The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? Currently six economic heavy mineral deposits are known on the Penholoway Terrace. These are (from south to north) the Green Cove Springs Mine (GCS), Boulogne Mine, Folkston Mine, Mission, Lulaton, and Ludowici. The GCS deposit is located to the west of Highway 17 between the towns of Green Cove Springs and Palatka in the state of Florida and has been mined since 1972. To the north, the erosion created by Black Creek restricts the northern extension of the orebodies and to the south a karst depression and erosion by the St. Johns River restrict southern extensions. The deposit is 20 miles long and up to 4.5 miles wide. Deposit thickness is from 5 feet up to 45 feet. The deposit is a series of regressive barrier island sequences deposited during the Pleistocene along the ancient Penholoway and Wicomico shorelines. The initial transgression of the ocean up to the location of the western Henry orebody was an extensive sea-level still stand as evidenced by the unit thickness and stacked transgressive regressive sequences. This period was followed by sporadic regressing seas and still stands, progressing eastward and stranding the sand bodies which make up the East Extended, TE, and East TE Ridge orebodies. The orebodies are underlain by predominantly non-mineralized fluvial sands and occasional back barrier lagoonal deposited clays. There is a predominance of wetlands on the southern extents of the zone as the surface elevations decrease due to a large karst depression.

"In an environment of rising energy prices and mining at greater depths, cost-efficient loading and hauling equipment is essential. Conducted at an underground mining operation, this study analyzes the energy consumption and gas emissions of diesel and electric load-haul-dump machines (LHDs) with similar bucket capacities. Based on energy prices from the first quarter of 2014, results of discrete event simulation show that energy costs for diesel and electric LHDs are US$0.24/t and US$0.07/t, respectively. Also, diesel LHDs emit 2.68 kg CO2 per litre of diesel fuel, whereas using electric machines reduces the need for ventilation to mitigate engine heat and emissions and reduces energy costs.RÉSUMÉ Dans un contexte de croissance des prix de l’énergie et d’exploitation minière à des profondeurs de plus en plus grandes, il est essentiel d’avoir des équipements de chargement et de transport les plus rentables possible. La présente étude, effectuée dans une mine souterraine, analyse la consommation énergétique et les émissions de gaz de chargeuses-navettes (LHD) au diésel et à l’électricité ayant des capacités de godet similaires. En se basant sur les prix courants de l’énergie, les résultats d’une simulation d’événements discrets montrent que les coûts énergétiques pour les LHD au diésel et à l’électricité sont respectivement de 0,24 $US/t et de 0,07 $US/t. The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. "INTRODUCTION The Cphir Hill Consolidated mine was examined 2/ in January 1944. It was recommended that the mine be explored for the purpose of increasing of lead and zinc ore.The Bureau of Mines began exploratory work at the mine in June 1944 and completed it in June 1945. The work was planned to indicate ore that could be developed and extracted quickly and consisted of core drilling and trenching.ACKNOWLEDGMENTSIn its program of exploration mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Its the policy of the Bureau to publish the facts developed by cash exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, O. C. Ralston, chief, analyzes samples and performs beneficiation tests.The work reported on in this paper was conducted under the supervision of S. R. Zinmerly, removal engineer of the Western Region, and J. A. Marsh, district engineer of the Utah-Wyoming district. Subsequent to May 1945, the project was under the supervision of Paul T. Allman, chief, Salt Lake City Division, Mining Branch. The management and employees of the Ophir Development Co. wore very cooperative. A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

Results of the minerals survey indicate low potential for the discovery of placer gold along Deck Creek aid for copper, silver, and gold in PreTertiary rocks within the boundaries of the Lake Fork RARE II area. Potential for oil, natural gas, coal, and geothermal resources is negligible. No evidence of economic mineral resources was found during the examination of the study area, and no assays of rock or placer samples taken from the urea showed economic mineral values. There are no producing or developing mines within the boundaries o of the lake Fork study area. SETTING Mining Districts The Lake Fork RARE II area is on the eastern fringe of the Cornucopia Mining District, which is centered about 6 mi west. It is also on the western edge of the Homestead district, centered about mi east.

Bioleaching of nickel laterite ores is based on the use of heterotrophic fungi organisms and their metabolites (organic acids) to dissolve nickel and cobalt from oxide minerals to form metal-organic complexes. Metal recovery from this process using an aminophosphonic acid based chelating resin (Purolite S950) was investigated as a function of metal concentrations, complexing agent including citric, dL-malic and lactic acids. Batch adsorptions were conducted using synthetic leachate solutions of nickel and cobalt with concentrations from 15 to 2000 mg/L prepared in 0.01 and 0.1 M organic acids. Adsorption equilibrium data were interpreted using the Langmuir, Freundlich and Dubinin-Kagner-Radushkevich (DKR) models. The results showed that equilibrium adsorption data for nickel-organic complexes followed the Freundlich model and those for cobalt agreed with the Langmuir model. It was observed that the maximum adsorption capacities of nickel and cobalt were 3.26 and 10.48 mg/g resins respectively. These were achieved in metal complexes prepared from 0.01 M lactic acid. Metal elution was conducted using 2 M nitric acid. High metal recoveries were achieved from low metal concentrations but were found to decrease with increasing metal concentration. The results suggest that effective recovery of nickel and cobalt from low concentration of metals, such as those generated from bioleaching operations, can be achieved suitably using chelating resins.

