Extensive geological work was initiated — and continues — when operations of the Iron Ore Co. of Canada commenced in the Labrador-New Quebec area. Such geological operations include: mapping, test pitting, drilling, underground workings, volume factor and structure tests, and the calculation of ore grades and tonnages. Details of such work are given. Development is carried sufficiently ahead of mining to provide reliable tonnage and grade estimates and allow final mine planning. In order to make full use of geology in mining operations, the pit engineer combines the duties of geologist and mining engineer. The iron deposits of the Knob Lake range are located in the central part of the Labrador peninsula, a territory nearly twice the size of Texas, which is bounded by Hudson Bay on the west, Hudson Strait on the north, the Atlantic Ocean on the east and the Gulf of St. Lawrence on the south. The mining district proper is about 1000 miles northeast of Toronto. A 360-mile railroad links this mining area to the port of Sept-Iles on the Gulf of St. Lawrence. Schef-ferville, which is only a few miles from the open-pit mines, is the center of operations of the Iron Ore Co. of Canada. It has a population of nearly 5000. The nearest settlement is Labrador City, some 120 miles to the south, where this company is erecting a large plant for beneficiating its huge reserves of local low-grade iron ores. HISTORY The mineral possibilities of the area were recognized as early as the end of the last century, when A.P. LOW' of the Geological Survey of Canada made his famous trek across the Labrador Peninsula. After mapping several belts of iron formation, Lovr recommended that the area be thoroughly prospected for iron. In 1929, two well known Canadian geologists, J.E. Gill and U'.F. James, led a private expedition in central Labrador and discovered the first deposit of high-grade iron ore near what is now the Ruth Lake Mine. In 1936 the Labrador Mining and Exploration Co. was formed to 11ake over a prospecting concession of over 20,000 sq miles in central Labrador. An adjoining concession of 3900 sq miles in New Quebec was obtained in 1942 by Hollinger Consolidated Gold Mines, which had just Purchased the Labrador Co. The same year the M.A. Hanna Co. Purchased an interest in both exploration companies. From 1942 to 1950 extensive exploration was conducted by the Hollinger-Hanna technical staff to systematically appraise these vast concessions. More than 40 deposits of high grade ore were found and, by the end of 1950, the total ore reserves reached 418 million tons. In 1949 five American steel companies joined the Hollinger-Hanna interests and formed the Iron Ore Co. of Canada. Financing and full-scale construction were decided upon in 1950. This included the construction of a 360-mile railroad through very difficult terrain, the erection of two hydroelectric plants, the installation of terminal port facilities at Sept-IIes, the building of a modern town-site at Schefferville, the construction of crushing and screening plants, and the preparation of deposits for mining. Ore was first shipped in July 1954. Total open-pit mine production to date is 66 million long tons of direct-shipping ore. GEOLOGICAL ENGINEERING The above achievements would not have been possible without irtegrated teamwork of people of diverse skills and extensive use of geology. In their paper on the role of geologists in the development of this iron ore field, (Gustafson and Moss1 rightly emphasized the difficulties facing the early workers in the area. In an uninhabited land with no roads or railroads and no navigable rivers leading to the interior, everything had to be flown in. It was not until 1948 that aerial photographs and adequate base maps became available. In spite of these and other difficulties, an impressive amount of field work has been done since 1942. A NUMBER of detailed investigations of the physical changes accom-panying age-hardening have raised the question as to the possibility of some phenomenon preceding the actual process of precipitation. There is considerable evidence to indicate that in the first stages of the aging process there is a pronounced distortion of the crystal lattice. This is particularly marked in duralumin. It would be of considerable theo-retical interest to know the nature of this distortion as compared with that produced in other ways and to find out whether, in supersaturated alloys, it is a necessary antecedent to the formation of a second phase by precipitation. It was believed that a study of the age-hardening char-acteristics of a normally aged alloy compared with one that had been mechanically distorted might supply some useful information on these points. In addition, information would be obtained regarding the effect of a mechanical distortion on any subsequent stage in the aging process. Duralumin was chosen as the material for this investigation because the various aspects of its aging behavior can be shown in detail by suit-able variations of the aging temperature. Also, probably more work has been done on this class of alloys than on any other. In spite of the many published results, it was felt that the experiments would be significant only if all of the work were done on samples from the same source and if they were examined under identical experimental conditions.

