The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

The ease of ignition and violence of explosion of Utah coal dusts, together with the large volumes of methane given off in some of the mines of the State, made it imperative to abandon obsolete equipment and obviously hazardous practices for up-to-date equipment and safer methods of mining if reasonable progress wore to be attained in fire and explosion prevention. Although much can still be done to improve safety conditions in Utah coal mines, considerable progress has been made in the past 10 years. The fundamentals of such progress include increased use of permissible electrical equipment in gassy mines, closed lights, rock-dusting, more liberal use of water at the face, butter ventilation, permissible explosives fired electrically both within and without the mine, partial inhibition of blasting while the shift is in the mine, 100-percent first-aid training, increased supervision and inspection, and mass safety meetings.

The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

A basic methodology is presented (employing both standard and theoretical assessment, analysis. and data interpretation techniques) for classifying waste containing trace levels of radionuclldes. Despite increased regulatory requirements for handling. transporting. and disposing of such waste: (I) no formal characterization methodology has yet been Implemented. and (2) no limits have been set to define the point at which a waste material is considered to be low-level and below which it Is "below regulatory concern" (BRC) or can be considered to contain no more than a diminimus level of radioactivity (i.e . is nonradioactive). 'I1le concept of diminimus limits specific to waste streams and waste forms is introduced. and a mechanism fur evaluating waste In relation to BRC and diminimus limits is outlined. This methodology can be used to perform a complete and adequate characterization of waste for classification according to its level of radioactivity.

Two papers dealing with Noranda's milling operations have already been presented. The first1 of these covered the initial metallurgical problems connected with the treatment of the ore, while the second2 described the development of the mill from a 500-ton unit in 1928 to one with a daily capacity of 3000 tons less than six years later. At the time the second paper was written the equipment whirh had been installed to bring the mill capacity up to 3000 tons was being tuned into production and for this reason, though each step had previously been tested by a large-scale pilot operation, it was thought advisable to withhold metallurgical data until any starting-up difficulties had been overcome and anticipated requirements fulfilled. These requirements called for an improvement in gold recovery without any lowering of the previous ratio of concentration, and the pages that follow deal with the methods by which this result was obtained. An idea of the character of Noranda concentrating ore will be gained from an inspection of the following mineralogical analysis of the ore treated by the mill during 1933: MineRal Content Mineral ConteNt Chalcopyrite, per cent..... 6.8 Silica and silicates, per cent............ 18.3 Pyrite, per cent........... 22.1 Gold, native and as telluride, oz. per ton 0.15 Pyrrhotite, per cent....... 51.5 Silver, probably as argentite, oz. per tou 0.35 Magnetite, per cent....... 0.5 Thesr figures, which are typical, show that over 73 per cent of the ore treated consists of pyrite and pyrrhotite. Determirnation of the proportion of unrecovered gold associated with each of these minerals was therefore of primary importance in developing a suitable method for improving gold recovery. the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. The nature and distribution of radiation-induced defects (RIDs) in quartz from the Maw Zone, a yttrium- and rare-earth-element-enriched sandstone breccia complex exhibiting intense hydrothermal alteration, have been investigated by electron paramagnetic resonance (EPR) spectroscopy. EPR spectra show that detrital quartz in sandstone, from five diamond drill holes intersecting the Maw Zone and one above the crest of the so-called Quartzite Ridge, contain only background-level RIDs, indicating that Ubearing fluids were absent in this area. However, close to the sandstone-basement unconformity, in hole WR-194 immediately west of the Quartzite Ridge, the concentration of RIDs in detrital quartz is significantly above background but at least an order of magnitude lower than those at the Key Lake and McArthur River deposits. Widespread drusy quartz at the Maw Zone, which signifies intense hydrothermal alteration, is associated with hematite-, sulfide- and carbonate-bearing mineral assemblages, which exhibit complex crosscutting relationships. EPR spectra of drusy quartz in all three types of mineral assemblages are low in RIDs as well, supporting the EPR evidence that fluids at the Maw Zone did not carry significant U. These EPR results suggest that, in spite of intense hydrothermal alteration and favorable structural geology, the Maw Zone is unlikely to host any significant U mineralization. Moreover, this study shows that the EPR technique is potentially a useful exploration tool, capable of determining whether individual alteration zones in the Athabasca Basin were associated with U-bearing fluids or not.

Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The calibration technique of gelatin mixtures, proposed by Richards and Mark in 1966, is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example, with the view of describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been de¬veloped only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not been buying domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases, and the production is very small at present."

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these de- posits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are in filtration as filter aids and fillers and extenders.
