FLUORSPAR production is the most important industry in a compact area in southern Illinois and western Kentucky bordering the Ohio River. Producers' activities do not usually figure much in the mining news of the country, so that few know that the last year or so has been an unusually active one. Mine shipments more than doubled in 1939 compared with the poor year 1938. The average price changed but little, though it is now about one-sixth higher than at the beginning of last year. The outbreak of war in Europe a year ago lent an immediate stimulus to the industry, though only about 15 per cent of the domestic consumption is normally imported, thanks to a tariff of $8.40 per ton, equivalent to about 30 per cent ad valorem. Be- cause of the increased production and many expansions and improvements in the mines and plants, the period since the beginning of 1939 has been the most important one for the industry in the last 15 years.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Y.: The demand for an apparatus for cooling water for condensers, refrigeratingmachinery and air-compressors, as well as water-jacketed furnaces, has led manufacturers to put such an apparatus on the market, so that it is now possible to purchase a cooling-tower, properly designed and constructed, by simply stating the amount of water to be cooled and the temperatures of the hot and the cold water. The principle is similar to that described by Mr. Henrich, but wood is not used in the best apparatus. There are two great objections to wood: First, it cannot last long under the very trying conditions to which it is subjected; and second, it absorbs the organic matter with which water in constant use becomes impregnated, and the resulting odor is very disagreeable. A few days ago I saw a cooling-tower and condenser, built by the Henry R. Worthington Co., in operation at the Edison electric-lighting station in Brooklyn, N. Y., cooling the water for a 700 horse-power condenser. It consisted of a large stack of iron, about 15 feet in diameter by about 30 feet high. This stack was filled with tiling through which the water falls. A whirligig distributes the water evenly over the top, and a large fan, about 6 feet in diameter, driven by a 10 horse-power electric motor, blows air into the bottom, thus giving a positive circulation. The water, in running down the sides of the tiling, is met by the blast of air, and enough is evaporated to cool the rest. The vacuum-gauge on the condenser showed 26 inches; so the condenser was undoubtedly getting sufficient cool water.

In the latter part of the year 1943, it was decided to experiment with diamond-drill blast holes in the Old Bed magnetite mine at the Mineville mines of the Republic Steel Corporation, in sections of the ore body where vertical dimensions were large and where development for sublevel bench stopes had already been done. Other possibilities of application for this drilling method were in the reclamation of old floors and pillars in the pitching folds of the Lower Old Bed ore body and in the reclamation of large vertical pillars in the "21" Bonanza-Joker ore body. The cross sections and views of the two ore bodies will show the conditions to which the diamond-drill method has been applied. The Lower Old Bed magnetite ore body is lenticular and dips approximately 30° toward the southwest and strikes generally southeast and northwest. An intensely folded structure, which pitches generally on an axis approximately at right angles to the strike, is continuous from the uppermost old workings down to the present bottom of the mine, and probably continues with depth. On successively lower levels this folded structure becomes greater in vertical dimensions and the two folds are closer together in a horizontal dimension. As shown in Fig. I, this folded structure gives to parts of the ore body considerable vertical dimensions, which provide areas that were developed for sublevel bench stoping above a slushing drift, as shown in Fig. 2. It was in one of these previously devel-oped sublevel bench stopes, No. 26 on the 1185-ft. level, that the diamond-drill blast-hole method was applied for mining the upper sublevel. The lower sublevel was underhand-bench-drilled to the finger raises of the scram drift below. The roof of this stoping area began to break and spall on the lower sublevel, causing the roof to become inclined. Along the hanging wall of the stope this reached an elevation about half way between the two sublevels. A smooth schistose seam in the hanging wall causes the ore to break away freely. Therefore, if bench mining had been carried on in the upper sublevel, a dangerous condition of poorly supported benches would have resulted. When the drillers were slashing across the sublevel te footwall and hanging wall to make a bench, spdlling roof of the opening below would probably have carried away part of the bench, and would have left a dangerous