Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. A more complete program is provided in the official showguide that is bound into this issue of Tunneling & Underground Construction.

Pictured on these pages are seven of the eight RMCMI Scholarship Award Winners for the 1993- 94 year followed by a brief profile. Seven of the eight winners were present as guests of the Institute at the June convention in Snowmass Village, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 27, 1994. Due to another conflict. Jason T. Dale of Wyoming was unable to attend. Each state vice president sewed as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman. Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. She is majoring in Mining Engineering at the University of Arizona in Tucson, Arizona, but recently is considering switching to Environmental Engineering with emphasis on mining. She told the Scholarship Chairman that if she wasn't part of the solution, she was part of the problem. Christy has received numerous awards during school including being on the honor roll and university chapters of Society of Mining Engineers. Besides her academic activities, which includes being a member of Student Council, Christy is quite an athlete and enjoys basketball, softball, tennis, golf, and soccer. Last summer, she worked as a safety assistant/laborer for the Magma Copper Company. This summer, Christy is working in the safety department at Magma Copper Company's Pinto Valley Mine in Arizona. The inherent weakness of the Zincor and similar iron removal processes is the relatively high undissolved zinc loss associated with the iron residue. High soluble zinc losses also occur due to poor filterability of the iron residue even though it may be limited to intermittent events. This work focussed on defining the optimum operating window for the Zincor iron removal process where iron is mainly removed in the form of amorphous, intermediate iron phases such as schwertmannite and ferrihydrite. In terms of the main operating conditions, optimum filterability was achieved under the following conditions: pH of 3.0, temperature as high as practically possible (70C), at least 25 kg/m3 seeding, and a retention time of at least 4 hours. When increasing the temperature from 60C to 70C, the required residence time decreased by almost 50%. Undissolved zinc loss was also reduced from 8% to between 2% and 3% by using a basic zinc sulphate/zinc oxide mixture as neutralising agent to effect iron removal.

Thin films of TiO2 nanoparticles have been prepared by different reactive deposition methods, such as electron evaporation, ion plating and ion beam sputtering. Many properties especially the optical properties, are strongly related to the film morphology and surface roughness. Scanning force microscopy was employed to obtain information on the surface structure of as-deposited Ti(h thin films. The influence of the deposition conditions and the film thickness on the optical and structural properties has been investigated. The as-deposited films were found to be amorphous or polycrystalline with anatase structure.

About 90% of the barytes produced the world over is used for oil and gas drilling as weighting agent in drilling mud to control pressure, prevent blow out and provide lubrication. This is because of its unique properties like high specific gravity, water insolubility and intentness. India is one of the leading producers and exporters of barites. The Mangampeth Baryte deposit in Cuddapah district of Andhra Pradesh, India being the largest single deposit in the world having a reserves of about 80 million tonnes. Approximately 50% of the total reserves of grey barites of Mangampet deposit assays less than 92% BaSO4, the minimum stipulated grade for oil and gas drilling industries. To reach and recover the high grade barite, the overlying low grade has necessarily to be mined out and removed. At present this is being stacked separately at the mine site involving lot of labour and transport cost. Considerable barites is contained in the dumps adversely affecting the conservation and creating lot of environmental hazards. IBM being the premier organization in India in the field of conservation of minerals and environmental protection in mining has recognized the importance of adverse effect of these huge dumps at site. The Ore Dressing Division of IBM, Nagpur has characterized these dumps and developed the flotation process on a sample assaying 66% BaSO4 and 23.3% SiO2. The flotation concentrate obtained assayed 93.7% BaSO4, 2.38% SiO2 with BaSO4 recovery of 80% and meets the requirement of the oil industry. The flotation concentrate being non-wetable, can not be used as such as weighting agent, and hence the collector coating on the concentrate was removed either by acid treatment or heating to make it water wetable. The concentrate was 92% -325 mesh and having a specific gravity 4.3. The barites concentrates so produced meets the size, grade and specific gravity specifications required for use in oil drilling industry. Apart from the financial benefits the process augurs well for the commercial exploitation of these huge dumps in terms of (1) additional recovery of these valuable minerals and conservation, (2) reduction in dumps value, (3) improvement in environment and offering an excellent potential for export.

