This paper summarizes explosives transportation incident and accident data collected by the U.S. Department of Transportation (DOT) from 1993 to 1998. The paper briefly describes the legislation and regulations that cover hazardous materials transportation. The multimodal incident data collected by the Research and Special Programs Administration (RSPA) contained 86 incidents involving Class 1 materials during transit. Thirty-two occurred on public highways. The Federal Highway Administration (FHWA) data showed there were 8 1 motor-vehicle accidents involving explosives. The FHWA Crash datafile extract contained 649 records categorized as involving Class 1 materials although closer analysis revealed that nearly 90% of these did not involve explosives. In both databases, there were no fatalities caused by the explosive materials although 7 fatalities were the result of injuries suffered during the motorvehicle accident. There were also no serious explosions during any of these incidents or accidents. The paper concludes with an analysis of the risk involved with transportation of commercial Class 1 materials on the highway.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen- bowl centrifuge for the dewatering and reconstitution of column flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine-clean-coal slurry from the column flotation concentrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free-flowing granular form, while the untreated products were wet, sticky, and difficult to handle. Specifically, test results indicated that the average moisture contents of the dewatered coal were 35.7, 35.5, 32.6, 29.9, and 26.5 wt% with Orimulsion additions of 0,0.7,3.2,4.8, and 6.4 wt%, respectively. The handleability and dust reduction of the dewatered coal product were also vastly improved.

A high carbon low-grade gold ore, in which gold mainly occurs in carbonaceous matters, is a typical refractory gold ore whose conventional cyanide leaching extraction is only 12.9 %. In this paper, by the process of flotation-roasting-leaching, gold was effectively enriched and extracted. The flotation results showed that the enrichment ratio of gold was relevant to that of carbon, indicating that gold occurred in close association with carbon. A concentrate containing gold 7.26 g/t and carbon 12.37 % was obtained, with gold recovery 83.10 % and carbon recovery 90.24 %. Subsequently, the roasting of flotation concentrate favorably made the removal rates of carbon and sulfur reach 99.81% and 98.79%, respectively. After roasting, the gold in the roasted product was further enriched to 29.70 g/t and the optimal gold cyanide leaching extraction reached 93.66%.

Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

The treatment process of a low-grade refractory gold ore containing sulfide minerals and carbonaceous matters was studied in this work. The gold extraction of this ore by all-sliming cyanidation was only 11.75%. Hence, a pretreatment was necessary. In this paper, a flotation-preoxidation-cyanide leaching process was developed. The concentrate from the flotation procedure was processed using different preoxidation methods. A concentrate containing 34.08g/t of gold with the gold recovery ratio of 81.20% was obtained by flotation. After roasting, microwave heating or alkaline pressure oxidation, the gold cyanidation ratio reached 82.37%, 81.26% and 71.09% respectively. Roasting was an effective, reliable and mature technique to oxidize sulfide minerals and carbonaceous matters. Roasting and microwave heating both produced dangerous environmental pollutants while alkaline pressure oxidation was eco-friendly.

An atmospheric ammoniacal thiosulphate leach system was developed to recover gold and silver from residues of the ammoniacal oxidation leaching of sulphidic copper concentrates. Extractions of 88 - 95% Au and 83 - 98% Ag were attained within 2 to 4 hours at 40 - 60°C in thiosulphate leaching of the oxidation leach residues of Manitoba chalcopyrite concentrates analyzing 24.6% Cu, 0.18 oz/ton Au and 4.26 oz/ton Ag and a complex British Columbia chalcopyrite/tetrahedrite concentrate analyzing 18.5% Cu, 0.27 oz/ton Au and 276 oz/ton Ag. Parameters affecting the Au and Ag solubilization included thiosulphate, ammonia, and cupric ion concentrations, temperature, retention time and the degree of Cu extraction and sulphide oxidation in the primary oxidation leach. The precious metals were recovered from the thiosulphate liquors by zinc dust cementation.

A table that greatly simplifies determination of metastable transitions in mass spectra has been prepared. All the mathematically possible metastable transitions of any compound whose molecular weight lies between 26 and 150 can be determined from the table without calculation. The method of utilizing the table is described, using selected peaks from the spectrum of normal butane for illustration. In the mass spectrometer, ions are formed in the isatron and accelerated through a series of slits. Most of these ions reach the collector without further change, but a few dissociate in transit to form new ions. These ions appear in the mass spectrum at neither the mass--to-charge ratio (m/e) of the original ion nor that of the new ion. The Ag2O-mediated reactions of cycloaurated compounds with a general formula Au(L)Cl2 (L = bi-dentate C?N ligand) with thiosalicylic acid, N-acetyl cysteine or 1,2-benzenedithiol in DMF proceeds via ligand substitution of the Au?Cl bonds to afford the S-O and S?S adducts all in good yields. The reactivity of the dichloro, S-O and S-S adducts towards thiols were examined by reacting with cysteine in an aqueous medium, revealing that all of Au-Cl, Au-O and Au-N are labile for thiol displacement. The measurement of the inhibitive activities of these compounds against human cathepsins B and K showed that the dichloro and S-O adducts are effective inhibitors with IC50 values ranging from 0.1 to 2.6 -M, and that the S-S adducts are inactive.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

The Welcome Creek Wilderness has small, dispersed gold placers. Pockets in the 25.5 million yd3 (19.5 million m3) of alluvium along Welcome and Rock Creeks have as much as $5.61 gold/yd3 ($7.34/m3) at $500/troy oz ($16.08/g). All the alluvium averages 20.1 cents gold/yd3 (26.3 cents/m3). Because of the low average gold content large-scale placer mining would not be economically feasible. Small-scale selective pocket mining, however, may be profitable. The alluvium along the streams in the Wilderness has little apparent potential for production of sand, gravel, or stone because alternate sources are closer to markets. The four lode prospects known within the Wilderness appear to have low mineral potential. No oil, gas, uranium, or geothermal energy sources are known to be present.

The classifiers on the primary grinding circuit at Cyprus Sierrita have been upgraded from 0.66 m (26 in) diameter hydrocyclones to 0.84 m (33 in) diameter hydrocyclones. This has resulted in a 4.3 % (11 t/h) (12 standard tons/hour) increase in mill throughput while producing a flotation feed which contains 4.8% less +300 micron (48 mesh Tyler screen size) material. This reduction in flotation feed particle size has increased copper (CU) recovery by 0.8 %. Various grinding circuit relationships were evaluated. These relationships include circulating load versus throughput, horizontal versus vertical cyclone configuration, and the effect of cyclone components on performance. We conclude that the improvements achieved are due to a shift in the overflow size distribution created by a cyclone diameter more suited to our operation, and by eliminating the cyclone capacity constraint in the grinding circuit.

APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. This article describes the method used to quantify the Environmental Impact for the mining, by drilling and blasting, of a borrow pit for a gravity-dam. The affected environment was broken down into a number of components, such as public health and safety, social relationship, air and water quality, flora and fauna. The effect of the various impacting factors from the mining activities, both directly and indirectly, was then calculated for each environmental component. To do this, each impacting factor was first given a magnitude, a number based solely on the range of scenarios possible for the impacting factor. A matrix of weighting factors was then derived to systematically quantify, and normalise, the effects of each impacting factor on each environmental component. The overall impact upon each individual environmental component was then calculated by summing the weighted magnitudes for all the impacting factors.
