"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. In the authors? experience inappropriate water management in hydraulic fill masses has been the root cause of most barricade failures. Inappropriate water management can lead to high water pressures, reduced effective stresses and increased barricade stresses (Kuganathan 2002). In addition the high hydraulic conductivity and non-plastic nature of most hydraulic fills makes susceptibility to piping failure (Cowling et al. 1987) a high possibility in many hydraulic backfills where a static water head is available. In order to avert both of these failure mechanisms it is essential to control the elevation of the phreatic surface within the fill mass. This is usually achieved through campaigned filling and resting periods. The duration of filling and resting periods are often estimated using some form of stope drainage simulator. Due to the random nature of many characteristics that influence the fill mass hydraulic conductivity, simulation of hydraulic fill drainage can be difficult. The high consequences of inaccurate phreatic surface estimates combined with the high variability in drainage properties often results in operators taking a conservative approach to this modelling. This conservative approach can lead to significant delays in the filling cycle which can have a major impact on the productivity of many hydraulic fill operations and can often results in an unnecessary movement towards capital intensive paste fill systems. This paper presents a water management technique which combines a simplified drainage model with in-situ monitoring to provide a rational approach to water management. With an accurate drainage model filling operations can be carried out at optimum efficiency without compromising safety. The implementation of this strategy has lead to a significant increase in filling rates at a number of Australian filling operations. A brief case study from one of these sites has been presented.

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Increased sustainability and regulations will extend the control/monitoring of water during the entire mine life cycle representation of the mine water flow system. A water balance has several benefits/objectives in a mine operation: ? Mine planning/simulation of mining scenarios/climate change Production optimization ? There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

Opencast Lignite Mining requires topwall strata of seams to be fully depleted and footwall aquifers sufficiently depressurized. To prevent a spread of the cone of depression into protected wetlands some distance away, alternatives had been investigated such as closing water works, underground slurry wall barriers and recharge by infiltration. As a result of these investigations, the infiltration method has been chosen and in a first phase during the next decade it will utilize as much as 55 x 106 m3/year. Using this approach, the survival of the wet lands is assured.

Water conservation and compliance strategy can be cause for success or failure of a new or existing mining operation. Water accounting at outset, and pit and waste dump planning, may not fully consider total inflows, or sediment loads encountered during mine life. Environmental impact assessments, and permitting often dictates the rules, and these may change, to be more stringent, during course of mine development. This paper will identify techniques to control unprojected fresh water, or increased surface water flows in surface mine operations.

During the winter of 2001/2002, a number of seismic exploration projects were carried out in the Mackenzie River Delta area of the Northwest Territories, in Canada. The purpose of the seismic projects was to identify potential drilling targets for subsequent drilling programs, using explosives as a seismic source. Recent changes to fisheries regulations meant that blasting under lakes, the Mackenzie River and offshore from the delta, was not allowed to induce water overpressures in excess of 100 kPa in these water bodies, and that a water overpressure monitoring program had to be conducted to confirm that this requirement was being met. This paper describes the water overpressure monitoring program on one of the exploration projects, presents the results of the monitoring, and discusses the challenges of carrying out this work in the middle of an arctic winter.

"The Ontario Division of Inca Metals Company, a Unit of Inca Limited, operates eleven mines, four mills, three refineries, one smelter and one iron ore recovery plant. All but one mine, mill and refinery are located within a fifty kilometer radius of Sudbury, Ontario. A mine-mill complex is located some 100 kilometers west of Thunder Bay on the shore of Lake Shebandowan and a nickel refinery at Port Colborne.During the past 10 years the use of recycled water in our milling operations has increased to more than 95% at each mill. This high degree of water reuse has reduced the (a) need for fresh water and (b) the contaminant level of the downstream aquatic environment. The aggregating of effluents in a common receptor provides a process water having a consistent quality thereby minimizing upsets in mill metallurgy while concurrently improving the operating economies and the downstream aquatic environment."

WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

Introduction In presenting this paper on the water-power resources of the Province of Manitoba, it was considered that a brief resume of the power resources of Canada, of the power already developed, and its utilization in the industries 9f the country, would be of particular interest in showing the rapid progress that has already been made. Amongst Canada's national assets, water power occupies a foremost place because of the facilities it provides for the development of her other great natural resources. The rapid development of the mining, pulp and paper, and general manufacturing industries, and the concomitant growth in urbanization, with its numerous demands for domestic, commercial, and municipal service power, have combined to stimulate hydraulic development to a point surpassing even the most sanguine predictions of a few years ago. With the bringing into operation during 1928 of hydraulic turbines aggregating over 550,300 h.p., and of a further 378,400 h.p. in 1929, Canada's total hydraulic development at the end of 1929 amounted to over 5,700,000 h.p., and in this year, 1930, the active construction in hydro-electric plants throughout the country totals in excess of 1,600,000 h .p.

Introduction In the following discussion, boiler-feed and mine waters will be considered from the point of view of the problems arising from the chemical nature of the mineral and gaseous impurities they contain. The theories underlying some of these problems will be reviewed for the purpose of getting a clearer concept of the problems themselves. Certain terms of a chemical nature, necessary to the discussion, will be explained on the assumption that they are not generally familiar to mining engineers. Finally, an attempt will be made to correlate theory and practice, with the abject of establishing certain limits to factors relevant to the problems, and to show that these limits are justified by practical experience. The general problems occasioned by the presence of mineral and gaseous impurities in boiler-feed and mine waters are: (1) Scale formation and corrosion in boiler systems. (2) Corrosion of mine pumps and pump fittings. These will be discussed separately. Boiler Scale Typical analyses of waters available for use in steam power-plants are given in the accompanying Table (Table I). All analytical data are expressed in grains per Imperial gallon. The bicarbonates of calcium and magnesium in the raw waters are shown as normal carbonates in the Table. Substances in the first five rows constitute the encrusting solids. All the waters listed in Table I would be classified as 'very good' in the schedule of classification for boiler waters adopted by the American Association of Railway Chemists in 1887. In spite of this classification, however, the waters contain sufficient encrusting solids to cause serious scale trouble after prolonged evaporation.