place in which to continue underhand benching. A 6 by 8-ft. raise had been driven between the lower stope and the upper sublevel about 200 ft. from a manway. It was decided to use this raise for a starting cut and to arrange holes as shown in Fig 3, so that a slot would be opened across the ore body between the footwall and hanging wall. This slot would then be used for the purpose of breaking into the ore, by blasting vertical rings of holes drilled at right angles to the axis of the pitching folds as nearly as possible. Cracks may be external or surface, internal or deep-seated, or incipient or so-called strain cracks. Draws may appear as depressions, unevenness, and "pinching in" of the surface of a casting. Roughly, draws are due to contraction in volume and are governed largely by the same factors as cracks. A casting may be cracked, however, without being drawn. Shrinkage is a foundry term and refers to the contractio~l in volume of a metal or alloy on passing from the liquid to the solid state. Patternmaker's shrinkage is the total contraction in volume (including liquid, solidification, and solid shrinkage) that occurs when an alloy is poured into a mold. The contraction in volume of aluminum is one of the principal factors affecting the occurrence of cracks, as will be shown later, and the question of shrinkage and its control requires careful study in any treatment of cracking in castings. In the case of sand and die castings, cracks have been attributed to a number of causes, but in the case of most light aluminum alloys, they are due to the large contraction in volume on freezing and the lack of its regulation or control. The most important factors are: (1) Contraction in volume; (2) composition of alloy; (3) quality of melting charge; (4) design of casting; (5) method of molding; (6) hardness of ramming; (7) method of gating; (8) hardness and characteristics of cores; (9) chills; (10) risers; (11) melting temperatures; (12) furnace used for melting; (13) pouring temperatures; (14) inclusions in alloys; (15) hot shortness of alloys; and (16) physical properties of alloys at high temperatures. Of these, the first, second, third, and eleventh to sixteenth involve ascertainable metallurgical facts; the remainder are largely matters of opinion, judgment, and technical knowledge of men experienced in the production of castings.

The data here given were obtained by 1500 tests made by the United Verde Copper Co. to determine the most economical air pressure for the operation of hammer drills under the varying conditions of use, and to investigate the variation in drilling speed at different air pressures. Twelve models of drills were used at gage pressures ranging from 40 to 130 Ib. No effort was made to harmonize theory and practice; but rather to formulate empiric rules that would cover the average variation of the results obtained. These rules on the performance of hammer drills, based on the air pressure as the main variable, however, are not necessarily of universal application, but they apparently satisfy the results obtained in this series of tests. The drilling conditions at this property vary widely; an average of twenty-one machine shifts to a 3-ft. (0.9-m.) round has been found necessary in some of the development work, while an advance of 56 ft. has been made in seven shifts in the "oxide" ground. This range precludes the adoption of one type of drill as a standard; consequently almost every kind of hammer drill sold in this country has been tested. At present, sixteen models are in use, of which two types of the heavy (150 to 160 lb.) mounted drills, one of the light mounted drill, one stoper, and two hand plugging drills are considered as standard. Method of Conducting Tests All machines were of the wet type, and were selected as being representative of the several types in use at this property; all had been in use from two to four months except the Waugh 66 and the Sullivan DX61, which were new. All machines were thoroughly overhauled before they were sent to the testing ground. The oxidation of tantalum is assumed to occur by four simultaneous first-order chain reactions; solution of oxygen in the metal, nucleation and growth of a suboxide phase at the metal surface and two phase boundary processes which give rise to two different modifications of Ta2O5. A rate equation is then formulated which accounts for all principal details of oxidation behavior, unifies and correlatss the results of the principal investigations, and expresses the rate as a function of pressure, temperature, and time. For purposes of practical application, the expressions: may be used below and above 700T respectively to determine the regression rate of tantalum in cm per hr, where T is to be expressed in "K and P in atmospheres pressure of oxygm. The equations will reproduce within a factor of two all reported experimental rates in the temperature range 475" to 1400°C and pressure range 0.000026 to 40.8 atm 0. 