The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia's identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world's largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia's total export income in 1980/81. AUSTRALIA'S MINERAL RESOURCES POLICIES Federal and State Governments' Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia's international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government's control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government's powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government's responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

Adsorption of acrylamide based homo and copolymers on hematite was investigated as a function of phe nature of the polymer charge and functionality of the polymer. Effect of addition of sodium dodecylsulfonate and dodecylamine hydrochloride was also studied and was determined to result in an increase or decrease in the amount of polymer adsorbed depending on, the charge characteristics of the surfactant and the polymer, pH of the suspension, concentration of the various species and the order in which these species were added to the system. The surfactant adsorption under given conditions on the other hand, was found not to be affected by the presence of the polymer molecules. The data is analyzed to elucidate the mechanism of adsorption of polyacrylanide type polymers on hematite both with and without the surfactant species king present in the system.

"Hydraulic rock drilling equipment has been in use at Falconbridge over the past two years in both production and development situations. This paper deals with the experience gained in the application of hydraulic drilling in the company's mines and discusses the benefits and problems encountered during their use. The paper primarily focuses on technical, operating, maintenance and economic aspects of the machines, and does not attempt to compare the performances of different machines from the various manufacturers.IntroductionThe Sudbury Operations of Falconbridge Nickel Mines Limited are comprised of five operating mines and two mines under development. All the production comes from underground mines, mostly at depths below 1000 metres. The company, faced with increases in operating costs and difficult mining conditions, has continued to seek solutions with the help of new mining technology.The development of electric-hydraulic drilling machines in Europe had been pursued with great interest and, in 1979, a decision was made to test these machines to prove their technical and economic viability under operating conditions. Since then, a number of electric-hydraulic machines have been evaluated in different situations and currently nine hydraulic machines are being used in the company's various mines. These machines are comprised of two-boom drilling jumbos for development, one-boom machines for longhole drilling and a large-hole-diameter drilling rig for blasthole drilling. One hydraulic jumbo has also been used in a cut-and-fill stope."

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

The current demand for copper in the western world exceeds 7 million tonnes annually. The growth in demand is expected to average 2.6% annually to a level exceeding 11 million tonnes in 2000. Copper mine production is currently about 6 million tonnes annually; the annual net addition to mine output in the future will have to average about 190,000 tonnes of contained copper. The industrial nations of Europe and the western Pacific are heavily dependent on copper imports. Currently these import needs are supplied by Canada, Africa and Pacific producers. The increased demand for copper in the future is expected to further weight the trade balance to the Pacific suppliers. An evaluation of undeveloped deposits allows the ranking of these deposits based on total cost of production, including provision for plant and infra- structure investment as well as political/social/ economic risk. Peru, Canada, and the Southwest Pacific are expected to significantly increase exports. The United States will develop deposits to replace depleted mines, maintaining mine production at a level approximately equal to current output, with a consequent increase in copper imports. Chile is expected to become the world's leading copper producer, as well as expanding it's position as the leading exporter.

A review of the practices of analyzing for precious metals at the Reno Research Center, U.S. Bureau of mines, is presented. A general description of fire assaying, the physical layout of a fire assay laboratory, and the use of fire assaying in combination with atomic absorption, induction coupled plasma, and emission spectroscopy is reviewed. The combination of techniques significantly decreases the detection limits for precious metal analyses and simplifies the analysis of the platinum-group metals. Methods of protecting personnel from ingestion of lead are also discussed.

"The orebodies of the Campbell and Dickenson mines are localized within an anomalously fissile and deformed zone that transects the eastern margin of a dominantly mafic volcanic complex close to its contact with a synchronously formed sedimentary basin containing clastic and chemical sedimentary rocks. The ore zones are mainly quartz-carbonate fissure veins and siliceous replacement zones formed during deformation and metamorphism, although there are some syn-volcanic exhalative ore zones in the mines. On a regional scale, the volcanic rocks have been affected by syn-volcanic spilitic alteration which has involved the leaching of Fe, Mg, Au and As from, and the addition of Na and variable amounts of Si to bleached zones enveloping primary permeable structures in the rocks. The leached constituents were deposited on the contemporaneous sea floor as iron-rich chemical sedimentary rocks. Although this alteration is not closely related, spatially, to the ore zones, it is characteristic of the general environment, and may serve to distinguish gold-prospective from gold-barren areas on a mining-camp scale.Closely associated spatially with gold deposits is a zone of feldspar-destructive alteration within which the volcanic rocks are characteristically feldspar-free, enriched in As, Au and to a variable degree in Si, and depleted in Na, Ca and to a variable degree in Mg, Fe and K. The alteration zone is also characterized by abundant, variably transposed, small quartz-dolomite to ferrodolomite veinlets formed during deformation and metamorphism, and includes, but extends outside of, the anomalously fissile zone hosting the orebodies. The alteration zone is interpreted to have formed syn-volcanically within the upper part of a major submarine hydrothermal discharge zone."

