This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. La unidad minera Tintaya al igual que la Unidad Minera Antapaccay, son las operaciones de la división Perú de Xstrata Copper dedicados a la producción y comercialización de concentrado y cátodos de cobre. Sin embargo, la mina está en su última etapa de vida. En este sentido, surge el proyecto de integración de la unidad Antapaccay, donde se busca prolongar la vida útil de la mina y por consiguiente, el de la actividad económica minera en la provincia de Espinar. Por ello, el presente trabajo, describe los efectos de esta expansión de la explotación minera a través de la Unidad Minera Antapaccay que utiliza las instalaciones de Tintaya, manteniendo los planes de inversión social y el desarrollo económico local y regional.

The assessment of overall modulus (or stiffness) of a fractured weak to moderately strong rock mass is a key parameter in the design of civil engineering works in these materials. It also provides the highest level of uncertainty due to scale effects, anisotropy and the influence of joint frequency and joint stiffness. Using the example of the Melbourne Mudstone, this paper compares approaches using empirical rules based on intact rock strength, laboratory testing, in situ field testing, semi-quantitative assessment techniques based on rock mass classification and back analyses. L'évaluation du module (ou rigidité) global d’une masse rocheuse faible et fissurée a modérément forte est un paramètre principal dans la conception des travaux du génie civil dans ces types de matériaux. Estimation of the dynamic stress field in terms of its amplitude and decay around a blast hole is a key input parameter in all numerical modeling and blast prediction exercises. However, there is very limited information available in literature on these critical parameters, which would be considered essential in any blast modeling exercise. A laboratory-scale experimental study has been carried out in two different rock types to study at very close range the stress wave decay from a blast hole at distances ranging from 3 to 10 borehole radii. The single–hole blasting experiments employed a centrally located detonating cord (5.3 g/m) in 6 mm(1/4 inch) and 10 mm (3/8 inch) boreholes. The coupling medium employed was air and water, in addition to using a thin-walled copper tube in intimate contact with borehole wall to prevent of penetration of explosion gases into the emerging cracks. The paper describes the nature (amplitude and decay) of the transmitted shock pressure and their evolution in the two rock types for these various experimental conditions, which are present to varying degrees in all blasting operations.

Most tunnels built in Sydney encounter similar ground situations; they penetrate either the Hawkesbury Sandstone or the shales that lie beneath the city. Tunnels in these materials are generally sup-ported by rock bolts in combination with a shotcrete lining. A method of analysis is presented to improve our understanding of the long term behaviour of fiber reinforced shotcrete (FRS) materials and the tunnel support systems. A finite element method SAFEA (Semi-analytical FE Analysis) is developed to model the combined creep behaviour of a shotcrete lining and the Hawkesbury Sandstone. To model the time-dependent creep behaviour, the bulk modulus and shear modulus of the materials are represented by logarithmic functions in time. A Laplace transform is then applied to these functions of time and the solution of the problem found from a finite element analysis. Tablot?s method is then used to invert the transformed values and find the solution in real time. The time dependent creep deflection of the numerical tunnel models reflects the interaction of the shotcrete lining and rock which have different creep parameters.

Toxic fumes cause fatal and nonfatal incidents in underground mining, where the working environment tends to trap the fumes, hindering the restoration of nonharmful conditions. Workers can underestimate the residual fume toxicity and return to the work site too quickly. The toxic fumes from charge explosions depend upon a number things: formulation ingredients, mixture uniformity, water resistance, hole contaminates, rock hardness, and dust interactions. Hole-to-hole shock waves and rift compressions can partially desensitize charges, ruin the reaction kinetics, and worsen the fume toxicity. Traditionally the fume hazards for candidate explosives are resolved for a restricted set or tally of theoretical or measured fume components, transformed to standard reference conditions. The relative fume toxicity RFT is the resultant influence reckoned from a formulated sum of concentrations within the tally that are unweighted or weighted with chosen multiplying constants. The RFT result is compared to a rule criterion that represents the worst case tolerable fume toxicity stipulated by regulations or otherwise. The ranking and comparison of different hazard potentials that would otherwise remain unwieldy is rendered tractable by the common format of the RFT notation.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

