The Outotec nickel matte chloride leaching process is especially suitable for small capacity standalone nickel refineries. The matte is leached with hydrochloric acid and oxygen in multiple steps in atmospheric OKTOP® reactors. Oxygen feed prevents reductive conditions and hydrogen formation in the leaching process. A sufficiently high acid concentration keeps the iron dissolved in the solution. The iron is removed after leaching by precipitation and the pregnant leach solution continues to metals recovery. The metals recovery from the chloride solution is done by solvent extractions, where ammonia is used for pH control. Copper and nickel are stripped from the organic phases into sulphate solutions. Metals can be recovered from the purified solution by conventional electrowinning. Other alternatives are precipitation or hydrogen reduction processes. The ammonium chloride in the solvent extraction raffinate is regenerated into ammonia. The calcium chloride solution from ammonia regeneration is routed to acid regeneration where sulphuric acid is added and ultra-pure gypsum is precipitated. The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

The oxidation characteristics of solid copper matte particles under simulated Kennecott-Outokumpu Flash Converting conditions are presented. The effects of feed matte grade, matte particle size, oxygen-to-matte mass ratio, oxygen content of the process gas and temperature on the particle oxidation rate, quality of conversion, particle size change and particle morphology were determined. The converting quality was highest (~68) with the 58% copper matte at 1100°C. At similar conditions, the 72% copper matte was more likely to produce copper oxides and leave unoxidized particles rather than directly produce sulfur dioxide at 1100°C, resulting in an average converting quality of 55. The quality of conversion was poorest for the 72% matte at 920°C (~45); the sulfur removal was extremely low even with a relatively high degree of oxidation. Fragmentation of the particles was significant in all cases with the 72% matte. A higher O2/matte .ratio and higher temperature, in general, resulted in increased fragmentation while oxygen enrichment had no significant effect. With the 58% matte, particle size was found to increase for the finest fractions rather than to decrease due to particle expansion.

The oxidation of ferrous sulphate to ferric sulphate with air and oxygen in a gas lift percolator was investigated with initial Fe2+ concentrations in the range 0·01 M to 1·0 M,temperatures in the range 20-80°C, and pH in the range oto 2.The rate of formation of Fe3+ was found to be well described by the rate expressionEquation 1and a consistent mechanism is proposed.The presence of Cu2+ was found to cause an increased rate of oxidation, the effect being greater with Cu2+ concentrations increasing in the range 0·001 M - 0·01 M in 0·2 M Fe2+. The effect of other solutes containing Ni, Zn, Mn, Co, Hg, Cl, Mo, NH4, As, Cr, or Na at a concentration of 0·001 M in 0·2 M Fe2+ was negligible.

