GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

As part of the goal to maximize minerals and metals recovery from primary domestic resources, design factors associated with minimizing current leakage in bipolar cell configurations were studied by the Bureau of Mines as a means of improving the efficiency of bipolar e1ectrooxidation cells. Initial studies that were conducted in a small bipolar cell operating at 140 to 145 volts and 15.4 amp indicated how design factors could be employed to minimize cur-rent leakage around adjacent electrodes during cell operation. Based on these results, a 40-electrode, 108-kva prototype of an industrial-sized cell was constructed and tested for extracting metal values from offgrade molybdenite concentrates. The feasibility of recovering molybdenum and rhenium from the oxidized pulp also was determined. Feed to the process sequence consisted of flotation concentrates containing 16 to 35 pet Mo as molybdenite and 6 to 15 pct Cu. E1ectrooxidation in the prototype cell resulted in 84 to 97 pct Mo and Re extraction with a corresponding energy consumption of 9 to 13 kwhr/1b Mo extracted.

No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U. S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions. A review of the literature reveals that some work has been conducted on the roof truss. Cambrell and Haynes1 (1970) showed that the roof truss is superior to angled roofbolts installed through a header. Sheorey, Verma, and Singh2 (1973) used statics to prove that the optimum angle of inclination should be greater than 45°. However, to date, no systematic attempt has been made to establish design criteria. In this paper, the problem was approached in three ways. First, model studies were performed to determine general trends of truss support as a function of a number of variables. This provided a better understanding of the support mechanism involved. Secondly, beam theory was employed to calculate the actual support capacity of a truss, realizing the many simplifications, assumptions, and shortcomings of this approach to such a complicated problem. Last, field testing will be utilized to test the hypotheses previously developed and provide hard data to further synthesize roof truss design criteria. Field testing has recently commenced and should be complete before mid 1977.

Porous and permeable rocks deeply buried in sedimentary basins contain immense volumes of hot water with the potential to supply low-grade heat energy. A part of Canada with sizeable potential for low-grade geothermal energy is the northern Williston Basin of southern Saskatchewan. In this region, the University of Regina has conducted a geological study investigating the feasibility of producing large quantities of warm water suitable for space heating in the Regina - Moose Jaw area. The study has shown that the most favourable geothermal reservoirs are in the Basal Clastic Unit (Cambrian Ordovician), which, at an approximate depth of 2,000 metres has predicted temperatures of 71°C to 74°C. We anticipate sustainable flow rates from these reservoirs of 100 to 300 ms/hr. The water contains about 150,000ppm of total dissolved solids, mostly sodium chloride. It is anticipated that the sulphate content will be 3,000 to 6,000 ppm, that the dissolved oxygen and hydrogen sulphide content will be small, and that the waters will be neutral to slightly alkaline. It is anticipated that the piezometric level will be 46 m below the ground surface for reservoirs in the upper part of the Basal Clastic Unit and 141m below the ground surface for the lower reservoirs of the unit. Plans are to build a low-grade geothermal research, testing and demonstration facility at the University of Regina. To be a practical demonstration, the facility will have to handle very large volumes of water. Because of high salinity, the water will be re injected into a subsurface reservoir. We do not anticipate insurmountable problems because of salinities or as a result of corrosion provided that the waters are not aerated during handling

Shuttle car trailing cable splices were tested for resistance to failure upon being subjected to repeated bending, abrasion, and tensile shocks using a new testing method that closely simulates shuttle car induced stress. The results show that under normal stresses, splices can be made to withstand the equivalent of three months of operational use. Restoring the tensile strength to the conductors is found to be as critical as restoring flexibility. Splices in which the conductors are of slightly unequal length did not present as serious a workmanship problem as previously thought since test results show that the conductors tend to equalize when longer cables, in contrast to short cables employed in previous testing methods, were used. Dynamic recordings of cable tensile stresses are presented for a shuttle car and the new simulated testing method. Two simple but effective methods for removing insulation using a knife and a pair of pliers are described. None of the designs tested for a sacrificial splice covering were satisfactory.

The decay of 222 Rn yields a series of short-lived decay products which become attached to the surface of a plate or wire exposed in a 222Rn-bearing atmosphere. The alpha-activity of two of the decay products, 218Po and 214Po, can be measured by simple counting techniques. This phenomenon may have direct application to uranium exploration. Laboratory studies have shown that: (a) radon decay products can be collected on a wide variety of materials (including various kinds of metals and plastics); (b) activity increases as a function of the surface area of the 'collector; and (c) the collection of the decay products is enhanced by applying a negative charge. The new technique was used in situ to delineate the anomaly above the South March uranium-copper occurrence. A related technique was developed to measure radium in soil samples. The results of both studies compared favourably with those obtained from conventional methods.

The problem of a realistic investment analysis for a new mining venture that sells its products on the international metal markets IS studied against the background factors, firstly, of different inflation rates between the countries hosting the mines and those. hosting the metal markets; and, secondly, of the changing pattern of currency exchange rates between such countries. The purchasing-power parity theory is used to establish a pattern of relationship between these two factors, and to develop a more logical approach to the long-term forecasting of metal prices in the currency of the country in which the mine is situated.

