Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people's level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

"1. Introduction and Backgrounda. In its fundamental form, risk is simply the likelihood of an adverse impact. Expanding on this theme, the Corps of Engineers has broadly defined risk associated with infrastructure as a factor of three distinct elements: a probabilistic assessment of a hazard such as a flood or earthquake; a probabilistic assessment of how the infrastructure performs in the face of this hazard; and a measure of the likely consequences – loss of life, economic damage, environmental impacts – associated with the resulting inundation scenarios.b. The lessons and observations described herein relate to the Corps of Engineers experiences in implementing risk concepts for infrastructure management during the period 2005 through 2013. The Corps of Engineers is a large, decentrally operated and centrally led federal agency that plans, designs, constructs, operates, maintains, and/or manages a portfolio of over 3,000 built dam and levee systems within the United States. The infrastructure in this portfolio is 55 years old on average, and although much of the structures provide for flood risk management benefits, many of the dams deliver multi-purpose benefits. Scale matters – where scale and uncertainty are large, risk concepts provide great opportunity and arrangement for application.c. The amount of organizational change that is demanded for the implementation of risk concepts is considerable and should not be under estimated, but need not be feared if the path others have taken is considered. This paper is, in many ways, an opportunity to step back from the last seven years of implementing risk informed management, check our own azimuth and maturation, and share the purpose and energy behind our own continuing actions. Hopefully, this azimuth check is also beneficial to those that are either considering the use of risk or are in the process of implementing risk concepts.d. Success at managing the massive change related to incorporation of risk concepts will directly affect success of the infrastructure program. The three key organizational elements to consider –human systems such as governance and competencies; policies that outline the who, when, and why of decisions and management; and the processes and technology that outline how work is to be performed - are changed fundamentally. From senior leaders to project team members and all of the people in between, there is a need to discuss, confront, and vet the change and the role people and organizations have in the process. For the Corps of Engineers, with a history of over two centuries, deeply embedded beliefs about infrastructure aren’t transformed over night - the change process is decadal in scope. Given our self imposed “project execution” mantra and corporate objective, risk seemed threatening at first to the cost and schedule of delivering infrastructure projects. In reality, risk concepts have been responsible for savings and cost avoidance of nearly $6 billion over the last three years alone while at the same time justifying increased investment by several fold for the highest risk needs."

"Recognition of the diamond potential of the Wawa subprovince was initially determined from regional data using a kimberlite model. The world’s largest stable Precambrian craton, the Superior Province, is considered to be favourable for the emplacement of diamondiferous kimberlite. The Wawa area is located near the intersection of intra-craton structures visible in the regional magnetic data.The Enigma project is located north of the town of Wawa in northern Ontario. From field evidence and background research, it became obvious that in the Wawa area there were at least two potentially diamond-hosting events, Archean lamprophyric volcaniclastics and Proterozoic kimberlites. The host lamprophyric rock does not contain the classical KIM signatures. However, to complicate the Enigma, stream sediment samples within 200 m of the diamond-bearing lamprophyre produced a typical suite of kimberlite indicator minerals.The micro- and macro-diamond content of the Wawa lamprophyric volcaniclastic rocks is typically 0.2 ct/t to 1 ct/t, although it can be higher locally. The economic diamond potential of these Archean dykes, sills and irregular lamprophyre bodies is still under-explored (Kaminsky, 2002, unpubl.). Oasis Diamond Exploration is currently exploring the area using geophysical, geochemical, and geological data."

To provide a means for accurately and reliably warning of impending roof falls or rock bursts and for evaluating support systems. The Approach: Development of a device for measuring rockbolt loads which is not affected by harsh environments nor by eccentric loading conditions and is easily adapted to various size rock bolts. How It Works: The Rock-Bolt Tension Load Cell, developed by the Bureau's Spokane (Wash.) Mining Research Center, is installed on a bolt and sandwiched between a conventional doughnut washer bearing plate and a torqueing nut (Fig. 1). As the bolt takes load, the bearing plate transmits the load axially to the cell through a ball and socket arrangement, compensating for uneven bearing surfaces. The cell body strains in proportion to the applied load: the strain is sensed by welded strain gages as change in electrical resistance. The resistance change is read through a Wheatstone Bridge and, through calibration, the applied load is determined.

The use of augercast piles has been limited by the engineer's concern for the structural quality of the installed pile. The nature of the pile is such that its final structural continuity is very dependent on the skill of the personnel that do the installation. Thus, NDT methods have been used to verify integrity and when problems are indicated the available solutions are usually quite costly. If information were available during the pile installation so that immediate steps could be taken to correct perceived problems, the concerns of the engineer could be addressed and the system would gain increased reliability. Pile Dynamics, Inc. has developed a quality control system, the Pile Installation Recorder for Augered Cast-in-Place piles (PIR CFA). This system consists of the following devices as shown in Figure 1. 1) The Control Unit powers the sensors, conditions the signals from the sensors, records all measurements, takes input information from the operator, displays the results, and stores the recorded data on a flash card for later permanent storage and processing. During the use of the system all of the results obtained during a test are seen during recording and can be reviewed on the screen again after completion of the installation. The ability to review the measured information makes it unnecessary to print a copy in the field. Since printers often give difficulty in the construction site environment the ability to review the results quickly after completion of the installation is an important capability.

