In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff-of the Explosives Division of the Bureau of Mines and are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. Investigations by the Bureau of Mines and by mining-research departments of European countries have established definitely the value of rock-dusting to prevent or limit the propagation of coal-mine explosions. Its effectiveness in this connection has been demonstrated not only by research but by actual coal-mine explosions in which hundreds of lives have been saved because of its presence. In a general way this paper gives pertinent facts concerning rock dusting practices in the United States. Information has been obtained from many reliable sources, and various coal-mining companies have furnished data on cost and other details.

SINCE its first mention in the literature in the eighteenth century1,2 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ? Faraday,7 in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the poten-tial at which a negative ion (e.g., Cl-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

THE Yukon Consolidated Gold Corporation, Limited, a Canadian company, operates alluvial gold dredges in the Klondike goldfields of Yukon Territory. Its operations are of unique interest to Canadian mining as it is the only large-scale placer mining operation of this type in Canada. Its properties lie in the valley of the Klondike river and its tributaries, Bonanza, Hunker, Bear, Last Chance, and All Gold creeks, and in the valley of Indian river and its tributaries, Dominion, Gold Run, Sulphur, Eureka, Montana, and Quartz creeks. At the end of 1938, they consisted of 1,650 placer mining claims and 9 leases or concessions. They cover a belt with an area of approximately 1,000 square miles. This vast area covers in part claims which have been previously worked by other methods such as 'drift' and 'open-cut' mining, and areas which were too low grade for such methods. The ground held by the Company is not held in freehold but in the form of mining claims and mining leases granted by the Dominion Government under the provisions of the Yukon Placer Mining Act. Full-size creek claims are 500 feet in length by 1,000 feet on either side of the base-line. Hill and bench claims are 500 feet up and clown the valley and 1,000 feet at right angles to the valley. All claims are held on the basis of an annual renewal fee of $10 for each claim plus 'representation work' of an assessed value of $200 per claim per annum. For the purpose of such representation work, claims may be 'grouped'. This means that work done by one dredge is sufficient to 'represent' a comparatively large block of claims. It is only in this way that it becomes possible to consider operations on a large scale over a term of years, for such operations would obviously be impossible on law-grade ground if representation work had to be done separately on each individual claim in each year.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. THE discovery of natural gas with naphtha in 1924 in the Upper Palaeozoic limestone of Turner Valley, 35 miles southwest of Calgary, has led to continuous developments in this field. Drilling undertaken soon after this discovery demonstrated that the anticlinal structure was in reality a major drag-fold cut off on the east side by a westerly inclined fault of large displacement. The faulted edge of the .limestone at depth determines the eastern limits of the field, which between 1924 and 1936 was shown to have a gas area 14 miles long by about 1 mile wide. Since the strata dip westerly, away from the axis of the fold, drilling becomes progressively deeper to the west and, with the advent of deeper drilling, crude oil was discovered in 1936 on the west flank of the structure but in the same porous reservoir rocks as the gas on the crest and upper parts of the fold. Since 1936, drilling has been undertaken wholly for the production of crude-oil and at present two producing areas have been found within the Turner Valley structure. The larger of these, at the south end of the field, in the vicinity of Highwood river, has a length of about 4 3/4 miles and a proved width of one mile, whereas the smaller, in the north end of the field, south of the north fork of Sheep river, has only a few producing wells.

Pure talc is a hydrous magnesium silicate (Mg3Si4010(OH)2). Pyrophyllite, although it resemble: talc in certain physical properties and uses, is a hydrous aluminum silicate (Al2Si4010(OH)2) - like kaolin, except that kaolin has a somewhat different composition (Al2Si205(OH)4) and structure. Soapstone can be considered essentially an impure talc grid when pulverized is used for many of the same purposes as talc. Massive, compact varieties of talc often are called steatite. PROPERTIES Talc and pyrophyllite are characterizes; by their softness (hardness on Mohs' scale, 1) their greasy feel, pearly luster, white color, and perfect basal cleavage. They have similar crystal structures, and this similarity explains the close resemblance of the two minerals in physical acid chemical properties. Talc is a good electrical insulator, resists the action of most acids and alkalies, and has an exceptional heat-retaining capacity. Its specific gravity is about 2.7.

The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth's crust; " since virtually all of the useful materials of or in the earth's crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.

THE PRESIDENT (DR. C. B. KINGSTON, member C.l.M.M.) expressed regret that neither of the authors of the paper was able to be present to submit the paper in person. In their absence, it would be introduced formally from the Chair. It was a clear, straightforward account of a fine piece of shaft sinking, cleverly conceived and boldly executed. He referred briefly to the distribution and nature of the Dome ore-bodies and stated that, for both the miner and the metallurgist, the mine had provided a wide range of problems of unusual interest. Discussion on the paper was then invited. MR. THOMAS PRYOR said the paper was most opportune, because the subject of internal shafts did not appear to be fully treated in current mining literature. Many members were not familiar with Canadian gold deposits and it would be of interest if the authors could give a brief description of the location of the ere deposits of the Dome mine. This information would doubtless explain why a new internal shaft was needed in a position which required such an exceptionally long cross-cut to connect it to the main hoisting shaft to surface. It would also add to the value of the paper if the authors would give some idea of the duty expected of the new shaft in terms of tons of rock hoisted and of trips engaged in the transport of men and materials, and it would be helpful if figures could be given of the total capital cost of the hoists and subsidiary excavations at the shaft top, and of the cost per foot for sinking and lining the shaft below the collar. Turning to details of the paper, one was favourably impressed by the care given to the provision of a good travelling way for men in the main cross-cut, as shown in Figure 1. It was by no means always that one could walk in comfort and safety in a working where there was a 20-in. ventilating pipe in the roof.

