Rare earth elements (REE) and their compounds are critical ingredients in numerous necessities of modern life including: the permanent magnets used in electric motors, generators, speaker and hard drives; high performance automobile tires; catalysts; phosphors; optical glass; etc. World production of REE in 2014 was about 110,000 t with about 98,000 t/a being “Light” (LREE) and the balance “Heavy” (HREE). Unlike other mined commodities, the majority of the LREE produced in the world is a by-product and that from a single iron ore mine in China. The balance of the LREE production comes from four REE-only mines, two in China, one in Australia and one in the USA (now on Care and Maintenance basis). The LREE operations comprise very unusual flotation processes and complex hydrometallurgical plants. In contrast, most of the HREE come from a multitude of small in-situ leach operations exploiting a single, dispersed deposit in China using hydrometallurgy alone. All of the current REE operations produce an intermediate mixed REE product that must be separated to yield the high purity, individual, REE required by the market. This paper describes the processes being used to produce LREE and HREE intermediate products and the separation plants used to make the high purity REE compounds that are key ingredients in the magnets in earbuds, turbines, and automobiles; catalysts used in the production of gasoline, and so on.

"The paper identifies two of the main problems encountered in recent hydrometallurgical plants for the recovery of gold and silver: firstly, the plant recovery is lower than anticipated from the testwork; secondly, the metallurgical accounting figures cannot be reconciled.The principal reasons for the plant recovery being lower than the testwork are discussed, together with solutions that can minimize these problems both during the design stage and during the plant operation after the problems have manifest themselves.The reasons for the difficulties in metallurgical accounting are analyzed by reviewing the various components of the plant figures. Recommended solutions are given for minimizing this problem and the realities of obtaining accurate figures are discussed.IntroductionThe start-up over the last few years of new hydrometallurgical plants for the recovery of gold and silver has brought to the surface again a number of problems. DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. The Witwatersrand Basin contains by far the most gold ever found, and has hosted mining from its discovery in 1886 to the present. For many years, South Africa was the world’s largest producerof gold, nearly all of which came from the Witwatersrand. Since 2000, South Africa has fallen back several positions because of declining gold output. There are many complex and varied reasons for this; however, declining gold resources in the Witwatersrand Basin are not one of them. As far as the author knows, there are no qualified estimates in the literature of gold remaining in the Witwatersrand Basin. This paper collects mining data from several sources and then, using elementary gold accounting and error analysis, attempts to estimate the amount of gold remaining in the Witwatersrand Basin. It includes gold underground in existing and defunct mines, in evaluated ore resources, and dumps. Compiled data from 1887 to 2019 shows that 50 200 t of gold were produced by Witwatersrand mines, while it is estimated that a further 48 100 t remainunderground, both within and outside of mine leases, a further 1 600 t on the surface in tailings,and an unknown amount in rock dumps. Nearly all of this gold will remain inaccessible with current mining methods, and major technical developments in mining will be necessary before any of the gold can be categorized as a code-compliant resource or reserve. To win this prize, the mining industry will have to rethink its approach to mining, both in old mining leases and in the unexploited ground. It will also have to find effective means of preventing gold theft and informal mining, which are on the rise.

