TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which" are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep-resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing' together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geologi-cal Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is one of the most important minerals, was omitted because not more. than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

There is only one way to transport natural gas and that is by pipe lines. In the past few years, these lines have been extended rapidly into areas which previously had been served mainly by solid and liquid fuels. In the subject given me, this extension is referred to as an invasion, which implies a rather forceful entry. Whether or not such an implication may be applied to recent natural-gas developments is unimportant. It is the fact of the extension, not its definition, which is important. For centuries, natural gas has been utilized for various purposes in many parts of the world. It was the foundation of fire worship at Baku. The Chinese used it for the evaporation of brine in salt manufacture. In our country, its history seemingly dates back 110 years to the vicinity of Fredonia, N. Y., where seepage gas was assembled and used for lighting purposes. A few years later, a %inch pipe was laid to a lighthouse on Lake Erie, and the early records of the Lighthouse Service tell of the difficulties surrounding this use. With the discovery of oil in Pennsylvania, there followed further development; the town of Titusville was piped with natural gas and, some few years later, gas was made available for manufacturing plants adjacent to the oil fields. "Abstract - The Lilypad Lakes property is host to a group of Ta-mineralized dikes that occur over an area of at least 10 km2. Field relationships are consistent with a syn- to late syn-tectonic timing for their emplacement (with respect to the major regional D1 episode of deformation), with several of the dikes exhibiting a steeply dipping, open, S- to M- to Z-shaped fold geometry. Individual dikes range up to 30 m wide (Rubellite Dyke, Pollucite Dyke), have strike lengths of up to 750 m (e.g., JJ Dyke), and are continuous to depths of greater than 250 m (e.g., Rubellite Dyke, Pollucite Dyke). Typically, they display sharp intrusive contacts characterized by the development of thin, holmquistite-rich haloes. The Tamineralized dikes are comprised of silica- and alumina-rich, sodic, granitic pegmatites that display extreme levels of geochemical fractionation (K/Rb typically < 10.0, as low as 2.2; Nb/Ta typically < 0.20, as low as 0.03), and enrichments in an economically important group of lithophile elements, most notably Li, Rb, Cs, and Ta. Geochemical assays of individual surface grab and drill core samples have yielded values as high as 1.51 wt.% Li2O, 1.25 wt.% Rb2O, 6.21 wt.% Cs2O, and 0.108 wt.% Ta2O5. Diamond drilling has established the presence of wide (~20 m), potentially ore-grade intersections of Ta mineralization (>0.045 wt.% Ta2O5) in both the Rubellite and the Pollucite Dykes.Three Ta-oxide minerals (microlite, wodginite, manganotantalite) of primary origin predominate in the Ta-mineralized dikes, where they occur as fine, disseminated grains in the albite-rich pegmatite matrix. The sequence of crystallization is typically manganotantalite wodginite microlite, which conforms to a well-established paragenetic sequence for rare-element granitic pegmatites in general. All three of the primary Ta oxides are characterized by a high degree of chemical purity (e.g., average Ta concentrations in microlite from 77-79 wt.% Ta2O5), a compositional feature consistent with the extreme levels of geochemical fractionation characteristic of the host granitic pegmatites, and one that indicates that the Lilypad Lakes pegmatites are likely to produce Ta mineral concentrates of the very highest quality.Locally, a second generation of Ta minerals is present, restricted to small vugs in the pegmatite matrix that are surrounded by fine aggregates of K-rich mica or clay. The secondary Ta minerals are dominated by microlite, which is typically intergrown with fluorite and Fe-sulphides, and is distinguished from its primary counterpart by its lower Ta content (around 70 wt.% Ta2O5) and much higher concentration of uranium (up to 9 wt.% UO2). Also, secondary microlite consistently yields low analytical totals from electron microprobe analysis, suggesting that it is H2O-rich. The presence of this second, vug-related generation of microlite, together with the occurrence of localized networks of crosscutting fractures that host high concentrations of Cs and Rb (in the minerals pollucite and Rb-Kfeldspar), suggests that a late-stage, fluid-dominated metasomatic/hydrothermal event may have been important in certain sections of the dikes, and has effected a redistribution of the economically important elements Ta and Cs."