RECENTLY there has been much speculation concerning the advantages of using oxygen enriched air or pure oxygen in pyrometallurgical processes. The advantage of using oxygen in the iron blast furnace and elsewhere in ferrous production metallurgy has been given careful consideration and, as a result, several experiments have been tried and a number of papers have recently appeared on this subject.1.2 The use of oxygen in nonferrous smelting likewise poses interesting problems, therefore any experimental data obtained in this area should likewise be of general interest.3 Ashcroft4 in 1933 claimed to have obtained improved results when copper concentrates were roasted in pure oxygen. However, his' paper gives neither data nor experimental details. A few years ago a research program was started in this laboratory which had for its objective the determination of the mechanism of oxidation of metallic sulfides under varying conditions. To date we have studied the oxidation of galena, 5 sphalerite, and chalcocite. It is a well known fact that copper sulfide minerals are oxidized slowly by weathering agents, so that the sulfides of copper which find their way into a tailing pond are gradually changed into watersoluble and acid-soluble compounds. Commercially, the oxidation of copper sulfide minerals is accomplished by roasting them at elevated temperatures in air using a suitable (usually multiple-hearth) roaster. Most copper smelters are equipped with such roasters. In this phase of the study we were especially interested in determining the effect of temperature on: (I) the air oxidation of chalcocite and (2) the oxidation of chalcocite using commercial oxygen. The amount of sulphur removed as sulphur dioxide, the percentages of water-soluble copper, and of acid-soluble copper were determined for the air oxidation tests. In the tests using commercial oxygen, the percentages of sulphur dioxide, water-soluble copper, acid-soluble copper, water-soluble sulphur and acid-soluble sulphur were determined. For these experiments the temperature was varied from 250 to 700°°C. EXPERIMENTAL Preparation of Chalcocite (Cu2S) Natural chalcocite is not pure. Minerals such as bornite, covellite, and chalcopyrite may be present. It was decided, therefore, to prepare some chalcocite in our own laboratory. The oxidation of Fe(II) with S(IV) and oxygen can be used advantageously in leaching systems requiring both Fe(III) and sulfuric acid; e.g., heap leaching of sulfide-containing ores or concentrates. The oxidation of Fe(II) with SO2/air is several orders of magnitude faster than with air alone; rates of up to ?20 g/L'h were observed at 25°C. The reaction proceeds via an intermediate orange-red mixed-valence Fe(II)/Fe(III) sulfite complex, which is present at an essentially constant concentration throughout most of the oxidation process. The oxidation rate of Fe(II) is approximated by the formula -d[Fe(II)]/dt = k [S(IV)] [02]0'3. The concentration of the mixed-valence complex, and thus the iron oxidation rate, decreases with increasing acidity. Certain impurities, such as SCN- and thiourea, negatively affect the rate. The oxidation reaction 2Fe2 + SO2 + 02 4 2Fe3+ + S042- is accompanied by the side reaction H20 + SO2 + 1/202 4 H2SO4. The side reaction becomes particularly important at low temperatures and whenever the oxygen mass transfer is insufficient with respect to the rate of addition of S(IV). Thus, effective oxygen mass transfer is essential for achieving high oxidation rates with minimal acid formation. The activation energy was estimated as 141 kJ/mol over the temperature range 10-35°C.

The exposures resulting from development work, following on the discovery of a new shoot of hIgh grade ore at the north end of the Sardine tin mine, during 1952, have provided an unusual opportunity to study the oxidation of a stannite-rich ore. Through the kindness of C. C. Morton, Chief Government Geologist of Queensland, an exactly located suite of specimens representative of the exposures was supplied by J. and W. Reddie. This was later supplemented by a number of specimens culled from a parcel ofrepresentative ore submitted to the Melbourne Ore Dressing Laboratory for testing.The Sardine tin mine, near Ewan, Queensland, has been the outstanding producer of the Kangaroo Hills Mineral Field. Since its discovery in 1918, up to 1952 it has yielded about 1,500 tons of cassiterite concentrates, and about 85 tons of stannite concentrates. The outcrop ore averaged 35% tin oxide, but the grade declined with increasing depth, and by 1930 had fallen to 7% tin oxide. In the northern section of the mine the ore shoots show a downward passage to complex primary s.ulphide ore, containing cassiterite and abundant stannite.The orebodies occur in a series of fissures in a crushed zone about 50 ft. wide in slates and quartzites that have been intruded by granite (Connah, 1952). A quartz porphyry dyke forms the footwall of the original main lode in its southern part, being traced' from the surface to' the No. 4 level (173 ft. vertical depth), and two narrow dolerite dykes were encountered in the workings north of the main...

The oxidation state dependence of the electrical conductivity of a calcium ferrite slag with 25 wt% CaO was measured at 1300°C using a shallow slag layer and two-electrode technique. The experiments were started in air and the slag was sequentially reduced by means of a controlled gas atmosphere using CO2and CO. The electrical conductivity in air was approximately 300 S/m and increased with reduction to approximately 1900 S/m at a pO2of 10-10atm. The interest in the oxidation state dependence of the conductivity of calcium ferrite slags was to provide a comparison with the conductivity of iron silicate slags and to establish the effect of slag basicity on the electrical conductivity and its oxidation state dependence. The results obtained are discussed in terms of the slag structural information available in the literature. The co-ordination of the ferric ions appears to play a large role in determining the electrical conductivity. Keywords: calcium ferrite, slags, electrical conductivity.

Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

This modern plant was installed with the object of treating all oxide ore and payable dump material by the cyanide process.The plant is located on a ridge on the eastern side of Linda Gully. The mill -site has a slope to the south of 1 in 4.The new plant is of steel and concrete construction and was specially designed to suit the climatic conditions which exist at Mount Morgan.THE COARSE CRUSHING PLANTThe ore received from the, mine is dumped into a 600-ton steel bin which is commanded by a 3 ft. 6 in. gauge railway,The mine ore is conveyed by steam locomotives in rakes of five self-dumping 7-ton railroad cars. The dump material is mostly loaded by bull-dozers and conveyed to the binsin large motor lorries. Located on the top of the bin is a heavy railroad grizzly having 12-in openings through which all ore must pass.The flow of ore from this steel bin is controlled by a No. 7D 3-speed Ross chain feeder. It should be mentioned here that, although the bottom of the steel bin is inclined at an angle of 45°, it has been found, owing to the clayey nature of the oxide ore, that the live capacity of the bin is only about 50% of the total capacity.

The Great Dyke of Zimbabwe constitutes the world?s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of ca. 160 ? 250 Mt; however, all previous attempts to extract the PGE from this ore type proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas arsenide- and sulphide-PGMs, making up ca. 25 per cent of the original Pt content of the ore, largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd)-oxides or hydroxides, or in iron-hydroxides, Mn?Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

"Techniques were developed to determine the oxygen demand of sulphide ore pulps in the laboratory and in concentrators. The effect of variables which influence oxygen demand was studied, and it is shown that the oxygen demand is a measure of the degree of oxidation of the sulphide surfaces. It is suggested that in investigating the significance of oxygen in flotation, the oxygen demand of the pulp is a more suitable parameter than the dissolved oxygen content.Oxygen demand measurements are being carried out with a view to determining the effect of aeration on mill metallurgy and devising improved methods of predicting aeration requirements of sulphide ores.The importance of pulp oxidation in the flotation of massive sulphide ores has long been recognized. At the Noranda concentrator, chalcopyrite could not be floated satisfactorily without a pre-flotation aeration step because the necessary dissolved oxygen was consumed by the large amount of pyrrhotite in the ore. With aeration, pyrrhotite and pyrite were depressed by surface •oxidization, and the resulting thiosulphate level in solution gave a good indication of the end of useful aeration. 1'he present study was prompted by the need to find an alternative criterion for cases where recycled mill water may contain a relatively high concentration of thiosulphate. Preliminary experiments suggested that the rate of oxygen uptake by the pulp -its oxygen demand -might be a practical measure of the end point of aeration as well as a significant parameter in the flotation of massive sulphide ores.Although it has long been realized that oxygen is an important variable in flotation, analytical difficulties precluded detailed plant investigations. Measurements of' dissolved oxygen in mill pulps were first reported by Ralston(i) in 1929. A titration method was used, and because of the delay occasioned by the preparation of clear solution samples, the values obtained were believed to be low. It was quite evident, however, that pulps in the grinding circuit had a lower oxygen content than in flotation. More recently, Woodcock(2,3) used a polarographic probe to carry out oxygen surveys in six Australian concentrators and he generally observed a similar pattern. A large number of other solution parameters were monitored, such as pH, redox potential, reducing power, and reagent and metal concentrations, with the aim of detecting correlations among the measured variables. CITRON has developed a new process for the recycling of hydroxide sludge, household batteries, catalysts, automobile shredding residues, grinding sludge and other metal containing organic and inorganic waste. A pilot plant with a capacity of 1,000 tons per year has started operations in April 1998. In August 1999, an industrial plant became operational with an initial treatment capacity of 23,000 tons.

