The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

Hudson River Pier 86, home of the historic USS Intrepid Aircraft Carrier and the Intrepid Sea-Air-Space Museum, is currently undergoing a $30M reconstruction. This project involves the demolition of the old timber pile supported pier and construction of a new 150 ft wide by 782 ft long concrete pier, built over the footprint of the old piles. The new pier consists of steel pipe piles, precast concrete pile caps, and a composite deck, made up of precast, prestressed concrete planks and cast-in-place concrete topping. This paper focuses on both the structural design and construction of the new pier, with emphasis on the pile foundation. Pier 86 is unique in that it is required to resist the extremely high lateral loads imposed on it by the permanently moored 898 ft long aircraft carrier during severe storms. A total of 360 steel pipe piles support the new pier. These piles, which are 24 in. in diameter and range in length from 58 ft to 175 ft, were driven down to bedrock. The piles, each having 200 ton allowable capacities, work together to resist the significantly large lateral loads exerted on the pier by the ship. The installation of the piles was unique in that all the piles, including the ?super-longs?, were fabricated to-length offsite, delivered to the site via truck and barge, and installed in one piece, eliminating the need for field splicing. The Pier 86 reconstruction will be completed within an extremely aggressive 18 month schedule, from January 2007 through June 2008. The refurbished aircraft carrier Intrepid will return home in September 2008, and the grand re-opening of the pier will be on Veteran?s Day 2008. This paper provides a case history for owners, government agencies, engineers, and construction professionals that will be faced with the challenges of designing and building new piers.