Methane drainage by cross-measure boreholes on retreat longwall faces can be a viable alternative to the vertical gob degas boreholes under favorable circumstances. The research was done in a mine working Pittsburgh coal seam in northern West Virginia under USBM Cooperative Agreement No. 14-09-0050-3252. The study was the first application of this technique to Pittsburgh coal seam. A total of 14 small diameter, inclined boreholes were drilled over a retreat longwall panel from gate roads, to intersect the overlying coal seams. All boreholes were manifolded to a pipeline and the gob gas was extracted by a surface exhaust fan. The methane capture ratio was poor at 7% to 18% at various stages of the longwall panel. A vertical gob degas borehole captured an additional 20% gas. Poor results were due to premature failures of the cross-measure boreholes leading to air leakage. For better performance, the boreholes should be drilled from a point 30 to 45 m (98 to 148 ft) from longwall pillar over the largest chain pillar. The standpipe should be grouted for at least 6 m (20 ft), and the entry containing boreholes and the pipeline must be supported to ensure access for maintenance and optimization of methane capture. Coursing the ventilation air around longwall such that it forces methane migration toward cross-measure boreholes can further improve methane capture. The optimum vertical inclination is 45º ± 10º.

THE common method of shale mining, drilling, shooting and steam-shovel loading, is fast giving place to a comparatively new method which is purely mechanical. This machine is known as the shale planer and takes a cut from a very large face, 50 ft. or more in height. As shale deposits are usually stratified, the quality varying with the stratification, a very uniform product is obtained with this planer, for its "cut" is across the entire face, vertically. This planer was designed and built some 15 years ago by J. M. Powell, president of the Indiana Drain Tile Co., Brooklyn, Ind. Unevenness in mixing the material from the different layers in the shale deposit of this company was causing considerable fluctuation in the firing- shrinkage and color of the ware produced, thus lowering the quality. Some method of maintaining a uniform proportion was vital and this planer was therefore devised. Its capacity was approximately 175 tons daily: cut, mixed and loaded.

A general rate equation is derived for gas -solid reactions in metallurgical processes by considering the contributions of chemical reaction at inter-phase boundaries and diffusion through the solid product layer simultaneously. This equation takes care of the whole range continuously from purely diffusion control to purely chemical reaction control. The parabolic law,' McKewan's equationa derived with the assumption of interface area control and the equation derived by Kawasaki et al. with the assumption of purely diffusion control are found as the limiting cases of the corresponding forms of the general rate equation. Many metallurgical processes involving gas-solid reactions have been extensively studied. The common examples of these processes include the reduction of oxides to metallic products, the roasting of sulfides to oxides or chlorides and the oxidation of metals. Gas-solid reactions consist of at least two kinds of steps; one involves the transport of reactant and product to and from the reaction zone and the other is the chemical reaction taking place at the interphase boundaries. In the limiting cases one or the other of the above mentioned steps will be much slower than the other and is then rate controlling. For example, the oxidation of metals is diffusion controlled and obeys the parabolic law.' On the other hand, if the diffusion rate is much larger than the chemical reaction rate then it will be controlled by the chemical reaction rate. This latter case occurs for the reduction of iron oxides studied by McKewan. If the rate of diffusion and of the chemical reaction have the same order of magnitude, a more detailed analysis is necessary. Thus at the beginning of the reaction when the solid and gaseous reactants are in direct contact, the reaction should be chemical reaction rate controlled as no diffusion process is involved. At the other extreme as the reaction zone moves further into the solid, the diffusion distance becomes greater and the diffusion rate continuously decreases. Eventually, therefore, for a sufficiently large sample the rate must become diffusion controlled. As the transition from one controlling step to the other must be continuous, we cannot describe this transition period by either of the two limiting cases. In this paper the author attempts to derive a general rate equation for gas-solid reaction systems. This is effected by considering the rates of diffusion and chemical reaction simultaneously from the state of pure diffusion control to pure chemical reaction control. I) DERIVATION The system under consideration is made of at least three phases, namely the gaseous one, the solid reactant, and the solid product as shown in Fig. 1. The notations are listed at the end of the paper. The mass transfer process involves the diffusion of reactants and products across the solid product layer. It is reasonable to consider that no chemical reaction will take place in the solid product layer with respect to both gaseous reactant and product. For the characteristics of local equilibrium of the system, the diffusion process is really in a quasi-steady-state. It will be proved in the following paragraphs. Then we can invoke the law of conservation of mass valid for all chemical species passing through the layer. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let's examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company's financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate. THE sampling of disseminated copper deposits has been described often but the method of combining assays, to give the true shape and value of the orebody as it will be mined has received less attention. As the ore mined during five or ten years at several of the great disseminated properties has averaged materially lower in grade than the published estimates, the question of the sampling and estimating of these orebodies seems timely. In this paper, attention is given particularly to factors that may cause errors in the final estimate. Sampling of diamond-drill holes, churn-drill holes, and underground workings is briefly described in the first part of the paper; then the method of combining assays to give the average grade and tonnage that will be mined is taken up in some detail. The necessity of study of the geology of the deposit and of probable costs is emphasized. Finally, the methods of calculating tonnages are outlined. DIAMOND-DRILL SAMPLING There are three main requisites for accurate diamond-drill sampling. First, the core should be removed and the hole cleaned out at the beginning of every sampling interval, usually 5 ft. (1.5 m.). After the rods are let down, water should be run through them until it becomes clear. The water must be clear before drilling starts. In this way the material knocked down from the sides of the hole by the descending rods is washed away, instead of being left to salt the sludge, sample.

