Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. Introduction Situated 182 miles east of Vancouver, on the Kettle Valley branch of the Canadian Pacific railway, the Princeton coal field is readily accessible to the Coast markets. The area covers approximately forty square miles and present indications are that the deposits should contain at least 300,000,000 tons of coal. Comparatively little development has yet taken place in this coal field. Since the commencement of recorded output, the collieries operating in this area have produced 1,640,518 tons of coal. The coal field proper includes only the Tertiary deposits adjacent to the town of Princeton and does not include the Coalmont or Nicola deposits. Production has never been on a large scale. The largest annual output from any property was 81, 780 long tons mined at the Granby colliery in 1940. Coal output was first recorded in 1909 and since that time fifteen properties are reported to have either mined coal or to have done prospecting or development work; of these, only two are presently active. However, none of the properties now inactive were closed because their coal resources were exhausted. The accompanying key map shows the extent of the Princeton coal field, and the location of the coal mines and prospects in this field General Geology The Princeton field is underlain by rocks of Oligocene age and is one of the series of more or less isolated Tertiary lake basins in which coal, or lignite, has been found in the interior of British Columbia. Resting on the Nicola group rocks of Triassic age, the Princeton sedimentaries consist of sandstones, conglomerates, shales, bentonite, bentonitic clays, and several seams of coal. Tertiary volcanics occur both above and below the stratified rocks and in places they have been thrust through the overlying measures. In some areas, the coal has been burned to a red ash as the result of vulcanism, while in other parts some of the moisture has been driven from the coal, thus improving the grade. The field can best be described by dividing it into two areas: the Southern area, lying to the south of the town of Princeton, where most of the mining has been done; and the Northern area, to the north of Princeton, where very little development has taken place.

The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate any one method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

THE Privateer mine consists of a group of mineral claims situated in the Zeballos area, on the west coast of Vancouver island, approximately 180 miles north of Victoria. Although Zeballos is a comparatively new mining camp, its transportation facilities can be considered exceptionally good. General freight and supplies are brought in by either C.P.R. or Frank Waterhouse steamers from either Victoria or Vancouver. Service by these boats varies from five to ten days and the trip from Victoria takes approximately two days. Passengers may use the C.P.R. boats, or, if speed is essential, they may fly, in which case they have the choice of two flying companies, namely, Canadian Air-ways, Limited, and Ginger Coote Airways. The average flight from Vancouver takes approximately two hours. Excellent unloading facilities are provided at the beach by a government dock for the steamers and a floating dock for aeroplanes. The mine, which is approximately five miles from the beach, is serviced by a fairly good gravel road, which has proved satisfactory for all haulage purposes. Zeballos has the reputation of having one of the heaviest rainfalls on the west coast, but as no accurate records have been kept, no comparisons can be made. H. C. Gunning, in his report, comments on the weather from 1929 to 1932, and one would judge that the practically continuous rainfall did not add to the pleasures of the field work. During the summer of 1938, the opposite condition prevailed and the area had exceptionally dry and pleasant weather. The snowfall is generally light at the lower elevations, but very heavy higher up. No extreme cold weather is encountered during the winter, which is generally short.

"Even though acid mine drainage is an old problem, particularly in coal mining areas, its appearance in the form of a major environmental hazard in the hardrock mining districts of Ontario was unexpected. The yellow and amber coloured wastes that characterize an acid mine drainage situation were first noted by the Ontario Water Resources Commission in the uranium mining Elliot Lake district. Problems of a similar nature were also noted in the copper-lead-zinc camp at Manitouwadge, the nickel camp at Sudbury and at numerous isolated base metal properties, both in and out of the Province of Ontario.Without exception, when acid mine drainage type effluents were evident, the specific companies involved worked sulphide or sulphide-associated ores. Without exception, the ore bodies contained quantities of iron sulphide (in various mineralogical forms) and, without exception, the milling circuits serving these operations were such that the iron sulphides were rejected to the tailings areas as waste.Once in a tailings area and after a varying period of time, iron sulphides react to form water soluble salts which, when discharged in the effluents from the tailings area, can affect stream chemistry and stream ecology.It is not unusual that the minerals pyrite, marcasite and pyrrhotite (all iron sulphides) react to form a stable oxide under atmospheric conditions. The law of stability of rocks and minerals, for instance, states that rocks and minerals are stable only in the environment of their formation and, as the environment surrounding them changes, the rocks and minerals tend to change to other species which are relatively more nearly stable under the conditions of the new environment (a). Under atmospheric conditions, iron oxide exhibits a greater stability than iron sulphide."

