Mine development has evolved in the past 15 years from a human-paced system using hand-held drills and track-bound equipment to a mechanized system using specialized equipment for each component of the development cycle. In most Canadian hard-rock mines, face advance is achieved by the following sequential activities: drilling, explosive loading, mucking and ground support. The state-of-the-art for each work element is reviewed and methods for performance estimates proposed. The entire development system and its production capabilities are considered based on equipment reliabilities, spare units, haulage distances, and muck bay spacing. The effect of the number of working faces on the system's performance will also be analyzed. Manuscript not received in time for publication.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. Surface subsidence is an inevitable consequence of many underground mining operations and has been recognized as such since the fifteenth century. Damage resulting from this phenomenon ranges from simple land settlement to severe structural damage to buildings and has been witnessed in rural (Illinois, Colorado, West Virginia, Virginia, Pennsylvania) as well as in urban areas (Pennsylvania, West Virginia, Illinois, Wyoming). In fact, it is estimated that over 2 million acres of land across the United States have been affected by mining subsidence, of which 140,000 acres are in urban areas (Singh, 1978; Johnson and Miller, 1979). Further, it is estimated that during the next twenty years an additional 1.5 to 2.4 million acres of land will also be affected by mining. Subsidence prevention is not feasible, at least under the existing technologic and economic constraints of underground coal mining. Foreign experience has demonstrated, however, that subsidence can be successfully controlled if an accurate method of predicting ground movements is available. Such techniques have been developed in many coalfields, where it is currently accepted that subsidence can be predicted within ± 20 percent of the actual values. Furthermore, such movements can be translated into anticipated structural failures using established damage criteria, thus enabling appropriate precautionary measures to be implemented.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

"Cominco Ltd's Polaris Mine, located on Little Cornwallis Island, Northwest Territories (latitude 75degrees 30') went into production in late 1981, becoming the world's most northerly base metal mine. The concentrator, powerhouse, shops, offices, dry and warehouse, were uniquely designed and constructed on a 100f t wide by 400 ft long by 65 ft high barge. This process barge was constructed in southern Canada at Trois Rivières, then towed 3,500 miles into the High Arctic Islands and beached on Little Cornwallis Island.The paper deals with the original design philosophy, flowsheet and the initial year's operation of the Polaris process barge.IntroductionTo bring a mining property into production in the Canadian High Arctic, a company must deal with the harsh environment, the short shipping season and the high cost of labour. In trying to minimize the effect of these fact or s, the concept of a barge-mounted process plant was investigated as an alternative to the conventionally built concentrator. Cominco's previous experience gamed at the Black Angel Min e on Greenland's west coast suggested that this would be a practical alternative.The normal shipping season at Little Cornwallis Island is approximately six weeks long, from mid-August to the end of September. All equipment and materials must be delivered during the ""shipping window"". The logistics problems are enormous; if the conventional approach had been used the major process equipment would have been delivered to Little Cornwallis Island at the same time as the completed barge actually was! Construction would also be starting at the start of the worst climatic conditions, the Arctic winter. Nine months' production was gained by opting for the ""barge"" approach."

The Bureau of Mines has examined the operation of an oxygen sensor manufactured by the City University, London, England. The sensor produces a current proportional to the oxygen concentration by reacting oxygen at a nonconsumable cathode. The sensor design is unique in that the primary mode of oxygen transport to the cathode is by diffusion through a capillary, The sensor using this design has a stability of 0- to 0.02-pct reading change per day over a 4.7-month test, small temperature coefficient of 0.29-pct reading change per °C, and small pressure coefficient of 0.34-pct reading change per 1,000-ft altitude change, If this sensor were incorporated into an oxygen detector or monitor, this would be a distinct improvement in electrochemical-type oxygen analyzers and would be useful to the mining industry.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

The Bureau of Mines conducted studies to determine if phosphogypsum, a waste material from the processing of phosphate rock, contains hazardous toxic materials as defined by the Environmental Protection Agency (EPA) and whether leaching of these toxic materials and radium may occur. Samples of the phosphogypsum stockpiled material were evaluated using the EPA extraction procedure, atomic absorption, neutron activation, x-ray diffraction, and chemical and physical means. Radiological tests performed used both the germanium-lithium and emanation methods. The data show that the phosphogypsum stockpiles are not hazardous toxic waste as defined by EPA criteria. Trace elements and radium are not leached from the phosphogypsum stockpiles. Absorption of trace elements and radium by phosphogypsum is the major reason for their not being leached. The standard error of measurement of radium concentrations was 4.7 pCi/g.