"Reagents are an important cost-factor in the flotation of minerals. The mechanism of collectors and frothers has been studied extensively, but on depressants – probably the biggest cost-factor in the reagent suite – very little is actually known. Theories are frequently faced with the bare facts, pointing in another direction. Fundamental research is complicated by the fact that the amount of possible interactions in the flotation cell is almost unlimited and makes “change-one-parameter-at-a-time” experiments questionable and at least difficult to interpret. Also, the adsorption of depressants on the ore is very strong and desorption merely impossible. Detection methods therefore tend to be indirect and – therefore - non-specific about the location of the depressant on the ore.Depressants are supposed to adsorb selectively on gangue minerals; not on the valuable minerals in the froth. In order to be able to develop better and ‘’smarter’’ depressants, an analytical method is therefore required that will enable to detect which (=qualitatively) depressant, in which concentration (=quantitatively) sits where exactly (= selectively) on the mineral surface. (Answering the question: ‘’ Which minerals is located direct under the depressant?’’)And also: does the depressant compete with other reagents for that location? (like collectors) This analytical method is under development. The actual status of the method is promising and the results will be shown."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The central Nanling region in South China experienced multistage granite intrusive events and corresponding metallogenic processes during the Early Yanshanian period (190–140 Ma). In this study, a wide variety of published data on age determination, petrological characteristics, major and trace elements compositions, whole rock Sr–Nd contents and zircon Hf isotopic composition of the representative granite composites were systematically collected to estimate their cooling-uplift rates, granite evolution processes and mineral deposit formation. These granites have been classified into two groups based on their age and geochemical variations: Group 1 (180–165 Ma) and Group 2 (165–150 Ma). Major and trace element geochemistry suggests that Group 2 experienced more intense magmatic evolution and differentiation than Group 1. In addition, Group 1 granitoids are classified as A1-type alkaline rocks with faster cooling and uplift rates, whereas Group 2 granites are considered as A2-type aluminous rocks with slower cooling and ascent rates. Furthermore, the Group 1 granitoids have younger Nd and Hf two-stage model ages but higher eNd(t) and eHf(t) values, indicating influence from crust–mantle interaction. In contrast, the Group 2 granites show different values, suggesting stronger upper crustal contamination or assimilation. The slowly cooled and ascended Group 2 granites experienced much heavier crustal contamination (or assimilation) and crystal fractionation, contributing to the large W–Sn mineralisation in the central Nanling region. New Zealand depends on foreign investment for economic development. This also applies to the development of New Zealand's mineral resources. For this foreign investment to happen there must be some incentives to attract the investment. While prospectivity is the dominant parameter considered by investors it is not a variable that can be changed, only the perception of New Zealand's prospectivity. Other parameters likely to be considered are sovereign risk, red tape, green tape, land access, civil unrest, land claims, social risk, labour relations, infrastructure and natural disasters. Regulators and political will can vary some of these parameters. Where New Zealand fits internationally can be measured by investors' perceptions of these parameters. Following on from these perceptions New Zealand can be seen to have advantages in some areas and be disadvantaged in others. How to deal with the disadvantages to give investors confidence is not easy in the New Zealand environment where the development of mineral resources plays a small part in an economy dominated by agriculture. Added to this is the current global state of the minerals industry which offers even more of a challenge to attract foreign investment to develop New Zealand's mineral resources.

"SynopsisSouth Africa recently announced a resurgence in its commercial nuclear power programme. The implications for the development of the necessary high-level manpower within South Africa’s tertiary educational system and its national research and development (R&D) capacity in materials science and engineering, as well as in other engineering disciplines, are placed into perspective. An organized national process of developing this manpower by moving away from the previously high-risk and costly ’large programmes’ to rather a selection of ‘small and better’ research projects and a redefinition of what constitutes ‘nuclear materials’ are proposed as parts of this strategy.IntroductionSince 2008, and more particularly in 2014/2015, South Africa has woken up to the fact that significant steps need to be taken to ensure sufficient electricity generating capacity for the future, even beyond the coal-fired stations at Medupi and Kusile currently under construction. It is, therefore, encouraging to see some active large-scale wind farms in the Eastern Cape near Jeffrey’s Bay, in the Couga area, and others in the Western Cape already in operation. In addition, many solar energy projects are also progressing from the small localized scale to larger programmes in the Northern Cape, which may contribute some capacity on a national basis. South Africa needs to tap into its renewable resources of wind and solar much more, but will these projects solve the country’s long-term industrial needs? Unfortunately not. One cannot run mines and trains on solar cells. Industry needs reliable baseload capacity, and with very limited easily accessible hydrocapacity this leaves really only coal, possibly natural gas, and nuclear power as options. South Africa’s current over-reliance of about 90% on coal–fired power, however, places it in an internationally vulnerable position, and diversification into a more equitable energy mix should be a national priority for the medium to long term. South Africa cannot significant climate change confronting the human race, as the IPCC cautioned in 2013, and will have to adjust its future energy reliance to a more balanced combination of sources."

Low density explosives have been available in various forms for nearly 20 years. These initially consisted of various diluted forms of ANFO formulated to slow the rate of reaction. One such product that was developed was a blend of ammonium nitrate and rubber. This product uses a coarse fuel provided by granulated rubber to slow the reaction rate of the explosive rather than being a diluted form of ANFO. There has always been a technical difficulty in blending two dissimilar materials without subsequent segregation.