"Manganese cobalt spinel oxide coatings have been shown to be effective for preventing chromium volatilization from interconnect alloys, and the associated cathode poisoning, in solid oxide fuel cells. During high temperature exposure a reaction layer consisting of chromium containing spine! forms due to reaction with the chromia scale formed on the alloy. The electrical conductivity of this reaction layer is much lower than that of the coating material and thus can increase the overall area specific resistance (ASR) of the system. The approaches to reducing the ASR are to reduce the thickness and/or increase the electrical conductivity of the reaction layer, which includes both the high-chromium spinel phase and the chromia scale. In this paper the effects of transition metal dopants on the amount and properties of reaction products formed during the reaction of spine! oxide coating materials with chromia are presented.IntroductionThe high cost and difficulties involved with the processing of chromia based ceramic interconnect materials for SOFCs are driving the search for metallic interconnects [1, 2]. The reduction in the operating temperature of SOFC has allowed for the use of high chromium alloy steels for this application [3]. However, the volatilization of chromium from the chromia scale, and the associated poisoning of the cathode, remains a problem which needs to be addressed [ 4]. Though the application of manganese cobalt oxide spine! coatings on the alloy surface substantially reduces chromium poisoning of the cathode [5], the low electrical conductivity of the reaction layer formed between the chromia scale and coating affects the performance of interconnect. Incorporating transition metal ions in the reaction layer could alter the electrical characteristics and improve the performance. Copper and nickel doped manganese oxide spinels are widely used as thermistors due to their high electrical conductivity and negative temperature co-efficient of resistance characteristics [ 6, 7]. Hence doping of copper and nickel in manganese-cobalt spine! oxide composition may improve the electrical characteristics of interaction layer as well and is attempted here."

The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

Location, Topography, and Climate The Burro Mountains are located in the southwestern part of New Mexico, in Grant county. The group is made up of two distinct mountain masses, known as the Little Burros and the Big Burros, the former lying about 6 miles southwest of Silver City, and the latter about 9 miles farther in the same direction. They are separated by the valley of the Mangas River, a tributary of the Gila, and a stream only in name, except after a heavy downpour of rain. The Little Burros attain an elevation of 6,625 ft. above sea level, and the Big Burros 8,054 ft., with the surrounding country averaging about 6,000 ft. To the south of these mountains stretches the desert plain, while to the north are the more frequent elevations of the mountainous country.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

As aircraft age, the extent of interactions between fatigue and other damage mechanisms, such as corrosion and fretting, increases. At present, however, there is no generally accepted methodology within the Aircraft Structural Integrity Program (ASIP) framework to account for the effects of these interactions on life and the residual strength of aging aircraft components. A comprehensive program is being carried out by the National Research Council Canada in collaboration with Analytical Processes/Engineered Solutions, using the Holistic Structural Integrity Process (HOLSIP) to address time and cyclic load issues. This approach predicts the evolution of a discontinuity state in a material from production to retirement. This paper summarizes the results of a study on the 2024-T3 aluminium alloy in different forms (clad and unclad), thickness, and specimen geometry. This study consisted of identifying the microstructural features associated with crack nucleation sites and relating them to the testing parameters and fatigue life. Several coupons were fabricated and fatigue-tested. The fracture surfaces were carefully examined, and the physical characteristics of the microstructural features found near the crack nucleation sites were analyzed. Effect of stress level, loading direction, coupon geometry and surface condition on the number of crack nucleation sites, and fracture origin size has been discussed. Four distinctive mechanisms were found to be responsible for crack nucleation: for unclad materials constituent particles, oxide residue, surface irregularities and for clad samples the clad layer was the sole fracture origin.

Infrared reference spectra are presented of compounds of importance in lead sulfide flotation research. Included are the spectra of several short chain alkyl xanthates of lead and zinc, the corresponding dixanthogen compounds, and the common oxidation products of lead sulfide and their sodium analogs. The spectra of several frequently used industrial flotation reagent xanthates are also presented. A thorough, well-documented discussion is given of the various corrections made to correct the as recorded absorption band data to near absolute values.

