Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

The Annual Meeting of The Rocky Mountain Coal Mining Institute was called to order by the President, John T. Atkins, at 2:00 p.m. Tuesday, June 26, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. There were 36 members in attendance. It was moved by Bob Diederich, seconded and carried to dispense with the reading of the 1983 Annual Meeting minutes as printed on pages 105 thru 109 of the 1983 Proceedings. In keeping with the printed agenda in the convention program/ticket booklet, the President called for reports of standing committees as follow: 1. Bylaws & Resolutions - Loren Linville, Chairman Linville noted that the committee had been working for two years on bylaws changes and concluded a corporate lawyer specializing in nonprofit organizations be engaged. He then introduced Mr. Peter B. Nagle of the Denver law firm of Sherman and Howard who outlined the major changes in converting the Institute's current status of 501(c)(6) to 501(c)(3). He pointed out that such a conversion would give the Institute a proper legal status, would give individual contributors to the scholarship or other programs a personal income tax deduction, would qualify the Institute for the postal nonprofit mailing rate and the Institute would achieve the advantage of limited liability inherent in a corportion and would insulate its members, officers and directors from liability for corporate obligations. Copies of the Articles of Incorporation as well as the Bylaws were available for all members. A discussion ensued and the following resolution was moved by Bob Diederich, seconded and carried: RESOLVED, that the unincorporated association known as the Rocky Mountain Coal Mining Institute be, and hereby is, dissolved and in its place, and to carry out its objectives, shall be formed a nonprofit corporation under the laws of the State of Colorado, which corporation shall also be known as The Rocky Mountain Coal Mining Institute, and to which shall be transferred all of the assets and liabilities of this association. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to execute and file with the Colorado Secretary of State, Articles of Incorporation in a form substantially similar to those prepared for this association by its counsel, and the names of the individuals identified in such Articles of Incorporation as the initial Board of Directors of such corporation, which names were proposed and recommended by the Nominating Committee of this association, are hereby approved. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to do all acts necessary or convenient to carry out the terms of the preceding resolutions. (Articles of Incorporation and Bylaws as adopted are printed following these minutes.) Additional resolutions were read by Linville as follows: Item 1: WE RESOLVE herein that in the year since the last convention of the RMCMI, the Institute and the coal industry have suffered the loss, through death, and the services of: Lloyd W. Underground mining operations on Kalgoorlie's Golden Mile were suspended in 1976, suffering the combined effects of low gold prices and grades. A subsequent substantial increase in the gold price led to the decision by Kalgoorlie Mining Associates to reopen their mines in 1979. The two shafts selected for access required excessive maintenance. The geological assessment and development parameters prescribed have been successfully used to establish reserves to maintain production at a 390 000 tonnes per annum rate. While ore reserve grade is being maintained from primary stoping sources, supplementary lower grade ore is drawn from remnant pillars and stopes at lower cost.Performance by the workforce has reached levels previously attained and a record tonnage was hoisted in the fourth year after recommencement.Keywords : Golden Mile lodes, geological research, payruns, cut and fill, mill holes, gold price, ore grade, amalgamation.

The authors discuss the cooperative efforts by Minnesota Ore. Operations and Research; from the earlier development, testing and installation of fine shear screens in the Minntac Step III concentrator to the most recent testing and operating data that has resulted in the installation of Derrick Multifeed sandwich deck screens in Minntac Steps I and II. Pilot-plant test results that were obtained at the Coleraine, Minnesota Research Laboratory are also reported and demonstrate the effects of feed rate and feed percent solids on sandwich screen performance with two sizes of Minntac fine screen feed.

Electrostatic separation is one of the most misunderstood physical processes used to beneficiate minerals. Nonetheless, millions of tons of titanium ores, iron ores and other minerals are processed every year economically, efficiently and safely. Over the past ten years major advances in electrostatic separation and its application have occurred. New processes include dewatering clay slurries, separating halite and sylvite, and shape separation of vermiculite and gangue minerals. Electrostatic separation techniques are based on one of two methods, electrophoresis or dieleccrophoresis -- processes involving charged and uncharged particles respectively. In some cases, the combination of these two techniques has proven quite useful. The purpose of this paper is to provide a basic understanding of the physical processes collectively called "electro- static separation" in order to enhance one's ability to define and consider new possibilities in mineral processing and other fields.

