This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. Under the Bureau of Mines Research Contract Number H0252071, Foundation Sciences, Inc. has compared the relative effectiveness of roof bolts installed at an angle over the rib with that of bolts installed vertically at the rib side, The information gathered during this investigation was sufficient to supply supplementary information on the mechanics of roof support systems and the general acceptability of field instrumentation methods. During the 140 days of field investigation, 235 bolts were installed, 45 inclined and 190 vertical, in two adjacent intersections. Of these 235 bolts, 30 were in-stalled with load cells and 38 were tested for anchor capabilities. In addition to this instrumentation, the deformation of the opening was measured by convergence meter on 9 lines throughout the two testing areas, and a borescope and photo-elastic gauges were utilized to obtain information on the roof action beyond the surface.

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

Most of the projects summarized in this paper are funded under the Bureau's Advancing Metal-Nonmetal Mining Technology program and are part of the in situ mining subprogram coordinated at the Twin Cities Mining Research Center. The borehole mining equipment development, are funded under the Bureau's Advancing Coal Mining Technology program, is essential to accelerated progress in the in situ mining subprogram, and some background information on this concept is included. The initial in situ research projects started in 1971-72 evaluated some of the critical blast design parameters for in situ copper leaching. The present program totals about $1 million per year and includes in-house research projects, cooperative (cost-sharing) projects with the mining industry, and research and development contracts. Two different extraction schemes are under investigation: inplace leaching and borehole (or slurry) mining. The principal commodity targets for the Bureau's improved in situ mining technologies include copper, uranium, coal, and potash. The principal purpose of this paper is to inform the mining industry of the in situ mining research recently completed or being conducted by the Bureau of Mines. In addition the Bureau encourages companies to comment on the program accomplishments as well as offer suggestions on top priority research needs for improving the in situ mining methods described in this paper.

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

Throughout the history of power excavating machines, engineers have continuously tried to shape the main drive speed-torque characteristics to provide an optimum performance from each main motion. Selection of prime mover for the various motions has been the subject of many engineering studies and most forms of energy conversion have been tried. A new form of electrical power conversion looms on the horizon' as the most optimum yet. Controlled frequency operation of a squirrel cage induction motor increases the reliability of the most reliable form of energy conversion (electrical) found thus far and at the same time improves the performance characteristics.

The specific objective of this three year study is to investigate the means of reestablishing non-polluted hydrologic systems in areas where surface mining directly impacts shallow ground-water resources. The research area chosen for the study is located near Colstrip, Montana it a new mine site where chemical analysis of core samples from the overburden suggested that excessive concentrations of several elements would he encountered during the mining process. This report discusses local vegetation; soils; and regional geology, and hydrology. Stratigraphic cross sections and regression analyses were used to study the litho-chemical relationships in the overburden. Cross sections indicated Inimical material may be related to both rock tune and position within the overburden profile. In overburden zoness where clay content was high, there was a greater probability that Pb, Cu, Ni, and Mn concentrations would also be higher than average; similarly, the likelihood of overburden exceeding a suspect level became less as the sand content increased. Highest value, of conductance were usually found within a few meters of the surface. High concentrations of clay, nickel, and zinc were frequently found directly above and below the Rosebud coal. Regression analysis indicated overburden SAR was predictable with only a Na analysis. A strong relationship also existed in the overburden between conductance, Ca, and Mg.

In this report, the application of the Open Pit Materials Handling Simulator (OPMHS) to a Southwestern surface mine using draglines and front-end loaders is described. The specific objective of the study is to demonstrate the application of the simulator to analyze mine planning and to analyze alternatives for increased production. The simulator was verified by comparing long term production figures to the simulated results from data collected on a mine visit. A short term and a long term alternative are studied with projected productivities and scheduling. No economic analysis of these proposals were performed.

Proposed advantages and disadvantages of low-voltage shielded trailing cables are formulated utilizing the literature and industry sources. A partial analysis of these proposed advantages and disadvantages is completed through a review of the literature. Cable costs are assembled from mine operators, cable and splice manufacturers, and actual cable purchases. To confirm each advantage and disadvantage, an underground test site is established, and testing is performed here and in the laboratory. All testing procedures are completely described. The results of this investigation are reported and used to formulate recommendations attendant to low-voltage shielded cables. Suggestions for installation, handling, and maintenance are presented.

