A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. The application of modifying factors to the Merensky Reef and UG2 Chromitite Layer has a number of challenging aspects as the deposits are tabular and consist of a number of separate geological entities that are grade bearing. The important aspects of the conversion include mineral holdings, dilution with grade bearing material, mining and geological losses, marginal cut offs and recoveries especially where open pit or weathered material is being considered. It is considered inappropriate to add material for dilution at zero grade as the associated material generally comes with an associated low grade. The Merensky Reef Is typically a pegmatoidal feldspathic pyroxenite with bounding chromitite layers. The Merensky Reef is senso stricto too narrow to be considered as a mineable entity and therefore any reserve must include material at low or marginal grades. This is further complicated as the typical mine cut or approach varies across a mine of project. This variation must be included in the mineral reserve conversion. The UG2 Chromitite Layer is typically lithologically bounded i.e. chromitite hosted. However, this adds interesting aspects particularly where leaders are intersected in the hangingwall. These can contribute to unstable hangingwall. It may be considered appropriate to include these in the mineral reserve. One of the overarching principles is that the reserve can be demonstrates to be feasible i.e. can be mined at a profit. Here aspects of a feasibility including infrastructure (power, water etc) needs to be properly considered. The paper will attempt to describe these and other relevant issues and highlight examples from experience together with proposed solutions.

The Young America lead-silver-zinc mine in Stevens County, Wash., was investigated by the Bureau of Mines during parts of 1946, 1947, and 1948. Results of the investigation are described herein. The mine is 1/4 mile northeast of Bossburg, Wash., the nearest railway station. An excellent paved highway (No. 22) connects Bossburg with Colville, Wash., 23 miles to the south. The property was located in October 1885. It is credited with a production of 2,178 tons of shipping ore since 1901. The shipping ore averaged 7 percent lead, 7.7 percent zinc, and 16.1 ounces silver per ton. The property is under lease and option to Walter E. Morris and Perry Leighton of Colville, Wash. The deposit crops out on a steep limestone bluff overlooking the Columbia River. The country rock is a highly metamorphosed, brecciated, marbleized limestone (Northport formation).

"A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to iu presence. Thus, silicosis is the name given to the fibrotic disease of the lungs caused by inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Coal workers' pneumoconiosis (CWP), which was originally thought to be a variant of silicosis, results from inhalation of coal mine dust that usually contains relatively small amounts of free crystalline silica.HISTORYSilicosis is the older and more well known of these mineral pneumoconiosis. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist. 26 They noted that coal trimmers, i.e., special stevedores who leveled coal in the holds of ships at the Cardiff and Swansea docks in Wales, developed identical nodules on the chest radiograph to those of underground miners. The difference was that these men had never worked underground and that the coal was washed before it was loaded into ships; thus, it was unlikely that these men were exposed to silica. Gough54 examined the lungs of coal trimmers who died and found that the histologic appearance of the pulmonary lesions was distinctly different from the whorled nodules seen in silicosis. Gough,"" and subsequently Heppleston,"" then showed that the lung lesions in coal trimmers were similar to those in underground coal miners and different from those of classical silicosis. Nagelschmidt 78 analyzed the mineral content of miners' lungs that became available at autopsy. These studies caused him to propose a scheme in which the relative proportions of silica, other minerals, and/or coal deposited in the lungs determined the type of pulmonary response which develops, i.e., classical silicosis, mixed-dust disease, or CWP."

Many of the difficult operating problems of the preparation of coal for market, of sampling coal shipments and in the utilization of coal are caused by segregation in the coal mass. Segregation may be of two kinds: i.e., "size segregation," in which particles of the same size in a mass of coal containing a range of sizes collect together and "density segregation," in which particles of the same density or specific gravity in a mass of particles of varying density gather together. Mechanics of Segregation Size segregation cannot take place with closely sized coal. As the size range increases, the tendency for size segregation increases. Similarly, cleaned coal with particles of approximately the same specific gravity have very little tendency for density segregation. The wider the density range of particles and the more particles of different density, the greater the chances are for density segregation. The following discussion deals primarily with coal of a wide size range as screenings and of wide density differences as uncleaned or run-of-mine screenings. If a mass of coal containing particles of a wide size range is subject to the stream action of a moving current of water, the small particles are transported farther than the coarser. Particles of different density in a stream of moving water are subject to the laws of classification, the heavier settling out first. Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.

