The electron photomicrographs shown in this paper are of samples of the A.P.I. Reference Clay Minerals Montmorillonite No. 27 and Kaolinite No. 4 and of a shale from Spraberry Oilfield in Texas. These samples are part of a larger collection whose physical properties, composition and internal structure were previously studied by ultra-sonic and X-ray methods. ' Elastic anistropy was indicated in the montmorillonite and shale samples by sound velocity measurements parallel and perpendicular to the bedding. In the montmorillonite the velocities parallel and perpendicular to the bedding were 2.12 and 1.92 km/sec respectively, a difference of about 11%; in the shale the same velocity measurements were 4.18 and 3.75 km/sec, a difference again of about 11%. Within the bedding plane the sound velocity was also found to be independent of direction. The electron photomicrographs of the montmorillonite sample, which are shown in Fig. l(a) and (b), clearly indicate the preferred orientation of the mica-like clay particles parallel to the bedding. In Fig. 2(a) and (b) similar orientation in the shale sample can be seen although not quite as clearly. This is probably because, in addition to the clays illite and chlorite, the shale sample contains grains of quartz, calcite and dolomite which do not as readily show an alignment pattern as the clays do. This suggests that the elastic anisotropy of these two samples is derived from a preferred alignment of component mineral grains which are themselves elastically anisotropic. The bulk elastic properties of these two samples therefore appear to be much like those of mica. Tensile, creep-rupture, and stability tests were employed to evaluate the effect of a-strengthening and ß-complexing additions on the base composition Ti-6Al-3Mo. The ultimate objective was to produce an alloy of greater strength than the Ti-7A1-3Mo alloy. Strengthening of a was accomplished by additions of 2 and 4 pct Ge, 4 pct Sn, 4 pct Zr, and 2 pct Sn-2 pct Zr. Making the ß more complex while keeping the total of ß-stabilizing additions constant at 3 pct resulted in higher tensile strengths but lower creep and rwpture strengths, especially at 1000°F. None of the more complex versions of the base alloy offers greater promise than the Ti-7A1-3Mo alloy. However, some improvement in the strength of the latter may follow from additions of zirconium perhaps up to 4 pct. PREVIOUS work directed at the development of titanium-base alloys with: 1) minimum room-temperature tensile elongation of 10 pct in 1 in., 2) high creep resistance at elevated temperature, and 3) the ability to retain original room temperature tensile ductility following exposure to creep conditions at elevated temperatures, demonstrated Ti-Al-Mo ternary compositions in the range 5 to 7 pct Al-3 to 6 pct Mo to be the most promising. Of this group the Ti-7Al-3Mo alloy was the strongest.'-= The objective of the present work was to determine if alloys of this type could be further strengthened by making additions which dissolve preferentially in the a-phase and by making the ß-phase more complex. For this study the base composition Ti-6Al-3Mo was selected rather than Ti-7Al-3Mo in order to minimize the possibility that in a more complex alloy with a-strengthening additions, low ductility might obscure the strength contribution. TO the large majority of visitors the unique features of the National Park are interesting chiefly on account of their novelty. Scientists of all schools may find here food for reflection, and much that is rare and marvelous; but the real, practical uses of the reservation, aside from its pleasure-giving adaptations, are not as yet fully appreciated. Since 1873, the writer has on frequent occasions expressed freely his own views upon the proper means of utilizing the Park for the best interests of science.* Some of the recommendations made have been adopted by the authorities. At the suggestion of friends I present here a brief statement of facts concerning matters which may be of advantage for visiting engineers to know, hoping that the very limited stay of the Institute may thereby be rendered a little more profitable, and that our common profession may possibly receive some benefit. First, then, it should be understood that, as in many other cases in. the West, the present routes to the Park from the south are not the most direct. The expedition of Captain (now Major) Jones in 1873 discovered a practicable route for a, wagon or railroad via the head of Wind River, through To-gwo-tee Pass and Two-Ocean Pass, by which the distance from Point of Rocks, Wyoming, on the Union Pacific R.R., to the Yellowstone Lake, is only 290 miles. Field studies were conducted over a longwall coal mining operation to investigate the feasibility of using microseismic techniques to detect and to locate any areas of instability in the vicinity of the longwall. An array of geophones buried at depths of 3 to 8 m from surface were positioned approximately 130 m above the active area of the longwall panel. A mobile microseismic monitoring facility amplified, filtered, and recorded the microseismic activity sensed by the geophones. Microseismic events were detected at depths of at least 130 m and at horizontal distances in excess of 250 m from the source. Most events, which resembled decaying sinusoidal transients, had frequencies of 10 to 100 Hz, and particle velocities of 1 to 8 pm/s. Source locations for the 150 largest events were computed using a least-square travel-time-difference method. Both isotropic and unique wave propagation velocity models were considered when evaluating the source locations. Most of the events were computed to be within ± 30 m vertically of the coal seam and ± 15 m horizontally of the longwall face, when the unique velocity model was employed.

Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices. (written discussion ?).-Mr. Sherman's paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

FREQUENTLY in using a thermo-electric pyrometer for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrometer, I designed an adjustable stand, to hold the clay or quartz tube unclosing the platinum and plati-num-rhodium leads that constitute the couple of the Le Chatelier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading. This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in, water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. The experiments described in this paper are very incomplete and only preliminary to those I hope to make in the future. Having had a good deal of experience in cutting, forming and drawing sheet-metals, and feeling a great interest in the commercially new and wonderful metal, aluminum, I applied to my friend, Mr. A. E. Hunt, for some specimens in sheet-form, that I might, from time to time, test its working-properties in presses with which we happened to be experimenting at the works of the Ferracute Machine Company. The chances for such trials being accidental only, and the time having been limited to the last few weeks, no crucial experiments have been tried, and no exact data have been obtained for a rigid comparison with other metals. The results of what little we have done, however, are shown in the articles exhibited in connection with the reading of this paper, which comprise various cups, plates, boxes, bells and cartridge-cup and shells. For the latter I am indebted to my friend, Mr. Hobbs, of the Union Metallic Cartridge Co., who, at my request, ran several pieces of sheet-aluminum through the dies with which he was making brass cartridges. The specimens are rougher than they would be had the metal not been a little too thin for the particular dies which he happened to be running.

A. HUltgren, .Söderfors, Sweden (written discussion*).—From the results obtained in his own experiments as well as those of Austin and of Grube Mr. Kelley derives a general law, expressed tentatively in the following words: "whenever two metals are brought into intimate contact at a temperature at which diffusion takes place, a comparatively rapid, or abnormal, grain growth results." It is suggested that,, in order adequately to represent the facts, this definition should he restricted by the following qualifications: a and b are the two metals, b diffusing into a. A. At the temperature in question a should exist as phase a 1 having a limited solubility for b. B. The supply of b by diffusion should be sufficient, in view of the rate of diffusion into a 1, to increase the concentration of b above the saturation value in a 1 so as to cause a new phase a2 to form. (7. The phase a2 should have a range of solubility for 6, thus rendering continued diffusion possible. D. In order that the columnar grains may be preserved in the structure the phase a2 should, of course, not suffer transformation on cooling. The phenomenon thus defined may be described as progressive transformation by diffusion. Its mechanism would appear to he as follows: Fig. 17 shows a portion of the equilibrium diagram a-b, Fig. 18 the distribution of b in solution after various periods of diffusion, Fig. 19 represents the structure in cross-section of a cylindrical rod of a at the end of heating period 3. 1. The first effect of diffusion of b into a will be to establish a concentration gradient in phase a1 (1, Fig. 18). When the saturation value for the temperature of the experiment (m, Fig. 17) is reached at the surface, nuclei of, a2 of composition n will form here, and later develop into a continuous layer. Assuming that diffusion proceeds without irregularities and that transformation at any point sets in without lag—i. e., in the moment saturation is exceeded—the transformation a1-a2 will advance inwards on a cylindrical surface concentric with the surface of the rod. The discontinuity of composition at the transformation surface in the position it happens to have at the end of the treatment (3, Fig. 18) will be preserved at room temperature, if the cooling is not particularly slow, and be recorded in the structure as a marked, smooth line, in agreement with Grube's and the author's observations. The shape of the distribution curves in Fig. 18 is also corroborated by the analyses given by Grube. 2. During diffusion, since the secondary phase a2 is always in immediate contact with the saturated part of the primary phase a1, there should be very little lag in the transformation. This means that the first a2 grains formed should grow in preference to the formation of independent nuclei; in other words, columnar growth results. It does not seem necessary to assume, with Green,' whose conception of the phenomenon

EDWARD HART*, Easton, Pa. (written discussion?) .-In 1895 I visited the chemical plant of the Messrs. Chance at Oldbury, England, under the guidance of Mr. France, the manager. In the stock house I saw a pile of coal brasses with adhering coal and said to Mr. France, "I should think you would get dark acid." "Yes," he replied, "our acid has always been rather black. and our customers have grown used to it. Some time ago we ran out of brasses and could get only Spanish pyrite. Our product became white and the customers began to complain, so I put a little sugar in each carboy." E. A. HOLBROOK,* Pittsburgh, Pa. (written discussion?).-Mr. Davis says, "A very large tonnage of pyrite is annually being thrown in the waste in the coal mines of this country." This quantity is much larger than is generally realized by people not intimately associated with coal mining. At the beginning of the war this country seemed threatened with a short-age of pyrite. The U. S. Bureau of Mines conducted a general investiga-tion of the pyrite resources of the country in order to ascertain what material was commercially available. The general pyrite investigation was in charge of H. A. Buehler, with the subsection on coal pyrite in charge of E. A. Holbrook.