A physical model of flotation, derived from viewing froth as a kinetic species since it constitutes the carrier of ore particles, not only agrees with and is simulated by engineering math models, but is statistically verified by actual laboratory flotation data. The model couples the mechanical removal of froth using paddles with the more rapid chemical interactions taking place in the bath. It clearly shows that the kinetics of mass removal is dictated by flotation cell dimensions, paddle speed, and, more importantly, froth characteristics. Some conclusions and predictions of the model are presented.

INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). INTRODUCTION There are important reasons for a discussion of tungsten resources, reserves, and production in the Circum-Pacific area. First, the world's chief tungsten deposits, as well as most of the world's tungsten reserves and production, occur in this region. It is well known that the world's largest tungsten reserves are located in southeastern China and that for many years, the largest individual mine in the world was there. Although China still has the world's greatest tungsten production, the very high-grade scheelite mine of Canada Tungsten Mining Corporation in the Northwest Territories is the largest producer of tungsten today. There is certainly a great quantity of tungsten in Asia, but the strategic importance of this fact is now offset by the wide distribution of mines and production facilities throughout the world, especially in other parts of the Circum-Pacific area such as Australia, Canada, and the United States. In addition, much of the Circum-Pacific area is comprised of Mesozoic-Cenozoic orogenic belts. These global tectonic units are regarded as very favorable for additional tungsten deposits, particularly scheelite-bearing tactites, and consequently, prospecting and exploration will most likely be concentrated in the Circum-Pacific area. Second, tungsten must be regarded as one of the, most important metals of modern industry because of its very special properties. It has the highest melting point, the highest tensile strength at elevated temperatures, and the smallest compressibility of any metal. The metal also possesses a very high density, excellent corrosion resistance, good thermal and electrical conductivity, and a low coefficient of expansion. As a result, tungsten has found increasing importance in a wide range of industries. From the filament in an electric lamp, to cutting tools and drilling bits, to the exotic radiation shields that protect supersonic aircraft and spacecraft, tungsten plays an indispensable role in our daily lives. The primary objective of this paper is to present an overview of important facets of known and suspected tungsten in the Circum-Pacific area. Resources, reserves, current production, planned capacity expansions, and new operations, as well as an assessment of the probability for development of deposits in the Circum-Pacific area, are discussed. RESOURCES The average crustal abundance of tungsten has been estimated at 0.0015 kilograms per tonne. A comparison of the abundance of various metals in crustal rocks to that of tungsten is presented in Table 1, which shows that tungsten abundance is similar to that of its commonly associated metals, tin and molybdenum. AVERAGE CRUSTAL ABUNDANCE OF VARIOUS METALS (Grams per Tonne) [ ] With careful thought, it can be realized that tungsten ore deposits result from the concentration of the metal, through normal geologic processes, to levels substantially greater than its average crustal abundance. The minimum technologically and economically workable tungsten concentration, or cutoff grade, is a function of (1) deposit tonnage, (2) mining and milling methods, (3) production tonnage, (4) capital and operating costs, (5) tungsten market conditions, and (6) value of associated recoverable metals. The tungsten cutoff grade that is currently exploitable at a profit varies from 0.09% W03 to 1.55% W03, reflecting concentration factors from 470 to 8200, as shown in Table 2. Table 2. The in-situ deformability of a highly jointed basalt rock mass was determined by two distinctly different methods: one, by the NX- borehole jack method where the displacements of opposing curved platens were related to the applied hydraulic pressures, and; two, by the modified Goodman jack method where the tangential strains on the borehole walls were related to the induced tangential stresses. The modulus obtained by the modified Goodman jack method were much higher than those obtained by the NX- borehole jack method. To explain the discrepancy, the influence of fractures and test variables such as depth, orientation, hole number and applied pressure on the calculated modulus of the rock mass were analyzed by factorial analysis and it was found that the orientations and depths of measurement has statistically significant effects. The in-situ deformability values obtained by non-linear regression analysis were also found comparable with other measurements and empirically predicted values for the basalt rock mass.

