"A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

An amphoteric collector was tested for dolomite removal from phosphate ore. The effects of some operating parameters and their significance on the flotation of dolomite were studied using statistically designed experiments. The parameters studied were impeller speed, pH and collector dosage. Analysis of the results showed that pH is the most significant parameter. Moreover, a concentrate containing 0.53% MgO and ~31.1% P2O5 with a recovery of ~ 90% can be achieved at optimum values of studied parameters, i.e., a pH of 12, an impeller speed of 1,000 rpm and a collector dosage of 2.5 kg/t.

"EVTAC, an iron ore mine in Minnesota, had trouble meeting the customer’s pellet silica requirements. In addition, the mine plan was moving towards a lower grade ore and funding was not available for plant improvements to compensate for the change in ore or improving quality. Small changes to optimize various processing equipment resulted in significant improvements in both quality and productivity; for example, productivity on one mill line increased by 10% while producing lower silica concentrate. This paper will provide the methodology that allowed EVTAC to improve quality and productivity through process optimization with little capital investment.INTRODUCTION EVTAC, an iron ore mine in Minnesota, had trouble meeting the customer pellet silica requirements. In addition, the short-term mine plan was changing to a lower ore grade. Because of limited funds, EVTAC did not have the capital for investing in the plant to compensate for the ore change or to make improvements to lower product silica levels. Small changes to optimize process equipment resulted in significant improvements in quality and productivity; for example, one mill line feed rates increased by 10% while also producing a higher quality concentrate. These changes were sufficient enough to allow the mine to lower the target ore grade beyond their initial goal. At one time, a $3M flotation facility was considered as a way to meet quality with the new ore grade. However, the process changes were able to accomplish the same silica reduction with roughly a $50,000 investment in VFDs for sump controls. This paper will discuss some of the modifications that allowed EVTAC to meet the quality and production objectives with little capital investment. It also discusses the methodology used to make these process improvements."

The design of piles and of pile groups has remarkably progressed over the past two decades. The in­creasing complexity of the building concept implements a more rational approach of the deep foundation capacity and its interaction with the structure. Moreover, the understanding of the soil characteristics relevant to deep foundation behaviour, is continuously in progress because soil parameters are always more accurately determined; which also contributed a lot to the recent developments in pile capacity design. At last, due to the increasing sensitivity of buildings to deformations, continuous attention must be also paid to pile group settlements. The aim of this report is to discuss some of the mentioned more important pile design developments.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.

Roxgold was a small exploration company when it discovered the Zone 55 orebody at the Yaramoko project in Burkina Faso in 2010. Since this time, it has actively progressed the project with the completion of a preliminary economic assessment in 2013, a feasibility study in early 2014 and obtained full permitting for construction in January 2015. With no other underground gold mine in Burkina Faso, developing a modern and productive modern gold mine in West Africa was considered a significant challenge as Roxgold moved from explorer to producer.To facilitate this development, Roxgold engaged an international underground mining contractor to partner this development. This has enabled Roxgold to successfully develop the mine over a relatively short time frame with construction commencing in April 2015, first gold being poured in May 2016 and commercial production being achieved in October 2016.This paper discusses key elements of the project development and highlights some of the challenges faced with operating in a remote poorly developed area with a limited mining culture. "Pneumatic flotation was introduced to the Chilean Copper Mining Industry in 1993 by Ingeniería de Minerales S.A. (IDM). The technology is based on the designs of Dr. Rainer Imhof from Germany, who is the designer of several different types of pneumatic flotation cells, already sold through his Company Maelgwyn Mineral Service Limited (MMH). The company is represented by Ingenieria de Minerales S.A. (IDM) in South America.Pneumatic flotation, has been used in tough industrial applications .It has been successfully used for metallic ores such as copper sulphide and oxide minerals, copper slag, silica and silicates from iron magnetic preconcentrate (reverse flotation) and gold. It has also provided promising results when applied to molybdenum flotation. The latest applications, with ultrafine molybdenum particles in operating plants, is showing the V and G Cell (end model designed) as a real technological alternative to conventional flotation., The G Cell is an extremely high speed flotation machine with high selectivity which introduces the possibility of producing a final molybdenum concentrate with only one stage of cleaning. This is a completely new development in molybdenum flotation in the industrial circuit which has the potential to dramatically reduce the circulating load in the cleaning circuit. As a consequence the capital costs of future Molybdenum plants may also be reduced. The suitability of the G Cell will have to be determined on a case by case basis but it provides the metallurgist with an alternate flowsheet for consideration.The good performance of the G Cell can be explained by the high gas hold-up and very effective micro-turbulence which helps improve the attachment of solid particles to the bubbles. This technology may change our traditional concept of residence time in flotation. Additionally, the rotation phenomena introduced in the vessel of the G Cell ,creates radial separation forces which are critical to achieving a more rapid separation of the target minerals from the tailing. This results in a much reduced residence time requirement in the flotation machine. Some benefits associated with the use of the new G Cell are: less energy consumption, less maintenance costs, simple and reliable circuit to operate and a small area required for installing the circuits.As a result of the industrial experience in the Chile, the pneumatic flotation type G Cell can be regarded as a technology which must be considered as a replacement technology for the rougher and cleaner stages for fine particle flotation."