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

INTRODUCTION In early 1978, engineering personnel at The Carter Mining Company began using photogrammetry coupled with a computer modeling technique to aid in mine planning efforts. The decision to develop this approach was based on the following needs: 1. A method to accurately capture excavated quantities for reporting purposes, 2. A method to produce accurate up-to-date maps for planning purposes, and 3. A computer-based mine-planning technique that would be compatible with techniques used in the past. The system developed utilizes a photogrammetric contractor to provide thousands of aerially-surveyed data points for input into the computer system. Each month the Rawhide and Caballo mines are flown by the photogrammetric contractor. The terrain of the active pit area is digitized and punched out on computer cards. This information is read into The Carter Mining Company's computer facilities, and an updated two-dimensional topographic grid model of the pit is generated. This surface is used to generate quantities moved during the month, to update isopachs, and to update quantities contained in fixed block progression polygons used for forecasting purposes. A digital simulator of classification and grinding circuits is used to evaluate the performances of various flowsheets. For a given flowsheet configuration, unit processes dimensions and operating conditions, the simulator calculates the steady-state values of the process variables. A supervisory algorithm is implemented in the simulator to determine the conditions which meet the required criterion on operation, tonnage and product quality. Calculation illustrations are proposed for the design of wet and dry grinding circuits. The performances of various arrangements of cement clinker and sulphide ore grinding flowsheets are evaluated and discussed.

The metropolitan area of the Witwatersrand has grown up around the Witwatersrand gold mines. Most of the mines have now been abandoned, but deposits of waste material remain and have been surrounded, and in some instances covered, by urban and industrial sprawl. This paper describes the development of geotechnical measures for the abatement of air and water pollution from abandoned gold-residue dams in the Witwatersrand area. The measures include the stabilization of the surfaces of the dams to prevent wind and water erosion, the terracing of slopes to minimize erosion, and the construction of catchment walls and dams. The measures were developed in terms of the set of guidelines for environmental protection adopted by the Chamber of Mines of South Africa in 1979.

The Belizean economy registered a modest real growth of 1.3% during 1981. The gross domestic product (GDP), based on current prim was $121 million' with an inflation-rate of 10%. The country received $19 million in economic aid during 1981. In early 1981, Belize'e four commercial banks raised the interest on deposits to 15% in an effort to curb capital outflow. During 1981, the financial situation deteriorated somewhat, particularly the balance of payments. For the year the total value of imports exceeded exports by almost $38 million, while the Government continued to maintain a fairly free trade policy. Import duties and term averaged about 8% on essential item and 40% on nonessential ones.

An hydraulic-powered reel system to minimize peak tension transients in shuttle car trailing cables has been theoretically designed and analyzed using a computer. A single spring-loaded take-up sheave stores or gives up cable to maintain tension within specified limits. Controls have been incorporated to shut down the vehicle before all cable is removed from the reel and to de-energize the cable in the event of a reel/cable jam. Full-scale hardware configuration drawings sufficient for manufacture of a test system have been completed.

