Mineral exploration is in a race to employ drilling technology that can perform the exploration and drilling investigation in a fast and inexpensive manner. After an extensive study of the available drilling technologies in the market, coiled tubing was chosen as a tool to be employed for mineral exploration due to its flexible mobility and ease of operation with a minimum number of personnel. Since coiled tubing technology is primarily used in the oil and gas industry, it was important to re-design the coiled tube rig to drill hard rocks in a fast and feasible manner. The main requirements were to drill the smallest feasible hole diameter and go as deep in the ground as possible, in the shortest reasonable time. The drilled rock particles, cuttings, are to be collected and analysed at the surface for their metal mineral contents. The process also needs to be repeated multiple times at different locations for mapping, without the need to change the tube on the rig due to failure or potential failure. The focus of the new designed coiled tube, for drilling and mineral exploration, is three fold. First is to increase the rate of penetration in drilling by designing a small high speed turbo motor. Second is to determine the controlling parameters of cuttings transport to effectively lift the cuttings to the surface for analysis and third is to minimize the overall weight of the rig for manoeuvring and prolong the life span of the coiled tube string. In this paper, a small downhole turbo motor, 5cm outer diameter, is designed to achieve a rotation speed of up to 10,000 rpm to fit on a small bit, coiled tube drilling assembly. The motor design utilised multiple finite volume and finite element analysis softwares for fluid flow study and fluid structural interaction analysis. The paper is also introducing the concept of a flow slurry loop that is designed to lift the cutting particles to the surface for mineralisation analysis. The controlling parameters of the cuttings transportation are the particle?s physical properties such as size, density, concentration and shape, as well as the rheological properties of the carrying fluid, drilled hole angle, as well as the fluid flow rate and flow dynamics within the annulus gap between the coiled tube and drilled hole. Such parameters are addressed via experimental work as well as numerical analysis. The paper is also presenting the selection and testing procedure of the material type for the coiled tube string. The tube needs to be light in weight for overall rig weight and its transportability. The tube is also required to drill several dozens of investigation holes before failing due to fatigue. A fatigue bending machine is designed to test the endurance limit of candidate materials for coiled tube strings and a performance index methodology is followed for material selection of the optimum material. The coiled tube rig is designed to be light in weight for transportation and relocation. It is also required to speed the drilling operation with the minimum footprint and reclaim the drilled rock particles for mineral composition analysis at the surface.

Company-community agreements are widely considered to be a practical mechanism for recognising the rights, needs and priorities of peoples impacted by mining, for managing impacts and ensuring that miningderived benefits are shared. The use and application of company?community agreements is increasing globally. Notwithstanding the utility of agreements, the gender dimensions of agreement processes in mining have rarely been studied. Prior research on women and mining, however, does show that women are often more adversely impacted by mining than men, and face greater challenges in accessing development opportunities that mining can bring, however there is currently little to no guidance for companies, government or communities in terms of bringing a gender perspective to the fore in mining and agreement processes. While it is undisputed in human development literature that investment in women and sensitivity to gender delivers long-term health, education and local development outcomes, a number of key factors remain unexplored in debates about mining and development. These include: women?s participation in agreement processes, the gendered distribution of agreement benefits, and the extent to which impacts and benefits influence (either positively or negatively) women?s development and economic inclusion. This paper presents the results of an applied research project undertaken by the Centre for Social Responsibility in Mining (CSRM) at The University of Queensland and funded by a partnership between the Minerals Council of Australia (MCA) and the Australian Agency for International Development (AusAID). The project sought to connect with practitioners who had been directly involved in agreement processes to hear grounded perspectives on the interaction of gender dynamics and agreements, and connect those experiences with the broader literature. Findings from this study have implications for the role of companies and governments in promoting gender equality and empowerment as part of their commitments to sustainable development. A key challenge for companies will be navigating the territory of cultural norms and gender equality. The authors argue that without consideration of the gender perspective, and appropriate responses, mining agreements may not be inclusive or representative and may exacerbate gender inequalities and fail to contribute to long-term sustainable development.