The term slag has been used to define a wide variety of material including mine spoil and slag produced at steel plants. The present paper is concerned only with the non-metallic alumino-silicates developed simultaneously with iron in blast furnaces.The control of iron quality by slag has long been appreciated but here aspects of slag control based on concurrent iron production are indicated. Consideration is given to the basic composition of slags relative to the type of allotrope required. Up to a point, the plant conditions, under which a particular slag type is processed, have some effect, but these conditions only widen the range of a given allotrope.They do not convert one slag type into another. The nature of the slag types and experiments with additives to convert one slag type into another are discussed.The various uses for allotropes of blast furnace slag are considered.Their use in air cooled slag, foamed slag, slag wool, cements, soil stabilization, glass bottles, and building bricks and blocks, is explored in some detail.INTRODUCTIONWithin recent memory, blast furnace practice has been solely concerned with the production of iron. The slag make at this time had not reached embarrassing proportions. In Britain, unlike Germany, no legislation existed to prevent the growth of unsightly slag banks. Generally slag found limited use as fill and road material in the immediate plant vicinity. This is broadly the case in Australia today. In Europe and America, where the slag make is of the order of several million tons annually, the room problem and the cost of dumping slag has stimulated commercial and scientific research on the disposal problem. Currently, most iron plants in Europe can profitably dispose of at least 95 per cent of their slag make.

The main operation of obtaining zinc from sulfide raw materials by hydrometallurgical technologies is the oxidation roasting of zinc concentrates in fluidized bed furnaces. The technical-economic parameters are determined by the parameters of the roasting process, which depend on the composition of the initial raw materials, the temperature of the bed and on other factors. The predetermined roasting temperature is maintained due to the change of specific efficiency as well as to the quantity of the heat removed from the bed. The efficiency of caissons depends at a high degree on the composition and the thickness of the accretion formed on the surface of the caissons. Forecasting the roasting results is impossible unless we know the mechanism of the accretion formation. The aim of the present paper is the thermodynamic analyses of the behavior of the charge compositions under roasting and the determination of the potential mechanism of the accretion formation. The thermodynamic analyses show that under conditions of the oxidation roasting the thermodynamic probability of the formation of zinc sulfate is higher than the probability of the oxide formation until a temperature of 873°K is reached. The thermodynamic probability of the formation of the lead sulfate is higher than the probability of oxide formation in the entire temperature range of roasting. The probability of formation of ferrites and silicates of zinc decreases only insignificantly the sulfate stability. The results of the investigation of the accretions composition formed under roasting of concentrates with particle sizes less than 0.02 um (60%), containing 65% of sphalerite (ZnS), 12% of pyrite and chalcopyrite (FeS2 and CuFeSz2 each, 3% of galenite (PbS), 7% of silica and other non-ore minerals, have shown that the composition of accretion varies depending on the depth of the accretion layer. The accretions on the caissons and the thermo-siphons consist mostly of zinc sulfate (more than 50%). The accretions of forchamber consist mostly of zinc oxide. They also contain ferrites and silicates. The formation of the sulfate zinc accretion in the cold parts of the fluidized bed furnace (the caissons and thermo-siphons) may be explained by a lower temperature on the surface and probably by a catalytic influence of the present oxides in the formation of S02 and sulfates. The nature of the structure of the accretion in the hotter parts of the furnace may supposedly be explained by the formation of elemental vaporous zinc during roasting.

Australian rutile and zircon concentrates are refined raw materials and not manufactured products. The composition and properties of the grains are therefore fixed by nature. Specifications and assay certificates should take this into account by eliminating unnecessary provisions which only increase the time and cost of analysis.INTRODUCTIONThe raw material from which Australian rutile and zircon concentrates are isolated is beach sand on the coast of New South Wales and Southern Queensland. The principal current operations are in an area between Sydney and Brisbane.The sands consist principally of quartz particles, but they contain from 1 per cent to 50 per cent of a mixture of heavy minerals, including zircon, rutile, ilmenite, monazite, leucoxenic grains, chrome spinel, chromite, garnets, corundum, topaz, brown spinel, olivine, epidote, clinozoisite, tourmaline, magnetite, hematite, and cassiterite. The major components are zircon (25 to 60 per cent), rutile (25 to 50 per cent), and ilmenite (5 to 50 per cent).The so-called leucoxenic grains are not a definite mineral species but an alteration product of which the major components are titanium oxides and silica in varying proportions.Primary concentration is by gravity, using spirals or various forms of pinched sluice (Pullar, 1962), the resulting concentrates being redressed on wet tables. The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

SINCE its first mention in the literature in the eighteenth century1,2 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ? Faraday,7 in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the poten-tial at which a negative ion (e.g., Cl-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

Microscopic examination of selected, representative, unweathered samples of Birmingham, Alabama, Silurian, sedimentary iron ores has fully revealed the nature of the phosphorous-bearing mineral grains. The grains are composed of carbonate-fluorapatite (collophane), range in size from 1 um to 2.25 mm, and exhibit varied types of intergrowth with hematite. Modal analyses conducted under cathodolumi-nescence have provided quantitative data on the a3undance of each of 15 types of phosphorous-bearing mineral grains and made it possible to assess the potential phosphorous liberation from four types of iron ore. The results indicate that 27% of the total phosphorous contained in the iron ores in the western part of the Birmingham district can be expected to be liberated by fine grinding; 60% for ores in the eastern part of the district.