Converter slag chemistry control has played an important role in optimizing converter operations. A thermodynamic model of copper P-S converter has been developed to predict the behavior of magnetite in the converter slag. Predictions of bath temperature, slag and matte compositions, and magnetite content in the slag have been validated by industrial data. The effects of fluxing strategy, returns and skim charges, oxygen enrichment, and temperature on the magnetite formation in the slag have been predicted and discussed. Some improvements of the industrial operations have been presented.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. "Fracture mechanics plays an important role in studies of geologic materials such as rock and coal. Yet fracture data are scarce for rock and most limited or unreliable for coal. A testing system was developed which can apply mixed mode loads to a crack tip in many rocks and geologic materials. It is possible to subject the test specimen to pure mode I, various mixed modes and a nearly pure mode II fracture load. The system is currently used to study the mechanics of fine fragment formation in various coals. Experimental measurements include KI and KII' fracture velocity and acoustic emission.INTRODUCTIONA major research program at The Pennsylvania State University is directed to understanding the fundamental mechanics of fine fragment formation in various coals. The program represents an effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners. The principal source of the respirable coal fragments is the cutting operation which forms and liberates the particles by a fracture process. Present understanding of the mechanics of the events which form and liberate these particles is meager (Cook, 1982).Current knowledge of the fundamental mechanisms of coal dust generation and entrainment in terms of the underlying fracture mechanics is critically needed to improve and possibly control the processes involved. Whether the cutting operation is done with a 'continuous miner' cutting machine, a plow or a longwall shearer, it is fundamentally a problem of mixed-mode crack propagation. When a cutting tool interacts with coal, it causes numerous cracks to propagate through the intact material. Numerous larger fragments are broken free, but another quantity of undesirable fine fragments is also created. The formation of these respirable fragments may be a direct result of the crack propagation process; hence, a thorough understanding of the fracture mechanics of coal is required to minimize production of the unwanted fine fragments.In most rock engineering applications, the rock material properties are of secondary importance to the rock mass properties; however, for rock fragmentation and rock cutting problems, it is rock material properties such as fracture toughness which are of prime interest (Bieniawski, 1980). Several rock cutting and rock failure theories have been proposed, but it is only very recently that fracture mechanics concepts have been successfully applied to the study of rock cutting mechanics. All cutting models seek to predict the cutting forces and the cutter geometry necessary to cause rock breakage and chip formation given some fundamental mechanical properties ~f the rock. Such models have wide applications in drilling, tunnel boring and mining problems. Nelson et al., (1985, 1986) has provided a very useful correlation between the laboratory measured fracture mechanics properties of rock and the performance of the disk cutters on tunnel boring machines."

In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to be done, wet or dry or a combination?

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

Principles of Green Chemistry provide useful guidance for sustainable mineral process development. Laboratory bench scale testing was carried out using pregnant cyanide leach solutions, and a number of commercially available mercury precipitation reagents were compared using jar testing to determine the most efficient and selective reagents for mercury precipitation. The most efficient reagent identified was sodium polymeric thiocarbonate (NaPTC).Coagulation experiments with fine diatomaceous earth resulted in a stable precipitate, with good settling properties. On line monitoring of the mercury in solution is recommended for process implementation to conserve reagent removing approximately 90-95% of the mercury with minimal silver and negligible gold losses.

The continuous miner training system provides classroom materials training aids, and a continuous miner simulator to provide a short, intensive instruction and skills development program for training or retraining continuous miner operators. This project included refinement of training objectives, revision of training aids, improvements to the simulator, and evaluation of the entire system. This report describes the revised classroom materials and the validation of the training system.

Each potential oil sands developer deals with the question of optional sources of raw water to supply large water demands that range from 50 to 80 million cubic metres per year for each of six existing and planned developments. The Athabasca River currently supplies nearly all of the water to the existing mines via conventional bank intakes, which has resulted in some concern over the effects of reduced river flows. This paper describes the various water supply options, and the likely scenario for future oil sands water supply projects. Various water supply options have been suggested including Athabasca River water via infiltration galleries, groundwater, combined Athabasca River water and alluvial groundwater using wells (i.e. bank filtration systems), diversion of tributary rivers, utilization of large lakes in the region and pumping from other large rivers in the region. Investigations show that the size of river catchment needed to support raw water usage by a typical oil sands mines exceeds 5,000 km2 eliminating all tributary rivers that are located in the oil sands region except those rivers with large drainage areas like Firebag and MacKay Rivers. Lakes cannot be used as a source of supply due to large water deficits for smaller lakes and the large cost of sourcing water from a lake as large as Lake Athabasca. A groundwater source alone would not likely meet the large water demands. River intakes on the Athabasca River will likely continue to be the most practical water supply option for oil sands mines north of Fort McMurray, although various types of Athabasca River intakes are possible. Existing intake systems include screened riverbank intakes, forebay intakes, and river bottom intakes. Infiltration galleries are not feasible for most sites, though some bank-filtration-type systems using high capacity wells may be an option if there is sufficient thickness of high-permeability alluvium at a suitable location in the Athabasca River valley.
