Introduction The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour (acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec (50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average millwide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al., 1987). Testing Total mill ventilation systems were evaluated at two processing operations. For both tests, the primary goal was to determine the reduction in respirable dust throughout the structure. Test site No. 1. The first evaluation was performed at a clay-crushing and screening mill in New York. The mill's base dimensions were 39.6 x 9.8 m (130 x 32 ft), giving a volumetric capacity of 4250 m3 (150,000 cu ft). The TMVS was designed to provide 12 m3/sec (25,430 cfm) of ventilation air to the mill, representing about 10 acph. This was accomplished by three 4 m3/sec (8475 cfm) roof-powered exhaustors that were evenly spaced across the roof. Three wall louvers provided inlets for make-up air at the mill's base. Two evaluations were performed at this mill. The first occurred for two days in December when outside air temperatures ranged from -12.2° to 4.4° C (10° to 40° F). Temperatures with the wind chill factor dropped as low as -34° to -40° C (-29 to -40° F) during the early morning. The second evaluation was in April when outside air temperatures ranged between 10° to 26.7° C (50° to 80° F). These two evaluations verified the effectiveness of TMVS in lowering respirable-dust concentrations throughout the mill. Gravimetric-sampler respirable-dust concentrations in December ranged from 0.22 to 2.39 mg/m3 under normal conditions, compared to 0.13 to 1.55 mg/m3 with TMVS. In April, respirable dust concentrations ranged from 0.29 to 4.84 mg/m3 under normal conditions compared to 0.21 to 2.37 mg/m3 with the system on. TMVS also increased visibility throughout the mill building. Dust reductions for gravimetric and RAM-I instruments are listed in Table 1. Each value was determined by comparing the average concentration for the entire day of testing for normal and TMVS values. The mean/standard deviation values for gravimetric and RAM-1 results were 42.5/17.6 and 37.1/16.8, respectively.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). The Thabazimbi iron ore deposit comprises a series of stratabound orebodies, on average 18 - 25 m thick that are aligned along the faulted basal contact between the Penge Iron Formation and dolostones of the Malmani Subgroup, Transvaal Supergroup. Field geological relationships and petrographic observations suggest that the formation of high-grade iron ores took place after contact metamorphism related to the intrusion of the Bushveld Complex (2.06 Ga) but before the deposition of red beds of the Waterberg Group at ca 1.9 Ga. Hard, high-grade iron ores are predominantly composed of martite and microplaty hematite. Goethite is restricted to supergene-modified ores close to the Late Cretaceous û Early Cenozoic Old African land surface. At depth, the high-grade hematite ores interfinger with low-grade dolomite-hematite and calcite-hematite ores. Iron oxides (martite, microplaty hematite) present in these low-grade ores are texturally indistinguishable from those in the associated high-grade ores, ie ore formation is genetically associated with carbonate metasomatism. Microthermometric studies of fluid inclusions in sparitic carbonates and rare megaquartz reveal their hydrothermal origin. Two compositionally distinct aqueous fluids of shallow crustal origin are identified, namely a Ca-Na-rich high-salinity brine (26 wt per cent NaClequivalent, TH ~160¦C), and an aqueous Mg-K-bearing fluid of intermediate salinity (8.3 - 12.6 wt per cent NaClequivalent, TH~120 - 150¦C). The results confirm that high-grade hematite orebodies at the Thabazimbi deposit owe their origin to an event of extensive oxidative carbonate metasomatism (calcification), similar to that recognised at other important high-grade iron ore deposits in the world. Hydrothermal ore formation is both structurally and lithologically controlled. Size and quality of the orebodies was improved by Late Mesozoic-Cenozoic deep lateritic weathering as carbonate-hematite ores were enriched to friable high-grade ores, but this supergene modification is second in importance compared to the primary event of hydrothermal ore formation.