"This paper describes the opportunity offered by employing systems based on mixed conductive ceramics, in particular, ceramics conductive to oxygen ions and electrons, in reducing CO2 emissions from metallurgical production. Membranes based on these mixed conducting properties enable commercial viability of several attractive metallurgical processes. One of these processes utilizes modular, ceramic-membrane structures for the generation of pure oxygen, in tonnage quantity. The membrane-based systems offer significant capital savings and operating efficiencies in various metallurgical processes. The current status of this technology is summarized below.IntroductionCryogenic oxygen supply technology is currently the state-of-the-art for applications that require large quantities of oxygen (hundreds to thousands of tons per day). Cryogenic technology, however, requires substantial energy inputs and, hence, adds significant costs and emissions to processes. Furthermore, cryogenic oxygen supply technology is mature and there is relatively little potential for substantial capital cost reduction or efficiency improvement in coming decades. Non-cryogenic technologies offer a means to reduce the environmental footprint and cost of the oxygen supply facility in various applications.Ion Transport membranesCommercially available non-cryogenic air separation technologies, such as adsorption-based and polymeric membrane-based methods, do not afford the economies of scale that the cryogenic distillation enjoys. Therefore, industrial gas industry researchers began searching for alternatives to the relatively inactive and unselective polymeric membrane materials available. In the late 1980’s, Air Products began developing a new class of highly selective membrane materials with exceptionally high activity for oxygen transport. The materials constitute a class of oxide ceramics, and conduct both oxygen (as oxygen ions) and electrons in the same membrane, separating oxygen from air electrochemically. Numerous detailed process economics studies have shown that, based on these ion-transport membranes (ITM’s), the cost of oxygen can be reduced by approximately one-third relative to that obtained from state-of-the-art cryogenic oxygen supply technology, through a combination of capital cost savings and efficiency improvements. In the past, Westmoreland County together with Fayette County produced about one-third of the bituminous coal mined in Pennsylvania. The Pittsburgh bed in Westmoreland County has furnished enormous quantities of coal to the by-product and beehive ovens, gas-manufacturing plants, and general industrial manufacturers over a wide area until about 20 years ago. Little attention was paid to the thinner beds because of the superior quality of the Pittsburgh. The approaching exhaustion of Pittsburgh coal will require accelerated-exploitation of these coals if Westmoreland County is to continue as an important source of bituminous coal, Much of the Pittsburgh coal in Westmoreland County is low-sulfur and requires no mechanical cleaning for the preparation of a metallurgical fuel. Even those areas where the sulfur percentage increased to a maximum of about 2 percent, a relatively easy washing operation usually produced a cleaned coal, which found ready acceptance by the coke industry. Davis reported the remaining recoverable reserves of the .Pittsburgh bed in Westmoreland County to be 255,439,000 tons as of January 1, 1937. Since that date, more than 100,000,000 tons of Pittsburgh coal has been extracted so that the time is not too distant when this important coal bed will be depleted. A study of the Pittsburgh bed in Westmoreland -County has not been made a part of this report as the remaining reserves of the coal can be used in coke making with a, minimum of preparation. The production from the Upper 'Freeport bed will increase as the supply of coal from the Pittsburgh bed diminishes, and as of the present time it supplies a substantial proportion of the county's coal output.

"Growing interest in the developing technique of improving the dewatering of filter cakes by the direct application of steam has been apparent during the past year. A number of applications to iron and base-metal concentrates are under study, and intensive work continues on applications to coal cleaning.This paper presents and discusses the data presently available. The effects of material characteristics and operating variables on final cake moisture are examined. Although it is not yet possible to answer all questions regarding the applicability of the technique to specific problems from general data correlations, it is found that the use of these in con-junction with empirical data derived from properly conducted laboratory tests does yield reliable conclusions.Emphasis is placed on the basic economics of the process, and on de-sign criteria for ""steam drying"" filter stations, as applied particularly to metallurgical concentrates. Examples of the use of laboratory tests to solve application problems are given."

