It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

It is a rare work of art that attains the proportions of a major construction project. One instance of such a phenomenon is Bartholdi's Miss Liberty, which was designed and built section by section in Paris and then erected in New York Harbor. Another is Borglum's massive presidential quartet hewn from the granite of Mount Rushmore. Now, however, there is a new monument in the making which will completely dwarf all others. The sculptor of this supercolossus is Korczak Ziolkowski, a colorful, bearded genius who assisted Borglum on Mount Rushmore and is now carving his own granite masterpiece from Thunderhead Mountain near Custer, S. D., just ten crow-flight miles away from Rushmore.

Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

Fourteen 50-lb laboratory melts were investigated to determine the effect of uranium on the tenpering characteristics of loo-carbon (0.06 to 0.1 pct C) steels. It was found that uranium additions, particularly in the range 0.30 to 0.45 pct, enhanced the hardness and both ultimate and yield strength of the experivzental steels in the quenched and tempered condition. The structural and morphological chazges indicated that uranium retarded tempering of the tnartensite, thereby hindering the normal formation of polygonal ferrite formed in the late stages of tempering. The effect of this was to make possible the re-tension of the acicilar ferritic structure in the uranium-bearing' steels. The iraniuin-bearing steels also showed IVidnzanstatten-type growth of ferrite plates and had large prior austenite grains containing assenzblies of fine ferrite grains, mainly acicular in geometry. The fine-grained ferrite structure and the presence of more numerous and apparently smaller precipitates in the uranium-bearing steels are thought to he principally responsible for the itnproved tensile strength and hardness of the experinzental uranium-bearing steels. At ternperirzg temperatures above 455% (850'F) the ferrite in the higher-uraniun steels nzaintained acicularity and, hence, its strength and resistance to tempering. Uranium did not produce a secondary hardening peak. However, it retarded softening during the third stage of tempering because of its effect of inhibiting the grouth of cementite particles and of retaining the acicularity of ferrite plates. The resistance to coalescence accounted for the slow grocth of the ferrite grains in the uranium-modified steels and, hence, fov the persistence of the acicular ferrite structure. IT had been found previously1 that uranium additions up to about 0.45 pct had no significant effect on the tensile properties of low-carbon steel (0.06 to 0.10 pct C) in the as-rolled and normalized conditions, Fig. 1. On the other hand, it was observed that uranium in excess of about 0.30 pct had an embrittling effect as revealed by Charpy V-notch impact results. It was also noted that, as the uranium content increased, the morphology of pearlite changed from lamellar to feathery and the ferrite grains showed an etching effect resembling striated or dashed markings, suggestive of precipitation. The sharp drop in the impact properties shown in Fig. 2 warranted an assumption that the uranium content of about 0.30 to 0.45 pct may produce some secondary hardening reaction on tempering, analogous to that associated with a Cr-Mo-V steel, which shows very poor CVN toughness at the secondary hardness peak in the tempering curve.1' With this background and the reported findings of Hasegawa and noda that low-carbon uranium-treated steel showed signs of secondary hardening, the present investigation was undertaken to determine the effect of uranium additions on the mechanical properties of 0.10 pct C steels. No attempts were made to investigate in detail the mechanisms of hardening, although some suggestions based on the experiments are made. MATERIALS AND PROCEDURES A series of 50-lb induction-furnace melts was made using AISI 1008 rimming steel billets as the melting stock. The melting, forging, and rolling techniques proven satisfactory in previous projects'-3 were employed as a guide for this investigation. The steel was deoxidized with aluminum (2 lb per ton) prior to the addition of high-purity uranium. The analysis of each melt is given in Table I. Properties were evaluated as a function of heat treatment and are presented in terms of hardness and tensile strength vs tempering temperatures. The variation of hardness with the tempering temperature was studied on the quenched and tempered specimens, some of which measured 0.50 by 0.25 in. diam and the others 0.40-in. cubes. Before quenching, the specimens were vacuum-sealed in glass tubes and normalized at 900°C (1650°F) for 20 min. Following this treatment, the sealed specimens were hardened by austenitizing at 955°C (1750°F) for 20 min and water quenching, and then tempered for 1 hr in the range 150 to 730°C

The system concept is to minimize costly unscheduled equipment breakdowns by replacing components earlier than their life expectancy. Periodic unit services are scheduled according to preset constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can account for all man-hours reported, and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better manpower utilization and an overall improvement in equipment reliability and availability.