The constitution of the iron-silicon alloys containing from 14 to 33.4 weight per cent silicon has been studied by a number of investigators, whose results have been reviewed in a monograph published by the Engineering Foundation1. In these previous researches, the solubility of silicon in iron was determined by thermal, microscopic or magnetic methods and the compound Fe3Si2 was reported to be stable at temperatures from 0 to approximately 1030' C. This paper describes the results of an X-ray investigation of the solubility of silicon in iron and gives data which prove that the Fe3Si2 phase is unstable below 825" C. In order to obtain the present results on the solubility of silicon in iron, the authors have utilized the lattice constants of the alpha-phase iron-silicon alloys given in a previous publication2, and also some additional data which will subsequently be described. Materials and Methods The alloys used in this investigation are listed in Table 1. They were prepared in 30 or 50-gram ingots by melting specially purified silicon and electrolytic or carbonyl iron in alundum crucibles under a pressure of less than 1 mm. of mercury. The purity of the silicon, electrolytic and carbonyl irons has been given by the authors in previous publications2, 5. The ingots were homogenized in vacuo at approximately 1000" C. for at least 96 hr. and then slowly cooled. The homogenized specimens were ground to powder in a hardened steel mortar. This powder was passed through a 150 or 200-mesh screen and sealed in evacuated quartz, Jena or Pyrex glass tubes and heat-treated as noted in the various tables. Specimens 23A, 24B, 33 and 35 and the specimens heated for one month at 700" C. were quenched by quickly removing the tubes from a horizontal tubular furnace and dropping them into water. The other specimens were quenched by means of a drop-quenching device, which has been described previously3.

(communication to the Secretary): Mr. Howe remarks (nuns., xxiii., 656) that, running through my paper, there is a tacit assumption that there is a constant and known relation between the coarseness of the grain of steel and its quality. The above assumption was not made tacitly. On the contrary, it is based upon the very experiments embodied in my paper. Indeed, most of those experiments were undertaken with that end in view, i.e., to ascertain the existence of such a relation. Mr. Howe calls attention to the fact that of two pieces of manganese-steel, originally from the same bar, the coarser-grained showed the greater strength and ductility. This refers to the fracture of the pieces; whereas, I have considered the micro-structure only, independent of the fracture; and I do not think that a coarse fracture

FRANK N. SPELLER,? Pittsburgh,. Pa.-Mr. -Hayward's paper again draws attention to the fact that copper in steel is not the enemy that a good many of us it one time thought it was. He shows clearly that steel with over 0.75 per cent. of copper is as dependable, under the :conditions which he describes, as the same steel without copper. I might add that you-can weld copper-steel- satisfactorily up to that point; in fact, we have succeeded in welding pipe by the lap weld process up to 1 per cent. copper. Notwithstanding the date that have been presented on the effects of copper on the physical properties and corrosion of steel, a maximum copper limitation is still found in many specifications. In some cases the limit is extremely low, such as below 0.05 .or 0.03: per cent., or thereabout. That is a relic of days gone by, and I think the practice should be discouraged. E. F. World production of electrolytic zinc has shown an increase for each year since 1932. Production up to 1936 was summarized in my earlier paper [Trans. A.I.M.E. (1936) 121, 453-4641, and this present paper carries the subject through 1943. During this time of increase, it is safe to say that the average purity has been raised more or less continuously, and the amount of four-nines metal has been in- creased. While the period reflects preparations for and the carrying on of the present war, electrolytic zinc proved its value in many industries as a peacetime metal in the years from 1919 to 1940. World production (Table I) increased from about 594,000 tons in 1936 to around 858,000 tons in 1943; United States production increased from 127,171 tons to 329,903 tons for the same years. Total production of primary zinc in the United States is given in the first column of Table I; retort production of primary zinc, obtained by difference, in the last column. The curves drawn from these figures are shown in Fig. I. They represent continuations of the curves in the earlier paper that cover commercial production of electrolytic zinc from its inception in 1915 to 1935. In the winter of 1895 to 1896, during the construction of the Jackson and Cincinnati railroad, running from Addison, Lenawee county, Mich., to Jackson, Mich., in a northerly direction, I had occasion to observe some interesting geological features, described below, in a cut of this railroad made through the low ridge of gravel and sand, dividing the valley of Silver Lake and Silver Creek from the Goose Lake and Goose Creek valley, in Lenawee county. The surface-deposits of this part of the county are, as is well known, of glacial origin. Gently rounded, long ridges of sand, gravel and clay intervene between the marshy bottoms and the lakes of the valleys. The nature of the deposits, varying from a sandy clay or clayey sand to fine and coarse gravel and pure siliceous sand on the one hand, and to a very tough, fine, uniform and often indurated clay on the other, as well as the irregular and sudden changes, sharply divided, between these materials composing the ridges, in the cuts made through them by the railroad, would admit of no doubt that this country owes its present surface-configuration primarily to the action of the last glacial period, which covered its surface with an immense ice-sheet. The well-known ice-markings on the huge granite, schist, greenstone and conglomerate boulders found everywhere imbedded and protruding from the surface, add their testimony to the other characteristics mentioned. Most of the cuts made by the railway through the ridges showed in a marked degree the irregular arrangement and the sudden changes of and between the materials mentioned above. THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