6, 7.3 meter diameter autogenous mills at Wabush Mines are undergoing conversion from a radial configuration of pulp discharger to a curved design. Improved discharging efficiency has effectively lowered the pulp level in the mill. The low level operation enhances the grinding efficiency netting a 12% power reduction. Significant reductions to rate of wear has been a spin off benefit. The design incorporates features for holding the assembly solidly in place thus eliminating bolt hole damage and leakers. Preliminary work in one 11 meter mill at Hibbing Taconite did not indicate that all the same advantages were available in their process.

The AMAX of Canada Limited Kitsault mine is located approximately 150 kilometers, by air, north of Prince Rupert, British Columbia at the head end of A1 ice Arm, just east of the southern tip of the Alaskan Panhandle. It is presently only accessible by sea or air, although a road is being constructed by the company which will provide access to Terrace, a commercial centre with a population of about 15,000. The topography is typically coastal mountainous with peaks rising to 2,100 meters around the head end of the inlet. The concentrator is at an elevation of 515 meters with the mine at 630 meters. This open pit molybdenum mine was previously operated between 1968 and 1972 by British Columbia Molybdenum Limited, a subsidiary of Kennecott Copper Corporation. AMAX of Canada Limited has spent $194 million to refurbish and expand this operation.

"Important stratabound lead-zinc deposits in southeastern B. C. occur in rocks that range in age from Proterozoic Helikian to Middle Cambrian. The Sullivan deposit, and similar but smaller deposits in the Sullivan area are the only important deposits that occur in clastic rocks with little carbonate content. The highly deformed and metamorphosed Shuswap deposits, of probable Hadrynian to Helikian age, are in mixed marble, calc-silicate gneiss and pelitic schist assemblages, rocks transitional between clastics and carbonates. Deposits in younger rocks, such as the Kootenay Arc deposits in the Lower Cambrian Badshot-Reeves Formation and the Monarch -Kicking Horse deposits in Middle Cambrian dolomite, are hosted by platformal carbonate rocks.An important regional control for the distribution of deposits appears to be a northeast-trending tectonic zone that crosses the Rocky Mountains and the Purcell Mountains just south of the Sullivan area, and projects southwestward toward the Salmo camp at the southern end of the Kootenay Arc. Pronounced northeast-trending gravity and magnetic anomalies, basic volcanism of Hadrynian age (the Irene volcanics west of Creston) and a preferred alignment of Mesozoic granitic rocks indicates that the zone coincides with deep crustal structures. Within the zone are dramatic and abrupt thickness and facies changes in Hadrynian Windermere rocks and lower Paleozoic rocks, and on the east side of the Rocky Mountain Trench in Helikian Purcell Supergroup rocks, indicating that block-faulting was active intermittently within the zone from Helikian through to lower Paleozoic time. Right-lateral and reverse movements occurred on northeast-trending tear faults within the zone in Mesozoic time."

In most mining operations, some degree of selectivity is applied. Whether one deals with surface or underground operation, ore zones, and waste zones are defined not only on the basis of the value of the ore contained, but also taking mining constraints into account. A number of computer techniques are presented which can be used to determine the optimum location of the footwall and hanging wall of ore zones intersected by drill holes. Minimum mining width and minimum internal waste width constraints are taken into account, as well as other economic constraints. The system is presented as an integral part of a larger manumatic ore reserve and mine planning system.

