The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

Although motor gasoline marketed in the United States in January of this year was, on the average, slightly more volatile than that sold in January 1925, the improvement in quality is too small to be of importance. In other words, there is no evidence that any radical change in the quality of gasoline is being made at the present time. During the past six years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the thirteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

Canal communication between Lake Erie and Lake Ontario has been one of almost constant enlargement and reconstruction to meet the rapid growth of trade and commerce, and the consequent steady increase in the size of vessels plying the Great Lakes. The original canal was built by the Welland Canal Company. The first sod was turned in 1824 and the first vessel passed through in. 1829. There were 36 lift-locks, built of oak timber, 110 feet long and 22 feet wide, with a depth of water over the sills of 8 feet. The second canal, now known as the 'Old Welland Canal' was built by the Dominion of Canada (1842 to 1850). There were 26 masonry locks, 150 feet long, 26.5 feet wide and with a depth of water over the sills of 9 feet. The walls and banks were raised in 1853 to give a 10-foot draught. The third canal, known as the 'New Welland Canal, built by the Dominion of Canada, was started in June 1874 and the first boat passed through in the spring of 1882. There are 25 masonry lift-locks, 270 feet long, 45 feet wide and with a depth of water over the sills of 12 feet. The walls and banks were raised in 1891 to give a 14-foot draught. This is the canal in use at present.

This year of 1926 marks the 40th. anniversary of nickel mining in Canada. Although the first nickel mine of the Sudbury basin was discovered in 1883, it was not until 1886 that the Canadian Copper Company was organized and actually began to mine copper-nickel ore from the Lady McDonald, Stobie and Evans mines. The intervening years have witnessed some exceedingly interesting nickel history, particularly interesting and gratifying as well to Canadians. Forty years ago, at the inception of Canadian nickel mining, the world's consumption of that metal was about 1000 tons per annum and this was supplied largely from New Caledonia ores refined in France. This nickel was used principally for the production of nickel-silver, coinage alloys, and for nickel-plating. No processes were then known for refining the Sudbury ores nor for the separation of copper from nickel. Consequently, the pioneers in Canadian nickel mining faced the double problem of finding a method of treating their ores, and of finding a market for the nickel when and if they could extract it.

In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (1) Depth of deoxidation of copper heated in reducing gas is greater the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this difference in depth of deoxidation is that, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much mire rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900° C.; that is, deoxidation is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide present in the copper. IN 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. Although the Bureau of Mines has thus far made no large-scale experiments with oil shales, and the feasibility of the commercial manufacture of shale-oil products suited to present market requirements has not been demonstrated, there is ample reason to believe that these products will eventually supplement the more commonly used petroleum products and give equally good service. In 1919 the bureau, in cooperation with the Department of Metallurgical Research, University of Utah, began investigating the oil shales of the United States to obtain detailed information on their value. The States of Colorado and Indiana also cooperated through their State universities, in which research laboratories were organized to assist in carrying on the oil-shale studies planned and directed by the bureau. As a result of these studies much information is now available concerning laboratory methods of producing the greatest yields of the best products from oil shale. In order to study the principles that govern the retorting of oil shales and to test the oils produced, it has been necessary to develop and standardize reliable apparatus and methods for distilling shale, and to adapt to the testing of shale oils some of the methods the Bureau of Mines uses for testing petroleum. The methods employed by the Scottish shale-oil manufacturers were also studied, but most of them have been superseded by those described in this bulletin, which give more comprehensive and accurate results and employ more convenient apparatus. This paper is presented, therefore, as a manual of apparatus and methods that the bureau has developed for work on oil shale and found satisfactory for routine tests and for research. Explanation and discussion of the principles underlying the methods of testing are included wherever necessary for a clearer understanding.