R. T. Hukki has extended his study of ball mill grinding at supercritical speeds with an excellent mathematical analysis of tumbling mill grinding. When he speaks of supercritical speeds he is referring to the original Fahrenwald critical-speed formula. He said that, as an example of the use of supercritical speeds, if a fine grinding mill of any type is wet-grinding ore of 3.5 sp gr with steel balls at a certain conventional subcritical speed, the same power input and capacity should be obtainable with autogenous medium of 3.5 sp gr at a speed 100 to 120 pct of the critical in a grate- type mill of the same effective size. In addition, he introduced what he calls the base mill concept which, he stated, makes it possible to compare performances of mills of different sizes grinding with a metallic medium or with an autogenous medium of any specific gravity and at any speed. He showed the use of this concept and explained how it makes possible the evaluation of mill sizes and motors for any grinding purpose at any accuracy well within the conventional standards of design in milling practice. He further stated that the maximum capacity in pilot plant mills with various media, either metallic or autogenous, has always been found to be within the supercritical speed range. In his discussion of this paper he substantiated these findings with statements showing the increased capacity obtained in a milling plant in Finland which followed his principles.

DURING 1921, the Oklahoma mines dominated the American zinc-producing industry. They comprised the only group that could produce under the adverse conditions that prevailed. At the beginning of 1921, there were about 34 mills in opera-tion in the Tri-state District, out of a total estimated variously at 150 to 200, and these were producing at the rate of about 5000 tons of blende concentrate per week. At the end of 1921, there were about 50 mills in operation. The Tri-state District rates about 80 men to the mine and mill, on-the average. SMELTING The zinc smelters-in 1921 experienced a disastrous year. All of them operated at greatly reduced capacity and probably most of them suffered loss in operations. Smelting costs came down to a considerable extent by virtue of drops in the price for coal, wage reductions and more efficient work, but these ameliorations were insufficient to enable the smelters to come out even. In the Illinois fields, wages at the end of 1921 had been reduced about 37 per cent. from the peak (middle of 1920), but coal continued to be very dear. The operation of works at a low rate of their capacity was a discouraging and expensive condition. At the end of 1921, the zinc-smelting capacity ,of the United States was as follows:

