At intervals during the past several years the oil industry has been confronted with the problem of forestalling crises in its affairs. These crises have been reduced to periods of depression which, fortunately, the industry has been able to survive. Under the existing competitive practices which control the producing division of the industry it apparently has been proved that the best efforts logically to curtail development and producing operations are inadequate for effecting a true production balance and the consequent stabilization of prices. The industry is awakening to the fact that the situation warrants revolutionary thought and at this time it is looking for a permanent solution of its problem in a general plan for unit development and operation such as the one first proposed by Henry L. Doherty. Mr. Doherty's proposal was designed not only as a means for stabilizing the industry as a whole, but its principles involve very definite potential benefits for the average individual operator and royalty owner as participants in pooled projects. The benefits to these individuals would be derived from maximum recovery, the maximum utilization of natural energies, the minimization of development and operating costs, enhanced values of leases and royalties through improved efficiencies and ultimate yields, improved earnings through stabilized crude oil prices, etc. This plan was revolutionary to the industry's practices and at the time was rejected, but it now appears that the development and operating policies for new properties are continually approaching the ideal of the original plan. Oil companies are constantly extending their efforts to improve all factors that have a bearing on the costs and efficiencies of their operations. These efforts may, in some degree, be a normal outgrowth of the industry's progress, but the forced consideration of market conditions, the growing appreciation of the importance of regulating operations for maximum ultimate economies and the depreciation of the old principle of maximum flush at any cost, come from a new school of thought which has been stimulated by the immediate pressure of overproduction and

THE mineralogy of blast furnace sinter is of interest because its mineral content is one of the important factors contributing to its character. There are so many other factors affecting the properties of the sinter, however, that it is well to mention them here. The proportion and character of the raw materials, that is, raw ores, concentrates, returns, and fuel, as well as the mixing and the water content, all have a marked effect on the physical properties of the product and the degree to which sintering action can be carried on. The process of sintering is a relatively fast operation. In as much as appreciable time is required to carry on processes of fusion in such masses of low thermal conductivity, large lumps of hematite ore frequently remain unfused and partly unchanged in state of oxidation in the sintering process. The kind, the grain size, and the amount of fuel used affect both the completeness of the fluxing reaction and the prevailing atmosphere. The rate of reduction in laboratory tests is not only dependent upon the state of oxidation of the sinter but also upon the sizing and porosity. Atmosphere and temperature affect the state of oxidation of the iron oxide, and the atmosphere alone may determine the ferrous minerals that finally develop. The rate and extent of cooling, the type of coolant, the subsequent handling, and screening all have serious effects upon the type of sinter that eventually enters blast furnace bins. The degree to which actual fusion or fluxing takes place in the sintering operation has a marked effect upon density. A sinter which has been extensively fused by high content of fuel in the batch will no doubt have a higher weight on the bulk basis than one which had a lower fuel content. As high temperatures are required to do this job, the iron oxide under these conditions will be largely magnetite. Sintering at low temperatures to produce larger proportions of hematite means a decrease in the amount of liquid formed and a much more sensitive bonding process. In this case the liquid must be distributed more uniformly and thereby used more efficiently than would be the case where higher temperatures were permitted to prevail more or less indiscriminately. Where coarse ore particles are used in a sinter mix it is not expected that any particles coarser than 1/4-in. can be fused and incorporated in the system to such an extent that the gangue contained within these lumps will have been converted or fused by the sintering process. It is for this reason that coarse ore, returns, or both, in a sinter usually result in a sinter which breaks easily and at the same time may contain some of the original minerals of the lump, such as quartz and hematite. In examination of sinters at Bethlehem Steel Co. minerals such as quartz and corundum have been found, none of which are considered normal associ- ates of wustite or magnetite. Some degree of heterogeneity or lack of equilibrium is not unusual in the sintering process. The differences in specific gravity between hematite and magnetite might be ample reason for poor strength in a not very well sintered mass containing coarse particles of. ore or returns. The shrinkage taking place in a lump of hematite in its conversion to magnetite by temperature and/or atmosphere is appreciable. Sintering of ores as it is carried out is crude chemistry, for the grain size is relatively coarse, the application of heat is certainly not uniform, and the time factor is inadequate for other than partial completion of reactions. Coarse lumps of coke or coal cause local heating around these centers, and fuel which is too fine may result in such slow burning that sufficiently high temperatures are not always obtained. High temperatures are essential to the work required. The Swedish practice of sintering is established on the basis of producing an easily reducible product high in hematite. This is achieved through uniformity of grain size in the sinter mix and close control of the temperature through careful regulation of fuel and sintering rates. This produces a sinter which is very tough in character and which has a high degree of porosity. Although the hematite content is not produced upon cooling by drawing air through the mass, there would be greater possibility of accomplishing this reaction with this type of sinter than is the case in American practice. In the latter, the temperatures are so high that temperature alone converts most of the mass to magnetite. The grains are so coarse in the final product that together with the fluxed condition it would be difficult to reoxidize them to hematite upon cooling. An examination of the iron-oxygen diagram' shows that hematite does not exist above 2651°F. It also shows that there is no liquid in the pure magnetite-hematite system until 2881°F is reached. On the other hand, in the system magnetite-wustite liquids exist at considerably lower temperatures than this. It will be seen, therefore, considering only the iron oxides, that the bonding action obtained in America in sinters comes about through considerable temperature and/or reducing conditions that produce compositions containing even less oxygen than is contained in magnetite or than results from the fusion of silicates. The bonding obtained from the iron oxides is encouraged by the reducing conditions that prevail in the vicinity of the fuel particles in a mass of this sort, where temperatures are above 2600°F. As magnetite and wustite are opaque, they do not lend themselves to petrographic study by transmitted polarized light. The silicates found in sinter and the glass that has not crystallized transmit light and can be studied by these methods in which indices of refraction and other optical properties of anisotropic crystals lead to their definite identification. The index of refraction is the only property that can be measured in glass under the microscope, and this is a clue to its probable approximate composition.

ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the, information received may be what is desired and not include collateral matter which may, not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

ELECTRICAL methods of geophysical exploration attracted major attention at the three sessions devoted to geophysics on Monday and Tuesday. At the opening' meeting Monday morning Hans Lundberg gave the paper by himself and Folke Kihlstedt; he described the use of the Racom, discussed last year, and the method whereby it is possible to eliminate all but subsurface, effects in electrical exploration. In the discussion Theodor Zuschlag pointed out some of the theoretical considerations behind the field procedure. Karl Sundberg's paper on the effect of impregnating waters was presented by title only, and S. F. Kelly then gave an abstract of a paper on the electrical properties of ores, by J. J. Jakosky, R. N. Anderson and Clyde H. Wilson. , This dealt with an exhaustive series of laboratory tests on the variation of -conductivity of ore specimens with the frequency of the energizing current, and of the effect of moisture content in typical clays and gouges on their conductivities at various frequencies. Considerable discussion was provoked during which the authors came in for some-criticism on their measuring circuits and for their assumption that a solid conductor could be compared with linear ones. They were praised, however, for making a start toward a compilation of resistivities for ores and rocks. Dr. Slichter disagreed with them that the conductivity of an orebody was primarily capacitive. He also called attention to the fact that it was high time geophysicists adopted the standard physical expression of ohm-,centimeters or ohm-meters to express resistivities. This same point was the burden of the next paper,. "Uniform Expression for Resistivity," by Sherwin F. Kelly, presented by title only.

Twice in the past two years and in two widely separated localities—ane near Williamsville, Mo., and the other in the Allard Lake district of Quebec— the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately inter-grown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely. It should be pointed out that the lack of time and funds made it impossible for the writer, or other persons interested in correlating the details of bit histories with the kinds of rocks drilled, to be present during the performance of the contracts. However, the records kept in the normal course of drilling are deemed complete enough to be reportworthy. This information is presented here together with the findings made in studies of the rocks involved, with the thought that it may attract the comments of others who may have encountered similar refractory drilling conditions. A pooling of knowledge on the problem would be of material aid in devising more efficient cutting tools and procedures for penetrating this kind of rock. Drilling Blastholes in the Williamsville Granite Due to the unsatisfactory perform- ance of pneumatic percussion drills in boring blastholes on a construction contract near Williamsville, Mo., tests were made with a diamond drill. The poor progress achieved and the excessive loss of diamonds, however, soon led to the abandonment of these trials. The diamonds, in all of the bits tried, lost their cutting edges and acquired a polish after being in service for distances ranging from a few inches to a few feet. Coring bits containing surface-set, whole-stone bortz in a tungsten powder matrix were employed. The cost assignable to bortz wear averaged $7.17 per foot. This item of expense is several times the amount normally expended in diamond drilling in firm, unfractured, granitic rocks. Diamond-impregnated, tungsten carbide bits also were used without success. The diamond wear was at the rate of $0.98 per foot, but the diamond chips became too polished for further duty in less than a foot of drilling. The Williamsville granite is pink and medium-grained. In the hand specimen, it has a fresh, sound appearance; it is seemingly composed almost entirely of interlocking grains of feldspar and quartz and has no discernible features suggesting a greater durability than is usually found in rocks with this composition and texture. Microscopic examination, however, reveals a predominance of feldspar grains with more or less regularly distributed and sharply angular masses of quartz (see Fig 1). The pattern assumed by the two minerals in this mode of occurrence is referred to as a "graphic intergrowth," as it bears some resemblance to the cuneiform characters of ancient Persian writing. The other principal constituents are quartz-free feldspars (microcline and orthoclase) and quartz. All of these constituents are in nearly equidimensional grains, ranging up to about 3 mm in length. The effect of increasing ionic strength, via monovalent and divalent ions, on alkyl sulfate flotation of hematite and quartz war investigated. The effects of collector chain length and pretreatment on this flotation were also studied. Sodium hexadecyl sulfate was shown to be a superior flotation collector to sodium dodecyl sulfate for recovery of hematite when there was no salt addition. Similar observation were made when sodium sulfate or sodium chloride was used to control ionic strength. Sodium dodecyl sulfate floated hematite better than its longer chutited counterpart under conditions of low pretreatment temperature and increasing calcium chloride concentration. The flotation recovery for all salt containing pulps was almost always improved after preboiling. Most of the results obtained when the pretreatment temperature was raised were attributed to increased solubility of the collector.

CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

IN 1949 an orebody containing some 10 billion lb of recoverable rare earth metals was discovered in the Mountain Pass district of San Bernardino County, California.1 The following year Molybdenum Corp. of America purchased a number of claims at the deposit and a mill on the property which had been constructed to process the district's gold ores. Average composition of ore from the San Bernardino deposit is less than 0.1 pct ThO2, 25 to 35 pet calcite, 10 pet rare earth oxides, 15 to 20 pet silica, and 30 to 40 pet barite.2 Rare earth content of the ore analyzes 50.7 pet CeO2, 4.2 pet Pr6O11, 11.7 pet Nd2O3, 1.3 pet Sm2O3, and 34.3 pet La2O3, and others.2

IN the summer of 1881 we were forced to break up and remove the large mass of iron which had accumulated under No. 2 furnace at Glendon, in order to prepare the foundations of the new furnace which has taken its place. We used "Atlas" powder, drilling the holes with a pair of Rand drills. These worked very well when the iron was at all uniform in hardness; but this was not often the case; and it frequently happened that the holes were hopelessly blocked when but little over a foot deep. Good tamping became, therefore very important. The common method of tamping is certainly very dangerous when there is a percussion cap in the hole, and has, no doubt, caused many of the accidents attributed directly to high explosives. We found an excellent and safe method by using plaster of Paris, mixed to the proper consistency and ponred into the holes as soon as they were loaded. Clean dry sand was mixed with the plaster to reduce the quantity needed. With proper attention the tamping would set in a few minutes, and little or no more time was required than for tamping in the ordinary way. We used a "magneto" machine (Laflin and Rand) to fire the holes; and an additiollal advantage in the plan was that any risk of cutting the exploder-wires in tamping was avoided. We found it worth while to load holes not over 13 inches deep in a block 3 or 4 feet thick since the bottom of the hole was enlarged by each shot so that the next time it could be loaded more heavily, and three or four shots in this way often did as much good as a new hole twice the depth, to drill which might have taken ten or twelve hours. The rise in temperature when boiled plaster solidifies is not sufficient to ignite the exploders, as we found by repeated trials before using it in a loaded hole.

