Implosive connectors such as XECONEXTn have been used extensively for joining electrical conductors. This implosive action of explosives has also been used in other forms of high-energy metal working with excellent results. However, the inherent blast energy of these units can cause environmental side effects (especially airblast) which may restrict their use around inhabited areas.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. Deer Island is the site of the Massachusetts Water Resources Authority (MWRA) wastewater treatment plant which, when completed in 1999, will serve 43 cities and towns in central eastern Massachusetts. Deer Island is located in the Boston Harbor, as shown on Figure 1. The existing wastewater treatment plant on Deer Island is being upgraded to include secondary treatment to comply with Federal require­ments. The new treatment facilities will process an average of 455 million gallons of sewage per day; total capacity will be about one billion gallons per day. The new treatment facilities will cover virtually the entire island. [ ]

Over the last decade heap leaching with a cement binder has allowed the economical leaching of low grade gold ores of less than 2 grams/tonne. Despite the continued use of cement as an agglomeration aid, numerous leaching operations continue to experience channelling and blinding problems. This paper describes the development of polymeric agglomeration aids, Extract Ore 9760 and 9960, which when used as a partial cement or lime replacement can result in a higher rate of and/or a higher total gold recovery in plant evaluations. Extract Ore in combination with cement acts to produce a stronger agglomerate which results in reduced fines migration during leaching and helps prevent blinding of the heap. Both of these changes will give a more even flow of cyanide solution throughout the heap and improve solution contact efficiency within the ore. Polymeric agglomeration aid programs are now being used by heap leaching operations in three different countries. A summary of benefits identified at some of these operations are presented in this paper.

The U.S. Bureau of Mines evaluated a teleoperated continuous mining machine for deep mining in thin-seam applications as low as 1 m. Teleoperation increases the safety of mining machine operators because it removes the operator from the face, an area of immediate hazards to safer outby locations. By using teleoperation, the miner can avoid many including unexpected roof falls that can maim or kill miners instantly, methane and coal dust explosions that can be ignited with just a small spark or flame, adverse health effects from miners breathing coal and silica dust, adverse long-term inner ear damage from loud noise pollution, and other hazards related to heavy mining equipment moving about in confined underground roadways. This report presents the surface evaluation results of a teleoperated control system.

Canada's coal production is approximately 65.4 million tonnes of which 95 % is produced by surface mining methods mostly from the three Western provinces (British Columbia, Alberta and Saskatchewan). The mines are highly mechanized; productivity gains during the past few years have ranged from 60 -80%. Truck/Shovel methods are common although Saskatchewan lignite is almost exclusively mined by draglines. This paper provides an overview of Canadian Coal mining industry vis a vis surface mining. Emphasis is on application and utilization of mining equipment and associated mining methods.

"Laboratory and trial installations have been completed to determine the potential of composite cable bolt reinforcement in Canadian underground mines. Several prototypes of glass fibre cable bolts have been developed and tested, two of which are currently available to the mining industry. Their evalualtion consisted of lab testing in Canada and the United States, along with trial installations in several underground mines throughout Canada. The objective was to develop a cost competitive composite cable bolt equivalent in strength to that of a 16 mm (Ys in.) diameter steel cable bolt. In addition to achieving equal or superior load carrying characteristics in tension, the glass fibre cables generally experienced an increase in the rate of installation due to their lighter weight. Unlike conventional steel cables, composite cables may be installed within mines which utilize continuous excavation and which require cuttable support. A market analysis of cable bolt usage in Canada has been completed. Glass fibre cable bolts are an effective means of rock reinforcement in mining applications. They prove to be a viable alternative to conventional steel cable bolting. IntroductionCurrent cable bolting practice consists of cement grouting one or more steel cables within a drill hole in order to support the surrounding rock mass. Cable bolts are a form of internal support and are generally used as pre-support in open stope and cut-and fill mining methods. They can be either tensioned (active support) or untensioned (passive support) and may be of any length, though for underground mining applications, are generally less than 20 m (65.6 ft) and are untensioned. A major advantage of cable bolts is that they are flexible and can be coiled to approximately 1 m (3.3 ft) diameter coils. This allows relatively long lengths (>20 m, [65.6 ft]) to be installed in areas with limited head room (1.8 m)."

The principal source of funding the working capital requirements of gold miners has traditionally been equity. However in the 1980s, with a substantial increase in activity in the exploration for, and the production of, gold the traditional sources of equity finance became no longer sufficient to meet demand. With the often high cost of raising equity, the need for developing alternative financing structures became critical, especially since the stockmarket crash of 1987 which at least until recently, adversely affected the amount of equity capital available for investment in mining.