British Columbia is enjoying a period of sustained high-level activity in all aspects and sectors of its mining industry. The total value of mineral production for 1962 was in excess of $229 million. This was the greatest total value attained for any year to date, exceeding the previous record year of 1956 by more than $40 million. It appears reasonable to expect that value of production for 1963, stimulated by increased production attained during the year, and by improved metal prices for some of the major products, will be substantially in excess of that recorded for 1962. Elsewhere in this issue appears a detailed report of prospecting and exploration activity in the Province. For the purposes of this review it is sufficient to state that the level of prospecting and exploration activity during the past several years has been greater than at any previous time and that there does not appear to be any slackening in activity or interest.

IN a recently reported investigation, J. B. Clark and F. N. Rhines1 used a diffusion couple technique to determine the number of intermetallic phases which should be present in the Al-Mg equilibrium phase diagram. Their method was an application of the following generally accepted principle. If a diffusion couple made up of two metals is annealed at a given temperature for a long time, all the phases of the binary system which exist under equilibrium conditions at the diffusion temperature will form intermetallic layers. It is important that the diffusion temperature be high enough and the diffusion time be long enough to permit the nuclea-tion of all thermodynamically stable phases at the interface of the couples and their growth to observable thicknesses. These simple time-temperature criteria are at times difficult to satisfy, and it is the purpose of this note to point out a situation in which this is the case. THE Washington magnesite deposits, located in the hilly and mountainous northeastern part of Washington, occur as massive lenses in a sedimentary series made up of dolomite, shale, and quartzite, into which basic dikes have intruded. The ore pattern resembles a series of disconnected chain links extending approximately 25 miles in a south-west direction. Magnesite in this district is all crystalline and closely associated with dolomite, talc, serpentine, and basic dike rock. All deposits which have been developed are near the surface so that quarry-bench mining has been possible. For over twenty years hand sorting magnesite ore at the quarry face was standard practice. Ore cars were hand trammed on 30-lb rail systems which led from the face to ore passes or raises for the magnesite ore and to the waste dumps for disposal of the rejected waste material. This system was somewhat modified by the use of Dempster Dumpster trucks. The ore was, however, still sorted by hand from the calcium and silica bearing waste rock. This note calls attention to a contradiction in current eatistical theory and to corresponding difficulties in practice. These are significant concern in evaluating almost all ore deposits. The theoretical contradiction is that the commonly used spherical model for the semivariogram is not consistent with the usual definition of a "regionalized variable" as a mathematical function, the direct study of which "is excluded because its spatial variability is usually extremely erratic, with all kinds of discontinuities. . ." (Journel and Huijbregts, 1978). Specifically, this means a grade function that is too "rough" for interpolation to be useful. The practical difficulty is that the spherical semivariogram interprets the data upon which it is based in a manner that is, more often than not, demonstrably inconsistent with reality. This is attributable to the widely disregarded interaction between the sample pattern and the grade function. Each sample pattern "blurs" the grade function in its own particular way. It is as though the grade structure of the deposit were seen through a lens of poor resolution or reflected in a warped mirror, such as those found in amusement parks. The fitted spherical model embeds this sometimes dangerously blurred and distorted image in the Krige regression. A full analysis of these inconsistencies is to be presented later but, in the meantime, it seems urgent to communicate their effects so that those engaged in estimating ore reserves may be on guard. The spherical semivariogram has a sill and can be replaced by the corresponding covariogram. The task of developing controls in the mining and manufacturing industries to give them a tighter grip on operating costs has afforded this author an interesting vantage point for observing certain practices common to both industries. Of course, each of these industries has problems unique to itself, but all industries have many common problems. After all, every industry is a business and every business is concerned with the task of producing its wares as profitably as possible. While many differences between businesses in different industries are known, the author is convinced through experience that the mining industry has much more in common with the manufacturing industry than is generally acknowledged. Four principal questions come to mind in the comparison of mining with manufacturing: How different are the management control methods in these two worlds? How do both industries go about the task of controlling costs? How does the mining industry compare in terms of the effectiveness of its workers? And perhaps most important, what can the mining industry learn from what the manufacturing industry is doing?