BNINGESSNER et al.1 have shown that the solidification substructure in dilute cadmium alloys persisted after repeated deformation, recrystallization, and annealing treatments. On the basis of this and similar evidence, Whelan has suggested in a recent publication' that the solidification structure might affect the mobility of grain boundaries even after primary re-crystallization. This suggestion is important, since the technique used by previous investigators3-5 to fabricate grain growth specimens consisted only of casting, deforming, and recrystallizing prior to the grain growth anneal. Usually no attempt was made to homogenize samples with prolonged annealing. Experiments. To test the Whelan hypothesis, grain growth experiments were performed with samples in which the degree of solute segregation was altered by controlling the solidification rate of the alloys. The initial experiments were performed on the Pb-Ag system. Alloys containing 0.01 at. pct Ag were produced from 99.9999 pct Pb and 99.999 pct Ag. Cylindrical samples, 40 cm long and 12 mm in diam, were solidified in graphite-coated Vycor tubes by lowering them through a vertical furnace at varying rates with the furnace power settings constant. Six-centimeter sections were discarded from each end, and the 28-cm section from the center was cut into sections 25 mm long for grain growth experiments. These samples were deformed with the aid of a drophammer to a uniform thickness of 5.7 mm. After almost instantaneous recrystallization, the samples were given a grain growth anneal for various times at 260°C in a salt bath. Experimental results are shown

THE writer has been interested in determining the mineralogic dis-tribution of silver in the base-metal ore of the Ground Hog mine of the Asarco Mining Co. in the Central mining district of New Mexico.1 This ore consists of a varitextured mixture of sphalerite, chalcopyrite, galena and pyrite in a quartz gangue. The average ore contains 14 per, cent of zinc, 9.5 per cent of lead, 5 per cent of copper, and 10 oz. of silver per ton. Generally it is accepted that the silver in ores of this type, in which no definite silver minerals can be recognized, is contained in the base-metal minerals. Published assays of pure mineral specimens from many dis-tricts show that each of the base-metal minerals contributes in some degree to the total silver content of the ores, and to determine the pro-portionate amount contributed by each mineral in any specific ore it has been the practice to assay selected specimens of each mineral, the purity of which has been determined microscopically. There being no such assays available for the Ground Hog ore, and it being impract cable to have enough of them made to give average results, the writer resorted to a mathematical attack upon composite assays of large quantities of ore and concentrates. Surprising results were obtained, and it is the threefold purpose of this paper to present these results, to describe the mathe-matical method used, and to point out the value of using this method even when assays of pure specimens are available.

OXYGEN-FREE high-conductivity copper (OFHC brand) that is now being commercially offered for the first time represents a notable achievement in electro-metallurgy and is the outcome of endeavors that have extended over a long period. Its manufacture is novel in that electrolytically refined copper is melted in electric furnaces and cast into vertical water-cooled molds. The ingots show the "pipe" characteristic of sound gas-free metal and microscopic examination even at high magnification reveals no cuprous oxide in the copper. Owing to the patent situation, the United States Metals Refining Co., the producers, cannot at this time divulge the details of manufacture, but the operations are under precise control so that the castings are of great uniformity and the copper contains no residual deoxidant. AS part of a study of deformation twinning in bcc crystals, solid solutions of beryllium in iron have been found to twin profusely when strained slowly at room temperature. This note reports some crystal-lographic aspects of the operative mechanical twin modes in a quenched Fe-5 wt pct Be alloy. A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author's attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months' operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses' of typical lime scale samples are as follows:

THE fall meeting at El Paso this year (Oct. 13¬15) will be of unusual interest due to the international atmosphere imparted by the many engineers from Mexico, who are making arrangements to attend this meeting. The meeting will be held jointly with the Western Division of the American Mining Congress. Cooperating in the program will be the representative society of Mexican engineers known as Centro National de Ingenieros of Mexico City, who are plan¬ning on sending many delegates and well known Mexican engineers to the convention. The cooperation of the West Texas Geological Society and the American Association of Petroleum Geologists has also been secured. Brent N. Rickard, manager of the El Paso Smelting Works of the American Smelting & Refining Co. at El Paso, Tex., is general chairman in charge of arrangements. He is receiving splendid cooperation from the Mining Department of the El Paso Chamber of Commerce and from the business people of El Paso, who feel highly honored in having these mining societies meet with them this year.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The, time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued,-,and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them. .

The Library of. the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention.
