A study has been carried out to apply fly ash as a high strength, water-resistant precast construction material through geopolymerization. Experiment results show that the working conditions such as water content, the concentration of NaOH, curing temperature, and curing time significantly affect the mechanical property of geopolymermatrix. Through optimization, an above-100MPa compressive strength has been achieved with the geopolymerization products. The optimum working conditions involves 10MNaOH concentration, 14–15% water content, and curing at 90 °C in an oven for 1 day or at ambient condition for 3 weeks. Adding Ca(OH)2 does not help to increase the compressive strength of the specimen.Water soaking tests show that the geopolymerization product has a very high water resistance without losing noticeable compressive strength, even after a 1-month soaking time. To elucidate the geopolymerization mechanism, microscopic techniques such as SEM/EDS (scanning electron microscopy and energy-dispersive X-ray spectroscopy), XRD (X-ray diffraction) and ATR-FTIR (attenuated total reflectance Fourier transform infrared) are also applied to investigate the microstructure, the elemental and phase composition of geopolymerization products. The findings of the present work provide a novel method for applying fly ash as a high-strength water-resistant precast construction material.

FOR the first time in 1938, bituminous coal production for the week ending Nov. 19 surpassed that of the corresponding week in 1937, and indexes of industrial activity indicated the possibility that the remaining weeks of 1938 would run ahead of the corresponding weeks of the preceding year. But regardless of this year-end pickup, total production in 1938 was approximately 25 per cent less than in 1937. The estimate of 340 million tons for 1938 places the bituminous industry slightly above the production level of 1933 and approximately 10 per cent above the modem low of 1932. Anthracite production is not subject to the same extent as is bituminous coal to fluctuations arising out of the rate of industrial activity, hence the decline from 1937 has not been so great being approximately 14 per cent under 1937. The estimate for 1938 production is approximately 45 million tons, but this represents the lowest level reached in the last fifty years with the possible exception of several strike years.

This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

A finite element model of a 5 m radius DC arc ilmenite furnace in idling mode was used to test the notion that the slag solidifies when it comes in to contact with colder pig iron, thus constituting the initial step in the formation of solid slag at the slag-pig iron interface. It was found that a slag that is 150°C hotter than the pig iron does not solidify at the interface. The 150°C temperature difference between the slag and pig iron is a result of solid slag at the slag-pig iron interface, not the other way around as suggested in the literature. Calculations show that the thickness of the frozen slag at the slag-pig iron interface is 1.7 cm for the furnace used. It is proposed that slag solidification begins with the slow co-current flow of molten slag and pig iron in the outer parts of the furnace. This provides enough time for molten slag to interact with molten pig iron without solidifying. As the reduction products form due to reduction of the slag by carbon in the pig iron, the slag solidifies. This approach negates the need for the slag to solidify by merely coming into contact with an inherently colder pig iron. Making use of a low thermal contact conductance between the slag and pig iron was found to be sufficient to numerically capture the presence of solid slag at the slag-pig iron interface and to preserve the 150C difference between the slag and pig iron phase.

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD) is continuing research on the behavior of shotcrete when used as the surface support component in mining ground support systems. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. This paper presents the findings of these tests."

The iron (Fe) concentration in nickel slag is high, making its recovery and utilisation a hot and challenging topic. In the nickel smelting process, using CaO instead of SiO2 to adjust slag’s composition, and then directly reducing Fe from the output of molten slag is a more feasible method in practice for Fe recovery in nickel slag. The adjustment of slag’s composition in the nickel smelting process will have an impact on the distribution of impurity elements such as Pb, Zn, and As. In this paper, the slag adjustment of nickel smelting process was carried out with the oxygen-enriched topblowing system. The distribution of impurity elements in the smelting products with each composition slag was conducted by using thermodynamic software. Experimental verification was performed with rich oxygen top-blowing, and the distribution characteristics of impurity elements in the smelting products were characterised to explore the differences in mineral phases of impurity elements with each smelting conditions, elucidating the distribution patterns of Pb, Zn, and As in each phase. The results indicate that after slag adjustment, impurity elements are more easily to volatilisation and removal into the gas, reducing their total concentration in slag and matte. In the slag, the existence form of Pb, Zn is changed from silicate to ferrate, and As is changed from arsenate to low-valent arsenic oxide. It is easier to decompose the impurity-containing mineral phase and remove the impurity elements in the subsequent iron extraction process.