Cobalt/tungsten mineralization at Mt. Cobalt, located 170 km southeast of Mt. Isa in northwestern Queensland, is described. Mineralization occurs in the Kuridala Formation of the Mary Kathleen Group, which is composed dominantly of pelitic schists, carbonates and acid and basic volcanics.Rocks in the region are metamorphosed to amphibolite facies and affected by two generations of tight to isoclinal folds and a third, more open generation of folds. The region is divided into three meridionally trending belts on the basis of structural style, with mineralization concentrated in the central, more highly strained belt.Deformation and metamorphism is probably younger than 1670 m.a., and the rocks are intruded by granitic rocks dated at 1509 ± 22 m.a.Mineralization occurs in shear zones at the contact between an amphibolite and enclosing pelitic schists, and within the amphibolite itself. Mineralization consists of cobaltite and scheelite with lesser chalcopyrite, pyrite, pyrrhotite, i1menite, allanite, xenotime and apatite. The mineralizing event involved addition of K, Cl, CO2 W, As, Cu, Ni, Au and rare earths and depletion of Ca and Na. It altered a hornblendeandesine/labradorite host assemblage to a biotiteoligoclase/andesine-scapolite assemblage. Though tourmalinealteration also occurs, it is probably not related to mineralization.It is concluded that the mineralization and alteration assemblages formed by reaction of saline fluids with amphibolite close to the peak of amphibolite facies metamorphism.The fluids are probably metamorphically derived, and their movement was channelled through high strain zones in the sequence. The material carried by the fluids was derived from the metasedimentary/metavolcanic pile as a whole.Other deposits in the Mt. Cobalt-Selwyn area have characteristics comparable with Mt. Cobalt, and the mechanism for the genesis of Mt. Cobalt may have applications at other areas in the region.

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

The Bureau of Mines measured respirable dust in coal mines by means of multiple dust samplers worn by persons moving about the mines. The measurements were made primarily to evaluate the effectiveness of certain dust-control techniques; however, for this report, the data have been analyzed to determine the precision of the personal dust-sampling measurements. A total of 68 sets of measurements were available from multiple personal samplers. The measured dust masses were less than 1.0 mg because the sampling times were short. The coefficient of variation calculated from these data was 18.5 pct, compared with coefficients of variation ranging from about 10 to 30 pct, which were calculated from the most precise and extensive data available for fixed-point dust measurements made in coal mines. From this comparison, it is concluded that dust samplers worn by personnel are as precise as fixed-point samplers in measuring respirabe coal dust; the wearing of the samplers by someone moving about a mine does not contribute significantly to the variation in measurements made with these instruments.

The purpose of this paper is to summarize the research of the past sixteen years on three distinct methods of probing into solid rock. The first method is to use radar of the appropriate frequency. The second method is to use sonar. The third method is of recent vintage and uses techniques of nonlinear sonar also known as parametric sonar. The first two concepts, that of radar and sonar, are common to most people. Very few have heard of nonlinear sonar. Each of the probing techniques were investigated in order to overcome deficiencies in the former technique. Each has its advantages and disadvantages. It should be emphasized that all of these techniques for probing (or seeing) into rock are used in mines, and generally speaking not from the surface. Only in very special cases, such as certain very dry parts of Egypt or Peru, or, for example, the surface of the moon, will these probing techniques work from the surface. The reason for the development of these probing techniques has been to alert miners to possible hazards ahead of mining. Such hazards may be (1) old (unknown) boreholes connected with high pressure water zones above, (2) fractures that might connect to the Gulf of Mexico above the mine, (3) water-filled fractures that threaten the safety of miners, or (4) the discovery of dry faults ahead that can disrupt the planning of future operations.

No mineral resources were identified during the investigation of the White Cloud-Boulder RARE II area. Only a few claims have been located in the area and only two workings were found. However, there has been considerable exploration and mining activity near the RARE II area. Sand and gravel resources are abundant but similar deposits occur closer to market areas. There are no known coal, oil, or gas deposits. Most of the RARE II area is underlain by volcanic rocks. The likeliest host rocks for metallic minerals are the metasedimentary rocks exposed in the south part of the area; there is potential for zinc and silver resources at a prospect in that part. Traces of scheelite and powellite were observed in the Kent Peak-Ryan Peak area along hair-line fractures in calcareous country rock. While no significant concentrations of the minerals were found, their presence, a northwest alignment of prospects with similar deposits, and an abundance of dikes near the deposits, suggest that the intrusive system (Summit Creek stock) exposed near the head of Little Fall Creek may extend to the northwest under the RARE II area.