The samples of the washings are characterized of the ore for physical, chemical and metalurgical properties for representivity. the optimum values are determined for the recuperation of gold of the washings of the gold ore from the zone El Callao, Venezuela by acidic solutions of thiourea of the following parameters: Ph , contact time, composition of the liquid mixture, ratio of solid to liquid, grade of liberation, in an apparatus designed for contacting solid powder of the mineral with liquid solution of thiourea mantained in suspension by bubles of compressed air. The experimental results showed that the velocity of lixivation in primier time of (20) minutes is rapid and practically 2/3 part of the reaction is completed. "Exploration work in the Beardmore - Tashota area has led to a reinterpretation of relationships between gold mineralization and the geologicalevolution ofthe area. The host volcanic rocks form two parallel volcanic belts connected by a much smaller cross-cutting band, which trends northeast from Beardmore to Tashota. This connecting band consists of mafic and felsic volcanic, plus clastic sedimentary rocks in a sequence conformable with the contact of the Onaman Lake Batholith to the east. A metamorphic aureole or incorporated xenoliths are lacking along this major contact and the only intrusive relationship observed is chilling between mafic dikes and a cold host granite in proximity to it. Granite dikes are totally lacking in the volcanic succession, or the overlying sedimentary sequence. A major part of this sequence consists of a polymict basal conglomerate with granite boulders and volcanic clasts in a fine-grained chloritic matrix. The nearest source for these boulders is the Onaman Lake batholith.Gold mineralization in significant economic quantities (+ 50 000 ounces) occurs at the top or above the mafic volcanic succession as quartz bands. In the Northern Empire Mine, the band is conformable, folded, boudinaged and the mineral zoning shows a relationship to variations in the host rock, not structural overprinting. In general, where the host mafic tuff is medium-grained, the quartz band is thicker, up to a metre wide, and carries economic grade; where the tuff is finer-grained and bedded, the band is very thin and low grade.Stratigraphic control and metal zoning shows that the mineralization formed as part of the development of the volcano- sedimentary succession. The other major deposits in the area (Leitch and Sturgeon River) have a similar structural history suggesting that they are also syngenetic in terms of the stratigraphic development. Regionally, these deposits were emplaced prior to any significant tectonic deformation but at the end of the mafic volcanic event.The mafic activity was related 10 a period ofextension which caused the volcanic troughs to develop along centres of rifting. The hiatus at the end of this event permitted extensive hydrothermal systems to form and deposit siliceous exhalite bands within sedimentary or terminal mafic volcanic environments in promixity to major thermal sources. Subsequently, the Kenoran Orogeny deformed the entire succession into upright folds with a sub-vertical schistosity. Evidence shows that the deposits have remained intact since deposition."

"A semi-continuous belt of Aphebian magnesian extrusive and related sub volcanic rocks has been delineated by the authors over a distance of 150 kilometres in the central La Ronge lithostructural domain in Saskatchewan. They range in composition from peridotite to basalt and attain true thicknesses of up to 800 metres. For the most part, they are confined to a basal position in the La Ronge/Wasekwan metavolcanic sequence, and appear to have been extruded onto sialic crust. However, at Lynn Lake, Manitoba, in the eastern continuation of the domain, similar rocks seem to be found only at a relatively high stratigraphic level.Although metamorphism seems to have obliterated any quench textures that may have existed in these rocks, ultramafic pyroclastics, pillows and amygdules as well as intercalated, fine-grained clastic sediment attest to the volcanic nature of these rocks. Bulk chemical analyses indicate that these rocks are heterogeneous, with komatiites, tholeiitic picrites and even rocks with some of the characteristics of boninite all being present. The close temporal and spatial relationship of ""boninites"" and komatiites in the belt may suggest a high degree of Aphebian mantle inhomogeneity in the domain.Nickel-copper mineralization has been found in differentiated tholeiitic stocks within the La Range domain (e.g., at Lynn Lake), but none has yet been found in the ultramafic volcanics. However, the tholeiitic picrites do host one economic gold deposit - the Agassiz Mine at Lynn Lake .Because of the depleted nature of their mantle source, the ""boninites"" of the domain are not considered to be likely hosts for mantle-derived nickel sulphide mineralization. However, the opposite is true of the komatiites, and this points to the need for whole-rock geochemistry in setting priorities for nickel exploration in the belt. In contrast, all of the magnesian rocks of the domain probably have the same gold potential. Inasmuch as the geophysical response to gold mineralization in the domain is likely to be unpredictable, lake-sediment geochemistry, followed by base-of-till and/or alteration oriented lithogeochemistry, should be emphasized during gold exploration."

