Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. BOTH physical and economic factors are concerned in determining the optimum rate of depletion of a mineral deposit. The physical limitations are, in a large measure fixed by nature. Economic influences on the other hand, are man-made and subject to wide changes. Analyses of the interrelations of these two groups of factors are of major importance in selecting the optimum rate of production of petroleum and mining properties and in their valuation. Physical Influences PRIMARY limitations on the rate of mining are the rate of shaft sinking and underground development, the rate of hoisting, and the rate of sloping. These rates are largely determined by the physical features of a property. Technical methods which may be employed, and consequently the length of time required, are governed by the dimensions of the deposit, its attitude, depth, regularity, the unit value and character of the ore, the nature of the wall rocks, and similar factors.

E. C. Pechin, Buchanan, Va.: I am sorry to see the table appended to Mr. Chase's excellent paper. In the discussion at the same meeting, on "Notes on a Southern Coal-Washing Plant," Prof. Phillips very properly says: " There is no use in giving an analysis as representing a coal when it does not do so. It gives a wrong impression of the conditions under which business is conducted." The same may be said about ores. I have no personal knowledge of the ores in many of the localities given in Mr. Chase's table; but if these are to be judged by what is positively known of the Cranberry ores, the analyses are grossly misleading. The furnace-shipments from Cranberry have rarely reached 44 per cent. of iron, and any such percentage as 58 or 66 or 68 can only have come from hand-picked specimens. Indeed, with any such percentages, Mr. Chase's paper would have been superfluous, because concentration would be unnecessary. Besides, the paper itself (page 553) gives the fact that the Cranberry average is 42 to 43 per cent. Why should a table be appended, contradicting this statement of the text ? Let us always have the exact conditions under which business may be conducted. "Boom" and business analyses are widely different.

Current problem areas exist although these are not insurmountable. Following a brief state of the art discussion, the N. I. M. simulation program is reviewed. In general, digital plant simulation is expected to be of substantial benefit in the near future.

FOR many years more money was spent in the search for and the production of gold than the gold that was produced was worth. The same thing is now true of petroleum. More money is spent for the search and. production of petroleum than the market value of the petroleum produced. The first thought concerning this statement will be that men would not embark in a business in which more money was expended than the value of the product produced. Few people realize that more money is spent in the oil business than the market value of the oil produced. This would not stop the spending if they knew it. Everybody knows that more money goes into a lottery than comes out of it, yet the instinct for gambling is so widespread and so easily excited that lotteries are forbidden by law. The hope of winning the grand prize is what lures men on. The search for and production of oil has become a more frenzied game than the search for gold ever was. THE OIL BUSINESS PAYS NOW BUT THE PUBLIC WILL PAY FOR ALL ETERNITY The public could sit back and enjoy all of this, knowing they were being supplied with petroleum products at less than their real cost, if it were not that our most valuable and least plentiful natural resource is being dissipated at an alarming rate, which is constantly increasing. Here is an industry that for many years has not been governed by natural laws. The so-called laws of individual and mass psychology play a more important role than natural physical and economic laws. Even the law of supply and demand works only in the most remote way in this industry. The oil production business as a whole is now paying the price for this folly; but the public will pay the price for all eternity. The seriousness of this matter, as an outstanding national problem, has been under consideration by many men for a long time, but nothing has been done to conserve our petroleum resources and prolong the supply, although very important steps have recently been taken to make this possible.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. A study has been made of the creep behavior of ß-NiAl of stoichiometric composition in the temperature range 475" to 775°C. Single crystal tensile specimens were deformed under a constant applied load. From slip line studies and tensile axis rotations it was concluded that the crystals deformed by pencil-glide on (100) and (110) planes with a (100) slip direction. Electron microscope thin-film studies showed evidence for profuse cross-slip, and the dislocation Burgers vector was determined to be (100). There was no tendency for the dislocations to lie in definite slip planes, although a strong alignment of segments of edge dislocations was frequently seen. The activation energy for creep in the temperature range 475" and 775°C was judged to be much lower than that for creep at temperatures above 775°C. It is possible that the rate-controlling process is the thermally activated cross-slip of screw dislocations. In recent years considerable interest has developed in the possible use of high-melting-point intermediate phases for high-temperature applications necessitating good creep resistance. Ordered alloys such as Ni3A1, modified by alloying additions, have received particular attention, culminating in the recent development by Pratt and Whitney of single crystal turbine blades.' The intermediate phase NiAl has considerable theoretical interest from a creep standpoint because not only is it ordered up to the melting point (-1650°C at stoichiometry) but it contains a high concentration of structural vacancies on the aluminum-rich side of stoichiometry. These vacancies are known to exert a strengthening effect under some conditions,' but in addition they might be expected to affect high-temperature creep rates through dislocation climb. The present paper deals with the slip line and dislocation structures developed during creep of stoichiometric NiAl between 475" and 775C, and with possible attendant creep mechanisms. MATERIALS AND TEST TECHNIQUES NiAl ingots of stoichiometric composition were prepared by induction melting 99.996 pct A1 and 99.98 pct Ni (kindly provided by the Kaiser Aluminum Co. and the International Nickel Co., respectively) in 100 cc pure alumina crucibles in a helium atmosphere. No chemical melting flux was used in order to avoid con- tamination of the alloy. Each ingot was slowly direc-tionally solidified to avoid porosity and to produce very large grains up to 2 in. in length. In this way, ingots were obtained which were suitable for sectioning into single crystal creep specimens. Chemical analysis indicated that all alloys were within the range 49.6 0.3 at. pct Ni. For the present investigation, identical rectangular single crystal blanks were cut vertically from one particularly large crystal in an ingot using a series of three diamond cut-off wheels with appropriate spacers. Thus, all sliced crystals had the same orientation with the tensile axis parallel to the long side of the rectangle; the initial orientation of the tensile axis is shown as S, in Fig. 1. The blanks were homogenized at 1250 to 1300°C for 48 hr and subsequently cooled slowly to room temperature. A gage length of rectangular cross section and about 0.75 in. in length was prepared on each specimen using an electrolytic lathe and a dilute nitric/phosphoric acid electrolyte. The gage length cross section was 0.250 0.0005 in. by 0.040 ± 0.0005 in. Holes to accommodate tensile grips were electrolytically machined using a rotating acid jet. After creep testing, this same technique was used to cut discs for transmission electron microscopy. PRESENT enrollment of 182,361 students in the engineering schools of the United States and Canada represents an increase of 6.6 pct over the enrollment in these schools in 1951-52. Thus is brought to a halt the steady decrease in engineering enrollment that began with the close of the 1947-48 academic year, five years ago. The mineral engineering student picture is similarly encouraging. In the United States schools, 9453 students are preparing themselves for positions in the Mineral Industry. This is an increase of 8.3 pct over last year as compared with an increase of 6.6 pct in the total United States engineering enrollment. The rate of recovery for the mineral engineering group is thus more rapid than for the engineers as a whole.

