Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

"The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance.Six of the seven RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites.This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules.The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest SAG mill new liner placement rates ever observed by RME, as would be expected with two, independent Machines working simultaneously in the one mill.The liner-replacement-rate, averaged over the whole reline, is good (27% improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation.This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ‘double head’ mill liner handler by others. Early performance of Escondida’s new RUSSELL TWIN 8 System performance is then compared with recent single Machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved.Also, the preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. Mining has long been an important activity for the people of Australia . The Aboriginals used rocks and minerals in their culture many thousand years before European settlement. It was not until 1840 that silver-lead ore was discovered in the Mount Lofty Ranges , and developed as Australia's first metalliferous mine. The mining industry contributes significantly to all aspects of the Australian economy, generating substantial employment opportunities, investment and income, export earnings and royalties for Governments. While the mining industry in South Australia is small by comparison with Western Australia, Queensland and New South Wales, it is nevertheless a very important industry in the State.   With the discovery of the world's third largest Cu-Au-U-Ag resource at Olympic Dam in 1975, the State saw a period of intense exploration activity through the early to mid-1980s. However, failure to locate additional world class deposits saw a dramatic reduction in exploration activity during the late 1980s. A perceived lack of prospectivity was compounded by the recognition that exploration for such deposits was neither easy nor inexpensive in South Australia because more than 80% of the State is masked by surficial sand and silt.

Introduction. THE Georgetown mining district is located in Deerlodge county, Mont., about 20 miles west of Anaconda. It lies along the divide between the headwaters of Warm Springs creek, draining eastward, and Flint creek, flowing west and north through the Philipsburg valley. The actual divide is formed by Cable mountain, a narrow ridge running north and south, terminating to the south in low hills overlooking Georgetown lake, and to the north in a high, rugged plateau that falls off to the west to the wide valley of Flint creek. Oil the eastern, or Warm Springs, slope of Cable mountain is the Cable mine, with the Hidden Lake mine a few miles north. On the western slope is the Southern Cross group, with smaller mines, the Twilight, Cincinnati, Red Lion, and Big Bill, at intervals to the northward. The Georgetown mines lie in the hills south of Cable mountain; the Philipsburg mines, of which the Granite Mountain, Bimetallic, Hope, and Trout are the chief, form a separate group to the north, overlooking Flint Creek valley and Philipsburg. (See Fig. 1.1) The region ranges in elevation from 5,000 to 9,000 ft. It is, with the exception of the lower valleys, well timbered with small fir and pine, although Cable mountain and the higher summits to the northward rise slightly above timber line. The main valleys have the smooth contours of glaciation, and their mouths are frequently choked with morainal deposits.

"Southern Peru Copper Corporation's Ilo Refinery, the largest in Peru, began operations in 1975 with a production capacity of 165,000 stpy. Southern Peru bought the Refinery from the state owned Minero Peru SA on June 1, 1994.The Refinery processes blister from Southern Peru's I/o Smelter. Blister copper is processed in an anode plant equipped with two 365 st tilting reverberatory furnaces, a 26 mold casting wheel and an anode press machine. Copper is electrorefined in a tank house equipped with 768 commercial cells, 44 stripper cells, and 40 liberator cells, utilizing two electrolyte circuits and a 21,000 Ampere rectifier.During 1989 through 1994 a program for improving productivity was carried out by increasing the number of cells and increasing current density to the total rectifier capacity. As a result, a capacity 215,000 stpy of refined copper, 2 million tr. oz silver and 6,000 tr. oz gold per year was achieved. In 1994 Southern Peru announced plans to increase capacity to 250,000 stpy of cathode with a US$ 18 million investment and a US$ 2 million investment in environmental improvement projects, as part of the purchase agreement with the Peruvian government.This paper outlines the scope of the SPCC lio Refinery modernization and environmental program. It describes the implementation of the Electrolytic Plant expansion based on instaliation of polymer concrete cells, a new rectifier, a new selenium roaster and a Precious Metal Plant upgrades."

AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, yet in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has been mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been al most entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is amazing that the iron companies will persist in sending abroad under. heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below-will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests were conducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color .to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. The Sovereign, Jubilee, Scotia and Jasper Creek prospects occur in an area of ~3.0 km by 2.5 km (~7.5 km2) in the Hauraki goldfield. The prospects are hosted by andesitic to dacitic flows, autoclastic breccias and localised pyroclastic and air fall deposits. Jubilee and Sovereign prospects lie along the northern and southern parts of the Waitekauri Fault, respectively, whereas Scotia is located ~1 km to the E, and Jasper Creek a further ~1.2 km to the ENE. Wall rocks are typically intensely altered, although the degree of alteration becomes more variable east of Scotia and at Jasper Creek. Alteration minerals include quartz, adularia, albite, chlorite, pyrite, illite, interstratified illite-smectite, smectite and calcite. Several of these minerals have distributions that show distinct zonation with adularia most abundant at Sovereign and Jasper Creek, but restricted to shallow levels at Scotia. Illite occurs throughout Sovereign and Jubilee plus the western margin of Scotia where it grades into interstratified illite-smectite; smectite predominates at Jasper Creek. Veins are uncommon and typically narrow, but show distinct zonations. Quartz veins are more abundant at Sovereign and Jubilee, whereas calcite veins are more abundant at Scotia and Jasper Creek. Laumontite veins occur at Scotia, and rare clinoptilolite, mordenite and stilbite veinlets with calcite occur at Jasper Creek. Fluid inclusion in quartz and calcite homogenised between 141¦ to 272¦C and trapped a dilute solution with an apparent salinity of less than 2.6 weight percent NaCl equivalent. Homogenisation temperatures are hottest at Sovereign (average 241¦C) and Jubilee (average 239¦C), cooler at Scotia (average 204¦C) and coolest at Jasper Creek (average 162¦C). Calculated paleowater table elevations suggest the water table was 680 m to 750 m above sea level at Sovereign and Jubilee, 450 m at Scotia and 225 m at Jasper Creek. The current data suggest three scenarios that can explain why Sovereign and Jubilee are deep and hot, whereas Jasper Creek is cool, shallow and marginal; 1.   some or all of the prospects may represent separate overlapping hydrothermal system, 2.   a high-relief hydrothermal system on the side of volcano with an inclined water table and outflow towards Jasper Creek, and 3.   a low-relief hydrothermal system that has been either tilted or block faulted with greatest uplift and erosion to the west.

This paper describes a key element in the construction of a major project undertaken by Harbourfront Corporation in its efforts to rejuvenate the central Toronto waterfront. The Spadina Pier forms one of the two major structures of the $10 million marina complex. Completed in early 1986, the 150 metre(490 ft.) long by 43 metre(140 ft.) wide pier structure will contain a 320 car parking garage as well as providing the foundation of a 17-story residential tower and a two-story retail/commercial complex. However, the pier structure posed a considerable challenge to its developers due to the the many restrictions imposed on the site by the environmental authorities which ruled out the construction of dykes or the placing of other fill materials on the highly contaminated bottom sediments. In addition, access at the site was restricted by its proximity to the main harbour navigation channel and a grain elevator berth. The original design called for a cofferdam to form an integral part of the finished structure. However, the contractor chose to regard the cofferdam as a temporary structure and proposed to construct the pier in the dry by enclosing the 10,000 square metre(107,600 sf) site with a 450 metre(1480 ft.) long single wall steel sheet pile cofferdom 7.5 metres(25 ft.) from the final pier structure. This paper will describes the design and construction of the cofferdam. Prior to finalizing the pier design, a geotechnical investigation of the shale bedrock was undertaken as well as a small sheet pile test cell program to evaluate the feasibility of driving a Canadian manufactured cold-rolled sheet pile into the bedrock. Relying on the design parameters for the shale bedrock, Foundation designed the cofferdam utilizing a post-tensioned bipod bracing system to resist a 7 metre(23 ft.) hydrostatic head as well as the maximum wind and wave forces expected at the site. The bipod bracing system consists of diagonal H-pile raker piles and verticle pipe piles anchored to bedrock with post-tensioned anchors grouted into bedrock.