The Granites Goldfield is located 550 km northwest of Alice Springs. Mineralisation was discovered in 1900 and intermittently worked along nine km of strike until the early 1950's, yielding a recorded production of 470 kg of gold. The geological environ- ment, pre-existing exploration drilling results, and an optimistic view on gold, prompted acquisition of the property by North Flinders Mines Limited in 1975. An agreement was signed with the Central Land Council in August 1983 and drilling commenced in the same month. In the past, gold was won from alluvial deposits, rich quartz veins and lower grade, disseminated stratabound mineralisation. The last is contained within a distinctive unit in the Mt. Charles Beds, of the Early Proterozoic Tanami Complex. This informally named "Host Unit" is a metamorphosed, chemical- pelitic sediment. The schist contains variable proportions of amphibole, quartz, garnet, clinopyroxene, carbonate and sulphide, inter- calated with recrystallised chert beds. Free gold occurs in several mineralised horizons within the Host Unit, generally conformably distributed within lithologic bands or at lithologic contacts. The Host Unit occurs within a sequence of metamorphosed pelitic sediments and intermediate volcanics. Although mostly confined to the Host Unit, stratabound gold mineralisation also exists in both Footwall and Hanging Wall Schists, usually within zones displaying certain Host Unit characteristics. The deposits may be loosely categorised as being of banded iron formation (bif) type, although some important differences are noted between them and classical bif type orebodies.

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. Cessation of Membership In accordance with Clauses 7.6.1 and 12.1 of the Institute's Constitution, Rules and Policy, the following members have been struck off the Membership list.

As mining develops into deeper and hotter regions, the safety and health of miners require that the workspace be cooled. Toward this end, this program has successfully developed a high performance, low maintenance spray cooler of 5000 cfm nominal capacity. Further, a series of four 25,000 cfm, nominal capacity, spray coolers has been built and mine tested with satisfactory results. The smaller coolers have been patented and become commercialized with 50 units currently in service. The concept has been developed independently overseas with an unknown number of units in operation.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

A metallurgical evaluation of the Argyle Kimberlite No. 1 (AKl) orebody has been carried out using a 40 tonnes per hour pilot plant. Pilot plant results, together with laboratory investigations provided a basis for the determination of process design criteria for a major treatment plant. Various sampling programmes were carried out to determine specific aspects in the evaluation of diamond liberation. Treatment parameters such as the top crush size, recrush size and the bottom cut-off size were investigated. A description of the pilot plant is given together with the design criteria for a 3 million tonne per annum treatment plant

A rock mass classification system has been developed for support estimation in mines using caving methods. The developed system (MBR System) accepts readily-obtainable geotechnical properties, and mining geometry, to develop a rating that permits recommendations for drift support in block caving mines. The data base includes major active United States caving mines. The method is intended to be used for planning and estimating purposes and for preliminary support design. The Manual explains the organization and nature of the MBR System, its derivations, details of required input data, methods for assessing the data and for developing rock mass ratings, and techniques for selecting the most appropriate mine support recognizing mine requirements and desired stability. A worked example is provided.

The Bureau of Mines is conducting research on substitutes for chromium-containing alloys in order to conserve imported critical and strategic materials. Part of this research concentrates on finding low-chromium substitutes for heat-resisting stainless steels for the temperature range 600° to 800° C. Ferritic alloys are emphasized that have oxidation resistance provided by chromium contents as low as 10 pct and stress rupture strength provided by the precipitation of the chi(X)-phase intermetallic compound, (Fe36Cr12 (Mo, Ti)10). Initially, research was concentrated on selecting an alloy composition having a minimum chromium content with strengthening provided by the X-phase. An Fe-(10-12 pct)Cr-6 pct Mo-(1.5-2.0 pct)Ti alloy was selected. After the alloy selection, the tensile, stress rupture, and oxidation properties were determined. Stress rupture properties were found to be similar to those of 304 stainless steel. However, the alloys possessed brittleness during both stress rupture and tensile testing, possibly as a result of too high a content of molybdenum and titanium. Higher than expected oxidation rates were found that may be caused by the high molybdenum content.