This paper considers the integration of uncertain real-time logistics data for reactive construction scheduling. In order to manage a construction project efficiently, an accurate schedule representing the current project progress is inevitable. The quality and up-to-dateness of such a schedule depends on the availability of real-time data. Typically, real-time logistics data contain information about the availability of material, equipment and personnel as well as delivery dates and site conditions. The accuracy and inherent uncertainty depends on the location where the real-time data was acquired. Currently, the integration of such data into a construction schedule is a very time-consuming, manual and, thus, errorprone process. Therefore, this paper proposes a methodology that enables an automatic integration of such uncertain data into construction schedules. By integrating uncertainties into the existing schedule their impacts on the construction work can be evaluated. For this, discrete event simulation is applied. In order to model uncertain input parameters for simulation models this methodology applies the fuzzy sets theory. In combination with alpha-cut sampling technique, discrete model input parameters are obtained. By applying reactive scheduling with several discrete event simulation experiments, the results can be used to modify construction schedules according to agreed timeframes and costs. In order to demonstrate and validate the presented approach an example is conducted.

Methane (CH4) present in coal seams, generally known as Coalbed Methane (CBM), Coal Mine Methane (CMM) or Coal Seam Gas (CSG), is a major energy source, as it is the primary constituent of natural gas. At the same time, released methane is a potent greenhouse gas (GHG) and a major safety hazard in underground mining operations. Therefore, a considerable effort has been undertaken to develop coal bed methane extraction and utilization technologies that can achieve both environmental and safety benefits. Countries with significant coal reserves and gassy seams, i.e., USA, Australia, Canada, China, India, Poland and Germany have developed mature methodologies and practices to extract, before and during mining, and utilize significant amounts of methane from coal seams. Nevertheless, on a global scale, methane recovery remains untested and many technical and economic challenges require urgent attention. The research presented in this paper, sponsored by the United States Environmental Protection Agency (EPA), is focused on the Zonguldak Basin, the only hard coal region in Turkey. The basin is known to contain very gassy coal seams and consists of three major regions: Armutcuk, Zonguldak and Amasra. Among the three, the Amasra coalfield is considered as the most favorable for CBM recovery, as it comprises of deeper coal seams and where a private company, Hema Enerji A.S. (Hema) is already developing coalbed methane production facilities. This study aims at developing a reservoir model to predict the potential CBM recovery from the CBM-2 well, the only producing CBM well drilled by HEMA Enerji A.S in the Amasra coalfield. History matching was utilized to model the 15-day production data and uncertainty analysis was performed to estimate the optimum values for the reservoir parameters. The produced model yielded an average production rate of 143 m3/day for 10 years. The total amount of CH4 to be produced during this period was 0.53 million m3. Furthermore, the total amount of GHG to be avoided was estimated at 6585 tCO2e.

The European Guideline ETAG 027 - 2008 (?Guideline for European Technical Approval of Falling Rock Protection Kits?) defines the procedures to test rock fall barriers. Nowadays, this guideline is essentially the only test and construction framework utilized by manufacturers and it is also starting to enter in the mentality of designer who can clearly specify the performances of rockfall barriers. ETAG 27 (and the related European Technical Approval and the CE marking) represents a milestone for the rockfall barrier market, because it gives the possibility to compare the performances of different fences and it ensures the quality of the certified product. For these reasons ETAG 27 presently constitutes the base for tenders all around the world. Although rockfall barriers are in common use, designers and consultants do not have a clear overview of the real performances and the technological limits of these structures. The first problem can be solved using ETAG 27 criteria, which allow designing rockfall barriers at ultimate and serviceability limit state. Even though ETAG 27 uses crash tests performed with the Service Energy Level (SEL) and Maximum Energy Level (MEL), design with these concepts is not obvious or in common acceptance. Some preliminary questions must be solved. When can these energy levels be correctly applied? In the case of rockfall simulations, what probabilistic approach must be used for the evaluation of the barrier? Unfortunately ETAG 27 does not give any information or tests relating to the technological limits of the fences. Therefore some important questions arise. How do the site specific aspects of installation affect the barrier performance? What is the behaviour of the barriers under extreme conditions? And finally, the main question lies in the background: what is the functional reliability of ETAG 27? All of the above questions require comprehensive answers, which is consistent with the experience of designers, installers and producers. Tailings Storage Facilities (TSFs) are vast structures that respond to site-specific characteristics, rate of production, placement techniques, and the physical and mechanical properties of tailings. As a common denominator, TSFs are in some degree vulnerable to failure due to liquefaction, poor management, slope instability and/or unusual climatic events. In practice, stability of TSFS is determined by calculating a minimum Factor of Safety (FOS) using the Limit Equilibrium Method (LEM). However, it has been proven that relying exclusively on the limit equilibrium approach is not accurate because it is basically a static method that does not take into account the stress-strain distribution and displacement experienced by the constitutive materials of a TSF. In order to overcome these limitations of the LEM, the finite element method - Shear Reduction Technique (SRT) has been used as a more reliable tool for TSFs stability assessment. This paper presents a comparative stability analysis between an upstream tailings storage facility (UTSF), and a water retention tailings dam (WRTD) under static and pseudo-static states using simplified and rigorous LEMs and the SRT. Additionally, and taking into consideration the intrinsic uncertainty of tailings properties, sensitivity and probabilistic analyses in the form of Monte Carlo Simulation (MCS) and the Point Estimate Method (PEM) are applied to determine the Probability of Failure (Pf) and Reliability Index (ß) of each TSF. It is shown that the friction angle of UTSF?s foundation and the core?s cohesion of the WRTD are the main variables that govern stability. Further analysis shows that the WRTD has a higher reliability index and a lower probability of failure than the UTSF.