Foreword I HEREWITH present some notes on the use of Portland cement to cement in the casing, and for plugging, to exclude water from oil and gas wells, and the methods employed. I have used my best efforts to make each step of the operation of cementing wells perfectly clear. The information is the result of actual experience and observation. The illustrations are from original drawings made especially for this paper. Portland Cement It is not necessary to discuss here the manufacture of cement. Any established brand of the slower setting Portland cements may be purchased with the confidence that it will harden, if properly used, and exclude water from and plug wells efficiently. Setting.-By the setting of cement is meant its initial change from a soft or plastic mortar to a friable solid. After the cement has become thoroughly set it is still very weak and can be readily pulverized in the fingers. Setting is thought to be effected by the crystallizing out of the silicate and the aluminate of lime, which are soluble in water in their anhydrous form. After dissolving in the water they pass to the hydrated state, in which they are insoluble, and hence are precipitated in a crystalline form.

For a number of years I have, at odd times, tried to perfect a method of assay sufficiently delicate to find and estimate minute quantities of gold and silver. The object in view was to examine rocks remote from veins or mineral areas, in order to test the probability of the lateral-secretion theory. Having succeeded in measuring approximately the amount of gold and silver contained in one cubic centimeter of sea-water, I present a detailed account of the method employed, with some of the results obtained. General Method of Assay. The use of purified lead without other flux, blowpipe methods, extraction by cyanide, and measurement of the beads by the microscope. Purged Lead. The method of testing is by cupellation. On a properly prepared cupel, it is easy to cupel and find a bead of 0.002 mm. diameter. Such a bead of silver weighs about 1 part of a milligramme. A bead 0.02 mm. in diameter weighs about 1/24,000 mg., and a close approximation can be made to its weight. It is desirable that the lead used in the assay should be low in silver so as to avoid large correction, but as the parted

THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. A meeting of the Board of Directors was held in the Council Room of the U. S. Bureau of Mines, Interior Building, Washington, D. C., on Friday, June 21, 1918, at 4 p. m. Twelve members of the Board, the Secretary of the Institute, and nine guests were present. Upon the petition of 28 members of the Institute residing in or near Washington, D. C., a Washington Section was authorized. A committee was appointed to nominate officers and prepare a set of by-laws. The report of the Treasurer was presented in writing, accepted, and ordered filed. Thirty-nine members, 12 associates and 8 junior associates were elected. Two members were reinstated. One resignation was accepted. The dues of 64 members were suspended on account of their being on active war duty.