The presence of carbonaceous matter in gold ores presents a two-fold problem: (1) The poor release of gold from the carbonaceous matrix and (2) the uptake of dissolved gold by the carbonaceous leach residues. A critical review is presented of the published information from various parts of the world pertaining to the nature of the carbon-containing components of these ores and their different roles in the gold extraction process. Included in this paper are new results based on the authors' research on carbonaceous ores from the Prestea goldfields of Ghana. Methods for isolating and characterizing the carbon-containing materials are given and a discussion is presented of the interaction of the carbonaceous ores as well as the fractionated components with aurocyanide solutions. Emphasis is on basic physico-chemical phenomena, investigated with the aid of X-ray diffraction, infrared spectroscopy, adsorption, and electrophoretic mobility studies.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

This paper is a description of certain geologic aspects of the Inspiration mining operation. It is not a geologic description of the Inspiration deposit nor an exposition of all the geologic work involved in the development and exploitation of the deposit. A few specific examples of the application of geology and geostatistics to the mining process are given to illustrate the progress that has been made in making the Inspiration Mine more efficient and cost effective, and a statement of the philosophy of geologic applications is offered.

INTRODUCTION The results of the Japanese dissective investigations have [l-4] transformed our understanding of how the blast furnace operates. These studies revealed an internal structure of the furnace burden with five main zones, as illustrated in Figure 1. In the granular zone the charged material retains its structure whereas in the cohesive zone the iron ore particles are at advanced stages of reduction and form a semi-molten mass with a relatively high flow resistance. In the active coke zone molten iron and slag flow through a matrix of loosely packed coke. The raceway is a relatively small void space generated by displacement of coke due to the hot blast momentum, whilst the hearth is packed with coke, slag and molten iron. [ ] It is now well appreciated that furnace control is largely achieved and maintained by using the burden charge distribution to determine the gas glow distribution within the furnace and, hence, the shape and extent of the cohesive zone. In fact, Wakayama et a1 [5] of Nippon Steel Corporation state that optimum furnace operation is synonomous with the formation of a desirable cohesive zone shape, which in turn is almost solely determined by the burden charge distribution and its mechanical properties [6]. Much of the development work on operating furnaces since the dissective investigations has been oriented towards the identification of external furnace measures which reliably predict the shape of the cohesive zone. Currently the most popular measures are top gas temperature, velocity and CO/CO, ratio profiles [5]. More recently pressure distributions as evaluated from a series of wall measurements down the height of the furnace are also being utilised [7] to identify the position and shape of the cohesive zone. A great deal of emphasis has been placed upon achieving a consistent quality in the burden charge materials, establishing a suitable set of operating conditions and only making changes when forced to, ie., the operation for some reason moves outside a desired operating range or the production requirements change. Operational control schemes based upon this philosophy (eg., Kawasaki's GO-STOP system [8]) have been remarkably successful at achieving both high production rates and relatively low fuel costs. Mathematical models have long been used as tools to assist in the analysis of the blast furnace process. Although, the models have been useful in post-operative analysis and for identifying trends, etc., they have not proved reliable for detailed design criteria or as the basis for effective control schemes. The economics of exploration target selection can be measured ultimately only against a company's success at developing mines. In the following brief history of the mine acquisitions of one company, Placer Development Limited, I try to identify the principal targeting parameters and the principal skills that came into play for each property and examine how these have changed with time. The process of target selection in exploration is directed: - first by corporate investment criteria which define objectives and acceptable levels of risk for pursuit of those objectives; - second by experience and skills which permit us to minimize risk; and - third by anticipation of future events relating to ore discoveries and changes in external risk factors.

An analysis of bolting reinforcement of several large [approximately 18 m (60 ft) cube] pillars was performed. The many overcoring stress profiles in pillars at the mine were used to produce generalized stress distributions at various stages in pre- and post-failure. A complete stress-deformation curve was estimated from this data. The effect of pillar bolting on the load-deformation behavior was extrapolated from the observed unbolted behavior. Bolting can increase pillar strength by up to 10 percent. The effect of bolting on general mine stability was examined with a shoW computer analysis. The computer model was calibrated against measurements performed at the mine, and produced good agreement between measured and modeled stresses. The analysis indicated that bolting increases the bolted pillar safety factors in the event of additional pillar failure by a small amount (approximately 5 percent). Progressive pillar failure is unlikely, because arching transfers most load from yielding pillars to large unmined abutments rather than to the smaller panel pillars.
