"Cape Breton is an island on the eastern extremity of Nova Scotia, Canada. Here, coal mining under the Atlantic Ocean has been a way of life since the early French militia mined coal for heating purposes in 1720. Despite many ups and downs over the intervening years, the coal industry has survived and is now in a favourable position to benefit from the upswing in international coal usage.Mining in Cape Breton Early mining in Cape Breton was done by hand picks and shovels. The coal was loaded into mine cars which were hauled by horses to the main haulage system for transport to surface. Later, compressed-air cutting machines and drills led to the use of explosives to blast the coal so that it could be loaded by hand and transported as above. In 1923, longwall mining (by hand) was introduced. In 1950, the Dominion Coal Company developed the Dosco continuous miner in order to mechanize the longwall coal-getting operation. At this time, conveyor belts came into wide-spread use, along with diesel locomotives to haul mine cars from the longwall face to the main transport system. During this period, coal was also mined by conventional mechanized room-and-pillar equipment such as cutting machines, loaders, roof bolters, etc. This system evolved into the use of the continuous ·miners of today, which are employed in the Lingan Mine room-and-pillar section. However, this method is only satisfactory at shallow depths and gradients. For these reasons, almost all the coal in this coal field will be mined by longwall methods. In 1968, the Government of Canada expropriated the assets of the Dominion Coal Company on Cape Breton Island in order to prevent complete closure of an uneconomic industry by its owners. The government created, by an Act of Parliament, the Cape Breton Development Corporation which now operates the coal mines, coal preparation plants, railway, shipping pier and ancillary services (Fig. 2). Since its inception, the Corporation has closed three mines, opened two new mines, is in the process of developing a third new mine, and has invested heavily in the one mine which remains from its previous owners."

The Bureau of Mines performed a study of the availability of cobalt from market economy countries. The study entailed the detailed analysis of 97 deposits which contain 3.9 billion lb of cobalt at the demonstrated level; in 94 of the deposits cobalt is recovered as a byproduct, and in 3 it is considered the primary product. Since 97 pet of all recoverable cobalt is derived as a byproduct from copper and nickel deposits, the report focused on these two sources. At an assumed market price of $0.89flb for copper, $3.45/lb for nickel, $475/tr 021 for platinum, and $7/lb for cobalt, 1,330 million lb of cobalt at the demonstrated level are potentially available. This total includes 1,105 million lb of cobalt from copper properties, 190 million lb from nickel, 29 million lb from platinum, and 6 million lb from primary cobalt. This analysis indicates that the production cost for 589 million lb of cobalt can be totally covered by the revenues obtained from the other metals produced. The impacts of increases in capital investment and energy costs are also discussed.

INTRODUCTION Today, conventional raise boring is an accepted method of development in underground mines and on major construction projects. Over the years that this technique, and its associated machines and tools, have been under development, many articles have been written on the subject. To a great extent, these papers have reported operating results of one or more specific projects or have been generalized reviews of state-of-the-art machines and tools. This paper is intended as a review of the technique from an operational standpoint. Conventional raise boring, as opposed to the related variants box hole drilling and underground blast hole drilling, is a two step process consisting of the pilot hole drilling and reaming cycles. This author has covered the subject of pilot hole drilling in another article (1) . A good review of the current machines and equipment has been presented by Monroe (2) and an overall review of this entire technology was published by E&MJ (3) and Mining Journal, April, 1983 (4) . The subject of the reaming cycle is presented here together with some of the technical aspects of how the drilling tools are intended to be used. During the 1970?s, the Bureau of Mines investigated a particle agglomeration technique for improving the flow of leaching solution through heaps of clayey or crushed, low-grade gold-silver ores. This technology has been adopted on a broad scale by the precious-metal-processing industry. This report presents information on the application of agglomeration technology to finely ground precious-metal-bearing tailings. Two commercial operations that have benefited from agglomeration technology are discussed. The technology is cost effective because of decreased leach times and improved precious metal recoveries.

As the first stage in the rulemaking process, MSHA prepared requirements for the approval and use of permissible explosives and blasting items in underground coal mines. These draft requirements known as "preproposals" were announced in the Federal Register in mid-1984. The draft requirements on the use of explosives were written as a revision to Title 30, Code of Federal Regulations, Part 75, Subpart N. The draft requirements for approval of permissible explosives including sheathed explosives for unconfined applications, approval of water stemming bags, approval of detonators and approval of blasting machines were prepared as Parts 15, 16, 17 and 25 respectively.

The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

Grinding circuits are used in most mineral processing plants. Their widespread application makes the efficient running of the circuits essential to almost all resource projects. This paper will show that, with the application of modern multivariable control techniques, improved plant performance can be obtained when compared with conventional single loop control strategies. Results are presented for a simulated closed-circuit ball mill.The grinding circuit was controlled using the rod-mill water and primary and secondary sump dilution flowrates as the manipulated variables. Variables controlled were the primary cyclone feed flowrate, the primary cyclone feed density and the particle-size measurement (percentage smaller than 75 um).

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

"Background The preponderance of Canada's coal resources is located in areas remote from high demand domestic users and at some significant distances from deepsea ports. This places great demands on the transportation system and has forced the coal and the transportation industries to adopt highly efficient methods of handling the product and hauling it to market position. Most of the coal not consumed in minemouth thermal power stations is carried by rail over lines operated by the two transcontinental railway systems, Canadian National and Canadian Pacific. These rail networks are extensive and have the advantage (as compared to most other North American railways) of being able to handle coal movements from origin through to destination without interchange to other rail carriers. Coal SourcesWith exception of the coal produced in Cape Breton, Nova iScotia, all the significant shipping volumes in Canada emanate ifrom mines located in the three most westerly provinces. Figure I ishows the geographic distribution of the major mining operaitions shipping coal to domestic and export markets. The prinicipal routes and the tonnages carried (1980 calendar year) are ialso indicated. iThe 1980 shipping data are summarized in Table I. Saskatchewan lignite began moving from Bienfait to Thunder Bay by CP Rail unit trains in mid-1981 at the rate of one million tonnes per year. The product is handled through Thunder Bay Terminals and delivered directly to a nearby Ontario Hydro electrical generating station."

The helium resources base of the United States was estimated by the Bureau of Mines to be 961 Bcf as of January 1, 1983. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas re- serves, 271 Bcf, (2) helium in probable natural gas resources, estimated at 202 Bcf, (3) helium in possible natural gas resources, estimated to be 351 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 137 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications. The depleting resources are those associated with natural gas fields that are, or will be, produced for the natural gas they contain. All of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 789 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 134 Bcf. There is 38 Bcf of helium in storage in the Federal Government- owned Cliffside Gas Field near Amarillo, TX.

Stability in Exxon's Colony Pilot Mine in the Piceance Creek Basin, Colorado has been monitored by periodic pillar stress-determinations End roof-to-floor convergence measurements since 1971. Pillar failure has caused marginal stability in some areas of the mine. Measurements taken during the process of failure provided valuable information on the in-situ pillar strength and long-term behavior of the mine structure. Four pillars were reinforced by 32 mm (1-1/4 in) diameter tensioned grouted bolts to increase long-term stability in the northern area of the mine. Stability of this area is necessary because future plans envision its use as an exit/access and ventilation exhaust. Computer analyses were performed to help evaluate the effect of pillar reinforcement on long-term stability. Results indicate that bolting is particularly useful in stabilizing failed pillars, but its effects are significant only in the immediate area of the pillar. The projected significant decrease in deformation of two extensively failed pillars near a main entry indicates that bolting reinforcement will assist the long-term stability of the opening.

An empirical model of a 254mm water-only cyclone treating minus 17001im coal has been developed. The model includes the prediction of by-passing, SG50 corrected, water split and the use of a single equation forthe reduced performance curve of particles in the range 1700-106pm. Particles finer than 106pm did not separate according to specific gravity. Simulations using the model showed the water-only cyclone performance to be dependent more upon feed size distribution than washability when the feed contains high-ash fines, but that, with a deslimed feed, the yield and ash content of the over-flow should be controllable by altering feed rate or feed pulp density.

Accurately predicting ground control conditions before mining requires a comprehensive exploration approach including photogeologic mapping (satellite and low altitude), delta modeling and, particularly, geophysical logging. In situ properties, density; strength indices; grain size; clay content; and aquifer location, can be estimated with this inexpensive technique. Geophysical measurements can be spot-checked by field or laboratory tests on core samples and by hydrologic (pressure) testing. Each phase of drilling should be accompanied by refinement of the delta model, facilitated by log signatures. Measured properties can then be projected into geologically similar areas. A properly planned program will delineate both the "worst-case" and normal support conditions. Suspect areas can be avoided by mine layout and the mine plan can contain support contingencies for anticipated trouble spots.

Introduction Agrico Mining Co.'s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont's Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility's three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. New Approach Agrico had the basics of a safety program in place when the Du Pont consultants arrived. INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

History of Development The hydrocyclone, probably because of its basic simplicity, has been used for various classification applications since before 1890. A patent was granted in the United States in 1891 to Bretney on a device for separating sand from water, collecting the sand in a closed chamber for intermittent discharge, practically identical to some present-day water desanding cyclones. Between 1900 and 1937 there were 30 or more additional patents issued on liquid cyclone configurations or their use. About 1937 liquid cyclones began to be used commercially in the treatment of cellulose fiber in the pulp and paper industry separating contaminating particles from the fiber in water suspension used for making high grade paper products. Nichols Engineering & Research Corp. of New York was marketing a liquid cyclone for cleaning sand and din particles from fiber suspensions in the pulp and paper industry by 1937. The designs during this period were such that the cyclones discharged a small amount of relatively high density material into a chamber connected to the cyclone apex which in turn discharged the collected dirt material intermittently. By the early 1940s hydrocyclones as we know them today began to appear both in the pulp and paper industry and in coal prorzssing.18 Considerable experimental work was done on small, mostly 3-in.- diam, cyclones operating at relatively high pressure drops, in the range of 50 psi, to remove very small contaminating particles from cellulose fiber in the production of high-grade writing papers in the paper industry.18

The Buick Concentrator represents state-of- the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries, lead concentrate grade and reductions realized in reagent consumptions, operating costs and personnel. The productivity improvement discussion is preceded by a concentrator description and a brief history of the process control development at Buick. Current control strategies and future applications are presented afterward.

The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

SYNOPSIS A prototype collimated radiometric face scanner was tested in the Harmony Gold Mine. The results obtained during the pilot study indicate that in situ radiometric uranium assays are statistically indistinguishable from those obtained conventionally from channel chip samples. In addition, the study demonstrated that reasonably reliable gold estimates can be deduced from the radiometric measurements, by use of the ratio of gold to uranium within a mine. The instrumentation, calibration procedures, and background determination are described briefly.