The mine is entered by a central vertical shaft, strongly timbered, and containing two compartments-one for the passenger cage, the other for the large skips bringing the ore to the surface. A man-way, for emergencies, is also provided, parallel to the shaft. The cage is a single-deck steel box, carrying about thirty persons; by means of arrangements above and below, it can also hoist and lower materials needed in the workings. Levels are run at intervals of 100 feet. In special cases, where the ore conditions warrant, sub-levels are operated, such as those at 1,113 feet and 1,123 feet (Fig. 7), which are connected by winzes with the 11 th level. One of these was pushed for 40 feet, and then abandoned because it was unprofitable to take up ore of the grade encountered. The ore between levels is removed by stoping. The drifts follow the course of the veins as much as possible, with numerous cross-cuts. Winzes, raises, connections, etc., are blasted out where needed. The main drifts are at least 8 ft. high by about 9 ft. wide. All former narrow drifts had to be widened some time ago, by ruling of the Ontario Department of Mines, to lessen the danger of accidents with cars in the small passages. Accurate plans of the under-ground workings are kept in the office, and extensive surveying is always being done underground to keep the maps up to date, measure the cubical contents of stopes, and so forth. Timber is extensively used in the construction of supports and chutes, and in the sinking of the shaft. Steel and concrete are too ex pensive to compete with timber, which 1s abundant in such sections as have escaped forest tires.

INTRODUCTION The work described in the following paper was under-taken with a view to determining, if possible, the relative importance of some of the phenomena on which flotation seems to depend, in the hope that, if this information could be obtained, it would be of value in dealing with the problem as a whole. At the outset, brief reference will be made to three papers which had a considerable bearing on the course followed in the present investigation. In 1919, Langmuir, in a paper on 'The Mechanism of the Surface Phenomena of Flotation', showed that mono-molecular films of very great stability could be produced on solid surfaces with oleic acid, but that pure paraffin oil, though spreading readily on a dean dry surface, was easily displaced by water.

it may be clearly seen that one of the most rapidly increasing items in mining operations is the cost of the timber alone, to say nothing of the cost of installation. Consequently, any practical means that may be used to lengthen the life of mine timber will greatly tend to decrease mining costs and result in important economies in operation. The four principal agents by which mine timbers are destroyed are, decay, insect attack, fire and mechanical abrasion. Decay and insect attack are credited with more than 50 per cent of the total amount of timber destroyed in the mines. Numerous methods may be used to conserve mine timbers, such as better selection, preparation, storage and segregation. It frequently happens that good timber goes into places where poor timber would do as well, and timber of inferior quality is sent into places where only the best grade should be used. However, the most effective method of conservation is by treatment with some standard preservative to prevent decay. Some of. the benefits to be noted from the use of preserved timbers are; the reduction in operating costs by decrease in timber purchases; cuts down interference with mining operations due to timber failures on main haulageways; prevents excessive falling of roof in entries by maintaining timber in sound condition; conserves timber supplies and makes possible the utilization of inferior woods; reduces the danger of mine accidents; improves mine ventilation; lessens fire hazard. Our experience thus far with preservatives, while not of a sufficient period of time to establish just what length of life we may obtain from timber so treated, results obtained during the past four years indicate that the intelligent use of preservatives will effect sufficient economies in mine timber costs to justify the expenditures made for this purpose. MR. BAKER (Concluding): Now, if there are any questions you gentlemen would like to ask about our particular operations, I will attempt to answer them. J. H. EMRICK (Sullivan Machinery Company, Denver, Colo.) ; I was wondering how much penetration you get. MR. BAKER: We get between one-sixteenth and one-eighth of an inch; it is a dipping process. With pressure treatment you get-a greater absorption; that is, better than one-sixteenth of an inch. As long as there is no mechanical abrasion, it seems to serve the purpose. MR. EMRICK: Does that apply to the condition of the timber before it is treated? If it is perfectly dry, will it absorb more treatment than if it is partly green? MR. BAKER: Certainly; one of the things we do is to have it thoroughly seasoned before it is put into the preservative. We put some green timber into the mine once, and the fungus went after it right away. MR. EMRICK: What was the difference in the depth reached by the preservative? MR. BAKER: It hardly penetrated at all when it was green. It has to be sound and well seasoned. MR. EMRICK: How long was the timber dipped or treated? MR. BAKER: According to the seasoning. If it was well seasoned, it was left in the hot bath for an hour; if not so well seasoned, it was left for about a couple of hours. C. M. BILLINGTON (General Superintendent, Rocky Mountain Fuel Company, Lafayette, Colo.): Have you found it necessary to treat timber that has been charred? MR. BAKER: No. However, I suppose it has the sane effect; in lots of places they char timber for the purpose of treatment. MR. BILLINGTON: Have you ever tried lime and salt? MR. BAKER: No, this is the only thing we have tried, the creosote and the Aczol; the Aczol is a foreign product. WM. LITTLEJOHN: Which I is preferable, the Aczol or the creosote? MR. BAKER: I couldn't say as to that. MR. LITTLEJOHN: Have you had any tests as to the value of either? MR. BAKER: We have had some of the Aczol timbers in service for a little over four years; we have had some creosote timbers in service