1 HE oxidation kinetics of tantalum have been investigated thoroughly in the temperature range 50" to 1400 and pressure range 1.32 x l0-' to 40.8 atm pressure of 0,and as a result, the principal features of the oxidation of tantalum are known and have been described in considerable detail. The exposition of the characteristics of the behavior of tantalum in oxygen has been largely descriptive, with considerable attention being devoted to elucidating the structure, composition, and morphology of the resulting oxide products. The weight change vs time results have usually been reported graphically. With the exception of the linear rate below 700 C and the process of diffusion of interstitial oxygen into the metal,6'9 no effort has been made to characterize the reaction rates in functional form. It is the purpose of this paper to demonstrate that when the fundamental principles of chemical kinetics are rigorously followed, the results of the principal investigations will be correlated and unified and the oxidation rale may be expressed as an analytic function of pressure, temperature, and time. In addition to accounting for the temperature and pressure dependency of the oxidation rate, the following minor features will be accounted for as a result of the basic analysis: the initial period of nonline-arity in rate at low temperatures, which decreases with increasing temperature;3'5'7 the rate vs temperature cusps obtained at constant pressure"5 the concentration gradient of oxygen interstitially dissolved in the metal.5'7 The analysis will also be consistent with the overall chemistry of reaction and with all visual, microscopic, and X-ray observations. DEVELOPMENT OF RATE EQUATION As a fundamental basis for the treatment of metal-oxygen reaction kinetics, it will be regarded that the rate of reaction is determined by the concentration and not the activity or chemical potential. It is further assumed that all metal-oxygen reactions are first order complex chain reactions" whose rate is dependent on the concentration of an intermediate species which is a complex function of the oxygen concentration, or oxygen pressure, only. The basic rate equation is therefore: is the weight of oxygen consumed by the reaction, A is that portion of the area of the metal over which the reaction is occurring (cm2), t the time (sec), kf the rate constant for forward reaction, C the intermediate species concentration and f '([Oz]) and f (Po,) are complex functions of oxygen concentration and Oxygen pressure respectively. Reverse reactions may usually be neglected in metal-oxygen systems since a large negative free energy generally accompanies these reactions. Eq. [I] takes different forms when the rate of reaction is controlled by diffusion into or through a phase or at a phase boundary. Comminution devices such as rod or ball mills are characteristically nonselective in their operation in that all material fed to a mill is ground to some extent. This is unfortunate when the object of comminution is liberation, for not only is energy expended in breaking pure gangue particles wasted, but, since gangue is frequently the predominant phase, the opportunity for such loss is great. Ideally, in this application a comminuting device should develop fracture only in locked particles. In the present investigation an attempt was made to use the large density difference which may exist between minerals to prevent comminution of one while grinding the other. EXPERIMENTAL MATERIALS AND EQUIPMENT The two minerals used in this work were -8-mesh galena and -8+ 20-mesh quartz. All tests were made on 2000-g charges containing 50 pct by weight of each mineral. Heavy media suspensions consisted of -100-mesh ferrosilicon in water. For grinding, a laboratory mill 10 in. diam by 12 in. long was filled to about 30 pct of its volume with either a ball or a rod charge. The balls ranged in size from 3/8 to 1 1/8 in. in diam; the rods ranged from 5/8 to 1 1/4 in. diam by 11 in. long. EXPERIMENTAL PROCEDURE In all tests employing heavy media, the ground pulps were treated as follows: 1) After recovering the ground charge from the mill but before drying, the pulp was wet screened on 200 mesh. 2) After drying the + 200-mesh product from step 1, the ferrosilicon was removed magnetically. 3) The nonmagnetic quartz and galena product from step 2 was sized on 10-mesh through 200-mesh screens. 