Coal, America's most abundant fossil fuel, is expected to play a key role in our pursuit of energy independence. A substantial increase in coal exploitation will be required if we are to fulfill our future energy needs. It is essential that new developments continue if stable coal prices are to be achieved and maintained. The challenge of the mining industry is to continue these developments in the face of problems related to increasing labor costs, inflation and environmental restoration. With expectations of increased activity in surface coal mining, the U.S. Bureau of Mines has authorized this study to determine the preliminary economic and technologic feasibility of underspoil haulage in area strip coal mines and to identify geologic and geographic areas where such a system could be used. These objectives were met by literature search, data-gathering visits to several active area strip mines and by analyzing various haulage systems that were superimposed on three model mines. Potential advantages of such a system include: 1) improved mine design; 2) lower mine operating costs; 3) improved land reclamation; 4) lower manpower requirements; 5) lower mobile equipment requirements; and 6) smaller, less sophisticated maintenance facilities.

ABSTRACT : Rock mass classifications RMR, Q and GSI do not suggest decreasing modulus ratio with the decrease in the quality of rock. These have been linked to joint factor, Jf , for better prediction. An engineering classification is suggested based on strength and modulus applicable to both intact and jointed rocks. We had a cold, gray winter here in Kansas City and I spent a lot of time watching out my den window at the squirrels and birds trying to get by in the lousy weather. I remember too well working in the cold, loading shots. I was frostbitten several times since I couldn’t tie in MS connectors with gloves on. Those old connectors had a piece of detonating cord on either end of a metal tube that held the delay and you tied them to the trunk lines with square knots. Doing this on a “warm” day in Alaska or Montana shooting ditch for a pipeline could be a frosty experience. Also remember how hard it was to connect up electric caps (detonators to you new guys) in the cold. Now I don’t want you to feel sorry for me ‘cause I suspect most of you younger fellows have also paid your dues in the cold and for that matter in the heat too. Wowee, the heat at the bottom of a Chicago dolomite quarry in August was enough to fry the brains of all that were there. Maybe that’s why the third deck of my brains doesn’t exist.

The geoscience matrix method has proven useful for valuing metallic mineral properties lacking delineated mineral resources or reserves. However, the method explicitly excludes commodity markets from the factors considered; marketability is assumed. When valuing industrial mineral properties, marketability cannot be assumed, it must considered. Market considerations may also significantly affect the standard weightings of geoscience matrix parameters such as the proximity to known deposits. In some cases, such proximity is desirable but in many cases it is undesirable. Application of the geoscience matrix method to industrial mineral properties therefore requires thoughtful, market-related adjustments to the basic geoscience matrix methodology.

"This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.INITIAL DEVELOPMENT OF THE CIRCUIT MODELThe Functional Performance Equation for Closed Circuit Ball (or Pebble) MillingIt has been shown that closed grinding circuit performance can be effectively characterized by the “functional performance equation” for closed ball or pebble milling circuits (McIvor, 2006a). One method of its derivation is summarized here for convenient reference.First select a cut-off size to define “coarse” versus “fine” or product size material for the grinding circuit. Any particle mesh size can be used to differentiate between coarse material and fines, but the circuit target P80 is often an effective choice for these purposes.Any energy expended on “fines” is wasted. It also generates “extreme fines” often detrimental to downstream processing (McIvor and Finch, 1991). Only the portion of the mill power draw that is expended on coarse material is effectively used. This portion can be estimated from the mill feed and discharge size distributions (McIvor, 1988a) by taking the average of the percentage of “coarse” material in the mill feed and discharge. We can define the thusly calculated percentage of the mill power that is expended on coarse material in the mill as the ball mill circuit “classification system efficiency” (CSEff). The “effective mill power” (EMP) can be calculated from the total mill power (TMP) as follows."

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

Determining the number of boulders and cobbles that will be encountered in the tunnel envelope is one of the most difficult problems confronting the geotechnical engineer in the design of tunnels in glacial terrain. This issue is very important to the contractor, both in determining what methods will be used to construct the facilities and the advance rate that can be achieved for the chosen construction methods. The cost of constructing tunnels by pressurized face tunneling techniques is very sensitive to accurate characterization of the very coarse fraction (large cobble and boulder sized clasts), and no standard method is current available for characterizing boulders and cobbles. Careful use of large diameter borings and the sampling and analytical techniques outlined in this paper can provide a means to answer this difficult question. By performing large diameter borings and carefully recording and sampling the cobbles and boulders encountered, an estimate for the amount of these materials present in the formations sampled can be provided. Using this method allows the designer to communicate the expected geologic conditions to the prospective bidders in a manner that is both definitive and defensible. This paper describes the method as it was used in conjunction with the design of a large diameter sewer tunnel in the Columbus, Ohio area.

The Saint Joseph Hospital of Bellingham is located on a site underlain by glacial outwash. The construction of a five-story tower addition above an existing two-story wing was supported by five large trusses that impose a 1600 kips (7117 kN) column load on five pile caps in the courtyard of the hospital and on the new pile caps inside the existing MRI laboratory. The exterior columns of the trusses and the new parking garage addition were supported on conventional auger cast piles installed with conventional equipment. Helical Pulldown® micropiles were selected for use in the courtyard and the MRI laboratory because lightweight installation equipment (maximum unit weight of 7.5 kips (33.3 kN)) had to be used and it was required that no spoils be produced. The installation equipment was lifted into the courtyard by the jobsite crane. Sixty Helical Pulldown micropiles were installed for the pile caps in the courtyard. The pile caps inside the hospital were supported on 240 Helical Pulldown micropiles. Initial compression test indicated an allowable load for the micropiles to be 55 kips (244 kN). However, retest at a later date resulted in an increased allowed design load to be 85 kips (378kN) reducing the number of micropiles required by more than fifteen percent.