The tool is intended to assist the mining industry as it embraces the many facets of sustainable development. A case study is used to support the identification of key factors that may predict the sustainability of a new mine town. Sustainable communities, like Britannia Beach, are discussed in the context of three pillars of sustainability: value of mining products to society; creating wealth; and, environmental integrity. A sustainable mine town may be viewed as a socio-economic asset as well as an asset to the mining industry.

This paper describing the mining practices at the Old Dominion mine, Globe, Ariz., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various minim districts in the United States. The Old Dominion mine is situated in the eastern port of the Globe-Miami district, about 1-1/2 miles north from the center of the town of Globe. An average of nearly: 1,200 tons per day was mined during 1928. The prevent production is about 1,500 tons per day; of this amount,, approximately 100 tons is direct-smelting ore that is shipped to the smelter at Miami and 1,400 tons milling ore which is treated in the company?s concentrator at Globe. About 600 men are employed at the mine.

An evaluation is presented of the Bureau of Mines process for the recovery of metal and mineral values from municipal incinerator residues. This process employs standard mineral beneficiation techniques and is operating on a pilot-plant scale of 1,000 pounds of incinerator residue feed per hour. Products from this separation process include ferrous, aluminum, and copper-zinc scrap, and colorless and colored glass. Cost estimates were prepared for four plant sizes. Provision is made, however, for part of the residue feed to be delivered by truck so that one large separation plant can be used for residue from more than one incinerator.

When deciding to deploy rescue teams underground the decision makers need to be able to determine that there won?t be an explosion whilst the rescue teams are underground. Previously general body concentrations in areas likely to be travelled were compared to explosive limits on a one off basis with no formal process looking at trends or other areas. A new approach is being adopted that takes into account the rate of change of gas concentrations with triggers set to enable a withdrawal of personnel prior to a possible explosion and influences such a barometric pressure changes. This paper explains the rationale behind the changes made and the advantages and implications of adopting such an approach.

"INTRODUCTION The metallurgical-research program of the Bureau of Mines .for the past 15 years has emphasized the production of high-purity nonferreus metals through the utilization of our available resources, ores, reducing agents, fuel, and power.Ore dressing or concentration, has always been a vitally important part of nonferrous metallurgy, and the Bureau continues to give most of its attention to it. In the field of the traditional nonferrous metals, the Bureau staff has developed natural-gas reduction of zinc, the application of glomerule technique to preparing high-grade lead concentrates for Scotch-hearth smelting, the production of electrolytic antimony from precious metal-bearing ores, and the recovery of nickel from nickel-chrome-iron ores.In the field of light metals, the Bureau staff has developed several improvements in both magnesium and aluminum production and in alloys of these metals. In the so-called ""rare-metal"" field, Bureau activities have included the production of pure ductile titanium on a larger scale than heretofore attempted, the electrolytic production of cobalt, chromium, and manganese which may now take their proper places as bases for nonferrous alloys as well -as ingredients of special steels. The Bureau staff has investigated many of these new alloys. Investigations of methods of recovering vanadium from its low-grade domestic ores have given promising results. Methods for the preparation of metallic zirconium have been improved."

"INTRODUCTION Toxic gases in the products from the detonation of explosives are one of the hazards in blasting underground. Investigations by the Bureau of Mines 4/5/ have shown that the oxygen balance of the explosive is an important factor in the control of toxic gases. This balance is considered in determining the composition of modern metal-mining explosives for blasting underground, and application of the concept has reduced the volume of toxic gases generated.The chemical nature of the material being blasted also influences the composition of the toxic gases produced. Under some conditions of blasting in massive pryrite, unsafe concentrations of sulfur dioxide and hydrogen sulfide have been found.Experiments with the O-J apparatus 8/ have shown that there is an increase in the volume of carbon monoxide in the gaseous products when permissible explosives are detonated in contact with coal dust. Thus, reactive materials of a reducing nature adjacent to explosives loaded in drill holes may decrease the effective oxygen balance of the explosive and cause the volume of toxic gases to increase.Several blasting accessories of reducing nature have been introduced recently for use in coal or metal mines or tunnels. In practice these are loaded adjacent to the explosive where conditions favor reaction with the products of detonation. The effects of this loading on the gaseous products obtained from the shot are indicated in this report. Broad consideration was not given the efficiency, usefulness, or over-all safety of these devices, but the practical significance of the hazard resulting from increased volume of carbon monoxide is discussed."