Phosphate minerals are conventionally concentrated by flotation process using soap or soap- light diesel oil emulsion as collector. Some plants use detergents such as sodium petroleum sulfonate or alfa olefin sulfonate to enhance efficiency of soap flotation. It is reported that urea a known hydrotrope enhances flotation efficiency of soap as efficiently as alfa olefin sulfonate or linear alkyl benzene sulfonate at bench scale tests. In the present study tri sodium citrate also a known hydrotrope is tested as promoter in the flotation of phosphate mineral from Eshidiya ore.

In classical drill and blast underground mining methods, especially narrow vein operations economic quantities of broken ore can be left behind following normal mucking operations on the stope floors. The ore left behind can have significant economic value and if not collected can be lost forever. This paper reviews techniques for cleaning this material from stopes that have been used in the past and reviews possible modern techniques that can be applied to ensure this valuable material is removed from the stopes.

The concentrator at Kennecott Utah Copper currently has 4 lines with a configuration of one SAG mill feeding two ball mills. The slurry that reports to each ball mill will vary resulting in an unequal load of material. This configuration contains two separate sumps that receive material from a distribution box relying solely on natural slurry flow to feed each sump. The unequal split to each mill results in one mill receiving a greater amount of material. This will result in the equipment on one mill reaching limitations that may affect product quality and the operation of the equipment near maximum. The parallel mill in this condition will often have additional capacity that can be used but cannot be utilized due to the unequal split. The major consequences of this issue result in reduced throughputs and metal recovery. To resolve this condition an advanced control strategy was implemented to control the split in April of 2002 using equipment that was in place.

"Canada has a per capita GDP second only to Japan among the G7 countries and a positive trade balance which ranks third among the world's major economies. International trade represents a very large part of the national economy and as a proportion of GDP is larger than that of all the other G7 countries with the exception of Germany. On the negative side the Canadian current account deficit relative to the size of the economy is significantly worse than that of all major industrial countries, due mainly to the cost of servicing an immense foreign debt and to a large and worsening negative trade balance in manufacturing.The outflow of money may be reduced by increasing the productivity and competitiveness of those sectors of the economy in which Canada already has a leading competitive position and which have the potential for further growth. The mining industry is uniquely qualified in this respect in that Canada is the western world's largest producer of metals and mineral products and has the geology and the exploration skill to replenish reserves assuming that an adequate level of investment is maintained. In 1989 the minerals industry contributed $8 billion to the country's balance of payments and with the exception of forestry is the only sector of the economy which has shown consistently increasing foreign earnings over the long term.In recent years there has been a decline in exploration in Canada and a significant increase in countries such as Chile. The demand for hard currency to finance the development of the newly emerging capitalist economies of the CIS and Eastern Europe is also driving these countries to seek foreign investment to allow them to exploit their natural wealth more efficiently. Canada is therefore facing growing international competition for risk capital and in the future its trade surplus will probably decline in the face of lower cost foreign production.Canada rightly exercises a high level of environmental control on its mining operations; however a significant deterrent to investment is the fundamentally unjust application of the many provincial and federal environmental laws, under which a mining company, even if it takes every measure to protect the environment, runs the risk of eternal and unlimited future liability. If this situation is not rectified the effect will be an increase in global pollution as mines in countries with more lax application of law and regulations controlling environmental damage replace those of Canada. Tax benefits and incentives are a more efficient means than arbitrary regulations in minimizing environmental damage."