Despite the media's use of the mining industry as a whipping boy over its perceived attitude towards the environment, the facts remain that the only legislated requirement in the SA Statute Books for any form of environmental impact-assessment prior to development is to be found in the Minerals Act in the form of an EMPR. Not only is our industry complying with this requirement, but moves are afoot to set up environmental management systems for existing operations in preparation for seeking accreditation under ISO 14001 when published towards the end of this year. On how broad a front are we advancing? ? Is the industry equipped to handle these challenges? ? Does it have the determination to overcome its problems? ? Do we realise that failure may mean the loss of markets overseas to competitors who can meet the international standards? ? Where are the shortcomings and when must our efforts be focussed?

Creating projects to reach a goal is not new to American industry. In fact, all major construction projects, from skyscrapers to bridges, are completed using similar project management techniques. However, modern project management is relatively new. It was not formalized until 1962, when NASA and the US Department of Defense recognized the need to develop uniform project management procedures throughout the aerospace industry (Moder, Phillips and Davis, 1983). This management method was not introduced to the mining industry until the early 1970s (Britton, 1983). Project management typically follows an organized, four-stage process —definition, planning, implementation and control.

Barrick Gold Corporation in conjunction with SNC Lavalin Engineers and Constructors have developed basic engineering design for counter current decantation thickener (CCD) plants capable of processing 44 000 t/d. To achieve this throughput in a single train, the largest high-rate thickeners installed to date have been utilized in concert with large process slurry and solution transport systems. Process reliability and plant operability and maintainability have been carefully considered in order to develop a practical, yet cost effective design. The design also incorporates the challenges associated with installation of large equipment and structures in a remote location, with a climatically hostile environment, situated in a high seismic activity zone.

Alaska contains many critical and strategic minerals that are scarce in the conterminous United States. Among these are tin, tantalum, and columbium. This Bureau of Mines report summarizes available data on the production, reserves, and occurrences of these minerals in Alaska. Alaska produces about 200,000 lb of tin per year, with historical production since 1901 estimated to have totaled 5,830,600 lb. Measured, indicated, and inferred tin reserves total over 140,000,000 Ib. Much of the tin production has been from the placer mines of the western Seward Peninsula; however, most of the reserves are in that area's lode deposits. Alaskan tin occurrences are part of a belt of tin mineralization that extends along the western coast of North and South America. The Alaskan portion of this "tin belt" comprises placer occurrences and lode occurrences of five major types: greisen, vein, skarn, pegmatite, and volcanogenic massive sulfide. Greisen and vein occurrences are the most abundant, but skarn deposits have historically been the most economically important. Columbium and tantalum have not been produced in Alaska; however, they may be recoverable as byproducts of tin, tungsten, gold, or uranium mining. Approximately 135,000 Ib of columbium oxide (Cb205) are inferred within the Tofty placer deposits in the Manley Hot Springs district.

Comprehensive field tests were made by the Bureau of Mines at the Schwartzwalder mine near Golden, Colo., to determine whether surface geophysical techniques could be used to detect and delineate faults in uranium deposits. The tests included seismic refraction, magnetometer, electrical resistivity, airborne infrared thermal scanning, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling with electrode spacings in the range of 10 to 15 feet was most diagnostic of faults. The method is quick, inexpensive, and accurate and can be easily used by mining company personnel to detect and delineate faults.

"Noranda's Heath Steele Mine is located 35 miles north of Newcastle in northern New Brunswick. Blasthole open stoping with partial delayed filling is the major mining method in use. The selection of stope and pillar dimensions to ensure mine stability was originally subjective. This paper describes the progress made in attempting to rationalize design.One major feature is the fracture pattern. The main orebody now being mined, the B zone, has undergone five periods of folding and each period of folding developed a family of fracture planes which are axial planar to that particular fold pattern.The other major features considered are the calculated increase in stress due to mining and depth and its relationship to measured strain. Experience has shown that ground problems affecting production have usually originated in rib pillars. Field observations of ground deterioration and multi-wire extensometer measurements of strain are tabulated together chronologically for each pillar.A factor representing stress and a common plane of weakness are identified. Graphical analysis is used to determine the effect of the plane of weakness on a typical stress/strain curve and provides a base for the design of pillars."