The expansion of city street laving which characterized the ten years ended December 31, 1929, according to a survey of 201 representative cities, made by the bureau of Mines, reached it climax in 1927, with decreases reported for 1928 and 1929. The upward trend, followed by a decline, was general in cities of all sizes included in this study, but was most pronounced in cities of 40,000 to 100,600 inhabitant and in the Northeastern, Southeastern, and Southwestern States. In the North-Central States the trend of paving; was downward from 1925 to 1929; in the Pacific, and Rocky Mountain States it was generally upward. Over the nation as a whole, bituminous types of paving continued to lead, furnishing two-thirds of the total street pavement laid in the 201 cities from 1925 to 1929. The actual yardage of bituminous pavement laid in these cities, however, was 3.8 per cent less in 1923-than in 1925, and the ratio of bituminous pavement to the total pavement t dropped from 70.4 per cent in 1925 to 62.1 per cent in 1928, rising to 65.1 per cent in 1929. The area paved with Portland-cement concrete amounted to only one-fourth of the total, pavement laid in these cities from 1925. to 1923., but the yardage of Portland-cement pavement increased by half during the period, and its share in the total pavement grew from 19.3 per cent in 1925 to 30.0 per cent in 1928, declining to 29.5 per cent in 1929. Brick, block, and stone pavements, which constituted the remaining one-twelfth of the total pavement laid in the 201 cities, decreased one-third in yardage, and declined in relative importance from 10.3 per cent in 1925 to 6.6 per cent in 1929.

G.M. Philip and D.F. Watson The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write : "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accu¬mulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common. ? Kim Before replying to the comments by Philip and Watson, it is desirable to establish the original perspective of our paper, which was intended primarily for the practitioners of mining who possess a working knowledge of ordinary kriging. The paper tried to convey the following practical points: (1) there are circumstances in which one observes negative weights, (2) illustration of circumstances under which one can expect negative weights, (3) should one obtain a negative estimated grade, one can resort to elimination of negative weights using the technique outlined in the paper, and (4) one could normally select only the first layer of surrounding assays to estimate the block grade. Under such a perspective, most of the comments by Philip and Watson are irrelevant and misdirected. For example, the practitioners do not find it difficult to "interpret" the results of ordinary kriging, as evidenced by the fact that they have been using the results for nearly a decade. Nor are the practitioners concerned with discontinuities in estimated block grades due to changing neighborhood of assays during kriging. What matters to the practitioners is the fact that kriging does provide the best estimate among all the estimation tools available to them as of today. ?

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

ADVANCES in mining and processing technology made it possible to reopen the De Beers diamond mine in South Africa, originally located in 1871 by Cecil Rhodes and closed in 1908. Radioactive material was used to indicate the efficiency of hydro-cyclones used in diamond concentration. Added interest was shown in recovering diamond from the sea off the coast of South-West Africa. Production of crude artificial abrasives declined because demand was paritally met by withdrawals from stocks. The value of graded grain-coated abrasives and grinding wheels surpassed those of 1962.