FOR many years Industrial Minerals, or as they were formerly called, 'the Non-Metallic Minerals', compared with the metallics, were considered of only minor importance and as such were given scant attention in the technical press as well as in the public press. Those days are, however, happily passing, and thanks, to an appreciable extent, to the constant endeavour of the Industrial Minerals Section of this Institute, established in the fall of 1932 industrial minerals are now assuming the importance to which they are entitled. The term 'Industrial Minerals', when first adopted in this sense by the Institute, was thought to be original in its application, but it is interesting to note that it had been used many years previously by the Queensland Geological Survey in the following publication: SALT Article 1 in Industrial Minerals by B. DUNSTAN, Chief Government Geologist (Publication No. 268, in Part) Queensland Geological Survey, Department of Mines, Brisbane 1920 In Queensland, however, the term embraced some of the metals as well as the non-metallic minerals proper. The lead furnished by Canada in this matter bore rapid fruit, and already the term 'Industrial Minerals' is widely used, not only throughout Canada but in the United States as well.

The Achotla mill of the Cia. Minera de Penoles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and. investigations of subbituminous coal and lignite.4/ Appropriations were made in July 19 7, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typical subbituminous coal was selected for an extended series of tests in the standard. Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncoking coal was the first one of its rank that had been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall temperatures ranging from 500°C. to 1,110°C. in 100°C. steps. All products are collected and measured; their physical and chemical properties are then carefully determined to ascertain the gas- and coke-making properties of the coal. During the last 10 years approximately 50 representative American coals have been tested in the Bureau of Mines equipment. The results on the first 30 coals and a complete description of the test procedure are contained in a joint publication of the Bureau of Mines and the American Gas Association.7/ The remaining twenty coals have been reported in Bureau of Mines reports as Technical Papers and Bulletins.

In the first cart of that little space of time that we have designated as the nineteenth century, chemistry had reached a wonderful stride. Viewed from the present heights attained by the efforts of innumerable chemists with perfected apparatus, mire reagents, air under pressure, water, gas, and electricity conducted to the desk, and. numberless other helps, it seems marvelous that chemists of that day obtained such results. In 1820, about half of the elements had. been discovered; of these discoveries, Swedes had made 15 or more, about once-third of the elements then known and nearly half of those discovered after 1700.

STRATEGICALLY situated in almost the heart of the leading fertilizer-consuming area of the United States, Tennessee long has ranked second only to Florida as a phosphate-producing state. Since 1932 its share of the national output of phosphate rock has increased steadily, and in 1937 its production mounted to an all-time record. More significant even than the increase in tonnage are the forward strides in technology. The Tennessee Valley Authority's research program has led to quasicommer-cial operations using hydroelectric power to manufacture concentrated phosphatic fertilizer that is used to further the farmer education program designed to streamline the fertilizer business and halt the appalling waste of farm land by soil erosion. Even more stimulating to chemically minded imaginations is the production of elemental phosphorus by a private company that not only has succeeded in extracting it from the phosphate rock in electric furnaces but actually has contrived to capture it and to transport it safely in tank cars. New values have been created for low-grade phosphate deposits, and the economic life of reserves has been lengthened while the waste of former years goes back into the mills for recovery of its values by modernized methods. Tennesse's phosphate-mining industry dates from the discovery of blue rock in Lewis County in December 1893. Its known reserves are of the order of 101,500,000 tons, which compares with the production of 825,099 tons in 1937; that is, 21 per cent of the phosphate-rock output of the whole nation. The total output reported from 1894 until July 1, 1938, was approximately 19,000,000 tons. Official estimates of reserves are overly conservative and evidence submitted before a joint Con-gressional committee in November 1938 places "probable" reserves at more than 6,000,000,000 tons.

During the past several years, alunite from the Marysvale (Utah) region has been the subject of investigation by the Electrometallurgical Section of the Bureau of Mines. The nature and occurrence of this mineral, with considerable data on the Utah deposits, together with a number of results of preliminary experiments, have been given in a previous report.6/ The geology of the Marysvale region has been reviewed recently.7/ The present paper reports the results obtained by a method involving the sintering of alunite with boric acid and subsequent treatment of the sinter to produce alumina and potassium sulphate.

Tests ere conducted at the Mount Weather testing adit of the 57 Bureau of Mines on the effectiveness of spraying water along the outside of the drill steel as compared with standard wet-drilling practice. The spray equipment used in the tests was designed primarily for the control, in quarries, of dust from dry drilling with solid type drill steel. Equipment Spray equipment is made in sizes to fit different drill steel but is alike in design, the only difference being in the diameter of the ring and the number of spray holes. The device is mace of cast steel and has a coating of Stellite on the inside edge that comes in contact with the drill steel. It looks like a garden spray, except that the spray holes point in only one direction.

Since ventilation adequate in quantity as well as quality is of paramount importance to the health and safety of men working underground in coal mines, mining officials, employees, and State inspection departments should give it the closest possible attention. MINING LAW OF ALABAMA The law governing, and regulating the operation of coal mines in Alabama was enacted in 1911 and amended or revised in 1923, 1925, 1930, and 1935. The original law and subsequent revisions were progressive steps in safeguarding the health and safety of underground employees.