The current work deals with the measurement of some thermophysical properties of Ca(NO3)2 based ternary nitrate molten salts as HTF (heat transfer fluid) / TES (Thermal Energy Storage) material for CSP (Concentrating solar power) plants. The density and viscosity of different compositions of the ternary salt mixture containing Ca(NO3)2, NaNO3 and KNO3 close to the liquidus has been experimentally measured. An attempt has also been made to measure the melting point of the salt using the cooling curve technique as well as Differential Scanning Calorimetry (DSC). Thermogravimetric analysis has also been performed to estimate the peak operating temperature of the salt. Compatibility of suitable pipe material (SS304) with molten salt has also been discussed. The salt mixture proves to be a viable alternative to the already existing HTFs like Therminol VP-1 (organic oil) or Solar Salt® in regards to its lower melting point, wider operating range, low cost, nontoxicity, sufficiently high density and comparable viscosity.

This paper describes a collaborative project undertaken by Newcrest Mining Limited (Newcrest) and pitt&sherry to identify, develop and then implement global best practices to manage the exposure to inrush (dry and mud) hazards in underground mining operations. An extensive literature review was undertaken to identify past experience globally and the current state of knowledge and practice in managing inrush hazard. A key requirement of the literature review was the development of a list of guiding questions which would form a framework for approaching operators to discuss the topic, capture recent learnings and understand current operating practices to allow the development of a best practice solution. An initial cohort of 14 mines across four continents chose to contribute and detailed interviews were carried out by the project team. The outcome from the literature review, interviews with participating mines and various internal discussions was a comprehensive summary document detailing Basic versus Best Practice management of the inrush hazard. This document is being used as a gap analysis tool by Newcrest to assess and guide the management of inrush hazard at their existing and future operations. The summary document has also been provided to the participating mines for their consideration. The project is iterative and will continue to evolve as new experiences, knowledge and practices come to light.

The Soil-Foundation-Structure-Interaction (SFSI) problem involves Kinematic Soil- Foundation Interaction occurring during large (cyclic and permanent) ground deformations as well as Inertial Foundation-Structure Interaction occurring during shaking all of which take place while the soil and possibly structural properties degrade with time. The design of the deep foundations for liquefaction induced lateral spread loads include estimation of passive pressure applied by the liquefied material as well as the amount of anticipated displacement. Coupled analyses for SFSI problems that account for liquefaction induced lateral spread and their interaction with the deep foundation system can be performed using sophisticated numerical modeling techniques based on finite element and/or finite difference methods using computer programs such as FLAC or OPENSEES. Such complete SFSI analyses are very tedious and expensive and not feasible for most projects. In 2011, California Department of Transportation (Caltrans) released guidelines for foundation loading and deformation due to liquefaction induced lateral spreading. This simpler prescriptive approach combines empirical and analytical methods through decoupled analyses using computer programs such as LPILE and SLOPE-W together with liquefaction induced lateral spread estimates based on published empirical equations. Pile group effects and pile caps are accounted for using a concept of super-pile. In this paper, we discuss the solution of the same lateral spreading related SFSI problem using computer program CGI-DFSAP (CGI-Deep Foundation System Analysis Program) based on the strain wedge theory that can account for liquefaction, lateral spreading, pile groups, pile caps and nonlinear behavior of piles in a more coupled manner to analyze the foundation system under the lateral spread loadings. CGI-DFSAP can be used to analyze piles in sloping ground conditions as well as piles beneath the abutments near a free-face slope. We have included Strain Wedge Model (SWM) solutions using CGI-DFSAP of several field and laboratory case studies of lateral spreading related to pile foundations. Finally, we have also included the SWM solution of one of the Caltrans (2011) example problems.