Manganese vapor pressures from 1250° to 1500°K were measured by conventional Knudsen and torsion-effusion methods in twelve Fe-Mn alloys with compositions from 9 to 80 at. pct Mn. The Knudsen re-sults agveed approximately with previous measurements found in the literature which indicated the solutions were nearly ideal. However, except for the higher manganese compositions, the initial torsion readings indicated much (up to 50 pct) higher vapor presszcres than the Knudsen method. These high readings decreased steadily with time. The results are interpreted as due to depletion of surface concentration of manganese during evaporation. Thus the initial torsion readings are the most nearly correct and Knudsen methods on alloys are to be regarded with suspicion unless it can be demonstrated that diffusion rates are rapid enough to replenish surface concentrations depleted by evaporation. For the lowest manganese contents and highest temperatures, depletion causes initial torsion readings to be too low. FEW thermodynamic data are available for alloys of the high-melting transition metals due primarily to experimental difficulties at the high temperatures involved. Measurement of vapor pressure is one of the most promising techniques to be applied to this problem. From the vapor pressure of a component of an alloy phase, its activity or its partial molar Gibbs energy can be directly calculated. From measurements over a sufficient range of temperatures and compositions the partial and integral Gibbs energies, enthalpies, and entropies may be determined through Gibbs-Duhem integration. For solid phases of variable composition, which commonly are found in alloys, measured vapor pressures are low because of depletion of the surface concentration of the more volatile component as it is selectively vaporized. Diffusion from the interior tends to restore the depleted concentration. The seriousness of the effect depends on the relative rates of diffusion and vaporization. Although depletion has been recognized as a factor,' direct measurements of its rate are lacking and quantitative estimates of its effect on measurements are uncertain. In the present work the vapor pressures above a series of Fe-Mn alloys have been measured by the torsion-effusion method. This method permits a measurement of the vapor pressure of manganese as soon as the sample comes to temperature and continuously throughout the run. The rate of decline of the apparent vapor pressure measures the rate of depletion and the torsion reading at zero time should be correct. At high manganese concentrations (70 and 80 at. pct Mn), the torsion reading remained nearly constant; surface depletion was negligible. There was a slow drop in measured pressure due to bulk loss of manganese from the sample. However, for lower manganese contents, especially at high temperatures, the depletion effect was considerable and the apparent vapor pressure decreased steadily with time. For these alloys the Knudsen method should give pressures which are too low. The measurement of pressure in the Knudsen method cannot be made until enough manganese has been vaporized to be weighable. The Knudsen result is therefore an integrated average between the initial and final vapor pressures. To verify this, conventional Knudsen measurements were also made with results in approximate agreement with previously published Knudsen measurements for these alloys. As expected, for the lower manganese contents the initial torsion readings of pressure were as much as 50 pct higher than the Knudsen. THE APPARATUS The apparatus, shown in Fig. 1, is capable of operating to temperatures up to 2000°K. A vacuum of 5 x 10"6 mm Hg can be maintained. Temperatures were measured to +3° by a W-Re thermocouple placed in the dummy cell, N. The torsion cell consisted of two alumina crucibles with holes in their covers. They were placed in the molybdenum holder shown suspended from the torsion wire. Rectangular torsion wires (1 by 4 mm) were found to have superior sensitivity and less residual distortion than circular (2-mm-diameter) wires. The precision of angular measurement was found to be *0.025 deg; the variation is no doubt due to temperature fluctuation and vibration. For the Knudsen experiments the alumina cell was set on the support, N. PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.