The high-temperature allotropy of some heavy rare-earth metals and their alloying behavior with magnesium in the 0 to 50 at. pct Mg region was studied by thermal, microscopic, and X-ray methods. Examination of a hcc phase retained upon quenching alloys of different magnesium content confirmed the existence of a bcc high-temperature allotrope in pure gadolinium, terbium, dysprosium, holmium, erbium, thulium, and lutetium. The lattice constants of the pure metals were determined from a Vegard's Law extrapolation and .found to be 4.05, 4.02, 3.98, 3.96, 3.94, 3.92, and 3.90 + 0.02 A, respectively. In all of the systems studied, the high-temperature bcc phase decomposed eutec-toidally, when slowly cooled, into a hexagonal rare earth-Mg solid solution and a simple-cubic peritec-tic AB-type compound. In 1956, Spedding et al.' observed high-temperature resistivity anomalies in the light rare-earth metals and made several unsuccessful attempts to retain the high-temperature form of these materials at room temperature by quenching the pure metals from temperatures near their melting points. High-temperature X-ray techniques were used by Spedding et a1.' in 1959, to investigate the high-temperature allotropy of the rare-earth metals. This study showed that lanthanum, cerium, praseodymium, neodymium, ytterbium, and possibly gadolinium are bcc at temperatures near their melting points. Discontinuous changes in resistivity at elevated temperatures were also observed for pure gadolinium, terbium, dysprosium, holmium, and lutetium, thus indicating the possible existence of a high-temperature crystalline transformation in these metals. However, due to experimental difficulties encountered in the high-temperature X-ray analysis of these metals, their allotropic form was not identified. Spedding et a~.~ in 1960 observed that yttrium displayed a continuous solid solubility with lanthanum at elevated temperatures, thus showing the high-temperature structure of yttrium to be the same as that of lanthanum, i.e., bcc. Similarly, the high-temperature alloying behavior of gadolinium with yttrium showed gadolinium to be bcc at elevated temperatures. The bcc nature of the high-temperature form of yttrium was again recognized in 1960 by Eash and carlson4 in their study of the alloying behavior of yttrium with thorium. Gibson and Carlson, in a similar study of the alloying behavior of yttrium with magnesium, found that by quenching Y-Mg alloys from within the 0-solid solution region, Fig. l, they were able to retain the allotropic form of yttrium. It was the present authors' intention to use this method to show the existence of a bcc high-temperature form of the heavy rare-earth metals gadolinium, terbium, dysprosium, holmium, erbium, thulium, and lutetium. Simultaneous with the present work, Beaudry and Daane' have shown the bcc nature of the high-temperature form of scandium. EXPERIMENTAL PROCEDURES Materials. The rare-earth metals used in this study were prepared by the calcium reduction of the fluoride and were further purified by vacuum distillation. Basic procedures in the mining industry have changed only slightly over the centuries since metals and fossil fuels became an essential part of man's economic and cultural life. Mining techniques of the 20th century bear a close resemblance to those of the ancients: exploration, ore breakage and removal, hoisting, and processing. The great advances, however, have been in equipment and machinery of greater size and speed which allow greater efficiency in each of these operations, with a corresponding reduction in manpower requirements. Yesteryear production was measured in pounds per man-day; today a giant and complex, but highly efficient, continuous mining machine can remove as much as eight tons of material a minute from the coal face. If our energy and metal demands of the future are to be met, and at this time it can be assumed that coal will continue to supply a significant part of the energy demand, other dramatic and spectacular technologic advances must be accomplished. Along with mechanization, however, public policy will require the industry to place greater emphasis on health and safety protection, as has been well demonstrated by recent actions of Congress. Together, fossil fuels and metals formed the basis for the industrial revolution-coal to develop power and metals to transform power into useful energy. Strangely enough, however, the mining industry the world over has lagged behind the continuous social changes brought on by the industrial revolution, such as preventive health and industrial hygiene services, and other programs directed to the well-being of the worker. In some countries this resistance, to change may have led in part to the nationalization of the coal industry. Whether this disinclination to social change in the industry of the United States reflects managerial attitudes, inept labor leadership, government neglect, or economic relationship would be the subject of an interesting study. Doubtless the mores of miners and their resistance to change, as well as their geographic isolation from other industrial groups, may have had a strong influence on these factors. In every major coal mining country the accident rate in the coal industry is substantially higher than other industrial groups, and the cost of pneumoconiosis compensation in some countries is greater than the combined costs for all other occupational diseases from all other industries. The high social cost of occupational accidents and diseases may have been a factor in the closing of the industry in at least two countries. Despite diminishing manpower needs, the industry is faced with critical manpower shortages. Miners once reared their sons to be miners; now it appears that the opposite is true. This factor alone, however, does not explain an acute labor shortage in the industry. Traditionally, the industry drew much of

DURING research currently in progress the need arose for interplanar angles and planar spacings to analyze crystallographic data obtained from hcp yttrium. In the absence of such existing information, a program was written in Fortran-11 language and processed on an IBM 7074 computer. The program and results have been assembled in report form to make them generally available.' Of the possible combinations of, only those most frequently encountered were employed. The ranges of h, k, and 1 involved were: However, not all combinations and permutations of the above appear in the tabulation because redundancies occur in several cases. Nevertheless, fifteen types of planes and all their equivalent planes have been included, giving a total of 109 sets of Miller-Bravais indices.

Two significant problems In mill design are environmental control and cost reduction. Environmental control is predicted to be 5-10% of total plant costs in some parts of the U.S. Operating and design companies will assign this new "unit operation" a place in the early flow sheets. More advanced environmental control will add to both capital and operating costs, so mill designers will strive to reduce other costs.