The authors discuss the application of drum and friction hoists under modern conditions and give four examples of friction hoists proposed for various applications. The paper concludes with a summary of the advantages and limitations of friction hoists relative to drum hoists. Introduction T H~ introduction of the multiple-rope friction hoist m the late 1940's has complicated the se-lection of the right hoist for a given job. Once such considerations as rope safety factor, drum to rope ratio, hoisting distance, tons per hour and/or service duty have been decided upon, the selection of a drum hoist is relatively simple. We now ask our-selves "which hoist -drum or friction? (See Figure 1 and Figure 2). When a friction hoist is a possibility we are immediately concerned with how many ropes to use, whether to hoist balanced or counter-balanced, whether a friction hoist will be flexible enough for the application and, of course, what the relative costs will be.

The 4 km long Huguenot Toll Tunnel in the Western Cape region of South Africa celebrated its tenth anniversary on 18 March 1998. At present a single (South) bore with bi-directional traffic flow is operational. The North bore was originally excavated but not lined and equipped.The tunnel is fitted with a semi-transverse ventilation system comprising 45/350 kW two speed fresh-air and 1 MW exhaust air fans at each of the portals. These provide ventilation through fresh and exhaust air ducts above the ceiling separated by movable partition doors. Secondary air ducts deliver air at low level. The fan control depends on the levels of CO pollution or visibility measured at six positions along the tunnel.The system performed well during initial tests and under conditions of low traffic volumes. As traffic volumes increased, and user complaints of bad air in the tunnel were received on several occasions, we realised that we had a problem. Tests confirmed that natural airflow within the tunnel induced by prevailing meteorological conditions outside the portals affected the performance of the ventilation system causing a plug of bad air to be trapped at varying positions along the operating tunnel.The control systems in the tunnel are presently being upgraded as described by Gray, Rieckert and Bullock (1998). As part of the retrofit we are implementing a new control strategy for the ventilation system which takes into account the external weather conditions. This paper discusses the 24 month long meteorological data gathering exercise, which is on-going, and explores the philosophies planned for controlling the ventilation system. The correlation between winds external to the tunnel and induced airflow inside the tunnel are examined. The effects of the weather induced airflow on the existing ventilation system are considered and proposals given for taking these effects into account in the new control strategy. These include the implementation of an expert system to predict ambient airflow from prevailing weather conditions, and the use of airflow measurements taken in the uncompleted North bore as a cross-check.The paper highlights the need to take cognisance of external weather conditions when designing tunnel ventilation systems.

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Whisker growth during the reduction of iron ores The phenomenon of whisker growth can be observed in a number of solid-state crystallisation reactions, which, apparently, appear in6 the first instance as though they are two independent processes. From such reactions, one can find the whisker type of crystallisation on solid bodies. These examples show, that the whisker growth is neither due to certain crystal forms with predetermined temperature and pressureranges, nor to parameters, which, ad hoc, are necessary for the crystallisation. In all cases the whisker formation seems to depend on nucleation and the availability of crystallizing material in direct environment of such a nucleus, under given parameters of a system. One can generally state, that the research of whisker growth with the aim of establishing proper physical laws, to determine the foundamentals of whisker formation and whisker growth, is at present under active study. We can conclude that, although a great number of hypothesis have been proposed; no concluding theory has yet been arrived at. In the institute for ferrous metallurgy of the technical university of Aachen, research works are undertaken to find an explination to various metallurgical phenomena through help of whisker growth which was observed under varying conditions of iron ore reduction. This was possible by using refined microscopic techniques through which the whisker growth on solid oxyde substrates is detected. This refined technique combines the latest methods of surface examination with the help of stereo-scan-electron-microscope and proper and carefull preparation of surface to be stereo-scanned.