RECIPITATION in alloys is undoubtedly one of the most essential phase transformations in metallurgy and, besides, it is a phenomenon of great interest to physicists. It seems then that it can be chosen as a topic for an Annual IMD Lecture. Of course, the subject is a very wide one and I shall discuss here only a very restricted part of it. I should like to show why it is now considered that there is, at the beginning of the process, a stage distinct from the real precipitation, which is the pre-precipitation. We shall be chiefly interested in the atomic structure of the metal in this preprecipi-tation stage. Numerous reviews on this subject have been published recently.', ' The latest was given by H. K. Hardyh t the last meeting of the Institute of Metals in London. One of the most complete articles has been written by the late Dr. Geisler." I should like, at the beginning of this lecture, to pay a tribute to the memory of our friend Arthur Geisler. Some of the ideas which will be developed here are different from those advocated by him. But everybody knows the considerable progress in experiment and in theory which we owe to him and, personally, I deeply feel how fruitful have been the long discussions which we have had during many years. Experimental Basis of the Precipitation Problems Let us recall the essential facts pertaining to the problem of the precipitation. The starting point and the final one are well known. The initial stage is the supersaturated solid solution before quenching. The dissolved atoms replace some of the atoms of the solvent at the points of a definite lattice. It is generally considered that the distribution of the atoms is completely random, and that the lattice distortions are relatively weak. These assumptions are only an approximation. It has now beenproven", that, in some cases, the dissolved atoms have a tendency to segregate to form very small nuclei. These fluctuations of composition are greater than the normal statistical fluctuations in a purely random alloy. We shall see the role played by these nuclei later. The final state is obtained by a very long annealing at such a temperature that an equilibrium is reached in a reasonable time. The effects of hydrogen on the properties of binary Ti-A1 alloys containing 2.5, 5, and 7 pct aluminum and ternary alloys of the same compositions with added interstitial elements oxygen, nihrogen, and carbon were stzdied. Aluminum increases the apparent hydrogen solubility of the a-phase, resulting in a marked increase in resistance to impact embrittlement. In the Ti-5Al and Ti-7Al alloys, for example, the addition of 180 and 305 ppm hydrogen, respectively, did not cause embrittlement, while unalloyed titanium was embrittled by as little as 75 ppm. The role of aluminum in increasing hydrogen solubility of the a-phase probably accounts for the excellent hydrogen tolerance of a-ß alloys containing considerable amounts of aluminum. There is some evidence that aluminum retards the rate of hydride precipitation. If so, these alloys may be susceptible to slow-strain embrittlement. UNALLOYED a-titanium is extremely sensitive to small amounts of added hydrogen in that there is a marked decrease in notch properties. For example, as little as 100 ppm hydrogen is sufficient to lower the room-temperature notch-impact strength from over 100 to less than 20 in.-lb.' Ilmenite concentrates prepared from beach and dune sands of Florida, India, Australia, and other localities deviate to varying degrees from the theoretical composition of pure ilmenite, and generally contain more TiO2 than the formula FeTi03 would indicate, and some Fe2O3. This variation in composition is due to different amounts of altered ilmenite in the concentrates. (') The alteration has been shown to take place by oxidation and leaching of the iron in ilmenite, to yield residual products consisting of amaphous or very finely crystalline titanium dioxide and ferric oxide. Other studies(2) have stressed that ilmenite may alter first to an amorphous titanium-iron oxide, or to an amorphous mixture of titanium and iron oxides, with later alteration to crystalline titanium dioxide. There has been some speculation as to whether alteration of ilmenite is usually caused by weathering or by hydrothermal pr0cesses.(3,4,5 Three main methods of approach were used to study the mechanism and rate of ilmenite weathering. (1) Etch tests were used to learn the relationship between crystallographic orientation and the rate of chemical attack on ilmenite. (2) Altered ilmenites in New Jersey sands were compared with ilmenite in rocks of the area from which the sands were probably derived. (3) Experiments were carried out to determine at what rate, and by what agents, originally fresh ilmenite could be altered in the laboratory under simulated weathering conditions. ETCH FIGURES ON ILMENITE CRYSTAL PLANES A rather large ilmenite crystal from Sannidal, Norway, about 11/2 x 11/2 x 2 inches, bearing a few natural faces with imperfect surfaces, was prepared for etching by grinding and polishing crystal planes whose Bravais-Miller indices (referred to hexagonal axes) had been determined by X-ray methods to be 00.1, 10.0, and 10.2. Metallographic examination showed that the crystal was homogeneous, and uniform in orientation, except for the presence of twin lamellae which were oriented with their broadest surfaces parallel to the 00.1 planes of the large crystal. Since ilmenite is rather inert to standard etch reagents, strong solutions of hot sulfuric acid and cold hydrofluoric acid were used. Preliminary tests established that better etch figures were obtained using HF than with H2So4 solutions. The etch figures produced on 00.1 and 01.0 planes of ilmenite by etching 3 to 5 minutes in cold concentrated HF solution are shown in Figures 1, 2, and 3. The development and introduction of a preventive maintenance scheme in the coke ovens department, coal preparation section, of The Broken Hill Proprietary Co. Ltd., Newcastle steelworks, is described together with its operation and the results achieved during the first 12 months.'fhe scheme consists essentially of an engineering analysis of the plant to establish maintenance schedules, and to record the details on reference cards.Items are reviewed progressively and a weekly work schedule is prepared, from which work orders are passed on to the maintenance foremen. These foremen in turn originate action orders and issue inspection sheets as required. Results are then reported back to the maintenance planner and used to revise norms, practices, and cycles.INTRODUCTIONWhat is maintenance? Some people consider maintenance to be the work involved in putting things together again after they have fallen apart. The author regards it as the mechanical care and repair of plant machinery and equipment to keep it operating in sound mechanical condition, without undue interference with production processes.Maintenance may be organized or haphazard, and, too often, what has been fondly imagined to be nicely controlled and organized maintenance proves, under pressure, to be more correctly described as haphazard. The case study has identified and characterised additional subsidence arising from longwall mining above or under existing longwall goaf. It suggests that the magnitude, mechanisms and prediction methods for such additional subsidence are different between the two mining configurations. This paper presents a proposed method to predict maximum vertical subsidence due to longwall mining under existing longwall goaf. It suggests that, unless different results from further new cases become available, the findings presented in this article, including the aforementioned prediction method, be applicable to the majority of sites in New South Wales, where multi-seam longwall mining is to take place. This article also presents an important concept of 'overburden modification' due to multi-seam mining. A causal relationship between the above-mentioned additional subsidence and 'overburden modification' has been identified as a result of the case studies. Further investigations into the physical processes that cause such overburden modification will be fundamental to the understanding and management of multi-seam subsidence.

Booster fans, large underground fans, can increase the volumetric efficiency of ventilation systems by helping to balance the pressure and quantity distribution throughout a mine, reducing leakage and reducing the total power requirement. However, in ventilation systems that use booster fans there is a potential for system recirculation, the leakage of return air to intake air, and also for localized recirculation near the fan through the bulkhead and airlock doors. Air that is recirculated locally decreases the system efficiency because the quantity of air flow through the fan increases without increasing the airflow throughout the system. To understand the detailed flow characteristics of a ventilation system with a booster fan, two-dimensional computational fluid dynamics (CFD) models were developed using the software Ansys-FLUENT. Though two-dimensional models do not represent the full complexity of the flow dynamics, they do provide a good representation of the flow characteristics and they allow for a qualitative analysis of how the flow dynamics are affected by the system characteristics. The CFD models were used to evaluate how the number of booster fans, the booster fan placement, the location and geometry of the fan installation and the construction of the airlock system affect the flow characteristics and the localized efficiency of the ventilation system.