The copper and nickel smelting industries are important contributors to the technical and economic well-being of Canada while some of the smelters are among the largest sources of sulphur dioxide emissions in Canada. A review of the operations in six smelters - Falconbridge Limited, Falconbridge, Ontario; Hudson Bay Mining and Smelting Co. Limited, Flin Flon, Manitoba; Inco Limited, Copper Cliff, Ontario and Thompson, Manitoba; Noranda Mines Limited, Horne Division, Noranda, Quebec and Gaspe Mines Division, Murdochville, Quebec - have shown that about 80% of the total sulphur input to these smelters was emitted to the atmosphere in 1980. A simultaneous review of the existing and emerging technologies which can directly or indirectly reduce the sulphur dioxide emissions indicated that it is possible to reduce the emissions to below 20% of the sulphur input to these smelters. This can be achieved by varying degrees of modifications to the smelting operations and installing sulphur fixation facilities at significant costs which may increase the metal production costs. This would consequently make the competitiveness of the Canadian copper and nickel producers more difficult in the already tough world metals market.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

Assuming that a gold ore has been effectively ground to ensure maximum economic liberation of gold, the circuits that will have the most effect on the successful operation of a gold plant will be that of the leaching and carbon-in-pulp circuit (CIP). The reagent and utilities operating costs associated with leaching, adsorption, elution and regeneration would typically make up some 15% of total operating cost, whilst the capital costs associated with these areas is about 16% of the total. Although not largest (capital and operating costs associated with comminution are generally dominant) these items represent a significant proportion of capital and operating cost. Much more importantly, these plant areas represent the primary gold recovery process and their technical and operational efficiencies will have a significant impact on overall plant efficiency. The objective during process design of these sections is thus to develop a design which provides maximum technical and economic efficiency and which is robust to potential changes in ore throughput, mineralogical characteristics and head-grade. Experience has shown that, particularly for longer life and higher-grade projects typical of the South African underground gold mining industry, small changes in recovery and efficiency have a significant value over the life of the project.

The LaRonde ore is a Cu-Zn-Pb ore with gold (3-4 g/t) and silver (60-100 g/t). The precious metals are recovered with copper concentrate, zinc concentrate and cyanidation of zinc tails via Merrill Crowe precipitation. Subsequent to a recent mill expansion, excessive gold was reporting to zinc concentrate with a concurrent decrease in gold to copper concentrate. Owing to the higher return obtained from the metal, the mill endeavors to recover additional gold and silver to the copper concentrate and minimize the placement of precious metals to the zinc concentrate. A gold deportment study showed that the gold occurs mainly as küstelite, with a moderate amount of electrum and a minor amount of native gold. It also showed that various sulfur-based Au-and/or Ag-bearing coatings on liberated küstelite and electrum were the major mineralogical factors that caused gold and silver to report to zinc concentrate. By frequency, such coatings were observed on 70-80% of total liberated gold particles reporting to the zinc concentrate. Based on the gold deportment and the chemistry of the coatings, the collector chemistry was reviewed and a new collector was added into the circuit which resulted in a significant increase in gold and silver recovery to the copper concentrate. The information obtained from the mineralogy confirmed and guided other process optimization. In this paper, the authors will describe the process mineralogy of the LaRonde ores, and in particular, the mineralogical evidence diagnosing the problem. Reference will also be made to the rationale behind how the problem was solved, the results achieved, and future steps in optimization.