The Bagdad mill, located near Bagdad, AZ, was built in 1977 with a designed mill capacity of 36.3 kt/d (40,000 stpd). An autogenous mill-ball mill crusher (ABC) grinding circuit was chosen. The original mill contained three independent grinding circuits. Each contained one 9.75m-diam x 4-m-long (32-ft-diam x 13-ft-long) fixed-speed autogenous mill, a4.7-m-diam x 6.7-m- long (15.5ft-diam x 22-ft-long) ball mill and one 2. 1-m-diam (7-ft-diam) short head cone crusher. Total installed power per grinding circuit was about 8.4 MW (11,350 hp), with 5.9 MW (8000 hp) in the autogenous mill, 2.2 MW (3000 hp) in the ball mill and 261 kW (350 hp) in the crusher (Fig. 1). The autogenous mills were designed to be able to operate semi-autogenously. However, they were never converted to semiautogenous grinding (SAG) mills. As a result of this design, only about 4.1 MW (5450 hp) of the designed power is used in the autogenous mills. The grinding circuits are closed, with 2.4 x 6 m (8 x 20 ft) double-deck vibrating screens. A series of conveyors re- turn screen oversize underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt (Fig. 2). A magnetic sensor detects tramp iron in the autogenous mill-crusher circuit.

"The computer program DMC (Distinct Motion Code) [Taylor and Preece, 1989a] was developed in 1988 and 1989 to predict the motion of rock following a conventional blast. DMC executes very efficiently on a CRAY type computer due to the high degree of vectorization and also due to the use of spherical elements [TayIor and Preece, 1989b]. Bulking mechanisms developed specifically for use with spherical elements include rotation-induced dilatation and aspect ratio > 1.0 [Preece and Taylor, 19901. Rotation-induced dilatation allows the radius of the sphere to expand as a function ofsphere rotation to simulate the interaction of corners and sides of blocky rocks. An aspect ratio > 1.0 is achieved by kinematically tieing spheres together."

Work started on the building of the Amsterdam Concert Hall in 1880 by driving over 2000 wooden piles of 13 m on which foundation-beams out of wood and brickwork were made. During construction the design was changed. This was due to the latest German developments, requiring double walls instead of single, so that the space in between could be used for ventilation and heating. Therefore the pile load, originally designed at approximately 100 kN, increased even to 170 kN for some piles, causing settlements and unacceptable cracks in the brickwork. Settlements of up to 18 cm were measured. In 1985/1986 around 400 vibration-free Tubex-displacement-piles were installed under the Concert Hall, with a shaft of 0355 mm, a pile shoe of 0560 mm and a pile length of approximately 18 m. After these Tubex piles had been installed they took over the complete weight of the whole building, thus eliminating further settlements and damage. 95% of all the construction activities took place while the concerts went on. The chosen solution also made it possible to create a new basement under the Concert Hall as an extension for dressing-rooms etc.

"The use of stirred mill to complement tumbling mills in grinding fine grained minerals is increasingly becoming an attractive processing option. Parameters such as agitation speed, grinding media type and size, feed pulp density, and grinding time were studied in order to elucidate their impact on stirred milling. Test results showed that the parameters have a profound effect on stirred mill efficiency and operating cost. A comparative test with a tumbling ball mill was also made and the specific energies of both mills in fine grinding were analyzed. A difference of over 40% in energy savings particularly when the product size is smaller than 20 µm was obtained with the stirred mill.INTRODUCTIONIn industrial processes where very fine and ultrafine particles are required such as in chemical, ink, food, paint and lacquer, pulp and paper, plastics, pharmaceutical, metallurgical and ceramic industries, the use of stirred mills for grinding is well established. Mineral processing plants are gradually shifting focus to the use of stirred mills for fine grinding and /or regrinding purposes as the target liberation size gets very small. A number of plants processing finely/sparsely disseminated ores are known to have adopted stirred milling technology for their fine grinding needs (Enderle et al., 1997; Harbort et al., 1999; Gao et al., 2000; Davey, 2003 & 2006; Pease et al., 2006).There are different kinds/designs of stirred mills available on the market but, all can be divided into two sub groups namely fluidized and non-fluidized types. The non-fluidized stirred mills consist of Tower mill, Vertimill, Sala agitated mill (SAM), and ANI-Metprotech (SVM). These mills are characterized by their low-speed and the use of fairly coarse grinding media size, 3 – 20 mm. Hence, they are mostly suitable for relatively coarse grinding application. The fluidized type includes the Isamill, Netzsch mill and Stirred mill detritor (SMD). These mills have a characteristic high agitator speed, use fine grinding media size of 0.5 – 5 mm, and are employed in very fine grinding operations. The superior fine grinding capability of stirred mills is attributable to two main process parameters, which are the use of fine grinding media and a high mill speed."

