Beall: Mr. Bennett, you have had a very successful -and a very colorful-career in mining. Would you tell us about your first job in the mining industry? Bennett: I was a mine surveyor on the Mesabi and Marquette ranges, working both open pit and underground. I worked two years for the Meriden Engineering Co., formerly the Meriden Iron Co., which was founded in 1904 to operate mines and to act as a lessors' agent for inspection. At the time I was there, Meriden was operating one open pit and one underground mine, and acting as agent or inspector for some lessors, the owners of the fee interest.

THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter produc-tion of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were-contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. Salt production in Louisiana and Texas at the present time is entirely from salt domes of the interior and coastal groups. Before and during the Civil War salt was recovered from numerous salines and salt springs by evaporation in open kettles. The location of these in nearly every instance was near what is now known to be a salt dome, and the source of the salt in the salines and spring waters was that in the salt core. The tops of many of the shallower domes have been subjected to erosion1. The discovery that the salt occurred as large masses of rock salt in the form of domes was made in May, 1802, at Avery Island, La., by John Marsh Avery, grandson of the original owner, John C. Marsh, who built the old salt works in 18122. The first shaft for mining was sunk on the Avery dome in 1867 by Chouteau and Price. It was 90 ft. deep, about 58 ft. being in solid salt. It was abandoned in 1870. There are three general groups or fields of salt domes; interior Louisiana in northern Louisiana, interior Texas in northeastern Texas, and the coastal domes nearer the Gulf Coast and extending from the Mississippi River to the Rio Grande. This last group contains by far the greatest number of domes. As many of the coastal domes especially are prolific producers of petroleum and a few of sulfur, their geology has been intensively studied and fully covered in the literature. The depth to the top of the salt varies from near the surface, where shallow ground waters have dissolved the salt to just below recent deposits, to several thousand feet, where the depth has been cstimated only by geophysical methods. The diameter of the salt core varies from less than 1/2 mile to over 2 miles. Only domes where the salt is comparatively near the surface have been developed for commercial salt. Three deeper domes, which will be described later, have recently been developed or are in process of development, as a source of brine for chemical use. INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. The danger of this approach is that even moderate shrinkages of estimated cash flows could plunge return below

The Fushun coal-field, now being opened up by the South Manchurian Railway Co., is connected with the main line by a branch, 30 miles long, from Sui Chia Tun, 10 miles south of hlukden, the oapital of Manchuria. The coal-field, which lies on the southern bank of the Hun river, 25 miles east of Xiukden, consists of a long narrow valley, running east and west between hills composed of granitic and volcanic rocks. At the foot of the northern hills, the Hun river flows westward towards the Liao river, which drains the greater part of South Manchuria. At the foot of the southern hills, resting immediately upon volcanic rocks, and overlain by 30 ft. of alluvium, is a thick layer of Tertiary shales, carrying near the base two coal-seams. In many places the lower of these two seams is in immediate contact with volcanic lavas and basalts, the flows of which were evidently both prior and subsequent to the formation of the coal-seams. This contact has practically destroyed the lower seam for commercial purposes. The value of the field lies in the upper seam, which, for a length of nearly 8 miles, varies from 100 to 130 ft. thick. Of this seam, 85 per cent. is good coal. The seam dips to the north conformably with the shales, at angles of from 25 to 30°, and appears to have an uninterrupted dip for about 1.5 miles before being possibly cut oft' by the northern hills. The coal-bearing shales extend east and west for a length of about SO miles, but towards the east the continuity of the seams is broken by intrusive rocks. The coal is of the sub-bituminous variety, low in ash, bright in appearance, and breaks with a conchoidal fracture. 1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The other day in talking with one of the leaders of the western radical movement, I was twitting him on having no sound and comprehensive conservation program. You moderns think of your field of work as "Minerals Beneficiation"; to me it always will be "Ore Dressing." While I would like to talk with you on the future of ore dressing rather than the past, I cannot do this because I started to work in the field some 56 years ago, and my future is behind me. It is trite to remind you that then, in 1900, one out of every 30 high school graduates went on to higher education. Today, the figure is one in every three. So that, while you have a lot more men to compete with, the field of opportunity has expanded even more.