The samples of the washings are characterized of the ore for physical, chemical and metalurgical properties for representivity. the optimum values are determined for the recuperation of gold of the washings of the gold ore from the zone El Callao, Venezuela by acidic solutions of thiourea of the following parameters: Ph , contact time, composition of the liquid mixture, ratio of solid to liquid, grade of liberation, in an apparatus designed for contacting solid powder of the mineral with liquid solution of thiourea mantained in suspension by bubles of compressed air. The experimental results showed that the velocity of lixivation in primier time of (20) minutes is rapid and practically 2/3 part of the reaction is completed. Dundee Precious Metals Inc. (DPM) owns and operates the Ada Tepe gold mine and processing facility (previously referred to as the Krumovgrad Gold Project) located in south-western Bulgaria. The Ada Tepe mine became the first green filed project in past 40 year in Balkans and one of the few in Europe when it was commissioned during the first half of 2019. The plant produces a high-grade gold silicate concentrate generated through its comminution circuit and staged floatation reactors (SFR’s) while depositing its tailings in a state-of-the-art Integrated Mine Waste Facility (IMWF). This paper presents the successful commissioning, ramp-up and optimization of the Ada Tepe processing plant and how the various challenges, including that of an inexperienced front-line workforce, were overcome. More specifically addressing how the implemented modern processing technologies and the operational readiness program, supported the people and process to achieve the design parameters safely and consistently. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of' ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. Though over 100 minerals are known to contain the rare earth (RE) or lanthanide elements, only a few provide the bulk of the world's source of these elements. The principal RE-containing mineral, monazite [(Ce,La,Th,Y)PO4], is recovered by gravity, magnetic, electrostatic and flotation concentration methods, while the other important source mineral, bastnasite [CeFC03], is concentrated by flotation. The processing of the lesser important source minerals is discussed, as is the recovery of the lanthanides from apatite [Ca5(P04)3(F,OH)] where the rare earth elements are present from trace amounts to over 10% as the mixed oxides.

"Search Minerals is currently exploring the Port Hope Simpson (PHS) Rare Earth Element District in southeastern Labrador, Canada. The Foxtrot Rare Earth Element (REE) Project in the PHS District has a 43-101 resource estimate consisting of 3,410,000 tonnes of Indicated Mineral Resources and 5,850,000 tonnes of Inferred Mineral Resources. The indicated and inferred resources contain 1.07% and 0.98% total rare earth element oxide (including yttrium), respectively. The dysprosium and neodymium grades are particularly attractive at 218 ppm Dy2O3 and 1687 ppm Nd2O3 for the indicated resources and 208 ppm Dy2O3 and 1494 ppm Nd2O3 for the inferred resources. The mineralization remains open along strike and at depth and is only one of a number of attractive exploration targets in the Port Hope Simpson area. The REE minerals fergusonite and allanite are present. The ore can be beneficiated by gravity, magnetic separation and flotation to a recovery of +80% for the individual REE. Acid bake and water leaching may be used to extract REE into solution for subsequent purification and recovery. The extraction range for single stage leach tests were 91-96% for Nd, 84-87% for Tm and 92-94 % for Dy with modest acid consumptions. INTRODUCTIONSearch Minerals Inc. (Search) is exploring the 100% owned Port Hope - Simpson District in Labrador, Canada for rare earth elements (REE). This District is approximately 135 km by 12 km in size, and is highly prospective for heavy and light rare earth elements. A total of 11 REE prospects have been discovered in the District to date, including the Foxtrot. In addition, Search is exploring in the 100% owned Henley Harbour region and has joint ventures with Quest Rare Minerals in the Strange Lake region, and with Great Western Minerals Group in the Red Wine complex, all in Labrador. These exploration locations are illustrated in the Figure 1. The focus of this paper is the investigation of the mineralogy and processing of Foxtrot REE materials. The Foxtrot resource falls within the claims held by Search in the Port Hope Simpson REE District. The infrastructure available at Foxtrot is excellent with a deep water port, air strip and road and power infrastructure at Port Hope Simpson. Over $7 Million has been spent to date on exploration and development of the District. The Foxtrot has been explored using prospecting geochemical methods, geophysics (airborne and ground), channel sampling of surface outcrops, mapping and three phases of drilling (18,934 m total)."