FOR over fifty years the Spanish mine, 21 miles northeast of Nevada City, in Nevada County, California, has been one of the Bradley properties. Between 1883 and 1889 it was operated by the late Frederick W. Bradley and P. R. Bradley. The ore averaged only about $1 a ton at that time but the mine was credited with a production of about $900,000 in that period. The property was then closed down until 1922, when the Bradley interests reopened it and continued development for the next nine years, when a 50-ton mill was built. This began operation in April, 1931. This was a selective flotation plant, with the tailing treated on Wilfley tables, and operated on ore from the No. 4 and No. 16 tunnel stopes. Commercial or potentially commercial deposits of coal occur in Australia in strata ranging in age from Permian to Tertiary. The coals of each period tend to show a community of petrographic character and significant differences as compared with coals of other ages. In particular- many of the Permian coals are unusually rich in inertinite whereas the Jurassic and Tertiary coals are typically very rich in vitrinite. The majority of the coals show evidence of deposition in environments subject to relatively minor marine influence. Except for some Tertiary and Permian coals the content of mineral matter tends to be high. Outcrops of coals of bituminous rank appear to be largely restricted to the eastern margin of the Australian continent. In this region vertical rank gradients are generally higher than in the other sedimentary basins and uplift and the removal of cover has occurred to a greater extent. To the west of the Tasman geosyncline, coal of bituminous rank generally occurs at considerable depths (usually in excess of 1 km and in some areas only at depths of over 2 kms), and in most areas coals at shallow depth are of sub-bituminous or brown coal rank. The controls of the distribution of coal type and rank have considerable economic significance and the unusual characteristics of Australian coals, especially with respect to coal type, make the direct application of overseas technology to Australian coals inappropriate.

"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

SpaDiSÖ is a revolutionary approach to the spatial analysis of point data using geometry to analyse geometry! SpaDiSÖ uses each and every spatial relationship and is not dependent on mathematical models. For n points there are n2 û n spatial relationships and, because of the square function, the method yields interpretable results for both small and large data sets. SpaDiSÖ is an alternative to variography for directional studies. At the regional scale, the analysis can assess distribution patterns of mineralisation and potential controlling structures. At the deposit scale, the characteristics of zones of mineralisation such as direction, spacing, high-grade ore direction and grade distribution can all be deduced.

Mining in Peru is mainly concentrated on metallic and polymetallic ores of gold, copper, lead, zinc, silver, tin, iron, etc. However, little has been done to develop extensive and rich non-metallic or Industrial Minerals deposits with the exception of some silica and phosphate deposits. This paper presents the characterization and metallurgical studies for the development of a feldspar deposit. These studies showed that the special characteristics of the ore, such as high porosity, high Al2O3 content, low clays content, and sized material allowed us to obtain commercial products applying relatively simple and low cost concentrating unit operations. The characterization studies showed that the feldspar products contained no quartz and about 90% of albite (NaAlSi3O8). The 14x40-mesh size fraction product analyzed 5.91% Na2O, 22.56% Al2O3, 65.73% SiO2, 0.65% K2O, 6.50% CaO, and 0.40% Fe2O3; whereas, the 40x150-mesh size fraction product analyzed 6.22% Na2O, 24.30% Al2O3, 60.80% SiO2, 0.91% K2O, 7.06% CaO, and 0.54% Fe2O3. These products could be used for manufacturing glass, ceramics, refractory, and filters in different applications. In addition, Middlings, could be used as insulation material due to its porosity (bulk density of 0.828 Kg/dm3), analyzing 4.46% Na2O, 15.7% Al2O3, 67.2% SiO2, 2.57% K2O, 3.94% CaO, and 4.24% Fe2O3. The material showed a sphericity of 0.77, a roundness of 0.68, and acid solubility of 13.3025% on only washed and 2.72% effective for clean material suitable for use in these applications. No selective accumulation of the valuable mineral was observed at any specific size fraction. However, iron and titanium bearing impurities trended to concentrate in fine fractions (minus 70 mesh -212 µm-). Metallurgical studies demonstrated that this feldspar ore required sizing at 14x40 mesh and 40x150 mesh to render commercial products. In the case of the 14x40-mesh size fraction, the process involved magnetic separation, gravity separation, and flotation for feldspar (direct flotation) using a blend of primary and condensate amines. However, the reverse flotation for mica-biotite and iron bearing minerals was also possible using petroleum sulfonate. The metallurgical process for the 40x150-mesh size fraction required magnetic separation and reverse flotation of iron and titanium bearing minerals, the feldspar being reported in the sink material. Commercial products from this feldspar deposit for glass, ceramics, refractory, and filtration; and for the manufacturing of insulation material were obtained.