"Access to the outside world is supplied by the Alaska Highway to continental Canada and the United States, the Haines Highway, and by the White Pass & Yukon Route to Skagway and Vancouver. Communities and mining developments located along the Alaska Highway are supplied daily by truck transport with commodities originating in Whitehorse, Edmonton, and Vancouver.The average payload on the Alaska and Mayo Highway is in the order of 16 to 25 tons and is subject to government regulations. Highway haulage distances to railhead at Whitehorse vary as does the direction. The Clinton Creek asbestos development is located 395 road miles north-west of Whitehorse whereas the United Keno Hill operation is 287 miles to the north. Cassiar Asbestos is located in Northern British Columbia at a distance of 357 miles south-east of railhead at Whitehorse. In order to service these various mines multipurpose highway vehicles have been designed to allow maximum backhaul of petroleum products. The White Pass & Yukon Route was established as an integrated transportation system from 1955 when it became apparent that three non-integrated systems (ship, rail and truck), with the various paper work and rising costs, could not continue to serve the needs of Yukon. Integration became the company policy and a system was developed. A special container ship (Clifford J. Rogers) was designed and built. This was the first specially built container ship in the world. The northern container integrated system was operational in 1955.In 1965 over 8.5 million dollars were spent in upgrading the container facility and the construction of a tanker-container ship designed specifically to serve Yukon and Northern B.C. The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan's Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

"The Whitehorse Mining Initiative (WMI) brought together all of the key stakeholders in Canada's mining industry to develop a framework whereby the industry can meet the challenges that it faces into the 21st century. The WMI Accord7 which was signed at the annual Mines Ministers Conference in Victoria, British Columbia, on September 137 1994, touches all of the important issues that confront the industry, including taxation. IntroductionSeptember 13, 1994, was a historical day for Canada's mining industry. On that day, on the occasion of the annual Mines Ministers Conference in Victoria, British Columbia, the Whitehorse Mining Initiative (WMI) Accord was signed by the leaders of the five principal stakeholders in the industry: industry; government; labour; environmentalists; and aboriginals. The Accord is the culmination of two years of hard work and intense collaboration by these stakeholders. But, the Accord is not the end result. The Accord can better be described as a springboard to a prosperous future for mining in Canada.The WMI had its beginnings at the Mines Ministers Conference in Whitehorse, Yukon, in September 1992 (hence, the name of the initiative). At that time, the mining industry was well aware of the serious challenges facing the industry, including significantly increased competition for mineral investment from other mining countries, coupled with an atmosphere of uncertainty surrounding land access, environmental regulations, and taxation. Lime-based neutralisation has long been the remediation treatment of choice for acidic mine pit waters. While suited to the attenuation of acidity, lime-based neutralisation may be difficult to implement efficiently due to variation in quality and the partial loss of neutralisation efficiency due to armouring. Large volumes of gypsum-bearing sludge may also require mechanical dewatering and transfer to final voids prior to resumption of in-pit mining or closure. Thus, operational costs may be substantially higher than primary neutralisation alone. Lime production also results in large greenhouse gas (CO2) emissions.Hydrotalcites (HT) are a class of Mg-Al layered double hydroxide minerals with the composition Mg6Al2(CO3 )(OH)16.4H2O. A range of other divalent and trivalent cations may also readily substitute for Mg (eg Cu, Ni, Pb, Zn), Al (eg Fe, La, Ce) and metalloids/oxyanions (SeO42-, AsO43 -/CrO42 -, MnO4-) for CO3 into the hydrotalcite structure. A common feature of acid mine pit waters, often overlooked in assessment of potential remediation options, is the frequent predominance of divalent and trivalent cations as a consequence of partial decomposition of both ore and gangue minerals during in-pit wall rock leaching. Thus, given the presence of substantial divalent and trivalent cations in acidic mine pit waters, an opportunity exists to exploit and in effect work harmoniously with the prevailing pit water composition to form a polymetallic hydrotalcite.The utility of hydrotalcites in the remediation of acidic mine pit waters lies in their ability to incorporate a wide range of contaminants; instantaneous formation, often in a single step; simple post-treatment solute composition; rapid settling; low sludge volume; and the potential to form ore-grade precipitates potentially amendable to reprocessing to (partially) recover remediation costs. Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

Before answering the question raised in the title, let's briefly consider how East-West trade is viewed within the entire US political spectrum. Essentially, there are four major schools of thought: (1) The Peaceful-Coexistence School. Advocates of this school call themselves free-traders and hold to the premise that: (a) trade benefits all parties involved, hence it is the best tool to achieve peace; (b) US trade barriers should be removed, and the quicker the better; and (c) negotiations, cultural exchanges, and political compromise should be used extensively.