THE hydrogen-steel system has received considerable attention in the past several years. Recent experiments in this laboratory have shown that another group of operations, namely, sanding and grinding,' must be added to the already well-estab- lished list of phenomena that cause hydrogen to permeate steel. Qualitative tests which have been made with a very sensitive ion-gage type of detector similar to that used by Norton,' showed that sanding a steel surface caused hydrogen permeation. A metal type 6~6 vacuum tube was used as the ion gage with an electrometer to measure the ion c~rrent.~ The protective enamel coating was removed from the tube.

The Gulf Coast area of Louisiana enjoyed a particularly active and profitable year in 1939. Fifteen new producing structures were located and approximately sixty new producing sand horizons in old fields were opened in that period of time. The most important new discoveries are the Eola field, Avoyelles Parish, and the Paradis, St. Charles Parish. The Eola strike was indicated during December 1938, but the well was not placed on production until January 1939. Eola is particularly important because it was the first discovery of oil in a commercial quantity in the Wilcox formation in that area. Sid Richardson, of Ft. Worth, Texas, drilled the first well on the Haas Investment Company's property, which encountered the producing sand at a little below 8500 ft. Within the year 48 wells were drilled, 42 being commercial producers and 6 dry holes. The second most favorable discovery was the Paradis field, which was discovered by The Texas Company's Louisiana Land and Exploration Company's Paradis No. 1 well, in St. Charles Parish, just west of New Orleans. Detailed information concerning this field has not yet been made available but it is reported that the oil sand is as much as 175 ft. thick. The initial production indicated was 1750 bbl. daily and reports suggest a very large structure. In Calcasieu Parish the Humble Oil and Refining Company's Edge-wood Land No. 1 discovered gas in the Oligocene at a total depth of 7042 ft., in the Perkins area. Although two additional dry holes have been drilled in this prospect, it is still believed to have some merit. A new discovery is credited to Cameron Parish with the finding of Miocene oil in the Superior Oil Company's State No. 1 well in Grand Lake. The Chalkley field, Cameron Parish, is credited as a 1938 discovery but was largely developed in 1939 into one of the more important new fields. During the year 13 wells were drilled, 8 being oil wells and 5 dry holes. The oil is found in the Oligocene at depths of approximately 9000 feet.