4) The mineralogical composition of each screen fraction was determined by measuring its specific gravity. E. OROWAN*—I observed the phenomenon of jerky yielding many years ago with zinc25 and cadmium single crystals. A significant point was that the jerks occurred not only when the stress was raised but also (sometimes, after a pause of many minutes during which no trace of creep was observable) at constant stress. The phenomenon may be closely linked with the inertia of the testing machine and of the specimen, although the inertia alone cannot account for it. If, during the test, the resistance of the material to plastic deformation suddenly diminishes while the applied force remains constant, a sudden deformation follows until the yield stress has risen, by strain hardening, to the level of the applied stress (= the value of the previous "upper yield point."). When this is reached, the rate of deformation has attained a maximum value because, up to this moment, the applied force was higher than the plastic resistance of the specimen, and the difference was used for accelerating the moving parts of machine and specimen. The kinetic energy accumulated is now transformed into plastic work by further deformation; that is. the deformation overshoots the point at which the plastic resistance equals the applied static force. When the kinetic energy has been used up, therefore, we are left with a specimen the yield stress of which is higher than the applied stress, and no further deformation can occur (apart from a little creep) until either the applied stress has been raised to the new yield stress level, or the yield stress has fallen by thermal recovery to the level of the applied stress. While this occurs, a new upper yield point can develop, for example, by precipitation.26

FIVE of the geologic horizons that yield oil in other parts of the world are represented in Brazil; namely, the Devonian, Carboniferous, Permian, Cretaceous, and Tertiary. Thus far, the first two have shown no, evidences of being oil bearing within Brazilian territory. Not enough exploring has been done to permit trustworthy comparisons of the relative importance of the Permian, Cretaceous, and Tertiary as oil-bearing horizons in this country. The most important, indeed almost the only, information available relates to the locations of the areas and to the structural features of the several horizons. The theories regarding the physical conditions under which these rocks were laid down, however, I regard of the utmost importance. PERMIAN Rocks of Permian age cover an enormous area in Brazil, extending from Rio Grande do Sul to Maranhão on the north, and to Matto Grosso on the west. These Permian rocks in many places are known to include oil-bearing shales and in some locations contain small veins of gilsonite. The geologic map of Brazil shows that the Permian area is widely distributed, but there is considerable doubt about 'the origin of some of the rocks:. Some of the lower Permian beds in southern Brazil contain marine fossils, but in Minas no fossils have as yet been found in them, and in Bahia, at only one locality have a few Permian plants been found. Indications of oil have been found in the states of São-Paulo, Paraná, and elsewhere farther south, but wells drilled in the Permian of São Paulo near the Morro do Bofete did not find oil. One well has been started, by the Brazilian government, in the Permian of Paraná near Marechal Mallet, close to latitude 26° south, but thus far oil has not been found.

INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. The chloridizing mill of the Standard Reduction Co. is located about 75 miles south of Salt Lake City on the Tintic branch of the Denver & Rio Grande Western R. R. and 12 miles from the Tintic Standard mine. The daily capacity is 200 toss of a siliceous, low-grade, silver-lead ore from this property. It has operated continuously since it was started in January, 1921. The process consists essentially of a chloridizing roast followed by a percolating leach with a nearly saturated solution of common salt, acidified with sulfuric acid, the precipitation of silver on sponge copper and of copper and lead on tin-plate cuttings. The precipitates are shipped to a smelter. Some of the general ideas involved are said to have been used by Augustin in England, in 1840. A number of textbooks treat of the subject, especially the chloridizing roast followed by a leach with sodium hyposulfite or amalgamation. The process was revived in this district by Theo. P. Holt, N. C. Christensen, the Bureau of Mines, and others. THE memorable features of American history have been making fast during the last century, and notably so since 1860; and they are by no means confined to political or to any one branch of scientific development. Of all the industrial arts, none show a greater change or a mightier progress than the Bessemer manufacture. And this year, while we are celebrating the first centennial of our national life, we can also celebrate the first decennial of American Bessemer practice. While not forgetting or undervaluing what has been done in other countries, I have thought that a brief history of the introduction and development of the Pneumatic or Bessemer process in America would be of interest. In 1863 the Kelly Pneumatic Process Company was formed and an arrangement entered into with William Kelly, who had taken out letters-patent of the United