Oxidic dissolution loss of metal in slag is discussed thermodynamically in terms of oxygen potential, activity coefficient and equilibrium constant. To understand basic principle, regular solution model is applied for model calculation of the activity behaviour of metal oxide in FeO-SiO2-CaO slag, and effects of slag composition, temperature, and basicity of oxide on dissolution loss are demonstrated. As: a simplified but practical conclusion, the dissolved metal loss in slag is inversely proportional to activity coefficient of metal oxide, and also to FeO content in slag when amount of slag is taken account.

"As part of LITHOPROBE's multidisciplinary earth science research program to understand the evolution of the North American continent, studies have been undertaken in a number of key areas in Canada. In the Trans-Hudson Orogen of Manitoba and Saskatchewan, LITHOPROBE results require re-evaluation of tectonic models related to its origin. In the Abitibi greenstone belt of Quebec and Ontario, results indicate a more complex evolution for the southern Superior province, one that links with the development of gold and massive sulphide deposits. As part of the program, the seismic reflection profiling method is being adapted for the mining industry. Three examples demonstrate the subsurface information that can be obtained. In Noranda, the base of the volcanic Blake River group is imaged and reflectivity is tied to geology through well logs; in Matagami, the zone of mineralization is shown to be downdropped along a majorfault; in Sudbury, a new structural model is developed, one that shows marked asymmetry at depth and indicates that some ore-bearing units on the margins of the igneous complex may be repeated at depth. IntroductionLITHOPROBE is Canada's national, collaborative earth science research project, established to develop a comprehensive understanding of how the North American continent has evolved. Ten transects, or study areas, were chosen to investigate pivotal geological features to their deep lithospheric roots. They span the country from the Pacific to the Atlantic Oceans and from the U.S. border to the Yukon and Northwest Territories, and geological time from four billion years ago to the present. A multidisciplinary approach, which is spearheaded by seismic reflection techniques, is essential to developing complete interpretations and outstanding scientific results. LITHOPROBE also has pioneered the use and demonstrated the value of using reflection technology to determine subsurface geology in mining camps.This paper provides an overview of the transects and their significance for the tectonic evolution of North America. Two specific examples demonstrate how we detennine present three-dimensional lithospheric structure and past geotectonic processes which formed it. The application of the reflection method to imaging complex structures in ""shallow"" crystalline rocks has been developed with funding and other support from the mining industry and provincial geological surveys. Sustaining funds, however, are derived from the Natural Sciences and Engineering Research Council and Geological Survey of Canada. Emphasis has been placed on developing deeper penetrating tools for exploration of deeply buried, but economically retrievable, mineral resources near existing mines, where an expensive infrastructure already is in place. Three examples, Rouyn-Noranda in western Quebec, Matagami in northwestern Quebec and Sudbury in northeastern Ontario, illustrate these developments."

The MSHA prescribed method for the determination of quartz in airborne respirable dust samples from underground coal mines is the P-7 method, a combination of low temperature radio-frequency ashing (LTA) and infrared analysis (lR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive Infrared (IR), Fourier-transform Infrared (FTIR), and X-Ray Diffraction (XRD) methods are most commonly used for quartz analysis in powders. Several aspects of the experimental procedures such as the analysis sample preparation from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist, and data interpretation affect differently the results from each of the methods. Significant differences in analysis results from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All these studies point to the need for reliable quartz analysis methods. In a recent research, a procedure for preparing bulk coal and host rock samples for quantitative quartz analysis was developed. Further the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle size distribution, matrix, and calibration on analysis results. In this paper, several issues with the measurement of quartz in the samples of coal, host rock, and airborne respirable dust from mines are outlined and quantified.

Using a Three Dimensional Laser Profiler, persomrel from Austin Powder were able to determine drilling patterns for use in underground mine Room and Pillar blasting operations, The faces had got out of alignment, causing concave faces across the 100 feet wide, 28 feet high tunnels. This was leading to poor drilling and poor blasting results. By profiling the faces, modifications could be made to the drilling pattern to help gradually straighten the faces. The Laser Profiler was also used to check the accuracy of collaring the holes and also perform post blast surveying of the positions of the bootlegs. This allowed recommendations to be made to improve drilling operations at the face. In addition, other volumetric calculations could be performed using the systems’ surveying software, all a lot more easily and quickly than by standard methods.