Samules of liquid and gas were obtained from the primary separator of a well in the Paloma field. The volumetric properties of the samples and of six systematically chosen mixtures of the samples were experimentally determined at 100°, 190°, and 250°F. at pressures up to 5000 lb. per sq. inch. From these data the influence ,of pressure and temperature upon the composition and specific volume of the bubble-point liquid and of the retrograde dew-point gas was established, The formation volumes and gas-oil ratios of the rnixtures investigated were calculated on the basis of the plant-product oil, which is defined as the isobutane and less volatile portion of each mixture. The results are presented in graphical and tabular form. The volumetric behavior of the mixture corresponding to that produced by the well at the time of sampling was determined for 235ºF., the reported reservoir temperature, by graphical interpolation of the experimental data with respect to composition and temperature. The results indicate that the well-production mixture probably existed as a gas at its retrograde dew point under the conditions of temperature and pressure believed to prevail in the producing zone at the time of sampling. The effect upon the phase behavim occasioned by the omission from the well-production mixture of certain components of intermediate molecular weight was investigated. In the first case, all of the isobutane and 11-butane, and substantially all of the iso-pentane, were removed from the mixture of trap samples corresponding to the well production. In the second case, all the propane, isobutane and n-butane, and substantially all of the isopentane, were removed. Both modifications led to considerable increases in the retrograde dew-point Pressure at 235ºF.; an increase of 558 lb. Per sq. in. above that of the unmodified well-production mixture in the first case, and an increase of 1208 lb. Per sq. in. in the second. It was concluded that the material? remaining after the removal of certain components of intermediate molecular weight could not be injected back into the reservoir in the saqe proportion in which they were produced without entailing appreciable loss of liquid material through condensation within the formation. Introduction Under the usual conditions of production practice, petroleum arrives at the surface of the earth in a physical state considerably different from that in which it existed in the underground reservoir. The relative rates of production and the properties of oil and gas measured at surface conditions do not constitute, in general, even a qualitative description of the fluids existing in the reservoir. The estimation of reserves and the attainment of optimum efficiency with regard to rate, quantity, and cost of production require accurate data concerning the physical properties of petroleum throughout large changes in pressure and temperature. Many schemes have been devised for predicting the behavior of propane, as it is encountered in nature? but the experimental work upon which these predictions are based has not, for the most part, been extended to the higher pressures that occur in practice, nor do these methods permit, as yet, the estima-

During the years when Americans were most active in investigations of the many substances containing nitrogen or ammonia, viz.: 1869 to 1875, my connection with certain chemical industries led me to experiments in the direction of the recovery of wastes from coal-gases. I take from my notes such memoranda as I think will be of interest, in the hope that some benefit may be derived therefrom by engineers at present attempting to utilize the waste products from coke-oven and blast-furnace gases. An examination of the conditions governing the manufacture of gas along the Atlantic seaboard, and an intimate knowledge of the mine-products used by the different large works, naturally led me at first to consider the well-known foreign methods of concentrating the available soluble salts in a modicum of water. The result was sufficiently promising to warrant a full line of experiments. At that time, no attention seemed to have been paid to the values of " gas-liquors." Nearly every gas-works in the United States wasted its wash-water in the sewers. The nitrogen in bituminous coals varies in quantity from 0.75 to 1.50 per cent. of the total weight. It is a distinct privilege to participate in this meeting convened to honor the memory of Henry Marion Howe, a distinguished scientist and metallurgist. Many have added to our rapidly growing fund of metallurgical knowledge but few have made the unique contribution of formulating basic concepts essential to an over-all comprehensive view of the subject of metallography. Of those previously selected to deliver this lecture, several have added a personal touch to their discourse because they were able to refer to their associations with Dr. Howe. It was not my good fortune to know him or to enjoy his inspiring influence. Like most of you, my contact has been with his published works, which are outstanding in that they provide lucid, detailed expositions of the nature and behavior of metals and alloys. His deep understanding and clarity of expression have greatly accelerated our progress in metallography and in the use of metals. The degree to which a man's thinking, experimentation and writing contribute toward an understanding of basic laws and phenomena determines whether his life's work is of transitory or permanent value. This occasion appropriately recognizes the fundamental importance of Dr. Howe's pioneer work in the field of metallurgy.. On two former occasions, gray iron was selected as a subject for discussion. The fact that the production of pig iron has not been discussed before does not reflect any lack of interest on the part of Dr. Howe or former lecturers in the process that underlies the production of steel. Although Dr. Howe's work in his later years centered around metallography, his earlier publications show a considerable interest in the production of iron and steel. He recognized that in the ascending spiral of metallurgical advancement we are not winding a single thread but are weaving a complex fabric. Specific evidence of his interest in the production of pig iron may be found in his book' on The Metallography of Cast Iron and Steel. In explaining why blast furnaces have been in constant use for about 600 years, he says: "The process is economical because it utilizes with extraordinary completeness the calorific power of the coke due to the thorough transfer of heat from the gaseous products of combustion to the charge." This emphasis on heat transfer, overlooked in many more extended and more recent discussions of the blast-furnace process, illustrates Professor Howe's ability to see the essentials. Other distinct advantages of the blast furnace, such as the removal of- much of the sulphur and practically all of the oxygen, were mentioned.