Stillwater Mining Co. (SMC) is engaged in developing, extracting, processing and refining palladium, platinum and associated metals (PGM)from the J-M Reef. This geological formation is located in Stillwater, Sweet Grass and Park counties in southern Montana. Associated byproduct metals include rhodium, gold, silver, nickel and copper. SMC’s current mining operations are near Nye, MT. The company is currently developing a second underground palladium and platinum mine, the East Boulder project, about 21 km (13 miles) west of the Nye operations. A 5,650-m (18,550-ft) tunnel is required to gain access to the ore-bearing horizon (J-M Reef).

The mining sector is a major economic driver for Canadian, and British Columbian communities. In parallel strong commitments have been made by industry to the well-being and sustainability of associated communities. However, these dimensions are the least understood. Especially lacking are focused regional investigations that compare the well-being and sustainability of communities dependent on different resources sectors. It is hypothesized that this type of comparative analysis will help to foster a greater understanding of what makes a resource or mining community healthy and sustainable. This paper describes research that examined community-level indicators associated with well-being (e.g. education, income and employment) and sustainability (e.g. economic diversity). The indicators were derived from Canadian Census data for 31 British Columbia resource-based communities (with a focus on mining) during a period of time (1991 to 2001) when resource sectors experienced an economic downturn. Our findings identify that during this decade, mining communities differed significantly from other resource-based communities, and comparative analysis of census derived indictors illuminate challenges that mining communities in British Columbia face with respect to wellbeing and sustainability (such as economic diversity, unemployment, and population loss). To contribute to the mining sector?s efforts towards meeting their commitments to communities, this paper concludes by proposing strategic opportunities aimed at the enhancement of mining community sustainability for policy-makers, communities, and the mining industry to consider.

El presente trabajo señala el proyecto de remediación de los relaves mineros realizado en la relavera Ticapampa, ubicado en el Distrito de Ticapampa – Huaráz, región Ancash, con el objetivo de remediar los relaves de TICAPAMPA depositados por más de 30 años y que contaminan al río Santa, fuente principal de irrigación del Valle del Callejón de Huaylas. El proyecto comprende la extracción de contaminantes del pasivo ambiental de Ticapampa a través de la flotación de los sulfuros de fierro, y la obtención de un material inerte (con bajo contenido de sulfuros contaminantes) para la fabricación de productos cerámicos por medio de resinas recientemente desarrolladas.

"AQUILA Mining Systems Ltd. is a Canadian company that designs and develops monitoring, control and navigation systems for the surface and underground mining industries. In 1992, AQUILA Mining Systems began the development of technology for monitoring, controlling and positioning mobile mining equipment. In 1993, AQUILA completed its first field test with GPS receivers onboard ablasthole drill, and thus demonstrated the viability and strategic relevance of this technology in surface mining. Since then, AQUILA has installed GPS-based technology on drills and shovels in several Canadian mines. This paper will review the development of these systems and discussthe benefits the mining industry could realise through their production implementation."

A study has been undertaken on two 1.12 m diameter industrial booster fans operating under different blade settings powered by a 1200 rpm motor at the Missouri University of Science and Technology. The fans total pressure varies up to 1kPa forcingup to 25 m3/s through the workings. A pressure-quantity survey has been conducted inby and outby the booster fans with different blade settings. The study uses a variable speed drive (VFD) to determine the effect of rotational frequency on the system. The pressure drop across the bulkheads has been monitored during the experiments. The fans were operated with various blade settings to determine the optimal scenario that maintains the maximum airflow quantity and the lowest power demand at a particular ventilation station. Five scenarios were conducted with different blade setting and mostly with two different speeds. The experimental results show that alteration of fans? speeds by use of a VFD unit can reduce power consumption while maintaining airflow requirements. With the flow rate forced through the mine by the surface fan the blade settings 4 and 5 were determined as possible alternative for the mine ventilation system. In scenario 4, the airflow at the particular ventilation station for a number of speeds is over 20m3/s. The power consumption at 1080 rpm was measured to be 20.1 kW compared to 25.5 kW at 1200 rpm. The operating cost would be significantly less at lower speeds. Scenario 5 is the alternative making use of both booster fans and the main fan in series that meets the minimum airflow requirement at the particular ventilation station along with minimum power consumption. Reducing both booster fans speeds to 1054 rpm results in power consumption of both together dropping to 11.8 kW. Therefore blade setting 5 using two booster fans was determined to be the optimal setting. Separately it was determined that the combination with use of only one booster fan, the West booster fan, running in series with the main fan is the overall optimal scenario. The power consumption of the West booster fan was calculated to be 8.8 kW at 860 rpm with the minimum airflow requirement being met. Computational fluid dynamics is used for analyzing three dimensional flow structures in time domain and calculating the corresponding unsteady pressure fluctuations. The sliding and dynamic mesh techniques were used to study the unsteady flow interaction arising due to the rotation of the fan blades. The numerical predictions of the variables in the form of velocity vectors and contour plots detailing the flow characteristics are then analyzed according to the known physical situation and existing experimental data.