The establishment of a central steam-heating system in Winnipeg and its inauguration in October, 1924, has attracted a considerable amount of attention. Not only does it excite the curiosity of the engineer, but it has stirred financial and civic bodies throughout Canada to such a degree that there is now a much keener general interest in this particular type of public utility than has been shown heretofore. This does not mean that we may expect a mushroom growth of central-heating systems in all our larger Canadian cities in the near future, but it does mean that the pioneer work which Winnipeg is now doing will undoubtedly be used to guide others in their judgment as to the feasibility of similar projects elsewhere. The success of the municipal hydro-electric system in Winnipeg, and the low rates for electricity resulting therefrom, was without a doubt the most important factor influencing the citizens of Winnipeg to venture into this new field. The events which led up to the central steam-heating proposal in Winnipeg are interesting.

[Utilization of small stone is recognized as one of the important problems of the lime industry. The term ?small stone' is used to designate material that is too small for calcination in tie shaft kilo. The maximum dimension A such stone rosy be placed at four inches. The introduction of any considerable quantity of stone having demensions lee: than this into the charge of a kiln impedes the draft and readers successful operation of the kiln difficult on impossible. Attempts design a shaft kiln which would calcine stall stone satisfactorily have not been successful to date. Thousands of tons of this small stone arc produced daily, and while part of it finds a market, for it has many uses, the profit is usually small an competition is teen and prices are low. Production of the material is, however, so greatly in excess of market that surplus of hundreds or possibly thousands of Jose axe place daily in stock piles and classified as waste. in a few instances a fortunate combination of circumstances, such as a program of or other work requiring large quantities of concrete aggregate, may mate it possible some quarries to market this stone later at a profit, teat in general the chances A profitable utilization are slight, and the quarry operator has the expense of handling this waste stone and providing a storage site for it. The brittle nature of limestone makes it impossible to quarry the stone and crush, it to size suitable for the shaft kilns without producing an excess of undesirable fines. Elimination of fines by changes in quarrying or crushing practices cannot lee expected. On the contrary, the adoption of more modern methods of quarrying in recent years has increased the proportion of small material. The tendency is to blast the roan with large charges of explosives and crush it with mechanical crushers, which produces more fines than the older methods of careful blasting with small char yes and sledging the rock by hand.. We increasing use of underground mining of limestone has also increased the production of small stone, as blasting in the confined space of an underground stope shatters the rocs more completely than quarrying in the open. The use of the very friable limestones, such as the limestone of Florida for the manufacture of lime adds a new factor to the calcination of small stone. These friable lime limestones have a low tensile strength and crumble in the kiln, causing trouble. Successful calcination of these stones is accomplished in specially]

"The first study of this subject has been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal—mining industry to standardise the forms of leases, and so avoid some of the abstruse and ambiguous clauses which may be found in many of then and the consequent liability of costly litigation.In some of the publications of the Illinois Mining Investigations prepared under a cooperative agreement with the U. S. Bureau of Mines, the Illinois State Geological Survey and the Engineering Experiment Station of the University of Illinois, the coal areas of the State have been dividedinto eight geological districts, each district being treated separately.report covers District No. VI of that classification, and it is hopedstudies of the other districts will be completed in the near future and similar results published.The report includes a short description of the geological condition the character and quality of the coal and the nature of the surface, data for which have been taken largely from the Illinois Geological Survey publications.Mining methods and percentages of recovery are mentioned, together physisal conditions, market and transportation facilities, because all of these factors have a bearing on royalties and leasing conditions."