This acronym may be readily deciphered, and it represents the programming theme for the SME Sessions at the Centennial Meeting of AIME in New York in 1971. The Concentration Committee thus charged out to grab, to induce, and to accept volunteered papers within that framework. The program for the Concentration sessions is in and hopefully all deadlines will be met as specified in the instructions to authors. Without spelling out what is to be seen and heard in New York, how well did the Committee satisfy the theme described in the title? Perhaps it was by virtue of the international makeup of the Committee (Member Dan Pickett is with the Mines Branch in Ottawa) that an international slate of authors was assured. Four countries are to be represented-Bolivia, Canada, Italy, and the United States.

Among the persistent experimenters of the present century no one man is more widely and favorably known in the metallurgical world than the late Peter Spence of Manchester, England, to whom we are indebted for many of the successful processes in the manufac ture of acids and alkalies, and for much of that perfection in me chanical detail which goes so far towards insuring success. For the past twenty-five years—a period covering the greatest changes in soda-processes and a revolution in acid-manufactures ef fected by the substitution of pyrites for brimstone—Mr. Spence was constantly engaged in perfecting the plant for the economical treat ment of pyritous ores; and no text-book has been complete without reference to his many inventions, patented or otherwise. The results of his labors for the past six years were not given to the public, by reason of the active competition existing among man ufacturers on the continent of Europe and in Great Britain ; but it was well known and conceded that the crowning triumph of his .life had been achieved in the successful working of his automatic desulphurizing furnace, which mechanically calcined "smalls" or finely crushed pyrites—the bugbear of all chemical manufacturers. The ferrosilicon grinding unit at the Central Mill of the Eagle-Picher Mining & Smelting Co. near Picher, Okla., was completed in March 1947. The object of the plant was to grind pigs of ferrosilicon, having a size of approximately 1½ by 4 by 12 in. and an analysis of 85. pct Fe and 15 pct Si, to approximately 100 mesh by crushing and wet grinding in a ball-mill classifier circuit. The minus-100 mesh ferrosilicon had formerly been purchased, and was used as medium in the heavy media process for treatment of lead-zinc ores. From the standpoint of dollars and cents, the cost of minus-100 mesh ferrosilicon was roughly $40.00 per ton more than pigs of the corresponding alloy delivered to the mill. Estimated wet grinding costs were considerably below this figure. The possible saving in cost of make-up medium for the cone plant was particularly attractive since, at that time, the plant losses averaged over four tons of minus-100 mesh ferrosilicon per day. Aside from the probable saving on the grinding charge, the need for such a unit was twofold. First, periodic fluctuations in the differential between the top and bottom densities of the cone were thought to be detrimental to metallurgy. There was little doubt that an intermediate differential existed at which the heavy media separa- tion was most efficient, representing a compromise between concentrate grade and tailing loss. Furthermore, if a finer, but considerably cleaner, medium could be obtained, there was the possibility that the differential could be decreased without increasing the viscosity, or conversely, the viscosity of the medium decreased without increasing the differential. Preliminary to experimental work aimed at pegging the cone differential and circulating medium viscosity at whatever values were found to be most efficient, it was essential to have control over both the nonmagnetic content of the medium and the particle size of the contained ferrosilicon. The latter was possible by means of a grinding unit at the mill. Second, whereas the ferrosilicon alloys are made by a number of manufacturers, only two, to our knowledge, grind it in any quantity for use in heavy media plants. For all practical purposes, the Central Mill was limited to one source of supply, a particularly vulnerable position. In case the supply was cut off, it was thought that pigs of the 85 pct Fe, 15 pct Si alloy could be obtained elsewhere, providing means of grinding them was available. There was no published information available covering wet grinding of ferrosilicon. Dry grinding in batch mills and in continuous mills with air classification was being practiced, but the cost of grinding was excessive and the dust condition objectionable. It appeared that primary and secondary crushing was no particular problem, providing heavy duty equipment was used;