Polynomial functions of temperature were obtained for the specific heats, thermal diffusivities, and thermal conductivities of zirconium hydrides containing 4 at. pct U. Three hydrides (H/Zr atom ratios of 1.58, 1.65, and 1.70) were studied over the range a" to 900°C and a fourth (H/Zr = 1.81) was studied over the range 0° to 760°C. The specific heats were determined from enthalpy measurements which were obtained using a unique drop calorimeter specifically designed for use with materials in which high temperature phase transitions and/or high dissociation pressures occur. Thermal diffusivities were measured by the flash method using a pulsed laser. The thermal conductiuities were obtained as the product of specific heat, thermal diffusivity, and density. The specific heats agree, within 10 pct, with values derived using a theoretical model in which the hydrogen and zirconium atoms are treated as Einstein and Debye oscillators, respectively. RELIABLE values of the thermophysical properties of the fuel are required to predict the operating temperatures and temperature response of SNAP nuclear reactors. Among the most important of these properties are the thermal conductivity, specific heat, and thermal diffusivity. A considerable number of investigations1-4 have been made of these properties for the Zr-H and Zr-H-U systems.* However, little of the drides, however, this direct method cannot yield meaningful results, since the hydrogen will redistribute under the influence of the thermal gradient, thus forming a concentration gradient; hence, one has a spectrum of compositions, rather than a homogenous alloy. Although the "average" composition of the material may be identical to the initial uniform concentration, the directly measured value of conductivity will be dependent on the thickness of the specimen, due to the highly sensitive dependence of transport properties on hydrogen content. This dependence is strikingly illustrated by the work of Bickel,5 who found that the electrical conduction of zirconium hydrides ranges from primarily hole conduction to primarily electronic conduction, depending upon the hydrogen content. Fortunately, the direct measurement of thermal conductivity is unnecessary, since it can be expressed as the product of the specific heat, thermal diffusivity, and density, all of which can be directly measured with considerable accuracy. EXPERIMENTAL Specimen Preparation. The combined fuel-moderator material used in SNAP reactors is a hydrided zirconium-uranium alloy containing -10 wt pct U. The alloy used in this work was representative of that used in nuclear reactors except that normal uranium was substituted for the enriched uranium required for reactor usage. It was produced by a triple-arc-melt and double-extrusion process. All specimens were prepared from a single cylindrical extrusion which contained 10.30 pet U, 89,35 pct Zr, and 0.35 pct impurities, The specimens for each composition were hydrided simultaneously with ultrapure hydrogen (10 ppm total impurities) using standard fuel production techniques which routinely yield homogeneous, crack-free fuel with negligible increases in the impurity levels. The hydrogen content of each specimen was determined from its weight gain and the density was measured by liquid displacement, Chemical analyses yielded hydrogen concentrations which agreed with the weight gain data within ±0.02 in H/Zr atom ratio) the concentrations of all other elements agreed almost exactly with the initial values after adjustment for the added hydrogen. The specimens used for the determination of specific heat were centerless ground to 2.00 cm diam after hydriding. A thin slice was carefully removed From each end for metallographic examination. In every case, this examination revealed a uniform structure as evidenced by the appearance and distribution of the two phases present in the fuel at the hydrogen concentrations used. The Lorraine deposit of minette iron ore has been mined for more than a century. During this time, the economic conditions have changed frequently, and especially during the past decade. Thus, it has become economically prudent to proceed to new iron ore reserves with consideration of many and varied parameters. In the past, only traditional mining parameters were considered. Today, the quantity of information that must be taken into account is of such magnitude that the only practical means of data processing is by use of a digital computer and a mathematical model. One such model, based on geostatistics, was developed by G. Matheron. Much of the required input information, such as the petrology of ores, has been generated through IRSID investigations. This paper deals with several aspects of data processing in mining including information recording, reserves calculation, and stages of shrinking data in the calculation of mining iron beds, variograms, kriging, and tonnages.

COPPER ore from Kennecott Copper's Ray mine, about 60 miles southeast of Phoenix, Ariz., is concentrated at the company's mill at Hayden, some 18 miles south of the mine. The Hayden mill is currently treating 16,000 tons of ore per day by flotation, using raconite, a crude butyl xanthate, as a collector for the sulfide copper minerals and lime as a pyrite depressant.1 The ore contains significant amounts of nonsulfide copper minerals, but recovery of these values has been low. The Hayden mill is now being modified to provide for treatment of future ores by leach- precipitation-flotation (L-P-F). This modification, costing about $5 million, is expected to reduce the loss of nonsulfide copper values and improve overall copper recovery by an additional 2 lb per ton of ore.

Crushed and broken stone is used directly in construction as an aggregate and accounts for about half the value and two-fifths of the quantity of natural aggregates consumed in the United States. Sand and gravel provide most of the balance of aggregates except for some lightweight materials such as pumice and expanded shale. Conditions necessary for production of crushed stone from a deposit are : 1) Quality-should pass rigid specifications for strength and durability. 2) Cost-low average total delivered cost. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass either (1) by the addition of cementing or binding materials that produce a concrete or (2) by compaction or by natural weight to produce a road base or foundation. Aggregates usually provide about 80 to 100% of the material volume of the construction masses in which they are used. The construction industry utilizes as aggregates about 70% of all crushed stone produced in the United States according to statistics provided by the U.S. Bureau of Mines (USBM) , [Table 1], using definitions as shown below. Nonconstruction uses of crushed stone, [Table 2], are included elsewhere in Industrial Minerals and Rocks because such uses require the special physical or chemical characteristics which are discussed in those chapters.