"A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive X-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for particles at 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of mineral particles. This paper focuses on the results for respirable quartz particles sampled from five underground coal mines across the US. Through statistical analysis of results the relationship between the fraction of surface available quartz in respirable dust samples and coal rank is established for three Pennsylvania coal seams. IntroductionThis is the last in a series of papers detailing the results of SEM/EDX-based analyses of respirable coal mine dust particles collected from field sampling. Previous papers have detailed preliminary results and the statistical validity of the methodology (Grayson, Andre, and Simonyi, 1990; Grayson, 1991). This paper presents the final results of the analysis of respirable dusts from five coal seams with a range of coal rank:• Lykens Valley seam (anthracite), eastern Pennsylvania• Brookville (A) seam (mid-vol bituminous), central Pennsylvania• Pittsburgh seam (high-vol B bituminous), western Pennsylvania• No. 6 seam (high-vol C bituminous), Illinois• Wadge seam (sub-bituminous A), ColoradoSEM/EDX-based techniques were applied to try to clarify the role of quartz as an etiologic agent in coal workers' pneumoconiosis (CWP). It was hypothesized that previous studies were hampered by the restrictions of bulk analysis techniques and that particle-level analyses were needed to answer a number of questions concerning the role of quartz in CWP and its progression.Since 1985, a large number of the respirable dust samples submitted to MSHA are analyzed for free silica (Tomb, Parobeck, and Gero, 1986). Our reasearch shows that conventional bulk analysis techniques may not give a true indication of the biologically available, or active, quartz in mine dusts. Analytical evidence indicates that respirable dust samples may contain many quartz particles that are occluded, or coated, resulting in a bulk analysis for ""free silica"" that may not be indicative of the biologically available quartz surface."

The accuracy and precision of rutile analyses are discussed. Comparison is made between the wet chemical and X-ray fluorescence spectrographic methods of. estimating Ti02 in commercial rutile. Various allotropes of &apos;I&apos;i02 are identified by diffractometry and a comparative analysis of the coloured varieties of rutile is given. For X-ray fiuorescence . analysis, specimen preparation is critical and sample grinding and pressures. for pellet making are discussed in detail.Cellulose bonded and backed pellets are shown to be subject to relaxation with increasing age.INTRODUCTIONTo date much of the analytical work on commercial samples has been done by wet chemical methods.This led to various discrepancies in results, which are of particular importance when certificates must be issued for overseas shipments. The present work reviews the nature of rutile and compares the results of Ti02 estimation by wet chemical methods and those obtained by X-ray fluorescence spectrographic analysis.In the rutile industry the results from different analysts and even those from the same analyst are not always consistent. To the analytical chemist this should not be surprising.Fairbairn (1951) showed the results obtained from 34 different analysts on a specially prepared sample of granitic rock. It is of some interest to note that the Ti02 content as determined by the 34 analysts using unspecified methods ranged from 0-17 per cent to 0&#183;30 per cent. Goodenough and Fergusson Islands, in eastern PapuaNew Guinea, lie in an area of crustal extension on the western end of the Woodlark Basin seafloor spreading system. The islands are made up of a number of mountainous domes of complexely deformed basement, and these are intruded by large bodies of granodiorite. The domes are bounded by curved shear zones and faults dipping outwards at angles of around 25 to 45¦. The cores of the domes contain lower crustal rocks of eclogite and granulite facies, these rocks have undergone retrograde metamorphism in the outer sheared zones. Movement indicators on the shear zones indicate a complex moverm.-It geometry which does not fit the models proposed by earlier workers. These dome-like structures are similar to the metamorphic core complexes of the western United States Cordilleran region, however there are a number of aspects which do not fit with the models proposed for the development of metamorphic core complexes. Uplift of the metamorphic basement probably resulted from a combination of forces associated with the extension of the crust and the intrusion and emplacement of granodiorite plutons.