Previous research has shown that ?Scan-vs-BIM? systems are powerful to provide valuable information for tracking structural works (progress, quality, safety). However, the transferability of this capability to other construction areas such as MEP works has not been assessed so far. Comparatively, the construction of MEP systems, in particular pipes and ducts, tends to be more flexible with respect to the positioning of individual components, so that Scan-vs-BIM systems could be defeated when tracking MEP installation works. This paper presents recent results on the feasibility and performance of using a Scan-vs- BIM system to track MEP works. The approach followed is presented and then tested with two real-life challenging case studies were conducted simultaneously but totally independently in Canada and Italy. The results show that, as expected, pipes and ducts tend to be more loosely positioned than structural elements leading to a poorer performance of the Scan-vs-BIM system. Nonetheless, it appears that the system works well to assess the level of conformance of site installation works, providing valuable information for estimating emerging performance metrics like ?percent built as-designed?. In addition, the proposed system could also be useful to accelerate and thus reduce the cost of delivering as-built BIM models for in the case of new builds.

Mining operations, especially surface coal mines, have great impacts on the local ecosystem and the environment. However, it has been a common practice in mine design that the economic evaluation considers only the operating and capital costs, while the costs incurred due to ecological damage are left out. Such practice underestimates the total cost of mining and ignores the difference in ecological impacts between different mine design alternatives. With growing interest in sustainable development, the mining industry is under increasing pressure to operate not only based on economic and engineering principles but also on principles of sustainability. Therefore, estimating ecological costs of mining and considering such costs in the mine design process is an important step towards reducing ecological impacts at the design stage. The objective of this paper is to quantify the ecological costs of open pit coal mining and to demonstrate the influence of such costs on the ultimate pit design. The ecological costs of mining are estimated based on the areas and types of land damaged by mining activities and the carbon emission from energy consumption. Four major components of ecological cost are identified, namely, lost value of direct eco-services, lost value of indirect eco-services, prevention and restoration costs, and the cost of carbon emission from energy consumption. Necessary equations are given for estimating these costs. An algorithm is described for ultimate pit optimization in coal deposits with near-horizontal coal seams. A case study is presented in which the ultimate pits with and without ecological costs are optimized and compared to show the influence of ecological costs on the pit design outcome.