One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. Abstract - Exploration at the Specogna gold deposit has identified a geological resource of 65.0 Mt grading 1.63 g/t Au, which equates to 3 million ounces of contained gold. This resource is hosted in a low-sulfidation epithermal deposit of Miocene age that is localized along the northwesterlytrending Sandspit fault. The fault has juxtaposed Late Cretaceous mudstone of the Haida Formation to the west, with Late Tertiary coarse clastic sediments and lesser andesitic volcanic rocks of the Skonun Formation to the east. A plagioclase porphyritic dacite dike intrudes the Haida mudstone and Skonun sediments along the fault. Gold mineralization, in hydrothermal breccias, veins and stockworks developed mainly in Skonun sediments and dacite. These are formed in an 800 m long zone that roughly parallels the Sandspit fault. The gold zone is funnel-shaped in cross-section, approximately 300 m wide at surface, 220 m above sea level, and narrows to approximately 50 m, at sea level. The deposit lies within an elongate zone of moderate to intense hydrothermal alteration that, at surface, extends over a known area of approximately 2 km2. Its western extent is bounded by the Sandspit fault. There is an asymmetric alteration zonation, with a core of silicic-potassic (adularia) and smectite-illite clay alteration that is bounded to the east by argillic alteration. Similar zoning defined by the distribution of metals reflects the position of the main feeder conduit. Mineralization of altered wallrock is dominated by 1% to 4% auriferous pyrite and marcasite. Gold and silver occur as electrum; individual silver minerals have not been identified. Other sulfides are rare, and are identified only microscopically. The mineral suite is typical of low-sulfidation epithermal systems. Gold occurs in early, multi-phase, variably bladed and banded quartz veins and breccias, which are cut by barren, single phase, drusy quartz veins.

Introduction The property of Rouyn Merger Gold Mines, Limited, is in Rouyn and Joannès townships, Western Quebec, seven miles east of the town of Rouyn. Traversing it is the east-west trending Cadillac-Bouzan fault. Diamond drilling in 1944 and 1945 along a shear zone south of the fault indicated an ore deposit lying at the contact between sedimentary and volcanic rocks and dipping approximately 60° to the northwest. In the summer of 1945 it was decided to sink a shaft to investigate the indicated ore zone. In the immediate vicinity of the deposit, bed-rock is overlain by clay beds, in some places as much as 70 feet thick. Consequently, possible shaft sites were limited to those locations where overburden would not be excessive. The most favourable site was about 125 feet to the south of the ore zone as projected vertically from bed-rock to the surface. Accordingly, it was decided to sink the shaft at this point, with an inclination of 60° N. W., paralleling the dip of the ore zone.

THE realization by metallurgists of the important effect that traces of impurity may have upon the properties of a metal, and their steady demand for purer and still purer metals, have made the special cools for 'trace' analysis of increasing value. In the United States at least, spectrographic analysis is becoming the standard method for determining the impurities in zinc die-casting alloys. The Hudson Bay Mining and Smelting Company, as a producer of virtually pure zinc, uses the spectrograph to control the purity of its products, and-as the electrolytic method is employed here-to control both the impurities in the electrolyte and those 'trace' elements, which, while they do not contaminate the zinc, have a great effect on the plating efficiency. The general plan of the laboratory is shown in Figure l; the housing for air purification, which is on the roof, is indicated by broken lines. One of the chief factors affecting the layout was the easy way in which a spectrographic assay can be spoiled by contamination. To minimize the quantity of dust tracked in, the laboratory was made separate from the general research laboratories, and an office was placed between the two. This arrangement has its drawback because of the traffic through the office, but it has effectively cut down dust. For similar reasons, the available space was subdivided into a number of small rooms, and the air currents in the laboratory were so arranged that dust would be carried where it would do least harm. Air is drawn in at the roof over a 50-kilowatt bank of Calrod heaters, through Annis air filters, by a No. 4 Sirocco fan. Most of it is forced into the spectrograph room, but some goes to the office and darkroom. The air flow is from the spectrograph room, through the plate-measuring room, into the chemical laboratory, where it is exhausted by a No. 1% Sirocco fan on the fume hood. Air can also re-circulate from the plate-measuring room back to the heater. The arrangement is such that the air in the laboratory is maintained at higher pressure than the outside air; consequently, no dirt enters through cracks about the windows and doors. A thermo-regulator holds the temperature constant within one or two degrees; only on the hottest days in summer does the temperature rise enough to affect the focus of the instrument.