A relationship is predicted between oxidic nickel in slag, oxygen in matte and Ni/Fe ratio in matte after the examination of thirty sets of contiguous matte and slag samples taken from industrial nickel smelters. Oxidic nickel in slag is found to increase with increase in oxygen content of matte of constant Ni/Fe ratio, and it is proposed that the relationship may be used to predict nickel solubility in slag from a knowledge of matte composition alone.

This report presents the results of a program to develop backfilling techniques to mitigate undesirable effects of hydraulic borehole uranium mining. Large underground cavities, formed during the borehole mining process, can be backfilled to prevent ground subsidence and to allow mining of adjacent uraniferous sandstone. Three backfilling techniques were tested in the laboratory and in the field: bulk dumping of slurry into the borehole from ground level, slurry injection under water, and slurry injection above the cavity water level. These techniques were tested with sand and with sand and one percent cement (by weight) mixtures. The project was accomplished in four tasks: equipment preparation and transport, mining operation to generate a full-sized cavity, backfilling operation, and assessment through core samples and subsidence checks. The concentrations of cement mixed with sand proved to be inadequate to bond the sand. Bulk dumping resulted in a 30-degree angle-of-repose, much too steep to completely fill the cavity. Both slurry injection techniques filled the cavity satisfactorily. However, underwater injection is the recommended backfilling technique because the borehole water level does not need to be pumped down during backfilling. The borehole itself was filled by bulk dumping of slurry. In conclusion, backfilling of borehole mining cavities is entirely feasible, and the preferred method is slurry injection under water.

In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

A general review of the laboratory and field research being conducted at Michigan Technological University in the area of diesel emissions is presented. The facilities involved with this research are also described. These are the Experimental Mine, the diesel dilution tunnel test cell, the Mine Air Monitoring Lab (MAML), the portable instruments and the production mines used.

This report describes the analysis tools developed at West Virginia University which can be implemented to optimally design coal mine electrical systems. The basic analytical tools for all power systems are the load-flow and short-circuit analysis. Well known programs have been developed for analysis of ac transmission and distribution systems, but they are not applicable to a system which has combined ac/dc distribution, such as a coal mine power system. Furthermore, the topology of a coal mine electrcal system changes continuously due to the movement of the locomotives on the track. In the first section of this report, algorithms for carrying out load flow and short-circuit analysis of a coal mine electrical system are described. Results from the study of a typical coal mine system are presented. In the second section a method is described to optimally size power cables for cyclic loads. The method is based on the development of a thermal-electric model for a low-voltage power cable. Results from experimental verification of the model are also presented. These techniques are useful in the safe, efficient, reliable and economical design of the coal mine electrical power systems.

Any man-made structure will eventually decay, but we are basically concerned with the prevention of corrosion within a fairly limited time span. How corrosion can be minimized by design, the removal of oxides and a careful choice of paint systems is discussed, and mention is made of the electrical nature of most anticorrosive systems. Also discussed are the characteristics of certain paint binders and how mechanical properties will differ for various environments. Corrosion of a substrate by acidic breakdown products of some paints is mentioned in conjunction with a discussion on convenience versus ultimate performance. A brief mention is made of the three main components of a paint system, and the principal types of paint are placed in broad categories, with the main strength and weaknesses of each type listed.

Alberta Plains coals exhibit an almost rectilinear system of vertical fracturing called "cleat", which is best traced by mapping true bearings of underground coal mine rooms. The cleat pattern is approximately conformable with a pattern of surficial features and a pattern of bedrock jointing in the Alberta Plains, and with the trend of the Rocky Mountain Trench, but not with the distribution pattern of coal rank nor with the trend of the eastern boundary of the Rocky Mountains and Foothills physiographic province. The processes resulting in cleat remain in doubt, but cleat is always of practical importance in extracting coal from deeply buried deposits.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

This Bureau of Mines report describes the preparation of phosphoric acid directly from phosphate ore, without prior beneficiation, in a small-scale, continuous process research unit, as part of an effort to improve minerals and metals recovery from domestic resources while minimizing environmental effects. Three phosphate-matrix samples, ranging in grade from 18.2 pct P20S5to 11.9 pct P205, were dry-fed at a rate of 1.82 kg/hr (4 lb/hr) to a continuous-circuit, 12-liter, single-tank digester to yield phosphoric acid and byproduct gypsum filter cake. Comparison with earlier data shows that a significantly improved filtration rate was attained in a single-tank reactor compared with that attained in a five-tank reactor train processing the same ore. Iron and aluminum impurities in the product phosphoric acid averaged about 60 pct higher than amounts reported in commercially prepared, concentrate-derived acid. All gypsum filter cakes prepared had a firm, sandy texture, rendering them physically suitable for stacking or landfill use. Introduction of dry attritioning and air classification approximately doubled the attainable filtration rate when the dry-beneficiated product was digested. In air classification, there was a 12-to 14-pct P205 loss. Depending on the technique used and the matrix grade, overall P205 recovery ranged from about 72 to 89 pct.