Application of the coal hydrogenation process for the production of chemicals is described. It has been estimated that a plant to produce 31,090 bbl per day of chemicals and fuels would cost $326,- 000,000. These products would consist of 6.1 pct by weight tar acids, 50.8 pct aroma tics, 16.4 pct LPG, and 26.7 pct gasoline. THE coal hydrogenation process is well known as a means for the production of liquid fuels from coal. In this paper the possibilities of the coal hydrogenation process as a source of chemical raw materials will be discussed. The recovery of chemicals from coal hydrogenation products necessitates some modifications and additions to the equipment used for the production of fuels. The conversion of coal into liquid fuels such as gasoline requires two steps: liquid phase and vapor phase hydrogenation. Intermediate oils obtained in the liquid phase contain oxygen and nitrogen compounds, especially aromatic compounds, since the coal itself is composed mainly of cyclic compounds. These oils are the raw material for the separation of high molecular weight aro-matics and of tar acids and tar bases. The relative amounts of heavy and middle oil—boiling above and below, e.g., 325°C—can be influenced by temperature, residence time, and catalyst of the liquid phase hydrogenation. In the vapor phase hydrogenation a solid bed catalyst is used to convert the intermediate oil from the liquid phase operation into hydrocarbons of the gasoline boiling range. Essentially pure hydrocarbons with a low content of sulphur, oxygen, nitrogen, and olefines are obtained. Depending mainly on the catalyst, the high ring compound content of the liquid phase oil can be preserved and gasoline rich in aromatics obtained. However, with other catalysts, these ring compounds can be split into gasoline with a high content of isoparaffins.' Again, depending on the operating conditions, products of varying boiling range can be obtained. Selection of catalyst and operating conditions therefore makes possible the production of different grades of motor fuel and also variations in the relative amounts of benzene, toluene, and xylene when aromatic hydrocarbons are produced. The schematic flowsheet, Fig. 1, shows the main steps of the coal hydrogenation process, and the product streams used for the recovery of chemicals are indicated. In the liquid phase hydrogenation stage, coal is made into a paste with recycle heavy oil. The coal paste is mixed with hydrogen and preheated at a pressure of 300 to 700 atm in heat exchangers and preheaters. Application of the coal hydrogenation process for the production of chemicals is described. It has been estimated that a plant to produce 31,090 bbl per day of chemicals and fuels would cost $326,- 000,000. These products would consist of 6.1 pct by weight tar acids, 50.8 pct aroma tics, 16.4 pct LPG, and 26.7 pct gasoline. THE coal hydrogenation process is well known as a means for the production of liquid fuels from coal. In this paper the possibilities of the coal hydrogenation process as a source of chemical raw materials will be discussed. The recovery of chemicals from coal hydrogenation products necessitates some modifications and additions to the equipment used for the production of fuels. The conversion of coal into liquid fuels such as gasoline requires two steps: liquid phase and vapor phase hydrogenation. Intermediate oils obtained in the liquid phase contain oxygen and nitrogen compounds, especially aromatic compounds, since the coal itself is composed mainly of cyclic compounds. These oils are the raw material for the separation of high molecular weight aro-matics and of tar acids and tar bases. The relative amounts of heavy and middle oil—boiling above and below, e.g., 325°C—can be influenced by temperature, residence time, and catalyst of the liquid phase hydrogenation. In the vapor phase hydrogenation a solid bed catalyst is used to convert the intermediate oil from the liquid phase operation into hydrocarbons of the gasoline boiling range. Essentially pure hydrocarbons with a low content of sulphur, oxygen, nitrogen, and olefines are obtained. Depending mainly on the catalyst, the high ring compound content of the liquid phase oil can be preserved and gasoline rich in aromatics obtained. However, with other catalysts, these ring compounds can be split into gasoline with a high content of isoparaffins.' Again, depending on the operating conditions, products of varying boiling range can be obtained. Selection of catalyst and operating conditions therefore makes possible the production of different grades of motor fuel and also variations in the relative amounts of benzene, toluene, and xylene when aromatic hydrocarbons are produced. The schematic flowsheet, Fig. 1, shows the main steps of the coal hydrogenation process, and the product streams used for the recovery of chemicals are indicated. In the liquid phase hydrogenation stage, coal is made into a paste with recycle heavy oil.