This paper discusses design of sprays systems for dust control around a continuous miner (CM) in about 4.2 m (14 ft.) high mining areas with about 1.0 m to 2.0 m (3-6 ft.) of out-of-seam dilution mining. The challenges included low air volumes and velocity at the end of the line curtain, dust produced from out-of-seam dilution rock being very fine with 50% of the particles less than 10 micron, poor capture of aerosol through scrubber suction inlets, dust escaping through the sides of the loading pan in mining high areas, overloading of dust-laden air in the wet-scrubber, and dust rollback toward workers. The challenges were resolved through CFD modeling of airflows; improved line curtain installation, redesign and varying the spatial locations of spray systems as compared to low mining height areas. Water sprays on CM is the primary engineering control for dust control in coal mining. In 2010, the authors developed several spray system concepts for dust control (Chugh, Patwardhan, Gurley, & Hirschi (2009), Chugh & Gurley (2009), Chugh 2012). These included increased contact time between dust particles and water droplets, improved potential for the dust aerosol to be sucked in through suction inlets, and reduced dust-roll back to the operators and workers. CFD modeling was used to understand airflow patterns around mining areas and to identify spatial locations for sprays to minimize dust exposure of CM operator (CMO), haulage unit operator (HUO), and workers downwind of the operating CM in the last open crosscut (LOXC). Face area ventilation plays a key role in dilution and removal of dust generated by mining operations. High mining heights and large pillar sizes associated with longwall mining reduce the air volume reaching the face area to achieve good dust dilution.

The optimal selection of machine or machine group for building processes is very important role of building planner during the process of building planning. During this process building planner have to analyze several factors influencing the final effective decision concerning this problem. There are several factors and criteria for effective selection of building machines. In our contribution there are analyzed: ability of machines to realize designed building process (quality aspect), duration of mechanized process (time aspect) and minimizing of energy consumption (cost and environmental aspect). Selected scientific methods and theories of problem solution can be divided into these groups: theory of system (creation of building machine selection method), multi-criteria optimizing method (analysis of mechanized building process from the point of more optimal criteria), queuing theory (application during the mathematical modeling of mechanized soil processes), method of scientific analysis (analysis of factors influencing final decisions), method of scientific synthesis (creation of optimizing method implemented into building processes and possible application in construction sector). Multi-criteria optimizing method were during our research work implemented into soil processes and selected building group machines (excavators and trucks), which are very often used in construction and mining processes. This method can be considered as a multi-level decision making process based on multiple parameters. In our contribution is presented key mathematical models for model example solution and software built in Java, which has been created as a support for method described in this contribution. Application of this method and software will increase the effectiveness of building machine selection from the point of key criteria of optimizing: quality, time and energy consumption.

A series of field and laboratory evaluations were conducted in order to characterize the effects of a Mann+Hummel SMF-AR® diesel particulate filter (DPF) system on the aerosols and criteria gases emitted by diesel engines. This system, with a durable sintered metal filter media and available active regeneration via an on-board electrical heater, has been considered for retrofitting diesel engines used in light- and medium-duty underground mining applications. Two DPF systems were installed on a forklift and locomotive from the underground mining fleet of the Vale?s Creighton Mine and evaluated over a 1,500-hour trial. This evaluation was complemented with field and laboratory emissions tests. The field tests were performed on the vehicles while at the Creighton Mine surface shop. During those tests, the emissions were assessed for the engines operated at hydraulic stall, high idle, and low idle conditions. The laboratory tests were executed at the diesel engine emissions laboratory at the National Institute for Occupational Safety and Health (NIOSH), here the DPF removed from the forklift was further evaluated at four steady-state engine operating conditions as well as at transient conditions using a custom-designed duty cycle. Very similar methodologies were used during field and laboratory tests to measure concentrations of aerosols and criteria gases in the diesel exhaust, both upstream and downstream of the DPF system. The concentrations and size distributions of aerosols were measured using a fast mobility particle sizer spectrometer, in exhaust diluted by a partial flow dilution system. The concentrations of CO2, CO, NO, and NO2 were measured in the raw exhaust using a Fourier transform infra-red spectrometer. Both field and laboratory emissions tests showed that the evaluated DPF systems were very effective in reducing aerosol emissions from all tested engines, and for all test conditions. The systems were found to have minor effects on gaseous emissions from those engines. The findings from this study should help the mining industry to better understand the benefits and challenges of using DPF systems to control the exposure of underground miners to diesel aerosols.