THE interesting paper recently submitted by Messrs. Tobelmann and Potter' shows that chemical problems have developed which are of great interest in this new and important branch of metallurgy. Those who realize what a process of this kind really involves will agree that it deserves a better name than "leaching process." The word leaching conveys the idea that the copper is simply leached out of the ore with acid and then precipitated on iron; the chemistry of such a process would be of little interest. As, however, during the first year's operation of this plant 24,400,532 lb. (11,067,837 kg.) or about two-thirds of the produce, was electrolytic copper, while 7,992,033 lb., or about one-third, was cement copper, it would seem more appropriate to term the process electrochemical. It further appears, from the particulars given, that efforts have been made to have the entire production in the form of electrolytic copper. -This could be done if the chemistry of the problem were kept in balance, so that it would not be necessary to discard any solutions that carried copper and acid of commercial value. A process, such as that under consideration, in which the copper is precipitated from solution by electrolysis, the solvent being at the same time regenerated, is one that requires special chemical and electrochemical knowledge and experience if all the -copper in solution that has been extracted from the ore is to be successfully and economically produced as electrolytic copper. The object of this paper is to discuss, from the practical and theoretical standpoints, the chemical and electrochemical problems involved in the working of a process of this kind, and' which must be solved to keep it in chemical and electrochemical equilibrium. "The Orenada Zone 4 deposit is a small vein-type gold deposit occurring directly within the Cadillac Break southeast of Val d' Or in southeastern Abitibi Sub province. Mineralization is hosted by the Piche Group which, on the Orenada property, consists of talcchlorite- carbonate, chlorite-carbonate, and sericite-chlorite schists, derived from ultramafic volcanic, mafic igneous, and intermediate to felsic volcaniclastic rocks, respectively. All these rocks have been carbonatized.Rocks of the Pichi Group display a strong east-west, subvertical S1foliation, which is superimposed by asymmetric, intrafolial F2folds with shallow to moderate plunge to the east and to the west. F2folds are accompanied by an S2, subvertical axial planar cleavage, and are interpreted to result from dextral transcurrent shearing along sr.The Zone 4 deposit occurs within a large F2 fold, 60 m wide and plunging at 45 to the east, down to a depth of at least 300m. The auriferous zones consist essentially of zones of closely spaced, parallel quartz-tourmaline-albite-carbonate-arsenopyrite veins concordant to Sr these veins have been folded by the large F2fold and may pre-date the folding. A few discordant quartz-tourmaline-arsenopyrite veins, post- dating the F2 folding, also contain gold. Wallrocks adjacent to concordant veins have been carbonatized, albitized and contain significant amounts of tourmaline and arsenopyrite, with which gold is intimately associated.The Orenada Zone 4 deposit is a unique example of a deformed vein- type gold deposit, and exemplifies one of several types of association of lode gold deposits with folds."

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

"A four-inch compound water cyclone (CWC) was tested to evaluate its gold recovery characteristics when processing -4.8 mm run-or-pit, placer material. Neutron activated placer gold particles (840 to 37 microns) were used as radiotracers (/98Au) in a closed circuit ewe test loop to determine concentrator recovery; a procedure believed unique to this study. The effect on gold recovery of gold size and shape, feed pulp density, feed pressure, vortex finder clearance (VFC), ewe cone type, top-size of the feed solids, presence or absence of heavy minerals in the feed, and the quantity of-37 micron slimes in the feed was investigated in over 300 tests.CWC concentration ratio and the top-size of the underflow solids were both affected by cone type, VFC, and feed pressure. Gold recovery was significantly affected by gold size, gold shape, and concentration ratio. These effects are complex, because significant size-concentration ratio and size-shape interactions exist. Radiotracer techniques showed gold particles had a residence time within the ewe of approximately one second. This study suggests ewe gold recovery is a concentration. This work suggests ewe gold recovery is a function of particle size and shape, and the flow rate through the cyclone. CWC cone ""bed density"" is considered important only as a thin, protective layer, which shields coarser gold particles from the entraining currents and facilitates their movement through the CWC.IntroductionCompound water cyclones (CWC), or automedium cyclones, are enhanced gravity concentrators for the beneficiation for slurries of sand, coal, and ground ore (Fig. 1). They are called compound water cyclones because of the compound slopes of their basal cones (Fig. 2) and are operated to suppress classification phenomena in favour of gravity concentration effects. The compound water cyclone is not a new wet concentrator. It was developed in the late 1950s by Dr. Jan Visman through research sponsored by Canada's Department of Energy, Mines, and Resources. Since that time, it has become a common unit in coal washeries for cleaning fine coal. CWCs and other versions of concentrating cyclones have also shown promise for heavy minerals and precious metals recovery."