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

C. McKeehan, Chief Electrician of the Union Pacific Coal Company; and by Mr. L. C. Ilsley, of the United States Bureau of Mines, read by Mr. K. P. Marshall. Their prepared answers are inserted in the body of Mr. Harrington's paper, as answers to his questions. Introductory Remarks PRESIDENT MARKS: We have made special assignments for the discussion of this paper, and I believe these discussions are to be answered in sections, and as the different sections are read applying to this paper, we will just have a brief discussion on that particular point and proceed to the next and try and expedite this discussion as much as possible, be- cause I realize a good many of you have something to say. The first discussion is by Mr. Frank A. Rank, of the General Electric Company, Salt Lake City. MR. F. A. RANK (General Electric Company, Salt Lake City, Utah) : Mr. Chairman, while my name has been put on the program as being the one to discuss this paper, I believe Mr. Jones of our company has prepared a discussion on it, and therefore will let him talk in my place. MR. A. L. JONES: I think that it is passing the buck. However, Mr. Rank sent me a copy of the paper, and I read it over with a good deal of interest. There is one thing I want to say: Mr. Shubart, in his breezy letters, stated this paper was to be written by Mr. Harrington, assisted by a number of manufacturing and operating companies, among them the General Electric Company. We did not function. The paper was completed, and we were not consulted, and I believe that is true of the others. After reading the paper over, I dictated a few notes which I want to read, to give you the view-point that we have on the subject We do not want to minimize electrical dangers, or in any way slow down high-grade construction maintenance, but there is such a thing as overstating the case. It is so full of condemnation of most existing practices and conditions that it reminds me somewhat of the nerve-racked mother who sent an older brother to see what Willie was doing and to tell him to "stop it." His recital of electrical dangers is harrowing and if I felt it were a true picture I should feel that any of us having anything to do with the recommending or selling of electrical equipment for mines would be party to a crime. At the Annual Western Meeting held at Blairmore, Alta., October 1924, the writer presented a paper drawing attention -to the advantages of portable gas-driven equipment for developing isolated mining properties. This type of equipment was at that time practically in its infancy and the details of results actually accomplished were somewhat meagre. During the last year or so a number of these plants have been installed so that it is now possible to offer more definite information regarding the actual mining progress accomplished with such plants and their cost of operation in various parts of the country. This paper has been written with the idea of reviewing the work done during the past year, and to supply data which may be of interest to those wh9 are confronted with the problem of selecting equipment for development or assessment work. Because drilling operations play such an important part in mining, one of the first problems that usually confront the prospective? mine owner is the selection of the proper com-pressed-air plant. The size and type of equipment and the method of driving it require careful consideration. The size and type of equipment is determined largely by the funds available, transportation facilities, and the speed with which the programme of development is to be carried out. The selection of the proper method of drive usually depends on local conditions, such as the relative cost of various fuels, and has an important bearing on operating costs.

The microscope is now used extensively not only in the examination of solid ore but also in the determination of fragmental mill products. It has therefore become a matter of paramount importance to be able to mount and polish fragmental as well as solid specimens in the easiest and most efficient way, so that the minerals present may be readily determined. In the case of the solid ore the ordinary mount of plasticine set on a glass or metal slide serves for most practical purposes. An improvement on this is furnished by the small brass container inside of which the specimen is mounted in a cementing medium of sealing wax. The latter is the method in use at Harvard University. It has the advantage of uniform height, thus obviating the necessity of a slide of any sort. It is also easily catalogued as the brass holder may be stamped with a convenient series of letters and numbers that will serve as a label. Other advantages of this type are the ease with which any particular part of the section may be re-located, the excellent storing facilities afforded by mounts of uniform size, and the possibility of polishing ten or a dozen sections at the same time by means of a holder which is placed over the polishing wheel, is geared with it, but revolves the opposite way.

At the meetings of this Institute held two years ago, there was presented a very comprehensive paper on the subject of shearing coal. It was well prepared and contained data based upon actual test and experiment. The conclusions reached showed that where the shearing cuts and tests were made and conducted [ ] there was no advantage but a disadvantage from having sheared the coal. In presenting my ideas on the subject of this paper to you, I do not mean to take issue with the author who addressed you two years ago but only to report the advantages which have recently been secured from shearing coal. All of this goes to prove again the well known fact that what one mine's conditions will permit another's will not. A number of years ago, when most of the coal produced was shot from the solid and when the "good, old" pick miner?s pay was based on the amount of lump coal he loaded out of his room, he was frequently seen putting in a vertical cut in the face as deep as he could do so with his pick. This man was the best ac- [ ] quainted with the peculiarities of the coal and, no doubt, saw that his pocketbook would be fattened more if he put forth the extra effort to make this vertical cut. Fortunately he was well repaid, and his employer loo, on account of the greater percentage of lump produced.