Several deposits in the Sheep Hole/Cadiz Wilderness Study Area (WSA) have small identified or potential for undiscovered gold and silver resources. One prospect area is a potential target for molybdenum. Most base and precious metals and one uranium deposit in the study area are of the fissure-filling, contact metamorphic type associated with late stage fluids of the Cretaceous Cadiz Valley batholith. Some evidence suggests limited Tertiary and Quaternary mineralization. Mineral deposits are controlled by faults, shear zones, and joints which strike northwest and dip northeast or southwest. Although undefined, calcium, sodium, lithium, and strontium brines are inferred within the study area. Some potential for oil and gas and geothermal resources is indicated by the interest private industry has shown in the eastern part of the study area. INTRODUCTION The U.S. Bureau of lines and U.S. Geological Survey conducted a mineral survey of the Sheep Hole/Cadiz Wilderness Study Area (p1. 1) which encompasses approximately 205,000 acres (83,000 ha) in south-central San Bernardino County, California. The U.S. Bureau of Mines studied the mineral resources of mines, prospects and mineralized areas; geological, geochemical, and geophysical investigations were conducted by the U.S. Geological Survey.

The purpose of this study was to evaluate the current literature on the use of calcium chloride and ligninsulfonates as dust suppressants with respect to potential adverse effects on health or the environment. Calcium chloride poses little internal hazard to man and animals, but toxicity to vegetation in and around the area of application should be expected. The effects, however, should be considerably less than those observed from using calcium chloride as a road deicer. Except for trout, ligninsulfonates seem to pose little direct systemic toxicity problems in aquatic organisms, animals and man or any problem with local vegetation. Because of a greater volume of information on its use and effects, calcium chloride is recommended over ligninsulfonates.

"This paper describes an alternative method of vehicle control which uses a micro-processor to control the field current and armature voltage concurrently. The field tests carried out and the conclusions drawn from the basis of the paper.IntroductionIt is generally accepted that the main obstacle to a greater use of electric vehicles is the relatively poor range and performance when compared to alternatives such as diesel and petrol-engine vehicles. Much effort has been applied to the problem of increasing the energy storage density of batteries and considerable improvements are now being reported.Improvements in the efficient use of the stored energy, although unlikely to achieve the necessary increase in range and performance for a widespread acceptance of electric vehicles, can nevertheless make a useful contribution. Because the improvement in efficiency is achieved by a reduction in losses, it follows that the temperature rise in drive-train components is reduced. These advantages, coupled with the increasing cost of energy, make improvements in the efficient use of the stored energy desirable, if not absolutely necessary. To achieve this with the large and rapidly varying loads encountered during the operational use of a vehicle will require a more flexible system of control than that provided by the current limit. This paper describes an alternative method of control which uses a micro-processor to control the field current and armature voltage concurrently.The value of these parameters is selected to supply the power demand at the motor shaft, with the minimum losses in electrical transmission, thus increasing the efficiency with which the stored energy is used."

Two red muds, two fly ashes, and several aluminosilicate minerals were subjected to direct treatment with concentrated H2SO4 at temperatures of 175°C and below. X-ray analysis showed that virtually all the sulfate reaction products remained in the solid residue because of their low solubilities in x SO Substantial portions of the Al2O3 Fe2O3TiO2, Na2O, and K2O components of the materials reacted to form water soluble sulfates, which were then removed by H2O leaching at 55°C. The solid residue after water leaching consisted largely of amorphous silica and, in lime bearing compounds, CaSO4, The reaction and leaching processes were effective in removing all or nearly all the Al2O3. Fe2O3, TiO2, Na2O, and in lime components in the fly ashes, red muds, china clay, bentonites, the nephelioe fraction of nepheline syenite, and a plaster insulating brick composed of anorthite and mullite. Reaction with potassium feldspar and petalite took place, with formation of alkali aluminum sulfates, but the reaction rates and yields were extremely low. Potassium feldspar can be heated with Na2O and x O in air at 700°C for 24 hours, or with CaO at 1000°C for 24 hours, after which the reaction product kaliophilite, nepheline, and leucite-like phases, prove to be very susceptible to H2SO4, reaction and H2O leaching, providing yields near 100% of the Al2O2 content. An alternative method of H SO treatment consists of heating the sample in a silica tube and passing H2SO4 vapor over it. Preliminary results indicate that this method can be effective in enhancing the kinetics of reaction with the Al O component of potassium feldspar and offer the possibility that formation of Al2 (SO ) Fe2(SO4)3 and TiOSO4 can be accomplished selectively by taking advantage of the fact that the upper stability limits of the respective sulfates in the presence of H2SO4 vapor will be different.