A field study was conducted by the Bureau of Mines to determine the feasibility and effectiveness of a secondary ventilation system retrofitted onto an Eickhoff EDW 340L double-drum shearer as a technique for controlling respirable dust generated during a longwall mining operation. An airflow duct was formed by enclosing the bottom of the undercarriage with steel plate and cutting air channels through the ends of the undercarriage frame. Air intakes were provided behind each cutting drum and at several locations along the undercarriage. Grills were installed at the intakes to prevent the broken coal from entering the ducting. A dust collector consisting of 5,000-ft3/min fan, water sprays, and a minicyclone panel was installed on the shearer at the tailgate end. Field results indicated that the secondary ventilation system reduced respirable dust more than 60% along the face. Reduction was less near the intake airway and when secondary dust sources occurred.

"Abstract In the Press-in Method, a static jacking force is used to install a prefabricated pile, while a reaction force is gained from previously installed piles. This piling technique has solved problems in urban piling construction such as noise and vibration associated with the piling work, restricted construction conditions due to the existing structures, and so on, since its emergence in 1975. Its applicability to hard ground conditions has been improved, with the development of press-in machines that involve augering or rotation. Besides, information such as time, penetration depth, jacking force and rotational (or augering) torque in piling work are automatically obtained. The concept of PPT, Pile Penetration Test, has been developed by the authors, to apply the obtained information to the processes of construction planning or foundation design. This paper highlights the technique to estimate SPT N value from data acquired in standard press-in (press-in without any auxiliary methods), press-in with augering and rotary press-in. The technique will be helpful in assuring the adequate embedment depth, re-selecting the adequate press-in machine or auxiliary method, and re-pricing the project objectively, particularly when a contractor encounters unexpected ground conditions.INTRODUCTIONThe Press-in Method is one of the piling techniques that use a static jacking load to install piles. It mitigates environmental problems of noise and vibration that have been associated with other conventional piling techniques.It is also featured by its spatial efficiency; since a ‘press-in’ piling machine gains a reaction force from the previously installed piles, there is no need of bulky weights that will occupy a large space. This feature is emphasized in the piling system in Figure 1, where a press-in machine and its related devices are all positioned and ‘walk’ on top of the pile wall.Its applicability to hard grounds has significantly been improved, with some newly developed piling machines that involve augering or that install tubular piles with teeth on the base by applying axial load and rotational torque at the same time."

"The initial development of the massive potash deposits of the prairie evaporite formation took place over a decade ending in 1970. The potash mining and refining facility near Rocanvi11e, Saskatchewan was the 1ast of ten mines to come into production during that era. This operation, known as Sylvite of Canada Ltd., was designed to produce 1. 2 million short tons per year of KCl product in granular, coarse, standard and special standard grades.In 1977 the parent company, Hudson Bay Mining and Smelting, sold the Sylvite property to the Potash Corporation of Saskatchewan. Shortly thereafter PCS slated its new Rocanville Division for a two phase program of expansion. The first phase, completed in the spring of 1979, was relatively small, involving mill debottlenecking and additional equipment in the compaction circuit and the product and ore storage areas. The second phase was a major undertaking which included additional mining equipment and a new 300 STPH milling circuit. This work was completed during the fall of 1981 and has increased the Rocanville Division's nameplate capacity to two million STPY.Thickening equipment operating in the Saskatchewan potash industry is generally situated within the main refinery building or a separate insulated and heated structure due to the harsh winter climate and the need to closely control plant brine temperatures to ensure good flotation circuit performance. Since these thickeners process large volumes of slurries, conventional basin type designs tend to be large, ranging up to 150 feet in diameter or more. As part of the general effort to minimize capital costs, the potash industry has begun investigating the use of alternate high capacity, compact thickener designs. In this regard, PCS Rocanville undertook a program in 1978 to evaluate a Lamella™ Thickener and one other type of 'High Rate' thickener* as alternatives to a conventional design for the phase two expansion project."