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. "A shored enclosure was required to access a control structure upstream below the dam of a deep lake. The shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures. However, traditional analysis does not take into account soil-structure interaction. Numerical modelling offers better means to analyze soil-structure interaction. This paper presents a 2D finite element (2D-FE) analysis of a deep excavation support structure that was required to remove and replace a control structure at the upstream toe of a dam. The sheet-piling shoring was designed to withstand the lateral pressures from 14 m deep free water and 5.5 m deep excavation below the free water to reach the required excavation level to replace the gate structure. Elastic-plastic analyses were performed to predict the stresses and deformations of the complicated shoring structure and excavation bottom. The soil parameters, procedures used to develop the 2D-FE model, and the results are discussed in this paper. The shoring system is currently under construction.INTRODUCTIONA deep shoring system enclosure is required to keep out water and soil and to provide a support for unbalanced loadings due to dewatering and/or, excavation in order to permit construction of the permanent structures in the dry. A braced shoring system consists of a single wall sheet piling which is driven into the ground to form a “box” around the excavation site and is braced on the inside. After bracing the sheet piling, seal concrete is placed into the bottom to prevent water from seeping into the open excavation from underneath the sheet piling, and the water is pumped out to provide the dry work area. The braced shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures, (active, passive, or apparent pressures). There have been some uncertainties regarding the actual distribution of earth pressures due to influence of the support wall flexibility, as these traditional methods do not take into account soil-structure interaction. Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

Western New Zealand can be regarded as a rifted continuation of eastern Australia. Detailed studies of units previously considered to have trans-Tasman correlations are being undertaken within the FRST Programme Mineral Wealth of NZ and its EEZ to test specific connections, and thus add to the exploration framework of NZ. Correlation of two major episodes of granitic magmatism are currently being investigated. These represent the oldest (mid Paleozoic) and youngest (Early Cretaceous) magmatic events that conjoined Australia and New Zealand are believed to have in common.

In the past two years recent increases in silver prices over levels that prevailed for many years have changed supply/demand patterns. On the supply side, a silver mining boom is in progress in the United States and elsewhere. On the demand side, traditional uses of silver by individuals are dropping while industry is conserving. These changes will alter the supply/demand balance and bring about more moderate rises in silver prices, which in turn will impact the mining industry.

A combination of novel and æclassicÆ methods, namely electric pulse disaggregation (EPD), hydroseparation (HS), preparation of monolayer polished sections, and mineral liberation analysis (MLA) was employed to study ores from platinum pipes (Bushveld Complex, South Africa), pristine PGE mineralisation of the Main Sulfide Zone (Great Dyke, Zimbabwe), as well as ancient and modern gold/PGM placer deposits. It is shown here that the EPD technique liberates mineral grains of interest without any visible destruction allowing the study and analysis of individual rock-forming and ore minerals, in our case especially platinum-group minerals. The HS method is an effective tool in concentrating heavy minerals by factors up to 10 000 fold. As near-total recovery of grains >10 ¦m is achieved, the nugget effect can be overcome also in case of limited availability of samples (drill core, museum specimens). The MLA technique is a fast tool to detect and characterise mineral phases in ores and ore processing products. Many mineralogical parameters of individual grains and mineral assemblages can be deducted and documented. The results show that the techniques employed, either on their own or in combination, provide a wide range of additional information especially on platinum ores which is beneficial to both the researcher and the metallurgist.

Although the mining industry has achieved record-low fatalities and injuries for each of the last three years, there are still too many miners injured or killed in this nation ís mining operations. Many mining injuries or deaths might have been prevented by using risk assessment to identify and control or eliminate the hazards associated with a task. To focus attention on the importance of conducting risk assessments in keeping mining workplaces safe and healthful, MSHA introduced this initiative on October 12, 2004. This initiative is called SLAM. SLAM is an acronym for Stop, Look, Analyze, and Manage. The steps involved in SLAM are: Stop ñ stop and consider the work involved Look ñ look for and identify the hazards Analyze ñ analyze what needs to be done Manage ñ manage safety by developing and implementing controls Everyone should be aware of the risks of an accident before beginning a task. It may not always be obvious that performing a seemingly routine task could result in an accident. That is why conducting a risk assessment is so important. Itís important to remember that over time a mining workplace seldom remains unchanged. Risks must be assessed whenever procedures or processes change, whenever new tasks are started, or non-routine tasks are performed.