The Islamic Republic of Iran is a very important producer of raw materials in the world. The country holds 68 types of minerals, including salt, sand and gravel, chrome, lead, zinc, copper, coal, gold, and iron-ore. With more than 37 billion tons of measured and indicated reserves and 55 billion tons of total mineral resources, Iran is ranked among the 15 major mineral-rich countries. Sangan iron-ore mines (SIOM) is one of the biggest iron ore mining complexes in Iran, located in a remote, but strategically important area near the Afghanistan border. The Iranian government has planned several mining projects in this region for a stepwise development over the next 5 years to satisfy the growing demand of the Iranian steel industry. In cooperation with private companies, these projects shall be realized as sustainable as possible. This paper introduces SIOM and describes socially responsible activities undertaken during the initial development of this mining complex. The effects of these activities will be demonstrated. Unique attributes of the Sangan area have a significant impact on the acceptance of SIOM by regional stakeholders. The government has made several social investments that benefit workers´ families and the community. They are attempts to build social capital for the mining operations and demonstrate a commitment for socially responsible mining to the communities and the local population. They aim to create a balance between the local and regional expectations and requirements and the necessity to secure the corporate profitability at a reasonable and sustainable level. Investment in socially responsible activities is not a choice but a necessity to improve the relations between mining companies and stakeholders in the communities. It is recommended that social investments should be carefully planned and implemented from the early stages of mining activities, and should proceed throughout the life cycle of the mines.

Being a mining company, Assarel-Medet has a significant impact upon the environmental components. In order to meet the legal requirements and the requirements stipulated by the effective permits as well as to reduce the environmental imprint throughout the years, the policy of the company to implement a number of projects to improve the environmental components quality and the environmental state in the company?s region. The projects associated with atmospheric air quality management and reduction of the impact exercised by Assarel-Medet JSC by implementing various measures to eliminate the potential sources of the impact, preventive and rehabilitation initiatives as well as organizational and administrative activities are among the most important ones. A stable improvement of atmospheric air quality in the region and minimization of the company impact upon the ground air state in the region was observed in the period from 2005 to 2012 due to the applied measures. This project is a contribution to the environmental protection, in particular to atmospheric air protection, by applying integral monitoring and modeling methods to identify the negative impact by the mining companies and plan measures to reduce and restrict it as well as to improve the quality of the environment and living area of people working and living in the impact range as an element of sustainable development.

?Intelligent mine? conjures up a futuristic image of unmanned extractors and loaders working in harsh conditions in a remote lunar landscape. The promise of increasing mine fleet productivity and solving the problem labor shortages in mining regions can certainly be achieved today through remote controlled extraction and automated hauling. The technology is available and it doesn?t seem to be so much science fiction when Google?s self-driving cars hurtle down the freeway. ?Intelligent mining,? on the other hand, implies the application of information technology at every phase of the mining value chain, from exploration and geological modeling to equipment, operations and maintenance, and logistics and transportation. These are really industry-specific, enterprise-class software solutions focused on using information technology to support the business processes of mining and make them more efficient and effective. Overlaying the physical world with the digital or virtual world enables us to model and simulate our assets, giving us the ability to effectively design, build, and ultimately optimize the performance and reliability of our assets throughout the lifecycle. The digital asset, often a 3D model, is created initially during the engineering and construction phase, and is handed over to the operator before the mine goes into operation. Combined with geospatial or geographic information systems, the operator has a complete digital representation of the physical world, which forms the foundation for risk and performance management, along with compliance and regulatory reporting. Laser scanning and positioning technology can be used to create point clouds ? information models consisting of millions of data points ? which enable the visualization and representation of the ?as-operated? reality. But consider that once the mine is in operation, it throws off an endless stream of data in the form of performance and condition data from sensors and monitoring devices on fixed and mobile assets through networks, servers, and services. This ?big data? can be processed and analyzed to spot trends, help predict events, and formulate reliability strategies as early as the design stage (e.g., reliability-centered design). ?Intelligent mining? implies that massive amounts of data augment the reality of the physical mine, plant, and equipment. This embedded intelligence can be used to optimize operational efficiency, increase asset availability and utilization, improve safety and environmental integrity, and maximize return on investment. Lastly, the sweet spot for intelligent mining is seen in the convergence of consumerization and industrialization. The application of ?consumer? technologies that we use every day on our iPhones and Android devices, such as cameras, motion sensors, and positioning in an industrial context, are producing ?immersive? experiences. Overlaying the digital world on the physical world and connecting them accurately through intelligent positioning results in ?intelligent infrastructure,? which is safer and more sustainable. We propose a dynamic biomechanical simulation method that uses motion capture to evaluate the risk of Work-related Musculoskeletal Disorders (WMSDs). Statistics show that WMSDs accounted for 33% of all non-fatal occupational injuries and illness in construction in 2009, and were a leading cause of temporary and permanent disability. Present methods rely largely on self-reports from workers, observational techniques, and direct measurements of motion and muscle activity to assess awkward postures, physical loads, repetitiveness, and the duration of exposure. While these methods have helped to prevent WMSDs in construction work, they may not be suitable for estimating the internal tissue loads associated with WMSDs. We propose a dynamic biomechanical simulation method to estimate internal forces and moments at each body joint of construction workers with motion capture data. Particularly, we explore the biomechanical loads by simulating active 3D musculoskeletal models based on measured postures and movements. To demonstrate the feasibility of this approach, we studied a ladder climbing task using a portable ladder under controlled laboratory conditions. Postures and motions were determined with a commercial motion capture system (e.g., VICON). The results were analyzed to investigate the feasibility of identifying risk factors based on biomechanical simulation. The results show that the proposed approach allows us to determine the biomechanical basis for WMSDs, and to identify postures and movements associated with excessive physical demands on each body joint. When combined with marker-less motion capture which is our ongoing work, the proposed approach has the potential to assess an individual?s motions and to provide personalized feedback for the purpose of reducing biomechanical loads and WMSD risk in real workplaces.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