The U.S. Bureau of Mines (USBM) investigated the use of seismic refraction tomography (SRT) for identifying changes in pillar loading at the Foidel Creek coal mine near Steamboat Springs, CO. The inherent three-dimensional problem of directly imaging coal pillar conditions is reduced to a single plane by considering only the load transmitted from the pillar to the adjacent floor rock. Floor strata velocity tomograms (at two pillar locations) illustrate that loading conditions are non-uniform and non-unique. Also, time sequence monitoring, as the longwall face advanced, demonstrated that SRT can be used to image spatial changes in loading conditions. SRT offers the mining engineer a simple and flexible technique for evaluating pillar conditions, and thus, both present and alternative mine designs.

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

"A practical new test has been developed for SAG hardness determination. Using two kilogram samples of minus one inch diamond drill core or crushed muck samples, the Starkey SAG Test has been shown to give accurate predictive information which directly relates to on-stream SAG mill performance. Typical results and test criteria are discussed in the paperAchievements to date include:• Identification of hardness profiles and the location of hard and soft zones in a large ore body.• Accurate prediction of the hardness of a bulk sample by using an adjacent diamond drill hole.• Derivation of a plotted curve relating pilot plant power to laboratory relative hardness.• Demonstration that for every test done to date, the Starkey SAG Test produced a product size distribution identical to that produced in a pilot plant or full scale plant SAG operation.This test can now be used for blast hardness monitoring and short term control of mine production in existing plants and for identifying the proper locations for bulk samples in new projects. In addition, new SAG mill design can now be rationalized in a low cost way to eliminate unforeseen production shortfalls.IntroductionThis paper is presented to introduce the Starkey SAG Test, a practical new laboratory tool for measuring the relative hardness of small ore samples in a semi-autogenous grinding (SAG) environment. The test was first designed for use on diamond drill core samples during the prefeasibility stage of new mining projects, to provide new information about the ore body at reasonable cost. It is a new tool and does not replace existing pilot plant test requirements.The test will also be useful for throughput prediction in existing SAG plants by assisting in short and long term mine planning, where forecasting of metal grades and milled tonnage is used to control mine profitability. The Kainantu area lies within the composite Scrapland terrane which is composed of Mesozoic metamorphic and intrusive units, overlain by Cenozoic marine sediments, volcanic and intrus-ive units and Quaternary fluvial sedi-ments.Four deformations (Dl, D2, D3, D4) are recognised within the Mesozoic sequences, which consist of greenschist to amphibolite facies schist derived from felsic to intermediate pyroclastic rocks and pelitic sediments. The second, third and fourth fold events are present in the Cenozoic sequence, and these rocks are broken by thrusts related to northwest trending D3 folds. South-dipping, possibly lystric, normal faults are recognised and may be related to uplift and exposure of the metamorphic rocks as core complexes.Known mineralisation in the area consists of gold and copper skarn deposits, porphyry copper deposits, shear-hosted gold deposits, epithermal vein deposits and gold placer deposits. Over 35 hard rock and 18 gold placer deposits are known within the area. Of significance are the Kathnell shear-hosted auriferous quartz veins; such structurally controlled veins may be more widespread than proposed prev-iously and offer a new exploration target.

The Indentation Fracture technique is being developed as a tool for use in comminution and mineral liberation analysis. Fracture toughness measurements for a number of mineralogical materials were made and comparisons were drawn between these and properties measured with the Ultrafast Load Cell drop weight apparatus. The technique has also been used as a probe to quantify differences in fracture properties at different areas in the microstructure of a material. In both a Utah limestone and a South African quartzite, material near a grain boundary fractures very differently to that in the bulk. Ongoing work is ultimately aimed at producing a comprehensive fracture model for a multi-mineral system based on its micro-fracture characteristics.

The U.S. Bureau of Mines is conducting research on guidance systems for computerized haulage in underground mines. This report describes the process of component selection, installation and testing, perception algorithm development, and steering control algorithm development, to produce a real-time steering control system for an articulated haul truck for underground mining. Ultrasonic transducers were mounted on the truck to provide perception data by measuring the distance to the ribs. Linear potentiometers mounted inside the steering cylinders measured the steering angles. Algorithms, implemented on an inexpensive, robust onboard computer system, analyzed the data and controlled the steering via an electro-hydraulic proportional valve. The steering algorithm presented follows a zone defined by the relative position between the truck and a rib. Experimental verification of the ability to follow the zone in a test corridor on the Colorado School of Mines campus is presented. The automatic steering system successfully negotiated straight sections, curves, and the transition zones between straight and curves with the truck in first and second gears. The resulting real-time automatic-steering system can be applied to many underground articulated machines.
