existing data and additional test holes could be located and drilled accordingly. Specific data to be obtained from each test hole were: samples of all formations penetrated; the driller's descriptive log of formations; electric logging surveys; one or more samples of water from selected water-bearing formations; temperature; and water levels and their recovery after periods of production. The area studied in such detail was approximately 400 square miles. Choice of location for the original test holes was based on the preliminary study. The pattern for these test holes was designed to require a minimum number of holes and to allow for interpolation of data between two, three, and four holes. Geologic, hydrologic, and chemical data gathered after completion of the first four test holes showed that the north section was the most desirable in the area, which was then reduced from the original 400 square miles to about 150 square miles for more detailed and intensive study. On the basis of findings from the current test a tentative well field was laid out and a drilling program devised. One test hole was located on the actual plant site and later developed into a small pilot production well equipped with a deep well turbine pump. Water from this well was used for general construction requirements. Another test hole drilled near the pilot production well and adjacent to the proposed route of the well-collection system was used during the pumping test of the pilot production well to determine the degree of interference. The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

In plant tests with a 9.7 m hearth diameter high top pressure blast furnace the influence of disintegration of sinter during low-temperature reduction on blast furnace performance was evaluated. The blast furnace burden during the test period consisted of 74% self-fluxing sinter with a basicity of CaO/Si02 = 1.3, 15% pellets, 6% lump ore, and 5% recirculated slags. The sinter for the test was produced in a modern sinter plant. By changing the fuel rate and/or the MgO content at a constant basicity CaO/Si02 sinters with different low-temperature disintegration properties could be produced. The blast furnace was equipped with pressure monitoring devices at medium height of the furnace stack wall. This device provided in addition to the normal operating data readings of pressure losses in the upper and lower part of the furnace. The basic physico-chemical factors determining low-temperature disintegration are explained. The testing devices and the extent of quality control measures of sinter during the test period are outlined. Conclusions are drawn from the plant test in relation to sinter properties.

Ira B. Joralemon, one of the world's most noted mining geologists, died last year at the age of 91. "His long professional career," says Donald H. McLaughlin, chairman of the executive committee at Homestake Mining Co., "covered an epoch in the history of mining that was unique in its opportunities and achievements," adding that many mining companies (Bunker Hill, Bralorne Mining, Copper Range, Anaconda, Newmont, Phelps Dodge, Homestake, etc.) greatly benefited from Joralemon's experience and wisdom.

RACKLESS equipment is being used by the T Coplay Cement Manufacturing Co. to develop a folded limestone deposit economically and safely with inexperienced men. Cost and quality of development stone results in a saving when it is used instead of outside sources of limestone. This favorable cost has been attained by following a methods development and training program described in this paper. It is expected that further savings in favor of the mined stone will be made when stopes now being prepared are in production. The present equipment will be used for loading from stope draw points. The limestone is blended with quarried cement rock to serve as raw material for Portland cement, first produced in this country by Coplay Cement Manufacturing Co. from a process developed by its president, David 0. Saylor, in 1873. For many years the cement rock alone or with a small amount of added limestone was used for raw materials. Later as specifications were raised and the richer portions of quarries were depleted, limestone from outside sources was required in increasing amounts. In 1925 D. J. Uhle, the general manager, began to prospect company property for limestone. It was known that the argillaceous cement rock was underlain by crystalline high calcium limestone. After an extensive drilling program it was found that there were large reserves of limestone underlying a recumbent syncline exposed in the south wall of the company's No. 3 cement rock quarry. A quarry was started on the vertical limb of this fold in 1927, and by 1930 the full requirement of the plant was met. After 1945 production diminished because of the occurrence of dolomite beds in the south wall. The quarry floor was then 135 ft below the cement rock level and 285 ft below surface. The memory of D. C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was immeasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War II, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential.