This annual report deals with a multi-faceted research effort to increase mine electrical system safety. The project can be broken down into six task areas. Task one deals with the development of tests and instrumentation to perform these test- that are designed to detect incipient faults on mine power systems. This program also encompasses evaluation of the tests and automation of data collection and recording using a microprocessor. Task two concerns the prediction and suppression of mine electrical transients. This program involves digital simulation and suppression hardware evaluation. Task three deals with the reliability and fail safe assessment of various components of the mine electrical system including both the protective system and bulk power system components. Task three deals with theoretical analysis, laboratory testing and in-situ testing in coal mines of power system devices. Task four is an effort to design an optimal mine electrical distribution system. The initial effort is along the lines of refining analytical tools such as the load flow model. Task five is an attempt to optimize the selection of molded case circuit breakers makes or models on the basis of total annual cost. Task six assesses the availability of equipment to satisfy existing federal regulations.

Research performed on arcing faults and their interaction; with electrical insulating materials within coal.-mine power-system enclosures is described. This work was performed at The Pennsylvania State University from 1 December, 1976 through 30. November, 1977. Results presented are interim in nature and future research is planned to integrate the simulations which have been constructed, as well as to apply developed experimental procedures to the evaluation of electrical insulating materials for use in coal-mine enclosures. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of an arc model based upon thermal-arc plasma properties so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when an arc interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation.

The world's largest fluidized bed steam generator located at Rivesville, West Virginia is currently undergoing initial operation. This unit is designed to generate 3708 kg/s (300,000 Ib/hr) equivalent to 30 MWe of superheated steam while firing coal in a fluidized bed of limestone. Coal was first fired in this unit in December, 1976 and start up operation is progressing.

A geologic investigation of mineral resources in South Carolina first began in 1825 when the General Assembly authorized Lardner Vanuxen to conduct a "Geological and Mineralogical Survey of South Carolina." Vanuxen, South Carolina's first State Geologist, reported in 1826 on the limestones (marble) of the Piedmont which during those early years, were burned in many shall, scattered kilns in the region wherever suitable raw material was available. He also mentioned the possibility of using marl from the Atlantic Coastal Plain province for direct application and enrichment to the soil. Since before the year 1844 industrial minerals in South Carolina have been commercially produced literally from A to Z, asbestos to zircon. The first pub¬lished reports of actual commercial production, not just an occurrence, are referenced in Table 1 for 33 known industrial minerals and rocks in South Carolina. Known or suspected occurrences of undeveloped non-metallic mineral resources in South Carolina await future verification by geologic mapping, sampling (including coring), possible beneficiation, and market analysis. These industrial minerals and rocks include, but are not limited to, special, clay minerals (e.g. bentonitic clays, zeolites and others), sillimanite, argillite (lightweight aggregate), kaolin (alumina) and marl (underground storage and tunneling medium). In addition other non-metallic minerals, once mined but still worthy of reconsideration, include topaz (industrial), heavy minerals, barite, feldspar, and monazite. Finally, possibilities for new reserves, as an expansion of existing mine output, might develop for fuller's earth, limestone (lime), sericite (finely divided mica), vermiculite, kaolin (paper coating and filling, other filler), and metallurgical gravel. Official South Carolina data from the U. S. Bureau of Mines for 1974 indicated a total value of mineral production of $105.2 million. The U.S. Bureau of Mines has conducted underground tests and computer analyses to study coal mine roof behavior. Southern Ohio Coal Company provided test sites it) their Heigs mines located near Athens, Ohio. Testing apparatus was adapted for monitoring roof behavior at the face of mining from a remote surface location. Finite element analyses were applied to study the structural conditions present. Test sites were located at three different intersections of entries and crosscuts of the room-and-pillar mine. Electrical read-out instruments were used to record roof bolt loads, roof sag, and roof-floor convergence. They were installed during the roof bolting cycle of a conventional mining section and data was recorded for several months. Normal mining operations continued throughout the test period with minimal interruptions due to the installation and monitoring of the instruments. A computerized data acquisition system, partly underground, partly on surface, permitted continuous monitoring of data and its retrieval, display, manipulation, and storage. The finite element code used to model the test sites accounted for three-dimensional geometry, nonlinear material behavior, and the mining excavation and bolt installation sequences. Results of the test are highly variable. Comparable values between test and analysis results were obtained by applying statistical averaging of. roof test data. Results of the analyses indicate that bolts have a lesser effect on the gross behavior of mine roofs than has been indicated and that bolt load changes are strongly influenced by mining excavation sequence, bolt-placement sequence, and face distance

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.