Today road construction sites utilize more and more information modeling in design phases as well as model based 3-D machine control systems in site operations. For main contractor, the management and control of all the site operations is a demanding task including also many challenges created by continuously developing new technology. In the paper, the main requirements for successful dynamic site management are introduced. The dynamic management means real-time possibilities for information acquiring, transfer and further utilization of the information in the management. An integration model to expand the current way of management and the utilization of present 3-D machine control systems is introduced. Different practical test results using two new different dynamic management systems are presented and evaluated. The first experiments and the results have been provided using the prototype system developed in a research project called DigiINFRA by the University of Oulu and Technical Research Center of Finland. Also, there have been tested a new commercial management system developed recently in Finland. In the conclusion, an expectation for the next generation for more dynamic road construction management methods is concluded.

India is one of the fastest growing economies in the world. The role of the Iron & Steel industry is very important for the development of the country. Iron and steel are among the most important components required for the infrastructure development of the country. This is one of the fastest growing sectors. The demand drivers for the Indian Iron & Steel industry are increase in the activities of the manufacturing industry and infrastructure development. Indian Iron & Steel industry with its strong forward and backward linkages contributes significantly to overall growth and development of the economy. The industry today directly contributes 2% of India?s Gross Domestic Product and its weightage in the official Index of Industrial Production (IIP) is 6.2%. Manganese is a main ingredient for production of steel. Almost 90% manganese is being utilized by the steel industry worldwide. Globally, there is no substitute for manganese as on date. There is huge gap between demand and production of manganese ore in the country. To meet this demand gap and to support for growth of national economy, MOIL Limited (formerly Manganese Ore India Limited), a Government Enterprises, producing annually around 1.1 million tonnes (mt) of manganese ore and value added products, has geared up with various infrastructural activities to increase the present production capacity of 1.1?1.5 mt in 2016?2017 and 2.2 mt in 2020?2021. The paper deals with the technological improvements and infrastructural development activities of MOIL; this will help MOIL to become the market leader in manganese ore production globally in the coming years.

Cost management in the conditions of increasing competition and unforeseen market turbulence constitutes one of the key areas of the enterprise?s activity. In the last two years the demand for hard coal on the domestic and global market of non-renewable resources has increased significantly. Polish hard coal mining industry, as an industry in the stage of decline, received a chance for rejuvenation. However, one of the most significant conditions of seizing this opportunity is the rationalization of mining costs and improvement of production effectiveness. Due to the significance of this issue, the main objective of the paper is to identify the possibilities of improving the production effectiveness in the hard coal mining industry. In order to meet such an objective, in the first part of the paper we measured effectiveness in the Polish hard coal mines in years 2006- 2011. The research encompassed three out of five mining enterprises operating in the country. Then based on the received results, guidelines concerning the improvement of effectiveness of production were created, taking into consideration infrastructural, technical, economic and organizational determinants. Furthermore, opportunities and threats for improving the production effectiveness, stemming from the external conditions have also been indicated.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.