Henry Marion Howe, in whose memory we are gathered together, was one of the great thinkers who develop from time to time to whom is given the rare gift of synthesis. Analysis is given to few, but synthesis, the ability to show the relation of all parts to each other and thus to give a clear picture of the whole, is reserved for the very few. Analysis can be achieved by honesty, intelligence, and industry, but synthesis is only given to genius. Professor Howe's crowning achievement is the picture of the whole iron-carbon series shown in Fig. I, which places steel, malleable, gray iron, mottled and chilled irons in their proper relation to each other and shows the essential unity of the series. Perhaps his best statement of the case is found on page go of the Metallography of Steel and Cast Iron in these words: " Each member of the gray cast-iron series consists of the metallic matrix approximately equivalent to that member of the steel-white-cast-iron series to which it corresponds in percentage of combined carbon with its continuity broken up—by masses of graphite ..." Apparently he had taken considerable interest in this idea around the turn of the century, for he refers to a discussion at the Franklin Institute in I900 in which he said: "Though many others had probably conceived this relation between the steels and cast irons, it was here enunciated for the first time, so far as I know. It was received with great incredulity." The concept was explained in some detail in a paper on "The Constitution of Cast Iron" presented before the A.S.T.M. in 1902 when Professor Howe was retiring president of that young society. In the discussion Dr. Sauveur stated that he was "very well acquainted with Professor Howe's theory of the constitution of cast iron," and went on to say that while he "shared it to the fullest extent, some foundrymen . . . claim cast iron is a metal entirely different from steel . . . that steel and cast iron have very little in common, and that therefore the knowledge gained in the study of steel is of little or no value in the study of cast iron." Dr. Moldenke, in discussing the same paper, said he had been working on the same theory for 12 years but he laid no claim to publication. Discussing the difference in the micro-structure of the metallic matrix, Professor Howe pointed out that "such minor structural differences are indeed to be expected, because of the difference in the conditions under which these constituents are generated. "One difference in these conditions is that the steel of most micrographs has been either forged or at least treated thermally in such a way as to give a new structure radically different from that which formed during the initial solidification, whereas the cast irons have not. Professor Howe's crowning achievement is the picture of the whole iron-carbon series shown in Fig. I, which places steel, malleable, gray iron, mottled and chilled irons in their proper relation to each other and shows the essential unity of the series. Perhaps his best statement of the case is found on page go of the Metallography of Steel and Cast Iron in these words: " Each member of the gray cast-iron series consists of the metallic matrix approximately equivalent to that member of the steel-white-cast-iron series to which it corresponds in percentage of combined carbon with its continuity broken up—by masses of graphite ..." Apparently he had taken considerable interest in this idea around the turn of the century, for he refers to a discussion at the Franklin Institute in I900 in which he said: "Though many others had probably conceived this relation between the steels and cast irons, it was here enunciated for the first time, so far as I know. It was received with great incredulity." The concept was explained in some detail in a paper on "The Constitution of Cast Iron" presented before the A.S.T.M. in 1902 when Professor Howe was retiring president of that young society. In the discussion Dr. Sauveur stated that he was "very well acquainted with Professor Howe's theory of the constitution of cast iron," and went on to say that while he "shared it to the fullest extent, some foundrymen . . . claim cast iron is a metal entirely different from steel . . . that steel and cast iron have very little in common, and that therefore the knowledge gained in the study of steel is of little or no value in the study of cast iron." Dr. Moldenke, in discussing the same paper, said he had been working on the same theory for 12 years but he laid no claim to publication. Discussing the difference in the micro-structure of the metallic matrix, Professor Howe pointed out that "such minor structural differences are indeed to be expected, because of the difference in the conditions under which these constituents are generated. "One difference in these conditions is that the steel of most micrographs has been either forged or at least treated thermally in such a way as to give a new structure radically different from that which formed during the initial solidification, whereas the cast irons have not.