"In 1974, Copperfields Mining Corporation and Soquem formed a new company, Niobec Inc, to bring the niobium deposit of the St-Honore carbonatite into production.St-Honore is located in the Saguenay area, near the cities of Chicoutimi and Arvida, and about one hundred and forty (140) miles north of Quebec. The discovery of the carbonatite complex was made in the fall of 1967 as a result of an airborne radiometric survey in search of uranium. The detailed exploration of the carbonatite indicated two niobium-bearing formations besides the original discovery of a rare earths zone. During the following years, the niobium formations were defined by diamond drilling and a decline was driven down to obtain adequate samples for metallurgical evaluation. In 1974, after seven hundred (700) bench scale tests, eleven (11) months of pilot plant 2nd a worldwide market research, a joint decision was made to initiate the development of a fifteen hundred (1500) T.P.D. mine and mill, under the management of Teck Corporation. The construction of the facilities were completed in early 1976 both on time and within budget. Niobec is now the only north american and the world second largest producer of Niobium concentrate.The process used at Niobec was developed from the pilot plant programs and later modified by the mill personnel. A simplified flowsheet for this process is shown on the slide. Briefly, run of mine ore is crushed to minus 5/8"" and fed to a rod mill, ball mill, and screens circuit where the ore is ground to 92% passing 65 mesh. The ore is deslimed in two stages of cycloning, and the final cyclone overflow at 85% minus 11 microns goes to waste. The cyclone underflow is conditioned prior to flotation of a carbonate-apatite concentrate. This concentrate is cleaned twice and then pumped to tails. The carbonate rougher and cleaner tails are cycloned in two stages to change the process; water and then sent to the pyrochlore rougher flotation. The rougher concentrate is cleaned five times. This is followed by pyrite flotation to remove sulfur, leaching with hydrochloric acid to remove phosphorus and dyed to less than 0.1% moisture before being sent to packaging."

The zirconium-hafnium separation plant at Albany, Oreg., was the result of a chain of events that started with studies by A. R. Kaufmann at the Massachusetts Institute of Technology. Variations in the listed neutron-absorption cross-section of zirconium caused him to suspect a misprint. As a result of these discrepancies and following his suggestions, Oak Ridge scientists made studies establishing a value of 0.4 barn or lower. This meant that the potential of zirconium for reactor application was greatly enhanced. Since hafnium is invariably associated with zirconium and has a high neutron cross-section, it was necessary that an efficient hafnium-separation method be developed before the superiority of zirconium as a structural material in nuclear reactors could be realized. The Albany plant was built and operated for the Atomic Energy Commission (AEC) under Letter Agreement AT-(11-1) -140, patterned after a plant operated by the Carbide and Carbon Chemicals Corp. at Oak Ridge, Tenn. Construction was begun in April 1951. Hafnium was to be extracted preferentially as hafnium thiocyanate from an aqueous mixture of zirconyl and hafnyl chlorides in hexone (methyl isobutyl ketone) by a liquid-liquid countercurrent system.

Jining No. 3 Coal Mine, a subsidiary of Yanzhou Coal Company Limited. China, is a super-large modern mine. The coal mine is not only the first one constructed with five-million tons of designed production capacity in China, but also a modern underground coal mine with coal transportation systems by trains and ships, and with a power plant. Based on the hard roof conditions of the sublevel caving coal face in the fault-affected zone, the authors designed rebar and cable bolts for supporting the tailgate that is separated from the gob by a narrow pillar. With extensometers and borescope, strata behavior was systematically studied during tailgate development: (1). Roof convergence is much smaller as well as roof strata separation between inside and outside the anchored zone. (2). The affected zone during tailgate development is approximately 50 m. (3). Because of serious floor heave and obvious rib convergence, the tailgate finally turned into a reversed-trapezoid from the original rectangular shape. (4). There being many joints and fractures in the pillar, coal is crushed from the elastic bedded structure into loose blocky materials. But the tailgate met the service requirements during longwall retreat mining, and demonstrated that the method of roof support was a success. Since then, roof bolting has been widely used for the tailgate of longwall panels at Jining No. 3 Coal Mine. Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.