States, Nos. 16,444 ; 17,628, re¬issued as 505; 18,910, dated January 10th, 1857 ; June 23d, 1857; November 3d, 1857; and December 22d, 1857, respectively. This association was composed of the Cambria Iron Company, E. B. Ward, Park Brothers & Co., Lyon, Shorb & Co., Z. S. Durfee, and, later, Chouteau, Harrison & Valle joined the combination. Not satisfied with possessing the control of the Kelly patent, they sent Mr. Z. S. Durfee to England, to secure for this country Mushet's patent on recarburization, No. 17,389, dated May 26th, 1857, the same having been taken out in England on September 22d, 1856. In this Mr. Durfee was successful. Previous to the application of William Kelly for a patent, Henry Bessemer, of England, had taken out patents dated February 12th, 1856, and August 25th, 1856, in this country. Kelly claimed priority in the discovery of the principles of the process, and the Patent-office allowed his claim by granting him his patents. In the autumn of 1862 Mr. Alexander L. Holley, while in England, was impressed with the importance of Mr. Bessemer's inven¬tion, and so fully foresaw its future, that, upon his return to the United States, he induced Messrs. John A. Griswold and John F. Winslow, of Troy, New York, to join him in endeavoring to possess Bessemer's American patents. Mr. Holley returned to England in

ThE Pocahontas coal field comprises the area in Tazewell County, Va. and Mcrcer and McDowell counties, W. Va., in which Nos. 3 and 4, Pocahontas seams of bituminous coal are mined. It is a mountainous region with ridges rising 300 to 1000 ft. (91 to 305 111.) above the very narrow valleys and, except for some poorly kept farms along the tops of the ridges and the area occupied by the mining and coking plants and villages, is wooded throughout. First shipments were made from Pocahontas in 1883. There are now about 100 mines, 95 per cent. of which are drift mines. At the end of 1920, approximately 298,000,000 gross tons of coal had been produced and 35,000 acres of coal mined. No. 3 seam is from 4 to 10 ft. ThE Pocahontas coal field comprises the area in Tazewell County, Va. and Mcrcer and McDowell counties, W. Va., in which Nos. 3 and 4, Pocahontas seams of bituminous coal are mined. It is a mountainous region with ridges rising 300 to 1000 ft. (91 to 305 111.) above the very narrow valleys and, except for some poorly kept farms along the tops of the ridges and the area occupied by the mining and coking plants and villages, is wooded throughout. First shipments were made from Pocahontas in 1883. There are now about 100 mines, 95 per cent. of which are drift mines. At the end of 1920, approximately 298,000,000 gross tons of coal had been produced and 35,000 acres of coal mined. No. 3 seam is from 4 to 10 ft. INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

Mineral processing engineers have recorded an- other year of active research and development work. Most gratifying was the broadly based attendance at the Mineral Processing Fundamental (formerly Basic Science) Committee sessions at the 1968 Annual Meeting of the AIME. Because of the availability of good papers, the active discussion and the growing attendance, sessions have grown from one to three at the annual meeting. Prof. M. C. Fuerstenau of the University of Utah will chair the Mineral Processing Fundamentals Committee for the next two years and we may thus be assured of continued active leadership. The name change from "Basic Science Committee" to the more descriptive "Mineral Processing Fundamentals Committee" approved by the MBD executive council is a welcome improvement. Our profession continues to attract the interest and cooperation of those in other professional groups. The 1968 Engineering Foundation Particulate Matter Conference, under the chairmanship of John Karpinski of Bethlehem Steel, was devoted exclusively to comminution this year. It attracted conferees from five continents and served as a particularly stimulating source of interchange of knowledge from many technical fields. Next year's conference will be under the chairmanship of Professor L,. G. Austin of The Pennsylvania State University. This conference plus the Symposium on Wettability and Flotation to be held at the annual American Chemical Society meeting in Minneapolis in April indicates the success achieved in the inter-disciplinary approach to problems. Other evidence of this spirit of professional cooperation is the forth- coming book on Size Reduction edited by D. W. Fuerstenau. This is the outgrowth of an AIChE symposium on size reduction held in 1965.

The coal-fields of the United States have been variously classified as to their geographical positions. In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. This new classification seems to meet all practical requirements and has been generally adopted. The coal-areas are grouped in two divisions—the anthracite division and the bituminous division.