"The Niobec concentrator rejects up to /5% of the Nb as slimes (-10u.m). The recovery of Nb from these slimes by column flotation is being studied. An essential condition for selective flotation is slimes dispersion. A particle size analyzer, the Sedigraph 5000D, was used to monitor dispersion in plant waters with combinations of organic and inorganic dispersants and flotation reagents. Flotation reagents were particularly detrimental to dispersion with sodium silicate. The best dispersion conditions were selected for column flotation tests. These tests revealed that reagent combination had a pronounced effect on froth stability. Careful frother selection achieved good froth stability under conditions of good dispersion. Plant water increased the required dispersant concentration causing mineral depression.IntroductionSlimes (-10 u.m) rejected at Niobec contain up to 15070 of the over-all Nb content . Recovery of Nb from these slimes would significantly increase over-all recovery. A suggested recovery route involves two phases: (1) carbonate flotation (to remove most of the carbonates) depressing silicates and pyrochlore (as currently done at Niobec); and (2) selective (direct) pyrochlore flotation from the silicates. Phase 2 has been addressed and several routes to achieve selective flotation are available. Phase I was attempted with the selective reagent scheme used at Niobec but a considerable amount of pyrochlore floated with the carbonates due to poor slimes dispersion."

When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing's No. 5 subway line, which runs through the heart of the city from north to south, opened in October. The risk associated with mining induced seismicity is one of the major threats to the safety and sustainability of deep underground mines. This paper describes techniques that allow site practitioners to efficiently control such risks in mines. The proposed approaches rely on ground support to strategically control seismic risk and re-entry time to tactically control this risk. The strategic approach is based on the detailed understanding of past seismicity to as certain the seismic hazard of individual sources throughout the mine. This approach also relies on assessing the potential damage that these sources can induce on nearby excavations using the excavation vulnerability potential (EVP) and rockburst damage potential (RDP) concepts proposed by Heal et al. (2006). It is then possible to investigate how to reduce the risk of experiencing damaging seismicity in mine drives by locally enhancing the ground support system. The tactical approach relies on a proposed methodology to estimate reliable re-entry times or exclusion periods based on the seismic decay following blasting. Some examples of how these techniques have been applied in Australian mines are given.

"Concepts of linear elastic fracture mechanics were applied to study two cases of failure, namely an equalizing beam from a tandem rear axle of a highway tractor unit and the main beam of a flat bed trailer. In the first case, the presence of a crack, initiated by stress corrosion cracking followed by significant fatigue crack propagation produced a state of stress which was sufficient to produce brittle failure. Calculation of the fatigue life agreed with the number of cycles that the structure experienced before final fracture. In the second case, it was demonstrated that a combination of low temperature and high loading rate was sufficient to cause brittle fracture.IntroductionFailure analysis of engineering components has generally been carried out without the benefit of fracture mechanics. It is generally understood that real structures inevitably contain internal or surface flaws which under an applied load, may propagate to fracture. Fracture mechanics relates the applied stresses to the crack size in specified geometries. Since its introduction approximately thirty years ago, fracture mechanics has evolved as a design philosophy which can be used to develop fracture-safe designs. It can be also applied in analysis of failures, to ascertain if sound design and fabrication methods have been used."

When Haematite Explorations Pty. Ltd. began prospecting for petroleum in 1960, there was only ill-defined geological evidence on the land bordering Bass Strait to support the belief that petroleum lay trapped in sedimentary formations beneath its shallow waters.A reconnaissance of the area, made in 1961 by the airborne magnetometer method, covered the waters and islands of the Strait and overlapped the Victorian and Tasmanian coasts. The survey indicated the presence of the Bass Basin (which is completely water-covered), assisted in outlining the Otway and Gippsland Basins, and showed that each basin contains sedimentary rocks over 10,000 ft thick. Information on the regional geology and minor volcanic activity was also obtained.Marine seismic surveys carried out from 1962 to 1965 defined these basins more accurately and showed the nature and structure of the thick sedimentary sections.Correlation of the seismic data with onshore wells identified the sediments as Tertiary and Mesozoic. Subdivisions of the former in all basins and the latter in the Otway Basin were made. These Tertiary and Mesozoic rocks are not seriously deformed and they have good prospects of containing petroleum.Possible structural and stratigraphic traps, recognized from the seismic record sections by petroleum geologists, are being tested by offshore drilling which began in 1964.