"Trends in world coal markets indicate that the next twenty years could be a period of intensive development for British Columbia&apos;s coal resource. This paper examines demand projections for metallurgical, thermal and chemical feedstock coals, with particular reference to domestic and Pacific Rim markets. Supply possibilities, from the point of view of British Columbia&apos;s competitive position, are explored, with emphasis on the interaction of such factors as capital, labour, port and transportation requirements.The paper concludes with an examination of British Columbia&apos;s strategies in light of the foregoing, and comments on the government&apos;s role in ensuring that development of the coal resource be attained in a manner consistent with over-all provincial goals and objectives.IntroductionFor the purposes of this paper the Pacific Rim is defined as including, in addition to Canada, the following: Japan, Korea, the People &apos;s Republic of China, Hong Kong, Taiwan, the countries of the Indonesian Archipelago, Australia, New Zealand and the Pacific-bordering countries of South America and Mexico. The United States has been excluded in this definition in order to better illustrate the economic growth potential for British Columbia coal in the Pacific Rim economies.In the past decade, the Pacific Rim economies have grown faster than most other economies in the rest of the world; economic growth rates of 10 per cent were common in the region prior to the 1974 slowdown and the average rate of economic expansion in the mid-1970s has exceeded 6 per cent. Rapid expansion of international trade in the region has been a major stimulus in this process. By 1979, Pacific Rim two-way trade has reached an estimated $550 billion-about 20 per cent of world trade."

In 1980 Pancontinental Mining Limited decided that while the Jabiluka uranium project was still a major focus of the company&apos;s efforts some diversification was necessary. At this time it was decided to include precious metals in Pancon&apos;s exploration and acquisition objectives. As a result the now Paddington Gold tenements were acquired, explored and developed. Today, it rates as the 6th largest gold mine in Australia and at an expanded throughput of 1.2 million tonnes per year of ore it will produce about 110,000 ozs of gold per year. Following extensive exploration activities by Pancon&apos;s Exploration Division the Operations Division continued with development drilling finally proving up a reserve of about 8.4 million tonnes at an average grade of 3.2 g/t. An in- house preliminary feasibility study was followed by a two phase feasibility study by Davy McKee. This resulted in a recommendation to the Pancon Board of Directors to develop Paddington with an annual throughput capacity of 875,000 tonnes. Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.

The Palaeoproterozoic Warramunga Formation is notable as the host to the enigmatic, so-called &apos;Tennant Creek style&apos; mineralisation. These polymetallic (but mainly Au-Cu-Bi) ore deposits typically have a close spatial association with massive ironstone bodies, and frequently also with banded ironstone, known locally as &apos;haematite shale&apos;. The Warramunga Formation is a polydeformed, turbiditic succession. Partial, or complete Bouma sequences variously comprising lithic arenite, wacke, siltstone, and mudstone constitute a classic flysch sequence deposited as a proximal (sandstone lithofacies) to distal (siltstone lithofacies) fan association. The Warramunga Formation has a substantial component of volcanic detritus and has generally been attributed to an essentially contemporaneous volcanic provenance. However, lithostratigraphic revision (Donnellan, Hussey and Morrison, in press) apparently precludes outcropping volcanic rocks of the Tennant Creek Block, or indeed Inlier, as the source of detritus. Warramunga Formation geochemistry indicates rapid derivation from a fractionated, predominately felsic igneous source (Palaeoproterozoic upper crust) with a minimum of chemical weathering; together with an admixture of mafic material. Warramunga Formation geochemistry cannot, however, be reconciled with that of the Bemborough Formation, which is here taken to be representative of Flynn Subgroup felsic volcanic rocks. Similarly, the Warramunga Formation is geochemically distinct from Flynn Subgroup sedimentary rocks. Geochemistry of the banded ironstone is consistent with its interpretation as Dine-grained turbidites.

[SECRETARY&apos;S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. Assessment of mineral reserves in any ore- body hinges on both mineralisation characteris- tics and the economics of extraction. The mineral reserves statement depends on interpre- tation of diamond drill information by geolo- gists, determination of the production plan and operating costs by mining and metallurgical engineers and prediction of future income by economists. The techniques used to generate the mineral reserves statement for Bougainville Copper Limited in 1969 are described and the accuracy of predictions discussed. Preliminary results from a geostatistical reassessment are comp- ared with the ore zone model, blast hole data and concentrator reconciled production results.