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

A major challenge in managing coal seam gas (CSG) water is predicting how much water will be produced as the industry develops. Klohn Crippen Berger Ltd (KCB) was commissioned by the Queensland Department of Natural Resources and Mines (DNRM) to develop a tool to forecast where, when and how much CSG water will be produced in the Surat and Southern Bowen Basins under various industry expansion scenarios.The water production tool (WPT) uses the Theis equation, a non-equilibrium groundwater flow equation that accounts for the effect of pumping time on well yield in confined aquifers, to predict water production volumes. Where multiple pumping wells are in close proximity, the required pumping rates for coal seam depressurisation are reduced. Therefore, pumping effects are projected spatially to assess interference effects between wells. Water production is then upscaled to the projected scale of the CSG industry within the Surat and Southern Bowen Basins.Two modifications were made to address the dual phase nature of CSG extraction (a transmissivity reduction factor) and the impact of weathering at the eastern margin of the Surat Basin (a ænear edge effectÆ factor). These factors modify relevant hydrogeological parameters in a consistent and defensible manner to more closely match observed water production.The WPT was verified by comparing results to equivalent Theis equation calculations and to type curves provided by CSG proponents. Calibration was achieved by varying the spatial distribution and intensity of the near edge effect factor in conjunction with a chi-squared analysis of residuals.The tool, which is now being maintained and further developed by the Centre for Water in the Minerals Industry (CWiMI), was built to balance numerical complexity against relative flexibility and simulation speed. The result is a tool that can produce statistically relevant results of prescribed scenarios to plan water handling and treatment requirements in discrete zones of operation.CITATION:Strand, R, Reading, L and Keir, G, 2013. Acid rock drainage is the result of exposure of sulfidic materials, such as pyrites and sulfidic ores, to air and water. The oxidation of these sulfides is catalyzed by more than a million times by the bacteria Thiobacillus jerrooxidans and close families. Inhibition of these bacteria can mitigate 98% or more of the acid loading generated. This can be achieved by the use of certain surfactants that are selectively bactericidal to the lithotropic acidophilic bacteria. Bactericides are used in two ways. As periodic or continuous treatments for prevention of acidification of material actively handled and moved, and in controlled release form for reclamation where treatment sets up a change in site microbiology to replace Thiobacillus jerrooxidans with heterotrophic bacteria and creates a stable site without need for further treatments. Use of bactericides begins with laboratory testing of the site material to qualify the site for bactericide treatment and dosage determination. Site specific treatments are designed for active sites and reclamation. Once acid production is controlled, solubilization of metals is correspondingly reduced. Results and economics of use from active and reclamation sites are presented.

The Tui Mine is located near Te Aroha at the base of the Coromandel Peninsula. It was a lead-zinc mine, which closed in 1973 due to declining concentrate prices, high overheads, and high mercury levels in the ore. The site was abandoned, leaving behind an acid rock drainage generating system, including a sulfide-rich tailings dam which has since caused pollution of Tui Stream, as well as open adits and waste piles which drain predominantly into the neighbouring Tunakohoia Stream. At the AusIMM conference in 2003, Harvey and Webster-Brown presented water quality results from the Tui mine site and lower stream catchments in 2002. In April 2006, Environment Waikato undertook remediation works to stabilise the dam and reduce acid drainage entering Tui Stream. In this study, water quality results from the Tui mine site and lower stream catchments are again being determined, in order to compare with the pre-remediation results. Preliminary data collected for summer indicate a minor but consistent improvement in water quality in the lower stream catchments, although lower Tui Stream continues to exceed ANZECC (2000) aquatic life guidelines for Cd, Cu, Pb and Zn. This slight improvement may be due to a decrease in the flow of ARD into Tui Stream, as there does not appear to have been an improvement in quality of the contributing ARD waters.

Planning for the Macraes Extension project highlighted the need for additional tailings storage availability. The possible solution of developing new tailings impoundments in Northern Gully, in tum, led to concerns being expressed by the regUlatory authority over the assimilative capacity of Deepdell Creek. Philosophical differences over the appropriateness of applying a seepage model used to set standards in consents for the original project resulted in the company re-evaluating the whole monitoring system associated with tailings disposal and seepage control. Re-evaluation indicated problems arising from the existing in-stream water quality monitoring in respect of protection of the aquatic ecological system and verifiability of results. A new monitoring system was designed relocating the compliance monitoring point out of the stream and into the gully containing the tailings impoundments giving greater certainty of monitoring results to all parties and providing improved protection for the aquatic ecology of Deepdell Creek.

This paper considers the potential water quality impacts of future energy scenarios which project an approximate doubling of coal utilization from 1975 to 1985. The major impacts estimated for coal extraction are related to effluents from unregulated activities (reclaimed areas prior to stable vegetation) and pollutants (e.g., metals and ammonia). Where applicable, the EPA effluent guidelines to be in effect by 1983 reduce the impact of individual sources to low levels. For example, total suspended solids and acidic discharges are to be regulated to levels generally below recommended water quality standards for receiving streams. However, implementation of these guidelines, particularly for coal extraction, has not been demonstrated on a wide scale. Water quality is not expected to be a major constraining factor for increasing capacity of coal fired utility and industrial boilers. Water quality control has not been demonstrated on a commercial scale for coal conversion to synfuels, but adequate control technologies appear to be feasible.

The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.