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

The Boleo Copper-Cobalt-Zinc-Manganese Project of Baja Mining Corp. is situated adjacent to Santa Rosalia on the Baja Peninsula of Mexico. The El Boleo ore is a mixed oxide-sulfide deposit with major values in copper, cobalt, zinc and manganese. The metallurgical process designed to treat the El Boleo orebody involves a sulfuric acid leach in seawater using oxidative and then reductive leaching to maximize metal extraction. The leach solution is separated from the barren solids via counter current washing through a series of high rate thickeners. Copper is recovered using conventional SX-EW processing as cathode. Zinc and cobalt are extracted from the copper SX raffinate after iron and aluminum precipitation. The CSIRO DSX solvent system (Versatic® 10 and LIX® 63 mixture) are used in this extraction. Manganese remains in the DSX raffinate and is recovered by soda ash addition as a high quality manganese carbonate precipitate. Zinc and cobalt are acid stripped from the loaded DSX solvent. Zinc is then re-extracted away from cobalt using Cyanex® 272 extractant and stripped into a highly concentrated strip liquor (+100 g/L Zn) and directed to either a spray dryer or a granulator for production of zinc sulfate monohydrate. The zinc solvent extraction raffinate, containing cobalt, advances to another SX circuit using Cyanex® 272, for the recovery of cobalt as cobalt cathode. In this paper, the detailed results from bench and integrated pilot plant testing for zinc recovery from the El Boleo ore will be described. The results of this testing are currently being used to engineer the commercial plant at El Boleo.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. This paper treats the spatial aspect of mine sequence optimization, revealing it in the context of determining the optimum number of cutbacks of an openpit mine. Cutback mining is currently a dominant method in the mining of base and precious metals. It is based on a pseudo-economic discretization of the pit space using advanced pit design algorithms. The result of implementing such an approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks to maximize project value. In this paper, the development of a mathematical solution of this problem using combinatorial analysis is presented. The solution provides a multivariate investigation of the optimum mine sequence with the implementation of a method for production scheduling optimization that uses Net Present Value (NPV) as a criterion for assessing the economic efficiency of mine sequencing. A case study using the conditions of a hypothetical openpit gold mine is provided to illustrate the applicability of the approach. The results obtained reveal the complex nature of NPV variation as a function of the cutback geometry.

At the outset of the war the uncontrolled production and possession of explosives obviously became a serious menace to the safety of persons and property and the successful conduct of military opera- tions. Even in the years immediately preceding the entrance of the United States into the Great War explosives were employed in attempts to wreck munitions plants as at Eddystone, Pa., or to inter- rupt transportation and conveyance by demolition of munition-laden cars as at Black Tom Island, N. Y., or by attacks on ships, bridges, and viaducts. Outrages with explosives, such as that which Holt inflicted on the Senate reception room, United States Capitol, were not infrequent, and often caused serious loss of life and injury to persons as well as destruction of property. The regular manufacturers of explosives were keenly alive to this menace and early took such steps as lay within their power to meet it as is shown by the following letter:
