Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1991-92 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Durango, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 29, 1992. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Matthew Hrebar, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A mident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholar- ship program and the various vice presidents con- tribute the travel expenses to convention for these outstanding young collegiates. Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. "A review is presented of a growing number of imperatives, some self-imposed, some imposed by society, which the mining and metals industry faces in carrying out its business. These imperatives bear on all activities from the exploration phase, through engineering, design, plant construction and operation, to decommissioning.IntroductionThe mining and metals industry must learn to cope with, i.e. manage, a growing number of imperatives. Some of these, such as the need for responsible stewardship of natural resources, the requirement to respect laws and regulations, the need to provide for safe and healthy workplaces, and the need to provide appropriate returns to investors of capital , have been with the industry for a long time (fable I). But the industry now faces additional imperatives that are growing in number and in importance (fable 2):• There is the growing concern about the impact of operations, not only on the workplace environment and the external environment, but also on the need to monitor not only the chemical concentrations in various effluents but to also monitor the effects of such emissions on the environment; i.e. there is a growing concern about the ""net"" consequences of operations.• There is the need for on-going improvement in productivity and safety to compete and survive in a global economy. The global business environment has become paramount.• There is the imperative to failsafe all designs, equipment and operational procedures, and having done that to provide for containment of unavoidable spills, and to have ready and in place systems for emergency response.• There is the need, indeed the imperative, to involve all employees in various quality improvement programs.• There is the imperative to face up to ""virtual elimination/zero emissions""; and• One must have waste management plans in place to cope with the need to reduce, reuse, and recycle; and• There is the need for decommissioning plans for all operations, for the restoration of business habitats to their original states (or better). Indeed, one must engage in the decommissioning exercise from day one, i.e. right from the time of design and commissioning."

The modem 'copper smelter today utilizes tonnage oxygen for smelting concentrates. ,generating a high strength S02 off-gas leaving the smelter vessel. This gas stream. which also contains any unreacted oxygen, plus CO2; N2 and H20. also carries with it the volatilized portion of heavy metals in the feed, plus partly oxidized sulfide concentrates, The time/temperature history and subsequent treatment of this off-gas stream emerging from the smelting furnace exit up to the acid plant can influence the partitioning and segregation of heavy metals, in the off-gas circuit. Depending on this history. the type and characteristics of the chemical and physical reactions which occur in the gas handling system 'can be influenced. This fact can also be used as a tool to adjust the separation of copper from heavy metals. In this paper, the impact of different time/temperature histories of the gas, due to different furnace geometries and design. on the subsequent formation and characteristics of the smelter dust is examined. Based on the available data. several case histories drawn from examples using both bath and flash smelting technologies are analyzed from this perspective.

Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.

This paper describes the investigations and results of monitoring of deformations of houses located within the area of influence of a pillar collapse over the Westfalen No. 3 coal mine near Ipswich, Queensland. The subsidence resulted in minor subsidence of at least 18 modem houses and serious damage to 4 others. The history of the events and the measures taken to deal with the physical problems arising are described. The investigations and results are described and related to the mining methods and geology. The stability of coal pillars up to 9.6 m high was considered and computer modelling undertaken to relate surface subsidence to estimates of the extent of pillar failure. Assessments were made of the likely extent of subsidence during the incident. Measurements of distortion and tilt were obtained as the ground slowly subsided and criteria established to determine when the structures were deemed to be unsafe. Detailed surveys of houses affected or anticipated to become affected were also undertaken. Four houses were condemned and subsequently demolished as a result of excessive tilt. The methods of assessment are described and the implications of the results related to the various' house designs.

In .December of 1987, International Mill Service, Inc. signed an exclusive licensing agreement with Tetronics Research & Development Co. Limited of Faringdon, Oxfordshire., England to commercialize plasma technology which had been demonstrated in an EAF dust processing application. The intent of the process is to reduce and volatize the zinc, lead and cadmium oxides inherent in EAF dust and collect these elements as metals in an ISP (Imperial Smelting Process) zinc splash condenser, and to render the resultant slag an inert, non-hazardous material. With these objectives in mind, IMS started commissioning facilities in 1989 at Florida Steel in Jackson, Tennessee and Nucor-Yamato Steel in Armorel, Arkansas. This paper will address the commercial development and progress of the technology at these two installations. Process Description In the EAF steelmaking process typically the off gas stream is cleaned by some form of baghouse. The particulate collected is known as Electric Arc Furnace dust and has been designated by the U.S. EPA as hazardous waste number K061, once it leaves the collection system. This designation was given to the material due to the high toxic concentrations of lead and cadmium (nickel and chromium for stainless EAF dusts) inherent in the dust. IMS' method of operation is to locate the facilities on the client mill's property adjacent to the baghouse. The dust is transported directly to IMS via a closed conveyance system. This method enables the technology to be an additional processing step in the steelmaking process. Once the dust has been transported to the IMS facility, it is fed, metered and mixed mechanically in the feed conveyance system with a carbon reductant (typically coke breeze). The carbon reductant is approximately 10% of the dust feed rate. This mixture passes through the feed system and enters the furnace

This paper is concerned with the application of a probabilistic approach to the risk assessment of mining projects.In current practice, sensitivity analysis is the most commonly used deterministic approach of accounting for the uncertainties involved in mining project evaluation, while Monte Carlo simulation is considered to be the best probabilistic method available for the same purpose. The methodology of the approach proposed in this paper is as simple as that of sensitivity analysis. However, the results obtained can be more comprehensive than those obtained from Monte Carlo simulation. Various important statistical features, such as correlation and skewness, of the basic random parameters can be easily taken into account by the proposed approach. Example studies are demonstrated. Lotus 123 was employed for the associated probabilistic calculations.

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster- Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.

Alabama's non fuel mineral industry produced $560.6 million of mineral commodities in 1990. This was an increase of $99 million over the 1989 value and a new State record, a record achieved despite the slowdown in the national economy. This was the first year that Alabama's mineral value exceeded one-half of 1 billion dollars. The value of stone and cement, the two leading mineral commodities in terms of sales, increased $71 million over that reported for 1989 and was the primary reason for the new mineral value record. The State ranked 21st among the 50 States in total mineral value and contributed 1.68% of the total U.S. mineral value of $33.3 billion.

The Valle Vidal Unit comprises 100,000 acres In Taos and Colfax: Counties, New Mexico. The unit was donated to the American public In 1982 by the Pennzoll Co. and is administered by the U.S. Department of Agriculture Forest Service as an addition to the Carson National Forest. During 1990-1991, the Bureau of Mines conducted a mineral Investigation of the unit as authorized by an Interagency Agreement (1987) Intended to assist the Forest Service to incorporate mineral resource data In forest plans. The Bureau reviewed literature and records concerning mineral resources and mining activity, and performed a field examination of mines, prospects, and mineral occurrences in and near the Valle Vidal Unit. The La Belle mining district encompasses most of the western part of the Valle Vidal Unit. The district was most active between 1893 and 1902, after the land grant was opened to prospecting and gold discoveries were reported. The discoveries were low grade, and eventually were abandoned. The Bureau's appraisal of the district determined that lode gold occurs primarily in fissure veins in volcanic rocks, and placer gold occurs In weakly cemented sedimentary rocks and alluvial sediments; but at a grade that is currently considered subeconomic. If the price of gold increases in the future, prospecting and exploration in the area may be renewed, but the activity would likely be limited due to "acquired land status" restrictions, which require mineral leasing and prohibit claim location in the Valle Vidal Unit.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1991. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer or Bureau field office specified in each State summary.

The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

There are a number of methods available for the determination of the fracture toughness of rock. Some of the most recognised methods include the hollow pressured cylinder, the short-rod, the chevron - edge-notched round bar in bending and the disc-shaped compact specimen. Most of these tests are difficult and expensive to conduct. In this paper the simple Brazilian testing of discs for tensile strength has been used to determine their fracture toughness. Tests were conducted on six different rock types and the values of the fracture toughness obtained for each type are in close agreement with the results of the well recognised the chevron edged types. Details of the tests, and analytical validation of the technique, are presented

Computer software systems have been developed to assist in a wide range of specific mine planning and scheduling applications. In selecting appropriate systems for any mining operation it is apparent that certain features have particular advantages for each mine site. The ideal solution to this problem is to select a range of systems which best relate to sections of each mining operation. This approach raises potential data linking difficulties where output from one system is incompatible with input requirements for other systems. A study at the University of Queensland investigated the problems related to the integration of a number of mine planning and scheduling software systems. The project used data from large scale coal strip mining operations in Central Queensland. Two major computer packages used extensively in the study were the SURPAC mine planning and XPAC mine scheduling systems. Dragline and truck and shovel operations were analysed in the project. Results of the work have been directly applied at the mine site to assist current strip design by effectively automating the design procedure. This enabled sensitivity studies to determine the effects of changing dragline working levels and varying pit dimensions. Coal blending studies and procedures to optimise operations have been investigated using linear programming within a spreadsheet software application. Output from the SURPAC and XPAC programs was directly linked to the linear program for this analysis. The simulation program GPSS/PC was also used in a similar manner to assess optimisation parameters.

The excessive displacement of the seam floor in headings (i.e. roadways) called 'floor-heave' is often experienced in the underground mines of the Southern Coalfield of New South Wales. Apart from interfering with the mining operations, the phenomenon could be detrimental to the stability of the pillars left for support leading to an unpredictable increase in the subsidence of the overlying strata. The latter could pose a serious problem, particularly in the design of partial extraction layouts of mining for areas where subsidence is to be controlled. The susceptibility of the floor of different rock materials and thicknesses in a given `panel and pillar' partial extraction geometry was examined by two- dimensional Finite Element Modelling of the displacements, stresses and failure zones around the excavations. The modelling, assuming elastic behaviour of the materials, indicated that the maximum vertical displacements of the floor increased substantially as the Young's Modulus of the material decreased to less than 7GPa and the thickness of the layer increased. The results also discount the possibility of a properly designed panel and pillar geometry in the Southern Coalfield of New South Wales being unable to adequately control surface subsidence through the pillar, or its core independently of the yielded ribs, penetrating the floor.

The U.S. Bureau of Mines conducted Cu exchange tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the Cu exchange capacity as a function of Cu concentration, pH, and temperature. Using these equations, an analysis was made of the impact each clay could have on overall Cu recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of Cu from in situ leaching solutions.

Stream sediment geochemical analyses were collated from open-file mining company reports and assembled in the REGCHEM computerised database at the Institute of Geological and Nuclear Sciences Limited. The database operates on an IBM-compatible PC microcomputer using an application programmed in dBASE IV and termed GEOEXPL. By August 1992, data for 6383 stream sediment samples from 6335 different sites in the Coromandel Peninsula region (Hauraki Goldfield) were entered, giving a total of 29 292 separate elemental analyses. Preliminary statistical analysis using PROBPLOT on a set of data collected by AMOCO from the Mahakirau-Whangapoua area shows that these data are a complex mix of subpopulations related to mineralisation and different source rock types. Thresholds of 37 ppm copper, 31 ppm lead, 112 ppm zinc, and 2.3 ppm molybdenum, defmed by arithmetic models for the combined data set, separate the individual element sets into 'first order anomalous/lesser anomalous and background' subpopulations as follows: copper five per cent/95 per cent, lead five per cent/95 per cent, zinc one per cent/99 per cent, and molybdenum 15 per cent/85 per cent.

A unique, regional grid of deep (12 - 14 second record length), seismic reflection and refraction data has been recorded by the Australian Bureau of Mineral Resources (BMR) across the offshore Gippsland Basin and parts of the adjacent Bass Basin, in southeastern Australia. These data have been combined with onshore mapping to produce a new model for the development of the Gippsland and adjacent Bass Strait basins. Overall, the Gippsland Basin contains up to 12 - 14 km of sediment in an ESE-trending depocentre bounded on its north and northwestern margins by a detachment ramp, and on its southern side by a relatively linear, listric fault system. The basin, together with the adjacent Bass and Otway Basins, appears to have formed as part of a linked, largely- strike-slip to 'transtensional' system, which started to extend through Bass Strait, probably during the latest Jurassic. Each of the basins developed by movement on a common detachment or detachment complex, which produced headwall extension at their western ends, in the areas now occupied by the Strzelecki Ranges, Otway Ranges - Torquay Sub-basin, and Robe Trough. Adjustments and reactivation from the mid Cretaceous of several postulated microplates in the region, largely in response to Tasman Basin rifting, gave rise to the wrench-related and compressional structures which form the major petroleum targets in the Gippsland Basin. However, the same process formed largely extensional stuctures in the Bass Basin. Our interpretation of the tectonic history of the Gippsland Basin leads us to the conclusion that there may have been several phases of petroleum generation and migration, and that potential petroleum traps appear to exist in the deeper section, in structures sometimes not reflected at the top or near-top Latrobe Group levels.

Metal-bearing flue dusts are produced by some ferrous and non-ferrous industries. Many dusts are being or can be treated for recovery of metal values. Operating and proposed flowsheets for the most common dusts are reviewed. Advantages, disadvantages, product marketability, and cost implications are discussed for each flowsheet.