CODELCO is considering the implementation of high-density tailings management at the Chuquicamata mine in northern Chile for its long term disposal plan. To achieve this, CODELCO commissioned the design, construction, and operation of a 70 t/d pilot plant, fed by existing tailings. The testing programme was completed in May 2011, and consisted of laboratory rheological and characterization assessments, pipe loop testing, beaching trials, and analyses of deposition behaviour for solid contents ranging from 57?68% (w/w). This paper describes the characteristics of the pilot plant, the testing programme, the beach trial analyses, and the resulting beach profile predictions based on the stream power theory. CODELCO also used other predictive beach slope methods, such as the equilibrium slope concept, which are not discussed in this paper. The final beach profile for design will be selected after an expert analysis of all methods has been completed.

"Due to the high reactivity of sulfide minerals in alkaline cyanide solutions, some parasitic reactions inflict a heavy gold surface passivation and excess cyanide consumption resulting in a dramatic decrease of the gold leaching rate. Atmospheric pre-oxidation was shown to be an effective tool to enhance gold extraction by preventing a passive film from forming on the surface of gold grains. This work aims to highlight efforts undertaken to determine: (1) how gold cyanidation is limited by passivation; (2) what are the reactions and mechanisms involved during gold cyanidation; and (3) how a better understanding of fundamental issues can be used to design a proper pre-oxidation strategy. INTRODUCTION Precious metals (PM), gold in particular, naturally occur in contact within a wide range of sulfide mineral systems. Hence, one of today’s most challenging R&D tasks consists in accounting for the presence of sulfides on the cyanidation behavior of gold. An important body of knowledge reveals that metal sulfides display a range of reactivities in alkaline cyanide solutions (Marsden & House, 2006). Such reactivities are acknowledged to inflict additional utility costs and loss of profits because they are accompanied with higher consumption of cyanide and/or formation of undesirable by-products that are often detrimental to gold leaching rates. Gold recovery in cyanidation is hampered by a multitude of factors, among others: (1) consumption of excess cyanide as a result of the formation of thiocyanate and dissolution of transition (Cu, Fe, Zn, etc.) metals (Habashi, 1967); (2) gold surface passivation by solid reaction products, e.g., Fe(OH)3 (Guo, Deschenes, Pratt, Fulton & Lastra, 2005), sulfur (Dai & Jeffrey, 2006; Jeffrey & Breuer, 2000;) or oxo and thiooxo (SbO33- SbS33-) salts in alkaline solutions (Guo et al., 2005). Because of their energy structure, most of the sulfide minerals exhibit semiconductor properties (Marsden & House, 2006). Therefore, the contact between constitutive sulfide minerals inside complex sulfurous ores entrains electrochemical phenomena in which sulfide dissolution is a genuine corrosion process (Azizi, Petre, Olsen & Larachi, 2010). For instance, galvanic interactions could be initiated between the various constituents within the ore and could substantially increase or decrease the reactivity of some of the associated minerals."

L.G. Barcus and Sons, Inc. recently completed a three-phase project for the expansion of Presbyterian Hospital in Albuquerque, New Mexico for McCarthy Construction Co., the Construction Manager for the project. It was a challenge that allowed Barcus to demonstrate many of it's strengths. Safety of people and property, restricted access, low headroom conditions, extensive planning to maintain hospital operations and a tight schedule were all key elements affecting the successful installation of the Augered Cast-In-Place Piles. Phase I began with installing and performing a 450-ton pile load test on an 18-inch diameter Augerpile 65 ft long. The load test was installed and performed directly in front of the Emergency Room entrance. Space was limited and the E.R. had to remain open with uninterrupted ambulance access. The results of the load test were outstanding. In fact the test pile performed so well that some of the job piles were shortened from 75 ft long to 65 ft long. [ ]

In exploiting the ultra-deep, narrow reef ore bodies of the Witwatersrand, the ventilation and cooling systems within the stopes play a critical role because of high concentrations of active workers. This paper examines the heat, ventilation and cooling effects of a number of different stoping layouts for narrow reef mining in ultra-deep operations in very hot rock. The stope ventilation and cooling needs are driven primarily by the difference between the air temperature and that of the rock front being excavated. These needs depend on the face utilization, geometry, face advance (rate and direction), layout, backfill, use of water and machinery1,2,3. Detailed studies of different stoping configurations have been undertaken for mining operations extending to depths of 5000m below surface, where virgin rock temperatures approach 70°C. Extensive work has been completed with regard to evaluating ventilation and cooling requirements to maintain air reject temperatures of 28°C wet-bulb and better. This knowledge is being used to determine overall cooling requirements, reduce operational costs and maximize the efficiency of cooling systems. These issues are important when considering both the local and regional air conditioning systems and the most effective application of in-stope chilled water.
